ERL Emergency Robots 2017 is a civilian, outdoor robotics competition, with a focus on realistic, multi-domain emergency response scenarios. Inspired by the 2011 Fukushima accident, the ERL Emergency 2017 Grand Challenge can only be overcome if land, underwater and flying robots successfully cooperate. The competition aims to push the state of the art in cooperative autonomous systems for emergency response.

International teams of various disciplines and organizations are requested to survey the scene of a mock disaster area, collect data, search for missing workers and identify critical hazards, all in a race against the clock. After the success of euRathlon, this year event takes a step forward as part of the first European Robotics League (ERL), a novel model for competitions funded by the European Commission.ERL Emergency 2017 will be held in Piombino, Italy, 15-23 September 2017.

The backgroundThe European Robotics League (ERL) is a novel common framework for two indoor robotics competitions, ERL Industrial Robots and ERL Service Robots, and one outdoor robotics competition, ERL Emergency Robots. Competitors engage in local and major tournaments Europe-wide, organized at some of the most prestigious research institutes. The ERL builds on the success of the EU-FP7 projects RoCKIn, euRathlon and EuRoC.The European Robotics League is funded by the European Union’s Horizon

2020 Programme under grant agreement n° 688441.In particular, ERL Emergency Robots builds upon the success of euRathlon 2015 Grand Challenge, the fi rst world’s robotics multi-domain competition that took place in Piombino, Italy, in September 2015.The success of euRathlon 2015, together with the suitable locations, contributed to the decision of choosing Piombino to host again the competition.The ERL is organized by a consortium of 16 partners from 9 European countries.

SPARC PartnershipThe EU has been funding research in robotics since 2004, helping Europe to become a world leader in this fi eld. Under the H2020 SPARC robotics work programme, the European Commission is supporting the European Robotics League. SPARC enables a coalition of key partners from academia and industry to defi ne the rules for ERL and organize the fi rst training workshops and competitions.

A novel pan-European competition format – the European Robotics League (ERL) aims to provide a platform for challenging, developing and showcasing robotics technologies, bridging the gap between Industry, Research and the general public.

The European Robotics League has been established with the belief that by opening up technology, innovation and entrepreneurship, and breaking down real-world challenges into a competition format, Europe can lead in developing novel solutions to pre-existing technical challenges.In ERL Emergency Robots, the competition demands innovations in robot sensing, locomotion, autonomy and robot-robot cooperation. The application for these robots is to provide emergency support and relief in the aftermath of a disaster, however, the technology is also finding its way into solving the grand challenges of future industries.Robot competitions meet educational as well as research needs and can serve as an excellent platform for developing the skills of future engineers and scientists. Performing tasks in competing situations under challenging environmental circumstances creates awareness and understanding of real-world robotics research.

ERL Emergency Robots major tournament will take place from 15th to 23rd September 2017 in Piombino, Italy, in the same location as euRathlon 2015 Major tournament.

As euRathlon 2015, ERL Emergency is expected to draw as well some great media attention at local, national and international level. The event will gather dozens of experts in the robotic field from all over the world, turning the spotlight on Piombino at scientific and technological level. The general public will have the opportunity to benefit also of all the events related to the Major tournament such as robots demonstrations and conferencesAs in 2015, there will be the involvement of local schools and associations in the organization of the event making it truly open to the civil society and engaging the local community as much as possible.

Piombino is a Municipality on the Tyrrhenian coast, on the border between the districts of Livorno and Grosseto. It plays a crucial role both in the Italian steel industry network and as Tuscany’s second largest harbour, linking the mainland to the major Tyrrhenian islands.

Among other things, Piombino is also a renowned tourist destination proud of its treasures, located both on the West side – home to Populonia and the Baratti Gulf – and on the East coast – where the longest and wildest beaches border the Sterpaia Coastal Park.The first settlements in this area date back to the Etruscan age, when Populonia was founded as one of the twelve-city League of Etruria. Piombino retains several traces of its glorious past, covering a long period of time – from its Etrurian origins to the age of the Principality of Piombino. A glimpse of the ancient history is given by the large number of architectural monuments and artworks that still can be seen in the Old Town.Piombino is today a dynamic city, which, although traditionally dependent on industry, has been demonstrating increased support for tourism over the last twenty years. This experience has brought a positive influence in a way that made it possible for the town to host a whole series of significant national and international events – such as the Giro d’Italia, the World Open Water Swimming Championship and euRathlon 2015 Grand Challenge.

The European Robotics League, funded by the European Commission, is organized by a consortium composed of prominent Research and Industry organizations from the European Robotics community. In total, 16 partners from nine countries are part of the consortium.

The consortium is coordinated by euRobotics AISBL, a non-profit organization based in Brussels.The Centre for Maritime Research and Experimentation (CMRE), Italy, is responsible for the local organization of ERL Emergency 2017. Dr. Gabriele Ferri and Dr. Fausto Ferreira are entrusted with the technical direction of the 2017 event. The partners involved in the organization of ERL Emergency Robots include previous euRathlon consortium members led by the University of the West of England, Bristol, UK. Other partners are the Centre for Advanced Aerospace Technologies (CATEC), Spain, Fraunhofer FKIE, Germany and the University of Oulu, Finland. All ERL Emergency partners have a proven track record in the organization of robotics competitions and workshops. CMRE has been organizing SAUC-E since 2010 and Fraunhofer FKIE ELROB since 2006. CATEC brings the experience with the organization of the workshop on Research Development and Education on Unmanned Aerial Systems (RED-UAS).
