Synopsis:
Within the heart of downtown Rochester lies the Erie Harbor Basin. It is one of only seven Canal Harbor’s designated under the New York State Canal Recreationway Plan and the newly established Erie Canalway National Heritage Corridor. Redevelopment of this basin is viewed as a major initiative in the overall revitalization and marketing efforts of Rochester’s Center City. Planned development of the Erie Harbor Basin includes twenty (20) individual projects for a combined cost of $140 million. Seven (7) projects are currently underway totaling $90 million.
A strategic component in the overall strategy toward enhancing and marketing Rochester’s Center City is the re-development of the Historic Erie Canal Aqueduct. This is a major initiative for the City of Rochester and combines unique and creative funding with numerous operational challenges. The Historic Erie Canal is a landmark in western New York and is the only remaining Aqueduct on the enlarged NYS Canal system. It is protected under National, State and local preservation laws. This presentation highlites the overall plan, the creative financing, and the unique operational aspects of the project. The presentation will focus on increasing economic benefits derived from standard bridge projects by challenging current scoping practices.
About the Presenter:
Thomas Hack was born and raised in Rochester and currently resides in the Town of Brighton. He graduated from Syracuse University in 1988 with a Bachelor's in Civil Engineering and was the recipient of the George M. Berry Award for technical distinction. Early in his career, Tom worked throughout the Northeast for the consulting firms of Clough Harbor Associates and B&L Engineering. Tom has served as a Board Member with the American Society of Civil Engineers and is currently involved with the ASCE Structural Engineering Institute. He has over 20 years of extensive experience in the planning, design, and construction phases for various civil engineering projects.
Tom currently serves as the Senior Structural Engineer for the City of Rochester. Among his current assignments, he directs the City's Annual Bridge Program, Parking Garage Renovation Program and several large scale civil projects. He serves as the City's Project Manager for the Redevelopment of the entire Erie Harbor Basin within the City of Rochester.
