School Board Candidates

Jeff Salo - My name is Jeff Salo and I have worked at Sappi formerly Potlatch for over 30 years. I was a Union Officer serving Local 11-63 of the United Steel Workers for 12 years 6 of those years serving as vice president representing over 450 fellow union brothers and sisters. My wife Cindy and I also have our own commercial cleaning business cleaning a variety of businesses in the Cloquet and Carlton area. I am a graduate of Esko High School graduating in 1976; Cindy is also a graduate of Esko graduating in 1980. We are the proud parents of two daughters Danielle and Hailey both Esko graduates also. I am currently serving my second term here on the Esko School Board, I have been the clerk for the past six years as well as being the lead negotiator for the for the board when we are negotiat-ing contracts for our non certified staff, I’m also on the staff development committee as well as our Facilities committee. I have been a registered Track and Field with the Minnesota State High School League for over 25 years. On my time serving here on the Board I have learned a lot and continue to learn even more.

Jerry Frederick - My name is Jerry Frederick. I have been a member of the Esko Community for the past 31 years. My wife, Julie, and I have 2 boys, Scott a 2014 graduate and Kevin, a 2016 graduate. I have previously served a 4-year term on the Esko School Board from 2006 to 2010. I am employed at Minnesota Power as a Senior Electronics Technician for the past 32 years. I am proud to have volunteered my services at the school for many years by helping build the school garden, PIE group member, member of the Esko Educational Foundation, served as Chair of the Esko Community Education Advisory Board, as well as many other committees during my time on the board. I am currently a member of the District Technology Committee and serve as a mentor for the Esko Subzero Robotics Team.

Mark Nyholm - Born and raised in northern MN, I spent time traveling the world before returning home to raise my family. An Esko resident since 2010, my wife Randi and I have twins and enjoy being part of this special com-munity. I enjoy running with my kids and yellow lab, hunting, and being outside with my family. I’m an avid skier and active instructor on the Spirit Mountain ski patrol. As a Board member I will provide logical reasoning and sound judgement while always keeping our children, our school faculty, and our community as top priorities. I look forward to joining the Board with your support.

Peter Eng - Hermantown natives, my wife and I have lived in Esko for over 10 years where we are raising our son (3rd grade) and daughter (1st grade). A licensed language arts teacher, I am currently teaching and coordinating the adult education program at the Fed-eral Prison Camp—Duluth. I am deeply passionate about education and community and understand that each take hard work and strong relationships. In service of those convictions, I am running for school board to support Esko’s long tradition of excellence, to become more intimately involved in our children’s education, and to give back to our amazing community. Thanks!

Julian “Bert” Bertogliat - I have been an Esko School Board member for eight years. I understand the dedication and hard work needed by school board members to maintain and improve a School District and I am committed to doing this. I have invested 47 years of my life working in this district and want to see it continues to be one of the best schools in Minnesota. My first priority is to maintain the high quality of education in Esko. The high standards we have attained in Esko happened over many years, and we need to be progres-sive to maintain our position of leadership and to keep our hard working staff. I believe in a well-rounded education experiences for all students. Academics, Activities (athletic, fine arts, and academic), Social Skills and opportunities for Special Needs students are all very important in a quality educational system.

School Board elections will be held with the general elections in November.

Fall ConferencesThe district calendar states that Fall Conferences will be held on Tuesday,

November 8 and Thursday, November 10. With November 8 being an election day, we cannot hold public meetings in the evening

therefore we must change the date for conferences.

Great Start!

The students are back and doing well. The teaching staff prepared very well for the start of the

year and spent a considerable amount of time training to continue the ex-cellence that our students have en-joyed in Esko for a number of years. I spent some time in the lunchroom talking with students about how their year had started. The feedback was 100% positive. The students feel good about the start of the year and are enjoying their teachers and class-mates. However, they did remind me that this is only the third week of the year.

Lynn McComberOur dear friend and long time school board member Lynn McComber passed away this summer after a courageous battle. Lynn was a fierce supporter of our students. Every de-cision was based on what was best for our students. She supported the district and took her role as a School Board member very seriously. She was part of our building projects and was a leader in many other areas of the school. She always put her per-sonal bias aside to do what was best for the students and the District. She was an excellent person, friend and Board member. She will be very hard to replace. Make sure to take time to thank her family for her con-tribution to the education of our stu-dents.

Board Approves Plan for Mechan-ical Improvements!The Esko School Board has ap-

proved a plan to greatly improve the outdated mechanical and plumbing systems for the older buildings. The Lincoln Addition and Winterquist Elementary School were built in 1956 and 1960. The internal systems are in desperate need of replacement.

The plan was created with assistance from Oscar J. Boldt Construction and LHB as the design team. The plan was in the design phase for over a year. The Board reviewed multiple options and used estimates provided by Boldt to determine the most cost effective way to meet our needs.

The mechanical improvements in-clude new high energy efficient boil-ers, replacing univents with a cost saving displacement ventilation sys-tems, converting the older building from steam heat to hot water heat and replacing all of the old plumb-ing. There will be some other im-

provements because of this project that include three new roofs and cab-inetry that also needs to be replaced and updated.

The financial implications for this project are decreased by a new ap-proved funding source from the State of MN, referred to as Long Term Fa-cilities money. The State acknowl-edged that schools need help in im-proving their facilities and passed legislation to assist schools with this difficult task. Esko Schools will get receive 58% of this new money as State aid. This makes the tax impact for our local community significant-ly less.

The School Board understands that this project will have a cost impact, however the new Long Term Facili-ties Money made it the perfect time to get this done.

Recently, Mrs. Schmidt's 1st graders, Miss Uecker's 2nd graders, and Mrs' Tachney's 3rd graders harvested vegetables and fruit from our school garden! The harvested produce included: carrots, zucchini, potatoes, apples, and red beans. It was delivered to the school cafeteria for all to enjoy! The kitchen staff have already make Zucchini pickles, and baked garlic parmesan zuc-chini. The students really enjoyed this hands on experience.

Destination Imagination is a creative problem-solving program that allows students in grades K-12 to work in teams of up to seven students developing a “solution” to a Challenge presented by the Destination Imagination organizers. Teams meet one time a week (more as the competition date approaches!) under the supervision of a “manager”. The manager serves as a facilitator! The solution—from beginning to end—is up to the students on each team.

Youth Enrichment Programs

Dear Parents: The best way to register for classes is to completely fill out the registration form from the paper or the after school club flier. Attach your fee and mail it to the Community Education Office at P.O. Box 10, Esko, MN 55733 or have your child give the envelope to their teacher. You can also register online at www.esko.k12.mn.us. Click on the Community Education/Class Registration tabs. Your child is registered if we do NOT call you to say it is full. Please plan on your child attending unless you hear from us.

Any changes in class dates and/or times will be communicated via e-mail. Please be sure we have all updated information. E-mail is our preferred method of communication as we are able to generate a message to several people quickly. Watch your e-mail for class updates. If we do not have an e-mail address on file, you will be contacted via phone, or a note sent home with your student. After school, the students will line up by the cafeteria, be checked in by a staff member, have a snack, and then be brought together to their class. If your child will not be at a scheduled club, please inform the teacher and call the Community Education Office at 879-4038. These multiple checks and balances are there to keep your child safe. DRIVER’S EDUCATIONThis class provides students with a basic understanding of MN Traffic Safety laws, and the com-plexities of driving. It also gives participants information neces-sary for acquiring a MN Learners permit upon successful comple-tion of the written exam. Students who were not born in Carlton County should begin to acquire their Certified Birth Certificate which is essential for taking the permit exam. Students should

reach their 15th birthday by Janu-ary 7, 2017. Priority will be given to current 15 year olds who attend Esko Public Schools. Students must attend all 30 hours of train-ing (a make-up day will be avail-able). You will need to sign up with a Driving School for behind the wheel lessons (at an additional cost) before the permit test. NEW class component: Students are required to Log 50 hours driving time and this must be turned in to the DMV prior to the road skills test. Attendance at the optional Parent Program can reduce the numbers of logged hours to 40.Parent Program - Date and Time to be announced.--90 minute Point of Impact program presented by a Trooper from the MN State Patrol. --If attended, 40 hours of behind the wheel must be logged by the student.--If unattended, 50 hours of be-hind the wheel must be logged by the student.--Logs must be turned in to the DMV prior to the road skills test.--Distribution of Blue Cards (needed to take the permit test and to sign up for behind the wheel instruction).

Esko Music BoostersESKO MUSIC BOOSTERS MINUTES OF MEETING HELD ON 9/12/2016.The meeting of the Esko Music Boosters was held in the band room on Monday, September 12. The meet-ing was called to order by President Lisa Stracek at 6:30pm.

In attendance were: Lisa Stracek, Shari Acker, Jeff Laundergan, Lisa Rob-inson, Rich Mowers, Rachel Marsh, Todd Rengo, Cass Schmitz, AnnaMarie Jokinen & Buzz Acker.The minutes from the meeting of June 6, 2016 were distributed. A motion to accept the minutes as written was made by Cass Schmitz. Motion carried.Choir Report – Rachel Marsh:Rachel is excited to be here. Her 1st week went better than she had hoped. It’s a great start to the beginning of the year. They have a fun repertoire for the fall.Madrigals will start auditioning September 14.Rachel met with Shari Acker regarding this spring’s choir trip. However, Dis-ney has raised their costs by 27%. Rachel will do some more investigating and (hopefully) negotiating. CHOIR CONCERT SCHEDULE11/1 choir concert, 12/13 elementary concert, Potential Cabaret concert, date TBD, 5/9 elementary concert, 5/22 choir concertBand Report – Rich Mowers:Comments on each band: Great energy with the 6th graders, since they started early. Par-ents/guardians are required to inform the office of their child’s absence and the reason. If they do not call the of-fice we will contact them as a safety precaution. If we can’t get an excuse for the absence it will turn into an un-excused absence.With fall fast approaching, the morn-ings are quite cool. Make sure to send along a jacket or sweatshirt with your child. They are outside on the playground to start the day.

Winterquist PIE Meeting Minutes

September 12, 2016

The meeting started at 6:30 in the library with introductions.

Nadine presented the treasurer’s report. As of 8/31/16 the account balance is $31,796 and of that amount $7,500 is earmarked for this year’s teacher requests so there is $24,296 in the general fund.

Fall fundraiser – starts 9/13 and ends 9/27 with the delivery date 10/18. The monies raised from this fundraiser first sets the teacher request fund for the next school year and any additional monies raised will be used to bring a MN science museum experience to Winterquist Elementary!

Stocking Hats & Sweatshirts – We would like to continue selling stocking hats but possibly with a new design. Heidi checked with Wear-a-Knit as we would like to possibly add a patch of an igloo. They do not do patches. Mrs. Knutsen offered to contact Advantage Emblem and see if they have anything new since last year they did not have royal blue available. Tabled until the October meeting. Amber Berg offered to do some research on new t-shirt & sweatshirt options but was not able to attend the meeting. Tabled until the October meeting.

Magnet calendars – were ordered over the summer and handed out at open house. We had Julie check the dates and everything is correct this year! If you need any there are some available at the school in the office and at the Community Ed office.

Electronic sign – Christina has received permission from the school board to proceed with replacing the Esko Events sign at the corner of Hwy 61 and Canosia Rd. Last year we approved $2,000 to this as we would be using the sign often. We will keep everyone updated on the progress.

Geo-dome – Heidi and Mr. Harker will be working with UMD on bringing the Geo-dome to Winterquist. They need to coordinate times.

Conference pot-luck for teachers – November conference dates will be the week of 11/7. Since this is an election year Tuesday 11/8 is election day. Mr. Harker is working with the teachers to get the dates set by the next meeting. After discussion a taco bar will be the ‘theme’ this year again as it is an easy option for teachers. Tabled until the October meeting.

Yearbooks – Mrs. Salo has offered to work on the yearbooks again this year. Thank you to Mrs. Salo!!

5k Traveling Trophy – Mrs. Hipp is the winner of the traveling trophy this year. We will send a thank-you letter to Heidi’s dad for this.

Art in Residency – since we were not able to get any artist in residency into the classrooms last year we had some discussion as to what to do with the funds we designated for this. After some discussion it was determined we would like to offer to help get more art supplies for the new art classroom. We will work with the new art teacher to see what she needs.

National Night Out – Was a huge success! The bouncy houses are always a hit and we will be getting them again next summer. These come as a thank you from Party-time for using them for our fall fundraiser. Thank you to the kids that helped supervise and the parents that stayed behind to help pack-up the bouncy houses!

Playground – It was noticed the swings on the playground are very old and in need of replacement. We would like to know how much it would cost to replace them and discuss it at the October meeting.

Teacher Requests:1. Knowledge Bowl. Mrs. Bergstedt spoke with Heidi to let her know

she did receive one final donation from the now-disbanded Esko Li-ons but after this year this activity will be unfunded. After some dis-cussion it was determined we would like to add this to the ‘annual regular’ teacher requests (like skate-time, ELC and school patrol). This was voted on and passed.

2. Scholastic News. The 2nd grade teachers are requesting $124.08 for paper copies of Scholastic News. These come to the teachers weekly and can be accessed online on the pods of iPads in the classrooms. This was voted on and passed.

3. Wobble Stools. The kindergarten teachers requested $1,045 for 20 wobble stools, 5 for each classroom, one per table. Mrs. Knutsen came to the meeting with one she had purchased previously and dis-cussed how successful it works in the classroom. After some discus-sion it was determined we would like to purchase 2 per classroom and table this until spring to see if there is any additional funds avail-able to purchase more. A motion was made to approve $365.75 for the purchase of 7 wobble chairs. This was voted on and approved.

4. Little Opera of the North. Mrs. Staples requested $750.00 to have the Little Opera of the North come back again this year and perform for students K-6 as this was a huge success last year. This was voted on and passed.

5. Cross Country Skis. CJ requested $250-$500 to go toward a portion of the $3,000 needed to purchase 30 pair of cross country skis for upper elementary physical education. After discussion there was a motion to approve $500 toward the purchase. This was voted on and approved.

6. Electronic Scholastic News. The 3rd grade teachers requested $565.98 for 98 combination electronic and paper subscriptions of scholastic news since the 3rd grade now has 1:1 iPads in the classrooms. Mrs. Pfister answered many questions regarding this, there was a motion made to approve this and was voted on and passed.

Conference Night Information On October 13, conferences will take place by invite only. This evening is not for general student conferenc-es. Rather, on this evening, teachers will hold scheduled conferences for those students who are demonstrating significant academic needs. Parents will be contacted di-rectly by Esko High School staff if or when a scheduled conference is deemed necessary. Teachers and parents will work together on this evening to support struggling

students in a positive and proactive manner.Traditional conferences for all parents will take place at the end of the first marking period on Thursday, November 10 from 3:30 to 7:00 in the varsity gym. In this conference format, parents pick up their student’s report card in the high school commons and spend approximately 5 minutes with each teacher to get progress reports.EHS will host one Spring conference night on April 6, 2017. Put these dates on your calendars.MID-TERM REPORTS AND REPORT CARDSInformation indicating student progress is available to parents on the Infinite Campus Parent Portal and the Canvas Learning Management System. To set-up access, contact the high school office at 879-4673. Paper copies of Mid-Term Reports and report cards will not be mailed to student’s home, unless there is a written request on file in the office. Paper copies of report cards are provided to parents at parent-teacher conferences. Look to the Infinite Campus Parent Portal for digital copies of report cards, but view your child’s Canvas account for the most up-to-date daily progress. Attendance RemindersPunctuality and regular school attendance are essential to success in school. The State of Minnesota requires compulsory attendance for all children be-tween 7 and 16 years of age. Students who acquire more than 15 absences in a semester, for any non-school related reason, may receive a grade of Incom-plete. Each absence beyond 15 requires a physician’s note to be considered excused. Consistent school attendance is one means by which a student de-velops responsibility and self-discipline. For these reasons, student absence should be limited to those instances in which absence is genuinely unavoid-able. Each student, his or her parent/guardian and the school share an obli-gation to encourage and insure good student attendance. Any time a student misses more than 10 minutes of a class period, he/she will be considered to have been absent for the entire period. For report cards and state reporting purposes, attendance will be reported as half or full days with 12:00 p.m. as the dividing point. Excused Absences – The burden of a child being excused from school is placed on the parent/guardian of the child. A school has the right to accept or deny an application for an excused absence. Therefore, schools can

develop reasonable policies for school attendance and reject invalid excuses offered by the child or parent.

Students will not be marked absent on their report card for these days if they are excused by the school for these events, but they are expected to keep up with their school work and may not be given extra time to complete it.EXCUSED ABSENCES - NOT SCHOOL RELATED—Must be verified within 24 hours by a parent or guardian for illness, medical appointments, religious instruction or observance which can only be held during the school day and for limited emergency situations. Needed at home is NOT usually an excused absence. Prearranged temporary absence is excused when the application form has been completed and approved prior to the absence. UNEXCUSED ABSENCES—All other absences. Major tests and assign-ments may be made up but no credit will be possible for daily participation grades and most quizzes. Motion carried. An estimate will be obtained for the project.Janke gave an update on the West Riverside Road repairs following the completion of the updated WLSSD pump station. No cost estimates are available at this time.Discussion was held on possible crack-filling and patching locations throughout the Township. Pykkonen provided an update from Joe Jurewicz from MSA on the projects he is working on. The business park wetland delineation field work is done. He’s working with the potential buyer on providing coordinated storm water design information. The Highway 61 sewer extension is substantially complete as of the inspection on June 24th. He is currently waiting for an opinion from legal counsel regarding ownership and maintenance responsibility of the Esko of Midway retention pond and the culvert on Maple Drive prior to any repairs being done. The culvert survey field work is complete. A progress report is due by July 15th. MSA is reviewing sewer televising videos and will have a summary prepared for the next meeting with recommendations on any work that may be needed.Janke inquired if notifications had been sent to known violators raising chickens in Residential Zones. Also questioned how neighboring communities handle chickens and what their ordinances are.Gerard inquired about the Larson Lane gate issue. Who is paying for this gate? Who is installing this gate? When is it going up? Compo will be asked to obtain estimates. Gerard reported that the Colton Robertson Memorial Playground construction broke ground on July 6th with completion to be by July 8th. The area will be roped off until the dedication ceremony on Saturday, July 16th. Gerard will order an additional port-a-potty for this event.Hill reported on a joint meeting that he and Peleski had with Esko School Superintendant, Aaron Fischer regarding water use by the district. Hill and Peleski will also be meeting with the City of Cloquet representatives regarding water use.Jankofsky will soon be forwarding a draft of the law enforcement contract with Carlton County for review.Pykkonen reported on the MATO Short Course training that she and Peleski attended.A motion to adjourn was made at 7:08 p.m. by Gerard with a second by Janke. Compo will get an estimate for the cost of the gate.Compo reported that the Fire Department is still waiting for a second estimate for the installation of a generator at the fire hall.Janke requested that times be scheduled to meet with applicants for positions on the Planning and Zoning Commission and the Board of Adjustments and Appeals.The road repairs on West Riverside Road have been completed.An estimate has been requested from a contractor for the work needed on Harmony Lane.Discussion was held on adding another full time position on the road crew. Peleski and David Black will review the job description for further discussion in the future.Black is working with Carlton County to have a 100’ extension on each town road intersecting with West Stark Road be added to their blacktopping project on W. Stark Road.It’s been reported that the mound system has been installed at 93 E. Highway 61 and the sanitary sewer line will soon be capped off.Work has begun on preparing East Stark Road for blacktopping next year.The dedication of the Colten Robertson Memorial Playground was held on July 16 at Northridge Park.A motion to adjourn was made at 7:36 p.m. by Compo with a second by Gerard. TOWN BOARD MEETINGAUGUST 4, 2016Present: Ruth Janke, Bill Gerard, Tony Compo, Rhonda Peleski, David Pritchett; Absent: Terry Hill, Dave SunnarborgVice-chairperson Janke called the meet-ing to order at 6:30 p.m. in the Town Board Room at the Town Hall. Gerard made a motion to approve the minutes of the previous meeting. Sec-ond by Janke. Motion carried. Gerard made a motion to approve the current vouchers in the amount of $ 36,369.77 (Check #’s 41426 - 41465 ) to pay payroll and due bills and electronic payments in the amount of $7,931.67. Second by Compo. Motion carried. A letter was recently received from the Insurance Services Office (ISO) regarding the Town’s Public Protection Classification. Joe Jurewicz from MSA was present with a proposal for putting togeth-er plans, getting quotes and overseeing re-pairs at the Molly Lane retention pond, It was decided that MSA would put together a brief plan and the Road Foreman would oversee the repair work. An estimate for laying the sec-ond lift of blacktop on Harmony Lane was received. It doesn’t list tack as being included. Peleski will follow up with the contractor. Jurewicz will also get quanti-ties so a second quote can be obtained. A motion was made by Compo with a sec-ond by Gerard to schedule an assessment hearing with the residents that will ben-efit from the improvements for Thursday, September 1 at 7:00 p.m. Motion carried. Discussion was held on the DEED grant that’s being applied for to help with the paving in the business park. The County is the applicant and they need to take ownership of the project. A mo-tion was made by Compo with a second by Gerard to give the Boards approval for the grant application. The Town’s portion

for the project is $ 112,500. Motion carried. A motion was made by Gerard with a second by Compo to approve the new water agreement with the City of Cloquet. Motion carried. Bob Draeger was present from the Firefighters’ Relief Association to present his annual reports for the State. The Town is not required to make any contribution this year and there will not be a request to increase the an-nual payout benefit for retiring members. Discussion was held regarding the water supply at Northridge Park. The annual water tests done this year come back with higher than acceptable levels of nitrates in the water. The water has been treated three times with bleach with no change. It was suggested that A & T Pump be contacted to see if they can flush it out better. Peleski will follow up with them. Discussion was held on employee health insur-ance coverage. A motion was made by Compo with a sec-

ond by Gerard to approve the renewal of the insurance coverage plan # 645 with Blue Cross/Blue Shield. Motion carried. Discussion was held on updating the Town’s or-dinance. Most are quite old and use outdated language. Pritchett will speak to Sara Jankofsky to see if she can help with this. Discussion was held on the gate on Larson Lane. The total cost of the gate would be about $ 160. A survey will be done to determine placement. Jurewicz reported on the findings from the sewer televising. It appears all sewer lines in need of repair can be lined except Cedar Lane. A motion to adjourn was made at 7:34 p.m. by Compo with a second by Gerard.
