Regional, international and
worldwide cooperation and exchange
of information and ideas is on the
menu for this September edition.
The first article takes a close look
at the newest and 28th member of
the European Union, Croatia. How
did ITS develop in Croatia, what are
Croatia’s ITS strategy and priorities,
what does Croatia expect from
the EU membership and what are
Croatia’s current major projects and
activities? These main topics are
dealt with in the first contribution
written by Maria De Rycke, the newly
appointed ERTICO Communication
Manager.
The worldwide ITS Community will
meet next month in Tokyo, Japan
at the 20th ITS World Congress, to
focus on how ITS will affect future
generations. With its worldwide
reputation as a centre of innovation
and digital expertise, Tokyo will
host the ITS community under the
world congress title “Open ITS to the
Next”. ERTICO’s Ian Bearder takes
you through the initiatives that will
be taken by the ERTICO Partnership
in Tokyo to represent the multiple
European ITS projects and activities.
ERTICO is proud to welcome a major
industry player and one of Japan’s
flagship companies in the deployment
of ITS, namely FUJITSU TEN, who
joined the ERTICO Partnership
late in 2013. In the third and final
article, ERTICO’s Carla Coppola had
the pleasure to interview Akihiro
Fujiwara, Vice President of the
Technical Centre Nuremberg of
FUJITSU TEN Europe GmbH and
Yoshinari Shiraishi, Executive Chief
Engineer, FUJITSU TEN LIMITED. One
of the main focus areas for FUJITSU
TEN in Europe is safety and especially
the European emergency service
eCall.

Already back in the 80s and 90s,
road telematics was on the agenda in
institutions such as the University of
Zagreb and private companies such
as Ericsson Nikola Tesla. At the end
of the 1990s a group of transport and
traffic scientists, led by the Faculty
of Transport and Traffic Sciences of
the University of Zagreb, recognised
the importance of ITS and initiated
a number of research projects.
Among these projects were general
models of ITS and their modal
mapping, methods for development
of integrated intelligent transport
systems and the methodology for
the development of an integrated
adaptive transport and logistics
system. The projects were supported
by Croatia’s Ministry of Science or
other public bodies and public-owned
companies. The creation of the
Croatian Institute for Construction
– IGH and first business initiatives
helped to spread the ITS idea.
In 2005, ITS was included as a
new branch in Croatia’s National
Classification of Scientific Areas. In
the same year ITS Croatia was founded
as a scientific and professional non-
governmental organisation with
the aim to promote and achieve
harmonised development of ITS in
Croatia. The main objectives of
ITS Croatia are to stimulate and
promote the cooperation among
members in the development of the
national architecture of ITS and the
harmonised development of ITS in
Croatia, to form public scientific and
professional opinion about ITS, and
to cooperate with ITS associations on
a European and global level.
The Business Innovation Centre of
Croatia – BICRO - was established
to enhance further collaboration
between research and business
entities. This governmental agency
provides the support to technological
development and commercialisation
of research results through
researchers and business cooperation
also ensuring financial, material
and other necessary preconditions
for innovation development. The
importance and role of ITS and
intelligent road telematics was
recognised and supported by BICRO.

takes a close look at the current ITS status and future outlook in Croatia.by Maria De Rycke
ITS in Croatia has known a rapid and accelerated development in the recent two decades. ITS research projects
backed by public and private initiatives led to the formation of the necessary collaborative platforms in Croatia
for ITS development and deployment. The Republic of Croatia is committed to secure the safe, accurate, energy
efficient and ecological and environmental friendly transportation of people and goods, especially with regard
to the high number of tourists during the summer period. Hence Croatia’s focus on the implementation of new
traffic management systems, parking management and intermodal transport . International harmonisation is also
a key priority for Croatia. The adoption of the EU ITS Directive of 2011 (1) earmarked the harmonised provision
for an interoperable EU-wide eCall (the European emergency number) as a national ITS priority. International
harmonisation of transport systems also opens opportunities for wider, regional cooperation.
Sound platform for ITS development
Croatia’s ITS development strategy
Prof. Sadko Mandzuka, President of
ITS Croatia, Member of the Croatian
Council for the development of ITS
in road transport and Head of the
Chair of Transport Telematics of
the Faculty of Transport and Traffic
of the University of Zagreb, was
interviewed by ERTICO in September
2013 on Croatia’s ITS development
strategy. He confirmed that this
ITS strategy is strongly linked to
the implementation of new traffic
management systems/centres. It
includes adaptive traffic
control, public transport
management, parking
management and
intermodal transport in
cities and ferry ports.
This strategy will enable
the development of
small and medium
enterprises with focus
on manufacturing of
management systems
and telematics
equipment. Prof.
Mandzuka believes that
future public-private
partnerships will enable,
lead and accelerate
the development and
implementation of various ITS
systems and services in Croatia.
Following its EU counterparts, Croatia
plans to set up a special department
in the Ministry of Transport dedicated
to ITS. The goal of this department
would be the development of
methods and measurements required
to encourage the development and
implementation related to ITS in
Croatia, as well as monitoring the
performance of ongoing plans.
In a European context, international
harmonisation is necessary to avoid
potential obstacles in the traffic
flows on the important pan European
corridors passing through Croatia.
Given the global financial and
economic situation and the condition
of the Croatian economy, Prof.
Mandzuka is expecting that Croatia
would need financial support in order
to implement different ITS systems
and services.
It appears that Croatia will
rely considerably on private
sector initiatives for the further
development of ITS services.
EU Membership
In 2013 Croatia joined the EU.
During an ERTICO conversation
with a high level Croatian ITS
stakeholder representing both the
business and academic stakeholders,
it was confirmed that Croatia
expects enormous benefits from
EU membership. The country will
be able to integrate with the
established and the future transport
ITS infrastructure built jointly by
EU members. Croatia will take
part in various activities starting
from Horizon 2020 to different EU
based professional organisations
and initiatives. EU membership will
provide the Croatian ITS community
with the opportunity to join several
COST action groups (2). Some of
these action groups target ITS
development, standardisation,
especially in the area of GNSS-
based (Galileo) (3) development.
For Croatian ITS specialists, there
is currently a learning curve as
to the best way to join their EU
counterparts, how to leverage the
benefits from joining
the EU platforms and
how to take part in the
technology and business
ITS development.
Therefore, Croatia will
need to establish the
appropriate procedures
and infrastructure to
manage these interfaces.
In line with the ITS
Directive from the
European Commission,
the Ministry of Maritime
Affairs, Transport and
Infrastructure of Croatia
will develop guidelines
for the deployment of
priority areas of ITS.
These areas included
the provision of EU-wide real-time
traffic information services; data
and procedures for the provision,
where possible, of road safety
related minimum universal traffic
information free of charge to users;
the harmonised provision for an
interoperable EU-wide eCall; and the
provision of information services for
safe and secure parking places for
trucks and commercial vehicles and
the provision of reservation services
for safe and secure parking places for
trucks and commercial vehicles.

Successful eCall pilot project
In line with above mentioned
priorities, Croatia has been an active
partner in the HeERO consortium
current testing and validating in real
life conditions the European eCall
standards defined and approved by
the European Standardisation Bodies.
The Croatian National consortium
is led by the National Protection
and Rescue Directorate (NPRD) with
active participation from several
stakeholders such as Ericsson Nikola
Tesla and the Croatian auto club
(Hrvatski autoklub).
Pavao Britvic of the NPRD and the
Croatian eCall Pilot National Co-
ordinator, confirmed in an interview
to ERTICO in September 2013
that all requirements for eCall
implementation have been fulfilled.
Croatia has recognised eCall as an
enabling technology, a foundation on
which ITS systems and services can
build. The integration of different
services from multiple stakeholders is
vital for the economy of scale. Vehicle
manufacturers, mobile network
operations and service providers are
essential to what can be done and
what can be offered.
ITS development in the South-
Eastern Region
In order to harmonise transport
systems within the EU, a regional
Balkan cooperation provides an
additional opportunity.
Croatia is an active partner in
the South-East Europe Transport
Observatory (SEETO) (4). This regional
transport organisation established in
2004 plays a vital role in the process
of transport and infrastructure
development in the South-East
Europe. Along the infrastructure
development, its main role is to
improve the quality of services and
transport efficiency. According to the
SEETO Secretariat in Belgrade, one of
the strategic priorities for transport
in the entire region is to reduce
transport barriers and bottlenecks;
as well as to improve the regional
interconnections, in order to
attract the regional, European and
international commercial traffic
flows.
Prof. Mandzuka emphasied the
importance of the Croatian
participation in the South-East Europe
ITS (SEE ITS) (5) project. This project
aims to stimulate co-operation and
interoperability between isolated
ITS applications as to ensure
seamless mobility through the TERN
(Trans-European Road Network) (6)
motorways. Integration with urban/
interurban road networks, as well
with other transport modes, such as
public transport, ports and inland
waterways, are on the agenda. SEE-
ITS will develop an institutional and
technical framework through which
SEE organisations and countries can
harmonise ITS specifications.

1. The EU ITS Directive establishes the framework to accelerate and co-ordinate ITS deployment in road transport and interfaces across EU.
2. COST is an intergovernmental framework for European Cooperation in Science and Technology allowing the coordination of nationally-funded research on a European level hence reducing the fragmentation in European research investments and opening the European Research Area to cooperation worldwide.
3. GNSS stands for global navigation satellite system. The European Union’s
Galileo positioning system is a GNSS in initial deployment phase scheduled to be fully operational by 2020 at the earliest.

The governments of Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, and Serbia, the United Nations Mission in Kosovo and the European Commission signed the Memorandum of Understanding for the development of the Core Regional Transport Network that established the SEETO.
5. On 20 December 2007 the European Commission approved the Transnational Cooperation Programme “South-East Europe” for the period 2007-
2013. SEE ITS is a programme in the framework of the Regional Policy’s Territorial Cooperation Objective. Its aims to improve integration and competitiveness in an area that is as complex as it is diverse. 16 countries are involved (majority EU member states, candidate member states as well as countries participating in the European Neighbourhood Policy).
6. The Trans-European road network (TERN) was defined by EU Council Decision of October 29, 1993 and is a project to improve the internal road infrastructure of the EU.

On 14 October 2013 the ITS World Congress begins in Tokyo. Known worldwide as a centre of innovation and digital expertise, Tokyo will host the world’s leading ITS experts and industry chiefs under the congress title “Open ITS to the Next”.

This is the 20th anniversary of the
ITS World Congress, and the theme
which focuses on how ITS will affect
future generations, is a tribute to
the importance of ITS both now and
for future generations. As Hiroyuki
Watanabe, Chairman, ITS Japan
explains, these ‘next-generation’
systems ‘will address a variety of
traffic-related issues, including the
environment, energy, safety and
traffic congestion. In addition it will
contribute to enhancing quality of
life while answering society’s need
for accurate and prompt responses
to disasters and other unexpected
events’.
Home to almost 35 million people,
Tokyo is a city which is tackling
these issues head-on, so the high-
tech mega-city provides a perfect
backdrop to this year’s congress.
The ERTICO Partnership and the European Pavillion
More than 25 ERTICO Partners will be
present at the European Pavilion at
the World Congress in Tokyo showing
the latest developments of ITS in
Europe. On October 15 at 17:00 the
pavilion will host a reception during
which Minna Kivimäki, Director
General of the Transport Ministry of
Finland, will officially launch the App
contest. This contest will reward the
best developments for new mobile
applications for consumers. The
award ceremony will take place at
next year’s European ITS Congress in
Helsinki, Finland. A drink of Bordeaux
wine, a symbolic introduction of
the European venue of the 2015 ITS
World Congress, will conclude the
reception.

The ERTICO Partnership in Action
We are delighted that ERTICO CEO
Hermann Meyer has been invited to
speak during the opening ceremony
at 14:00 on Monday 14 October where
the winners of the 2013 ITS Hall of
Fame awards will be announced.
During the next 5 days of the congress
the ERTICO Partnership will host a
number of events and we look forward
to seeing many of you there.
The FOT-Net project, which focuses
on the results of Field Operational
Tests (FOTs), will organise the FOT-
Net Sixth International Workshop on
FOT network, support the transfer of
knowledge and best practices, and to
foster international cooperation on
FOT activities.
Four round table discussions are also
taking place on Data and Impact
analysis, Strategies for deployment
and satisfying stakeholders’ needs,
Sharing driver data from FOTs and
Naturalistic Driving Studies, and
Sharing of cooperative systems data.
They will be followed by a plenary
presentation and discussion.
Finally, FOT-Net will host a special
session on Analysing the outcomes of
Field Operational Tests (SIS04), on 15
October, 11:00-12:30.

On 17 October at 09:00, a 79GHz
project workshop will examine the
achievements of the 79 GHz Project
over the past year on a global level,
illustrating the current allocation
status of the 79GHz frequency
worldwide.
An overview of the current activities
related to 79 GHz radar sensors
and their applications (e.g. fully
automated driving) will be illustrated
and the workshop will also focus
on the work of GARREG (Global
Automotive Radio Regulations Expert
Group) to establish a worldwide
acting technical committee and
interest group for automotive
frequency allocation issues.

As eCall deployments are poised to take effect across America’s, Pacific Rim, Europe and Russia - eCall systems in Europe and Russia have the potential to influence casualties.
On Wednesday 16 October, a special interest session will discuss the deployment of eCall from the perspective of the four geographic areas, exploring the difference across the continents.
Will the deployment of eCall in Russia and Europe affect other continents where it is deployed? What can be learnt regarding policy and strategy, governance etc and could a common approach to eCall benefit the wider society? These are just some of the questions the workshop sets out to answer.
eCall Day in Yokosuka
Taking place just ahead of the congress, a special eCall Day takes place in Yokosuka on Friday 11 October. The event provides an opportunity to discover the latest information about the new EU’s emergency response standard (eCall), the GLONASS union (ERA-GLONASS), eCall certifications, and additional eCall services.
The event will be an excellent opportunity for the participants to establish and solidify business connections with auto industries of Japan and outside of Japan.

Transport Industry sector platform
will participate in a special interest
session on 17 October (9:00-10:30)
which focuses on how best to
accelerate ITS deployment.
The meeting includes high-level

key industry members who will
explore ways to overcome barriers to
deployment, the importance and the
role of political leadership and how
the ITS industry can cooperate with
the authorities to ensure sustained
operational acceleration.
The Closing and “Passing the Globe” Ceremony
The Closing Ceremony will be held
at Tokyo Big Sight, International
Conference Room on Friday, 18
October 2013 from 15:00 to 16:00.
This ceremony will provide a
summary of the congress findings as
well as future perspectives. Several
Best Papers Awards will be presented.
The “Passing the Globe” Ceremony
will symbolically pass the torch from
Tokyo to Detroit, USA, where next’s
years ITS World Congress will be
held. In 2014, Detroit will hand over
the torch to Bordeaux, France, that
will the 2015 host of the ITS World

Interview with: Akihiro Fujiwara & Yoshinari Shiraishi, FUJITSU TEN
Japan is well known for its advancements in technology and intelligent transport systems with a constant aim to
increase driver and passenger safety.
The country is participating in a number of projects and activities on topics related to connected vehicles in
cooperation with the EU (such as ECOSTAND and Compass4D), whilst a Memorandum of Cooperation (MoC) was signed
by the European Commission (DG Information Society and Media) and the Road Bureau (Japanese Ministry of Land,
Infrastructure, Transport and Tourism) in June 2011.
Amongst the nationwide companies, FUJITSU TEN is one of Japan’s flagship companies in the deployment of ITS,
with a specific policy directed at “ensuring safety, creating a comfortable mobile space and protecting the global
environment”.
This month we take a closer look into FUJITSU TEN’s activities in this field. I had the pleasure of interviewing Akihiro Fujiwara (Vice President of the Technical Centre Nuremberg, FUJITSU TEN Europe GmbH) and Yoshinari Shiraishi (Executive Chief Engineer, FUJITSU TEN LIMITED).
This interview is particularly significant for us here at ERTICO as FUJITSU TEN Europe GmbH recently became a Partner within ERTICO, joining our broad list of industry suppliers.
Also, in 2012, FUJITSU TEN Europe GmbH together with digital security company, GEMALTO, and ERTICO, launched the first facility for the European emergency number, eCall, testing in Japan. This represents a further step to support global car makers in complying with the new EU emergency response.
A few months ago you joined
the ERTICO Partnership. Can you
tell us why it was important for
FUJITSU TEN to join, what benefits
do you see in this partnership and
what are the European trends in
terms of ITS that interest you the
most?
In the automotive industry, the
connected car will continue to
develop. In response to these changes
and advancements, FUJITSU TEN is
focusing on providing technologies
that encompass ITS support for driving
safety, advanced car telematics
systems and development of more
comfort for our customers.
We are proud to enlarge our expertise
by working as an ERTICO Partner and
to contribute to a better ITS society
in Europe. Finally we expect to boost
cooperative systems for Vehicle-to-
Vehicle and Vehicle-to-Infrastructure
communication.
What are Fujitsu TEN’s current
activities in the intelligent
transport field?
FUJITSU TEN is developing
and supplying most of the
automotive electronic parts and
systems in the fields of monitoring,
sensing, safety & security and In-
Vehicle Infotainment to a number
of vehicle manufacturers and Tier
1 suppliers, as well as working as a
member of official adviser group of
these communities.
Recently we have introduced the
environmental mid-to long-term
vision based on the FUJITSU Group’s
vision “Green Policy 2020”. We will
promote green mobility by developing
products such as electronic control
units (ECUs) for hybrid and electronic
vehicles’ (HV/EV).
In December 2012 FUJITSU TEN
established the first platform
for eCall experimentation in
Japan. Why did you use a European
initiative?
For us it was vital to launch
an initiative such as eCall in
Europe, where safety is always more
central and advanced than the rest of
the world. The purpose of launching
the platform for experimentation
was to become a trusted hub for
European initiatives. It aimed to
contribute to the fast development
of the “advanced safety system” by
state-of-the-art technology for “lives
saved” and to our saying “inochi-no-
kizuna”.
What interests you the most
about the emergency call
system at a technological and
social level?
There are several technologies
for secure activation and
connection to PSAPs (public-safety
answering point) in the event of
an incident, which could reduce
fatalities on the roads. The cross-
border interoperability testing
activity is also unique and it’s
important to us to keep product
functionality and quality at a high
level.
We are also focusing on the European
eCall Implementation Platform (EeIP)
task force RETRO* with the vision of
ensuring that eCall is widely adopted
across Europe in the existing vehicle
fleet; we think that the aftermarket
device will accelerate the eCall
benefit to a wider society.
This October Tokyo will host
the 20th ITS World Congress of
which Fujitsu TEN is a sponsor, can
you give us some idea as to what
will be presented from your side?
FUJITSU TEN continues to

It is a leading manufacturer of automotive electronic equipment. It is a globally-recognised manufacturer of car navigation and audio systems, ECU for engine and airbag control, and mobile communication equipment. * The RETRO task force is part of the European eCall Implementation Platform (EeIP) work. The EeIP is the coordination body that gathers relevant stakeholders associations and national groups supporting the implementation of a pan-European in-vehicle emergency call in Europe.
The European emergency call will be mandatory in all the cars as of 2015, however cars produced before 2015 not having the eCall system will have the possibility to install eCall in their cars. The RETRO task force set up the guidelines for an effective and harmonised fitting of the eCall on old cars.
