1. INTRODUCTION The Environmental Services Program (ESP) is a five year program funded by the United States Agency for International Development (USAID) and implemented under the leadership of Development Alternatives, Inc. (DAI). ESP works with government, private sector, NGOs, community groups and other stakeholders to promote better health through improved water resources management and expanded access to clean water and sanitation services. The period of the project is from December 2004 through September 2009. ESP activities are focused on seven High Priority Integrated Provinces (HPPs): Nanggroe Aceh Darussalam, North Sumatra, West Sumatra, East Java, Central Java/Yogyakarta, West Java/ Banten, and DKI Jakarta. ESP also supports a limited set of activities in Balikpapan, Manado, Manokwari and Jayapura. ESP is part of USAID/Indonesia’s Basic Human Services (BHS) Strategic Objective (SO), which focuses on the interdependence of health and the environment, and their effect on health outcomes. USAID/BHS activities strive to improve the quality of three basic human services, water, food/nutrition and health, to improve the lives of Indonesians. ESP partners under the BHS umbrella include the Health Services Program (HSP), Safe Water Systems (SWS) and Development Assistance Program (DAP) international NGOs. ESP takes a ‘Ridges to Reefs’ approach to linking water resources management with improved health. Integrated technical components include Watershed Management and Biodiversity Conservation, focusing on raw water resource conservation and rehabilitation as well as biodiversity conservation; Environmental Services Delivery, ensuring increased access to clean water and sanitation services; and Environmental Services Finance, leveraging necessary investment in infrastructure and environmental service rewards. In Aceh, ESP has a fourth technical component, Environmentally Sustainable Design and Implementation. ESP also manages cross-cutting technical support in public outreach and communications; health and hygiene communications; GIS; gender; and small grants. All of ESP’s work is implemented in an integrated manner, where links are made among various technical components as well as with our USAID/BHS partners. As ESP field activities mature, ESP has growing networks of community groups, NGOs, government agencies, universities and media. Watershed Management and Biodiversity Conservation (WSM) technical component activities support conservation of forests with high biodiversity value as well as conservation and rehabilitation of raw water resources for down stream communities. ESP facilitates a participatory approach, bringing together upstream and downstream communities to understand and then manage opportunities and constraints. Conservation and rehabilitation management interventions are implemented in collaboration with local communities, linking sustainable natural resource management with livelihoods development. Multi-stakeholder watershed management forums ensure support from government, community groups, NGOs, the private sector and others for necessary policy, finance and management support for watershed management and conservation initiatives. The WSM Team includes a number of experts with a wide range of relevant disciplines including watershed management, sustainable forest management, protected areas management, agroforestry and agriculture development and spatial planning/GIS. WSM work also supports and is supported by other technical resources from the broader ESP Team, including Service Delivery and Finance as well as ESP cross-cutting themes of communications (Pride, Public Outreach and Health and Hygiene), small grants and private sector partnerships.

2. WORKSHOP OBJECTIVE After almost one year of work, ESP has established a foundation of strong WSM activities. Now it is time to deepen impact in existing field sites and expand work into new sites. This needs to be done in a manner that achieves tangible project outcomes, supports ESP’s overall ‘Ridge to Reef’ approach, and integrates effectively with ESP’s technical components as well as other USAID partners. Given the site-specific nature of watershed management and biodiversity conservation work, from ecological, cultural and socio-economic perspectives, WSM activities have been developed reasonably autonomously in each ESP region. This has led to the efficient commencement of field activities, and also leaves open the opportunity for strengthening technical support across the regions. The overall objective of this workshop was to understand ESP WSM progress to date, and to prepare to deepen and expand WSM work into the future. Specific objectives include: 1. Develop a common understanding and vision of WSM activities, especially as this relates

to achieving overall ESP goals and objectives; 2. Share experience and lessons learned among WSM Team members through

presentation and discussion of regional activities; 3. Capacity building in technical approaches and tools available for effective work; 4. Training in administrative procedures to access tools and resources for efficient work; 5. Understand revised WSM tasks and sub-tasks, as well as WSM PMP indicators; and 6. Develop a WSM 2006 Action Plan that ensures deepened and expanded impact and

stronger integration within the WSM and broader ESP Team, as well as with USAID partners.

3. WORKSHOP OUTPUT 1. WSM 2006 Action Plan; 2. WSM Team understanding of and commitment to ESP’s integrated ‘Ridge to Reef’

approach; 3. WSM Team understanding of and commitment to achieving WSM outcomes; 4. A mechanism on information sharing among WSM Team members developed.

4. TIME AND LOCATION The ESP WSM Team Building Workshop held over three (3) days, from the morning of November 30 through the evening of December 2, 2005, in Cianjur, West Java. The details schedule of the workshop is attached in Annex 1.

6. PROCESS AND RESULTS The following section explains the process and results of each session held during the workshop. Material presented in each session is available from the ESP office.

DAY-1

• Opening Session The opening session of the workshop included a number of presentations such as introduction of the workshop participants, opening remarks from COP ESP (Mr. William Parente) and representatives of BHS USAID (Mr. Agus Widiyanto). The session was facilitated by the DCOP ESP (Mr. Reed Merrill). After the opening remarks, the session was continued by the explanation of the goals and objective of the workshop by the DCOP/Watershed Management and Biodiversity Advisor. In this session, he brought several topics to be discussed during in the workshop implementation such as goals, objectives, expectation related to ESP WSM outcomes, main topics to be discussed, and target.

• WSM and Biodiversity Conservation Field Activity Update The objective of this session was to share the information on the updates and progress of the WSM activities among the WSM team. Each WSM regional team presented the updates and progress of the WSM activities from their region. The presentation mainly focused on site selection, WSM forum establishment and facilitation, community group establishment and facilitation, WSM Planning process: current status and schedule completed, implementation of rehabilitation and conservation activities, integration with ESP and with other USAID program and planning for scaling up next year. By turn and cross team, each WSM regional team facilitated by process of the presentation and discussion. By the end of this session, each WSM team are aware the activities that is on going in each region so it is expected to give each WSM team ideas to share resources and experience, to support each other, and to strengthen the WSM program activities in each region.

• Re-visit WSM work Plan This session mainly discussed on the revising of the new tasks and sub-tasks of the WSM work plan and relationship with the WSM outcomes in Performance Monitoring Plan (PMP) and focus of rehabilitation and conservation activities for the next year. Specifically, this session also discussed about the baseline data of the WSM outcome #2 and #3. The session was facilitated directly by Mr. Reed Merrill and co-facilitated by Ms. Alifah Sri Lestari (M&E Specialist). This session gave the participants focus on the following discussion on the WSM program especially for development of WSM Action plans for Year 2006 that will be initiated in the end of the workshop period. The details revised WSM Work Plan and the WSM outputs is attached in the Annex 3.

• Technical Input – Hydrology and Geo-hydrology Maps

The technical input on “Hydrology and Geo-hydrology Maps” was given by Mr. Asep Mulyana (ESP Water Resource Management Specialist). In this session he presented on the concept of hydrology and geo-hydrology in the context of watershed



management. This session provided participants understanding of water cycles (flow, distribution, characteristics, quality and quantity, etc.) in the nature in relationship with watershed management and hydrology and hydro-geology maps. By having this understanding, it will be strengthened the understanding of the workshop participants on water management so it will help them to support for having strong WSM program.

– Development Pathway The presentation on the topic of “Development Pathway” was prepared by the GIS team. This session discussed on the using of GIS data for spatial data analysis that will be used for site selection and development of better strategy of the program implementation. In this session the GIS Team also explained the process of the exercise of this method during in the field trip. The field trip for this exercise is conducted in the following day.

DAY-2 • Field Trip

The Field Trip was conducted in Cikujang Kampong of Sukaresmi Village, Sukaresmi Sub-district of Cianjur District. This village is one of ESP site in Cianjur District. There were two agendas of the field trip such as exercise on the method of Development Pathway and discuss with the community group who are implementing the rehabilitation program. The workshop participants was divided in five small groups and led by the GIS specialists to practice the data collection for development pathway for site selection and program strategy. Each small group visited one spring and surrounding areas to collect the necessary data for site selection, after that use the data and maps for identify the potential of the location to develop plans for the WSM activities. After completion of this exercise, the participants discussed with the community group members of the kampong to discuss about the results of the assessment activities for the rehabilitation programs. Mr. Asep S., Mr. Surjang Maksum, and Mr. Ujang Wahyu represented the conditions of the field in their village that have been degraded since last ten years and it affects to decreasing of the soil fertility. With this conditions, it affects to decreasing of their income and livelihood.

• Technical Input – Panel Presentation (Topics: Non-Formal Education/NFE Approach of WSM program

and Field School Approach for Sustainable Environmental Movement by the Community Groups) The two presentations of technical inputs on Non Formal Education Field School Approaches were facilitated by Mr. Widyastama Cahyana (Agro-forestry Specialist for North Sumatra). This was a panel discussion where three person such as Mr. Russ Dilts (Regional Advisor for North Sumatra), Mr. Nugroho Wienarto and Mr. Simon Tambunan (FIELD Indonesia – ESP Sub-contractor) provided inputs on the both topics below. After the presentation several points raised by the participants on the discussion such as application principles of the NFE and Field School approaches, sustainable strategy development on post Field School Program etc.



– Local Government budgeting and planning This input session was facilitated by Mr. Wouter Sahanaya (ESP Grant Manager) and Mrs. Sharon Lumbantobing (Regional Advisor fro Central Java) given the presentation of the topic above. In the presentation she discussed several topics on the annual budgeting system by the local government that includes timing, procedures, steps, stakeholder involved, etc. After the presentation, there was a Question and Answer Discussion related the points presented. From this presentation, we learn several things that can be used to support the works of WSM program for example: budgeting procedures of local government that can be applied in each ESP site to leverage funding form Local Government for the multi-stakeholder forum activities.

• Cross Cutting Theme – Campaign Program (Pride conservation, health campaign, public outreach and

program communication) This session was a panel discussion facilitated by Mr. Erwinsyah (Sustainable Forestry Management Specialist). Four people presented the different area of ESP campaign program. The session was started by a presentation on Pride Conservation Campaign by Mr. Hari Kushardanto (Rare Pride Manager) then followed by Ms. Farah Amini (Public Outreach and Communication for West Java) on the ESP Public Outreach Program. The third presentation was on Health Communication Campaign presented by Mrs. Nona Pooroe Utomo (Health Communication Specialist) and the session was closed by a presentation by Ms. Ardita Caesari (Program Communication Specialist) on ESP Program Communication. After the completion of the four presentations, the chair session facilitated the discussion process on the clarification and other questions raised by the workshop participants. From this session, the workshop participants learned about the cross cutting theme on campaign program that support the work of WSM program and link between WSM and other ESP component programs.

– Strategy of ESP Private Partnership The session on Strategy of ESP Private Partnership was actually a part of cross-cutting theme session that was facilitated also by Mr. Wouter Sahanaya (Grant Manager). In this session, Mr. Eka Budianta (ESP Private Partnership Coordinator) presented on the updates of the building of partnership between ESP and private/public sectors. In the presentation, Mr. Budianta presented several topics such as strategy, approaches, and entry points for the building of the partnership. He also presented on the potential donor and activities could be conducted to strengthen the program activities. After the presentation, was followed by a discussion on this issue. Several points were resulted from this session such as sharing information on building the partnership with private sector from each region, suggestions from workshop participants on the actual activities need to be followed up in several regions on building the partnership with private sectors.

• Administrative Tools and Procedures – Scope of Work Development

The development of SOW is one of important administrative tool that each WSM team should be capable to do so because the SOW becomes main requirement in the procedures of getting approval for the implementation of the activity. The session was directly led by Mr. Wouter Sahanaya (ESP Grant Manager) by presenting a topic on the tips on development of the Scope of Work (SOW). In this presentation Mr. Sahanaya explained about the structure of the SOW and the important issue needs to be considered for each section in the SOW.



– TAMIS Reporting The last session of the day was about the update of TAMIS (technical and Administrative Management Information System) and the ESP program reporting. In this session was directly chaired by Mrs. Alifah Sri Lestari and co-chaired by Ms. Ardita Caesari. In this presentation, the topics presented were several revision of WSM work plan in the TAMIS, data entry in the TAMIS and the documentation of the activity report in the TAMIS. After the presentation, there was a discussion on the clarification on working with TAMIS and documentation of the program reports.

DAY-3 • Administrative Tools and Procedures

– Grant Development Another administrative tool that is important to support the work of WSM team is development of ESP grant. The activities of grant program will contribute to the achievement of ESP program. In this session Mr. Wouter Sahanaya (ESP Grant Manager) presented several information about ESP Grant Program included type of competition process, process of proposal review, type of possible grantees, grant application process, selection criteria, awarding process, grant administration and the role of USAID team in grant development

– Sub-contract and Training (led by Mr. Allen Hollenbach) – STTA, Purchase Order and (led by Ms. Nurhayati) – Financial Process and Procedures (led by Mrs. Ida Nurtam)

The following session in the day was a continuous presentation on the administrative procedures. The presentation brought several issues on development sub-contract, training activities, STTA and Purchase Order. These presentations discussed on the procedures and process of developments the administrative tools as stated above and including work with these issues in TAMIS. The last presentation was focused on the financial issues where discusses about the process and procedures of financial activities supported the technical activities. The discussion after the presentation was mostly about the synchronization of administrative procedures and the implementation process of the WSM program activities. In order to have better understanding and support from both teams (WSM and admin teams), a follow up meeting is necessary planned to be conducted after the workshop implementation.

• Development of Action Plans 2006 The session on the development of WSM action plans 2006 was divided into two sections, first was a small group discussion to develop the general concept of the WSM program in 2006. This discussion was conducted by each WSM region team. After the small group discussion, each WSM regional team presented the result of the discussion in the plenary session. The plenary session was facilitated by Mr. Reed Merrill (Deputy COP/WSM Advisor). Since the presentation of the regional team was focused on the general concept, each regional team needs to work for the completion of the action plans for 2006 after the workshop. The details of final version of the action plans from each region are attached in Annex 4.



• Closing Remark The closing remark of the workshop was facilitated directly by Mr. Reed Merrill (Deputy COP/WSM Advisor). At first, he asked Mr. Agus Widiyanto, the representative of BHS USAID Indonesia to give his points of view regarding the ESP WSM program and its workshop. Several points were raised such as: 1. ESP has excellent staff not only in the knowledge and experience but also in the

inter-personal skill. 2. ESP has good communication within the ESP team and also with other partners 3. ESP shows a decentralized management where it is a good points to accommodate

the local specifics and get success to work in different conditions 4. ESP applies the open and transparent system to manage the implementation of the

program 5. ESP consist of strong commitment person to work, it will become a good foundation

for the successful of the program In the end of his remarks, he reminded the most important words for ESP that always to be kept in mind such as “INTEGRATION”, “DEEPEN” and “SCALE UP”. The choosing of strategy “mobilize the activities first then improve the implementation process” was a good strategy supported by the committed staff. It proves that the strategy can increase the power but keep in the right corridor. The following remark was given by Mr. Reed Merrill (Deputy COP/WSM Advisor). He summarized several points raised and discussed during in the workshop. The points were: Points were often to be discussed: • Land tenure issues (related to government and other partners) • Integration program • Strategy for the scaling up the program • Cross cutting theme on the WSM works Points were limited to be discussed: • Spatial planning program • Trans-boundaries issues • Budgeting by government • Marketing centers (economic issues) • Gender (cross cutting theme and strengthening of gender mainstreaming in each

province) • Integration issue between WSM and other ESP technical components (SD and FN)



7. CONCLUSION Several lessons learned, suggestions and recommendation from the implementation of the workshop as follow: • The workshop was a good forum for sharing and strengthen the understanding of WSM

team members on the WSM program activities • Need to bring specific issues to be discussed that will link between WSM work and

other ESP technical components (SD and FN components) • The workshop is proposed to be implemented annually to discuss the specific issues of

WSM program and develop action plans for the following years • Similar workshop that will focus on the integration issues among the ESP technical

components is proposed to be implemented to develop better strategy and actual integration work among the ESP technical component

ANNEX 3.B. WSM OUTCOMES AND TARGET WSM Outcome #2 In each High Priority Province, improvement of watershed function in areas supplying water to urban centers and PDAMs as measured by a 50% increase in rehabilitated land. In order to establish a baseline for the amount of rehabilitated land in the High Priority Provinces at the time of ESP inception, GERHAN Reports and Department of Forestry Rehabilitated Lands Reports will be assessed to obtain area estimates in hectares of rehabilitation activities. The rehabilitation activities under consideration will be limited to tree crops only. A survival rate will then be applied to this base area estimation. Assumption: 20% survival rate after one year Rationale: 1. rehabilitation projects include planting, but no crop maintenance 2. land conflict is a problem and people remove the seedlings 3. inappropriate species selection

The baseline will be established by first determining the total area of the following forest categories: 1. Protected areas (including national parks and nature reserves) 2. Protection forest

A main output of this workshop was the development of regional ESP WSM Action Plans. The overall structure of regional ESP WSM plans, followed by each region’s Action Plan, is presented in this Annex.

2006 REGIONAL ACTION PLAN ESP WSM TEAM BUILDING WORKSHOP

The purpose of this afternoon’s session is to start the development of a 2006 WSM Action Plan that helps us achieve ESP outcomes by rationalizing, deepening and scaling-up our work. 1. WATERSHED MANAGEMENT ACTION PLAN IN NANGGROE ACEH DARUSSALAM (NAD)

1.1. INTRODUCTION Aceh consists of 57.340,21 km2 area. This is a province with the last large area of natural forest with high biodiversity value in Sumatra. There are more than 400 big/small rivers in Aceh those function as the most important of water resource for communities. ESP WSM will support conservation of forests with high biodiversity value as well as conservation and rehabilitation of raw water resources for down stream communities along the Banda Aceh to Meulaboh road corridor. In the first year, ESP WSM still focused its work in the watershed area around Banda Aceh, namely Krueng Aceh Watershed. This watershed is a main water resource for community in Banda Aceh and Aceh Besar. In second year, ESP WSM will deepen its activity in several sites (Sub-catchments) of Krueng Aceh Watershed and at the same time scale up its area to watersheds along the west coast. Krueng Aceh WSM Forum will be officially established in second year as further developing process that conducted in first year. A network among community groups in four target locations will be established along west coast area. Land and forest rehabilitation as well as forest and protected areas conservation management will be supported with the involving of local communities and other relevant stakeholders. These will focus in the area with high biodiversity value, area of raw water resources as well as coastal area along road corridor. During the site selection process as well as implementing the program, ESP WSM integrates upstream-downstream area concept, works with other ESP components and also other USAIDS programs. LGSP, ATARP, CHF, SPD and the Road Project are example of USAID Programs those works in Aceh. All activity progresses will be properly reported and documented. Finally, the development of programs which assist in understanding and the proper development of water resources (both groundwater and surface water) is an important aspect of watershed management. In a recent Scoping Study performed by ESP (2005), concepts were developed that when implemented will not only improve the available hydrometeorological database for the region but also will provide a sound scientific and engineering basis for decisions made during the watershed management planning process. In 2006, the following will be completed: • The establishment of a regional hydrometeorological monitoring program to assist in

more reliable water resource forecasting. • The development of hydrochemical monitoring program to access the effects of land use

on water quality. • A well and spring survey to be used towards the development of a well head and spring

protection program.


Each of these programs will have a comprehensive training aspect and efforts will be made to complement existing on-going programs in the Aceh Region as well as establish teaming relationships with NGOs, governmental agencies, and other USAID funded programs.

In second year, identify and mapping of watershed areas will focus on area along the west coast, including Krueng Sabe-Geupu watershed and the area of Ulu Masen. The Krueng Aceh WS forum will be officially established and its management plans will be agreed by forum multi-stakeholders and supported by ESP. In addition, potential community groups in selected Krueng Aceh Sub catchments area as well as in selected area of west coast will be strengthened and their involving in watershed management community plans will be supported. Site selection will be managed through development of a GIS mapping system, using a development pathway method.

1.1.3. WS3: FOREST AND PROTECTED AREAS CONSERVATION MANAGEMENT

2. WATERSHED MANAGEMENT ACTION PLAN IN NORTH SUMATRA

2.1. CURRENT STATUS OF REGIONAL WSM COMPONENT.

Between March until November 2005, WSM team has completed identifying as well as mapping watershed areas in Deli Watershed. Deli watershed is substantial for North Sumatra Province, since it serves clean water for ca. 2 Million people in Medan and Deli Serdang District and it encapsulates a full set of ESP issues, opportunities and challenges. Based on this, the WSM team has facilitated local NGOs, government and community groups to establish a forum which is called “Jaringan Aksi Lingkungan Sungai Deli”. Prior to this, North Sumatra WSM team has trained and facilitated local communities in 14 villages to conduct participatory based Livelihood Sustainable Assessment. The local facilitator build a network which is called KERINA. ESP has also conducted awareness and educational campaign, collaborating with local NGOs and local communities, such as YES, FMPS, GURKHA, YLL and KERINA. Community Nursery Training in collaboration with Kerina and Tree Bank is on going in 14 villages.

2.2. WSM OUTCOMES & YEAR 2 TARGETS (ESPECIALLY OUTCOMES 2 & 3)

2.2.1. WATERSHED MANAGEMENT Improvement of watershed function in areas supplying water to urban center and PDAMs as measured by a 50% increase in rehabilitation land. In order to establish a baseline for the amount of rehabilitated land in the High Priority Provinces at the time of ESP inception, GERHAN Reports and Department of Forestry Rehabilitated Lands Reports has been assessed to obtain area estimates in hectares of rehabilitation activities. The rehabilitation activities under consideration has been limited to tree crops only.



A survival rate will then be applied to this base area estimation. Assumption : 20% survival rate after one year Rationale : 1. rehabilitation projects include planting, but no crop maintenance 2. land conflict is a problem and people remove the seedlings

Total rehabilitated land is 22.254 ha, calculating 20% survival rate, WSM north Sumatra will increase rehabilitated land up to 6,676 ha. Watershed Management Outcome #3: Area of forest in ESP High Priority Provinces with high biodiversity value under improved local management increases by 50%. The baseline will be achieved by first determining the total area of the following forest categories :

1. Protected areas (including national parks and nature reserves) 2. Protection forest 3. Other forest areas (significant forest cover found outside of areas 1 and 2 using

recent land cover maps) For North Sumatra, total area of forest with high biodiversity value to be increased is 54,072.58 ha until 2009



2.2.2. INTEGRATION WITHIN ESP (HULU-HILIR, OTHER COMPONENTS)

WSM issue is not only related to tree planting and policies on forest management. It is also related with livelihoods issues of the community who interact with forest and river, both in the upstream and downstream, such as: health, hygiene, sanitation, and communication among the community and between community and other stakeholders, and also cooperation between the community and the private sector. For this reason, in year 2006 WSM ESP North Sumatera plan to strengthen the integration with other component in ESP, such as: • Field School on Community Health, Hygiene and Sanitation (integrate with H&H,

WATSAN, both in rural and urban community in up-stream and down-stream area). • Development of Community’s Communication Media, for strengthening community’s

movement both in rural and urban community in up-stream and down-stream area (integrate with POC component).

• Development of Campaign for Education and Advocacy by Community, both in rural and urban area, upstream and downstream area. The objective is to educate other community, and to get support from other community and other stakeholder on the issue they are working in (integration with MMC component).

• Initiation of partnership between the community both in water catchment area (upstream) and downstream area with private sector (such as local small-scale industries) for raising fund for management of water catchment area and also water management in the downstream area (integrate with PPP component)

• Initiation of partnership between community in the water cacthment area with PDAM that get the raw water from their area to raise fund for water catchment management (integrate with SD component)

2.2.3. INTEGRATION WITH OTHER USAID PROGRAM The North Sumatra WSM team is aware that the sustainability of Watershed Management activities depend very much on support of local communities and local governments. Since the scope of activities are too large and the sources in ESP is limited, it is strategic, in order to gain these objectives, ESP collaborates with other USAID programs. WSM team has conducted several discussions and meetings with Conservation International Indonesia to discuss activities in National Park in Batang Toru, Sibolga. CII has got supported from USAID to increase land status in Batang Toru Watershed to be National Park. Besides, the WSM team has also initiated a collaboration with Local Government Support Program (LGSP) to facilitate government in Karo and Deli Serdang to make local regulation, which at the end support better watershed management, better protection of critical land and reduced pollution loads upon the environment. ESP is actively coordinating with the just started HSP, and several discussions have taken place with DBE partners.

2.2.4. BROADENED USE OF RESOURCES (STTA, FA, GRANTS, SUB-CONTRACTS, PARTNERS):

The 1st year of the program is a period where ESP bid a foundation. In this period, the ESP – WSM team concentrated more on building models, such as Participatory Assessment (SLA), WSM Multi-stakeholder Forum, development of Water Saving – Ecological Agriculture (SRI). Those foundations in the future can be implemented on a wider scale (scaling-up), and also can be strengthened and sharpened in the same location for deeper impact to the community (deepening impact). As a consequence, in the coming year ESP –



WSM team will need more capable human resources to organize actions in the field. For this reason, starting year 2006 WSM team of ESP North Sumatera will broaden the use of resources, such as:

• Recruitment and training for Field Assistants with direct training in the field. • Sub-contract to NGO partners for supporting studies • STTA for field training and actions for strengthening the capacity of field team or

community groups supported by ESP The use of resources above has 2 objectives:

• Short term: manage increased and increasingly spread out ESP Field Programs • Long term: investment on human resources for running ESP’s programs in wider

area and longer term.

2.2.5. DEVELOPMENT PATHWAYS AND MAPS FROM THE PROVINCIAL TO WATERSHED/CATCHMENT TO FIELD LEVEL.

Development Pathway is a method using GIS software to analize spatial data in Spatial Planning Framework-skeleton. For Deli and Wampu Watershed WSM team uses overlay of several spatial data including:

(1) Condition of land-cover; (2) Slope and altitude; (3) Land-use; (4) administration boundary (5) other supporting data including cencus of poor family, diarrhorea prevalence and

distribution, level of fresh water access, based on villages, sub districts and districts.

Based on this overlay, the map of activity sites will be produced with different priority scale. The Development Pathway strongly influence the workplan of WSM and identifying priority areas is conducted easily using this intervention.

3. WATERSHED MANAGEMENT ACTION PLAN IN WEST SUMATRA

3.1. INTRODUCTION Sesuai dengan Misi ESP (Environmental Services Program) di Sumatera Barat yaitu untuk meningkatkan kesehatan masyarakat melalui peningkatan dan pengelolaan air yang lebih baik, memperluas akses masyarakat terhadap air bersih dan sanitasi, maka VISI WSM Component 2006 : “Meningkatkan Akses Masyarakat Terhadap Penyediaan dan Pelayanan Air Bersih melalui Pengelolaan Daerah Aliran Sungai” khususnya di kota Padang (Batang Kuranji, Batang Air Dingin, and Batang Arau Watershed) Untuk mencapai VISI tersebut, ESP Sumatera Barat berusaha meningkatkan keterlibatan peran serta para pihak melalui Penguatan Jaringan Masyarakat, Fasilitasi Forum Para Pihak, Pengelolaan Kawasan Konservasi yang berkelanjutan untuk menjamin kesehatan masyarakat, peningkatan social ekonomi masyarakat serta pengelolaan daerah aliran sungai yang terpadu dan berkelanjutan. Untuk mewujudkan hal tersebut sehingga mencapai sasaran di tahun 2006, maka Tim Watershed Management (WSM) ESP Sumatera Barat berusaha melakukan berbagai kegiatan sesuai dengan Tujuan dan Target sebagai berikut:

4. WATERSHED MANAGEMENT ACTION PLAN IN WEST JAVA (CIANJUR AND SUBANG DISTRICTS)

4.1. VISION Strengthening a capacity of multistakeholders through facilitation activities on land tenure (including “access rights”), land rehabilitation, conservation of biodiversity. In order to achieve above vision, there will be implementing activities in land rehabilitation and conservation area which involving community participation through institutional strengthening of community based program and WSM forum in Subang and Cianjur. An Application of development pathway mechanism will be initiated during a development of DAS maps, district maps and selected village maps. Cross cutting of WSM activities program with “service delivery” will be implemented in Cianjur and Subang, including clean water handling, waste and family health.

5. WATERSHED MANAGEMENT ACTION PLAN IN EAST JAVA

5.1. CURRENT STATUS OF REGIONAL WSM COMPONENT

In the first year activity, WSM-East Java has completed the prioritization of the watershed targets. In East Java with area around 47.920 km2, there are three main watershed areas under authority of Balai Pengelolaan Daerah Aliran Sungai (B.PDAS), namely BP DAS Solo, BP DAS Brantas and BP DAS Sampeyan. In the current field activities, the main target has been the Brantas Watershed (Figure 1). In selecting the Brantas watershed considerations were that the Brantas River is the largest and most economically important waterway river in East Java and the watershed contains the greatest concentration of the population. The Brantas River is 320 Km in length and its catchment area covers around 12.000 Km2 (almost 1/4 of total area of East Java). As its highest initial priority ESP has collaborated with BP DAS Brantas to support the development of Upper Brantas Watershed Management. The Upper Brantas Watershed is situated in the Malang Raya region, covering Kabupaten Malang, Kota Malang and Kota Batu. The Malang Raya region represents a particularly difficult challenge to the implementation of upland watershed conservation and restoration because of its long history of poorly conceived interventions in projects with similar watershed management objectives to those of ESP, and because it has evolved a complex network of grass-roots community and NGO organizations that variously reflect very local issues and wider political agendas. However, the challenge represents perhaps the most important opportunity for ESP to make a profound impact on the most strategic region of East Java encompassed within the Brantas River watershed, providing the lessons are learn from earlier failures. The models and the progress which ESP achieves in this endeavour will lay the foundation for its up-scaling to other locations in the Province and elsewhere in Java. In the Malang Raya cluster, field work for land and forest rehabilitation is proceeding in the upper tracts of the Sumber Brantas sub-Watershed (Figure 2) mainly within the boundaries of the city of Batu. The sub-watershed in which ESP is working has 14 villages in 3 sub-districts covering a total area of around 19.907 ha. In Batu, our processes of participatory facilitation have resulted in the concept that community-government-private enterprise implementation of action plans are undertaken in partnership through Land Care Groups. The initial Land Care Group is that represented by the Batu FOKAL MESRA. In the coming year, ESP will continue to work closely with the FOKAL MESRA and the Batu government to establish an organizational structure and program of self sustaining activities which will demonstrate how land care groups can operate in a practical way. At the same time ESP will continue to work with all stakeholders to formally establish the multi-stakeholder Watershed Management Forum for Malang Raya through a series of planned events listed above and developed, through action-learning principles, an optimal relationship between the Forum and the Batu Land Care Group. This



development will establish the basis for a replication of Land Care Groups – as primary implementers in 3 landcare group in Kabupaten Malang , one in Kota Malang as upper part of Brantas watershed and, each one in Mojokerto, Pasuruan, Sidorajo and Surabaya. In the case of the Kabupaten Malang, Mojokerto, Pasuruan, Sidoarjo and Surabaya the prospective activities of a land care group would form a significant contribution to the newly created, but struggling cross sectoral Kabupaten Dewan Lingkungan Hidup. The other landcare group will be develop in limestone area in Kabupaten Bangkalan. (Figure 3) The new of landcare group will cope with the issues: • Sub DAS Bango (Kabupaten Malang): water spring will use for PDAM Sidoarjo and

Surabaya • Sub DAS Amprong and Lesti and Genteng (Kabupaten Malang) : land tenure, high

erosion, low agroforestry implementation. • Sub DAS Konto (Kabupaten Malang): land degradation, biodiversity, forest management

by local community initiative, solid waste from animal husbandry • Malang city (Kota Malang) : urban recharge zone in public and private area. • Brangkal Watershed (Pasuruan and Mojokerto): Tahura degradation, Protected forest

The Forest and Protected Areas Conservation Management will be focusing in Tahura Raden Suryo and Taman Nasional Bromo-Tengger-Semeru. Both area is link with landcare development areas in Brantas Watershed (Figure 4). The deepening of the ESP WSM activity will be related with:

1. Community nursery developed to address the biodiversity issue, linked with environmental transaction subsidies from Jasa Tirta

2. Apple monoculture to high biodiversity of trees and to enhance ecosystem function 3. Micro catchment in for areas, then will be developed with participatory hydrology

5.6. DEVELOPMENT PATHWAYS AND MAPS FROM THE PROVINCIAL TO WATERSHED/CATCHMENT TO FIELD LEVEL

As stated in Cianjur meeting, development pathway is a method to define the best working strategy with spatial data and its analysis support, combined with necessary tabular data, such as economic valuation, policy, an others with specific administration boundaries (provinces – villages). Development pathway method established with several scaling level depending on detail required on working area. Scaling level should be start from broader scale into super fine scale level area of interest. For the high priority province of East Java, we uses four steps of work, including: 1. Identification and mapping of major East Java watersheds at scale of 1: 250.000: overlay

of main land tenure, land use, land cover, slope and population density. Based on this work we prioritized the targeted watershed.

2. Production of spatial data for individual priority at scale 1: 50.000. We construct critical (degradation) land, land capability mapping for land use planning and alternative tree species suitability and combine with geo-hydrology and the result of social economic driving functions influencing forest conservation and non-sustainable land use practices by local farmers

3. Analysis of priority locations within watersheds at scale 1:25.000, focused on participatory planning options scenario modeling of development options

4. 1:5000 scale GIS based ecosystem classification for biodiversity assessment
