A . C O N F I R M A T I O N O F M I N U T E S CONFIRMATION OF MINUTES OF 10th MEETING OF COMMERCIAL SUB-COMMITTEE OF NRPC:

The minutes of 10th meeting of Commercial Sub-committee held on 12th December, 2008 were circulated vide letter No. NRPC / SE(C) /10-CSC / 08 / 4513-50 dated 30th December, 2008. Since, no comments have been received on the minutes, the Sub-committee may like to confirm the same.

B . F O L L O W U P A C T I O N B.1. ERRONEOUS RECORDING OF DATA BY SEMs. The constituents gave following feedback in regards to the action taken by

them to eliminate the continued erroneous recording of energy by following meters:

i) The CT Supply to meter UA-32 / NP-1789-A installed on 132 kV

Saharanpur-I feeder at PTCUL Roorkee is not proper since 0245 hrs block of 18.07.2006 after a shutdown. The meter is reading zero values without * marks since 0245 hrs block of 18.07.2006.

In the 9th Commercial Sub-Committee meeting, PTCUL

representative informed that CT/PT had been tested. The breaker was faulty and it would be replaced by the end of September 2008. In the 10th Sub-Committee meeting the the representative of PITCUL was not present. Therefore, the status in the matter could not be ascertained.

PTCUL may update the status.

ii) High negative losses are being observed on 220 kV Dehar–Kangu (8-10 %). CT/CVT supply at BBMB Dehar and HP Kangu need to be checked up on the above line.

In the last meeting HPSEB informed that tender for procurement of CVTs had been opened and evaluation was under progress and it

would take about two month to replace CVT.

HPSEB may update the status.

iii) High Negative losses are observed on all the five 400/220 ICTs at NTPC Dadri. The meters installed on 400 kV side are reading more than those installed on the 220 kV side of the ICTs.

In the last meeting, NTPC informed that swapping of 220 kV

and 400 kV meters had been carried out on 01.12.2008. Since the meter reading did not show any improvement even with the swapping, it was decided that meter reading would be observed for another two to three weeks and position would be reviewed thereafter.

NRLDC may update the status.

iv) High negative losses are observed on 220 kV PDD Hiranagar-PSEB

Sarna line. Necessary action may kindly be taken for the investigation of above Discrepancy. Also, the CT and CVT supplies to the meters installed at both the ends may please be checked and reported to NRLDC.

PSEB in the last meeting informed that the difference in phase voltages of CVT at Sarna end has been reduced to 1% from earlier 2%. PSEB was requested again to check the CVTs at Sarana end. Regarding Hiranagar end, it was found after joint testing by POWERGRID & PDD, J&K that R phase CVT output was 20% low compared to other phases. PDD, J&K, was requested to repair/replace the same and report to NRLDC.

PSEB and J&K may update the status.

v) The Standby meters (installed on lines) are reading less than the Main

Meters (installed on Generators) by 4 to 5 % at BBMB Kotla. Letter was received from BBMB and wherein it was clarified that CVT is defective on 400 kV Ganguwal-Kotla line 1 & 2 and same will be replaced soon.

BBMB have informed that they had already initiated action for

procurement of CVTs. They informed that 9 Nos CVT required to be replaced would be completed in six month time.

BBMB may update the status.

viii) The data of meter CH-09/NP-1401-A installed on 66kV UT Chandigarh-1 Sec-28 at HVPNL Pinjore was not made available to NRLDC, this week. However, there was no power flow on this feeder during this week.

NRLDC informed that the matter has been resolved.

ix) Time mismatch is observed at PDD Pampore, necessary action may kindly be taken for time correction of SEM at PDD Pampore.

And

x ) CT/CVT Supply to meter JK-30/NP-5481-A installed at 220kV Barn, PDD on 220 kV Kishenpur-PG-1 to Barn-PDD is not proper from commissioning to 2345 hr block of 17.08.08. However being the standby meter it’s reading’s were not used for PDD J&K drawl computation.

In the last meeting Chief Engineer, PDD, J&K informed that the

matter would be taken up with their System Operation Group and would be resolved soon.

J& K may update the status.

. B.2 OUTSTANDING DUES:

B.2.1 UI charges outstanding against J&K:

NRLDC informed that as on week – 43, J&K was to receive UI charges

of Rs.12 crore from the UI pool. As directed by the Commission in its order dated 10.12.2008 , the

amount of interest payable by PDD, J&K was calculated in NRPC Secretariat and conveyed to J&K within a stipulated date of 26.12.2008. The amount of interest works out to Rs. 317.20 crore. As per CERC order PDD, J&K was to settle the payments latest by 31.1.2009. It is found that J&K had not made payment against UI interest.

J&K may update the latest status.

B.2.2 UI charges outstanding against UP The outstanding UI charges of UP as on week - 43 is Rs 433.42 crore

as per ceiling UI rate of Rs. 10 per unit. As per ceiling UI rate of Rs.7.45 per unit as per High Court of Allahabad, Lucknow bench order and CERC order the outstating against UP is Rs. 276.99 crore.

UP may update the latest status.

B.2.3 UI charges outstanding against Uttarakhand:

NRLDC informed that the outstanding UI charges against Uttarakhand as on week - 43 is Rs.12.58 crore.

CERC vide its order dated 9.1.2009 had issued show cause notice to Uttaranchal Power Corporation Limited for non-compliance of the provisions of the IEGC mandating timely payments of UI charges. The hearing on the case of show cause was also held on 12.2.2009 and order is awaited from CERC.

UPCL may update the latest status.

B.2.4 Reactive energy charges outstanding against J&K:

NRLDC informed that as on week-43 the outstanding reactive energy charges against J&K were Rs. 39.87 crore. In the 10th sub-committee meeting representative of PDD, J&K informed that the demand had been projected to the State Govt. and efforts were being made to release the payments during the current financial year. However, no payment has been received from J&K.

NRPC vide its letter No. NREB/SE (c)/REACT/06 /2277 dated

10.04.2008 had sanctioned Rs 22 Crs from Reactive pool account of NR to J&K for installation of capacitors . The PDD, J&K had also submitted Project Report for the installation of Capacitors. NRPC vide letter dated 18.06.2008 requested PDD, J&K to take action for procurement of the shunt capacitors as proposed under phase-I. In the 10th sub-committee meeting representative of PDD, J&K stated that action for installation of capacitors is under progress.

J&K may update the latest status regarding installation of

capacitors and payment of outstanding Reactive Energy Charges.

B.3 DELAY IN SUBMISSION OF SEM DATA BY CONSTITUENTS TO NRLDC: The matter regarding delay in submission of SEM data was discussed

in the 10th Commercial sub-committee meeting held on 12.12.2008. Member Secretary, NRPC requested the utilities to identify the stations those were regular defaulter in submission of SEM data so that the difficulties faced at these sub-stations could be resolved at the higher level. NRLDC have furnished the status of submission of SEM data by the stations for the month of January & February 2009. The same is enclosed at Annex-I.

Constituent Utilities may like to update the position.

B.4 TIME CORRECTION OF SEMs

As per recent list given by NRLDC, time correction is required in 476 nos. of meters out of 1100 meters installed in Northern Region. It is noted that there has been increase in the no. of meters requiring time correction as compared to that (199 No.) reported during the 10th commercial sub-committee meeting held on 12.12.2008.

In the last sub-committee meeting, Member Secretary, NRPC

suggested that NRLDC would prepare the procedures for time correction in the SEMs and place it on NRLDC’s web site for information of all concerned. It was also decided that all the utilities will submit the report on drift in SEM alongwith the SEM reading every week. NRLDC have informed that as decided in the last sub-committee meeting the procedure for time correction in the SEMs has been placed on the NRLDC’s web site. A copy of the said procedure is also enclosed at Annex-II of the agenda.

NRLDC may update status. B.5 DUES RECEIVABLE BY RVPN FROM PSEB AND U.T. OF CHANDIGARH RVPNL informed that an outstanding amount of Rs 7.12 Crs and Rs.

37.22 lakh are payble by PSEB and U.T. of Chandigarh as per the details given below:

PSEB: This amount is due to revision of booking from Salal Power from Oct, 1996 as per decision taken in 111th meeting of Commercial Sub Committee held on 17.03.2003. It is noted that RVPNL have taken up the matter with PSEB vide their letter dated 16.10.2003 and 06.10.2007 to release the dues considering the revision proposed by PSEB. Chandigarh: This amount is due to bills against Overlay exchange of power, polled losses of BBMB and whelling charges. RVPNL have mentioned that the matter had been taken up with UT of Chandigarh vide their letter dated 27.09.2007 and 16.04.2007 for release of dues.

RVPNL have informed that even after regular pursuance, the payments

are not being released by PSEB and UT of Chandigarh.

The matter was discussed in the 9th Commercial Sub-Committee meeting held on 5.9.2008. It was decided that meeting of RVPNL and PSEB would be held in Patiala to resolve the outstanding dues against PSEB. As the representative of U.T. of Chandigarh was not present in the meeting, RVPNL were requested to take up the matter again with them.

The matter was again discussed in the 10th Commercial Sub-Committee

meeting held on 12.12.2008. PSEB informed that the detailed position of bills and payments of RVPNL was sent to them vide PSEB letter dated 12.11.2008. They also requested RVPNL to send a team of concerned officials to Patiala to get the details reconciled at the earliest so that the final position of accounts could be finalised. RVPNL stated that bill reconciliation has been done and there was some disputed amount. They requested PSEB to atleast release undisputed amount. They also invited PSEB to their office at Jaipur as it would be difficult for them to carry voluminous records to PSEB head quarters. PSEB agreed to the request of RVPNL.

With regard to dues from UT of Chandigarh, it was decided that Member secretary, NRPC would take up the matter with UT of Chandigarh. Accordingly, the matter had been taken up with UT of Chandigarh vide letter dated 12.2.2009 for liquidation of outstanding dues by UT of Chandigarh to RVPNL.

RVPNL, PSEB and UT of Chandigarh may update status.

B.6 INTEREST LIABILITY ON DELAYED /OUTSTANDING UI PAYMENT

As informed during the 10th Commercial Sub-Committee meeting held on 12.12.2008, the interest on delayed payment/receipt of UI charges by the constituents for the years 2004-05, 2005-06, 2006-07 and 2007-08 have been

calculated and are being forwarded to each constituent. The constituents which are to pay interest may make payment immideately to the UI pool accounts so that the same could be disbursed to the constituents those are on receivable side.

C . N E W I T E M S C.1 NON-RELEASE OF THE PAYMENT OF THE MONTHLY ENERGY BILLS

BY PDD, J& K. (Agenda by SJVNL)

In compliance to the Power Purchase Agreement signed between Satluj Jal Vidyut Nigam Ltd. and Power Development Department (PDD), J&K, SJVN is regularly supplying power to PDD (J&K). The payment clause of the said PPA clearly sates as under:-

“Payment of bills of supply of power form the project shall be made by the Bulk Power Customer through a confirmed revolving, irrevocable Letter of Credit to be established in favour of SJVN for an amount equivalent to 105% of their average monthly billing of proceeding 12 months with appropriate bank as mutually acceptable to the parties. The LC shall be kept valid at the time during the validity of this agreement or extended period.”

Inspite of existence of a valid LC under the Jammu & Kashmir Bank

Ltd., Shalamar Road, Jammu, this LC has not been recouped by PDD (J&K). The following monthly Energy Bills are still awaited for payments by J&K.

SJVNL have requested to advise the defaulting beneficiary to abide by PPA and clear the pending dues.

C.2 UTILISATION OF REACTIVE ENERGY CHARGES:

The matter regarding utilization of funds from Reactive Energy pool for training/work shops was discussed in the 10th Commercial Sub-Committee meeting held on 12.12.2008. The draft Modalities for organizing training programme for SLDC Operators and Officers of Constituents for improving the operation of Regional Grid as prepared by NRPC Secretariat was discussed in a meeting held on 13.02.2009 by the sub group constituted for purpose. The sub group members agreed to provide certain inputs and finalise the

modalities before Commercial Sub-Committee meeting proposed to be held on 9.3.2009.

INTRODUCTION SPEED is application software intended for use with Electronic Trivector-Meter (TVM) and designed for use on ANALOGIC make of DCD. This software is MENU driven and self-explanatory.

This user manual explains how to use SPEED software. The user is provided with a main menu through which all related operations could be conducted.

How to run the program.

• From the DOS Prompt, A: Drive of DCD, type “SPEED” and press Enter. This will display the following screen.

The Version of the S/W is displayed as B52.XX as above. After this, the following main menu screen is displayed on the display with following options.

• Menu Item Selection.

Menu Items can be selected by typing the enclosed character in the above screen. 1. (D) COLL. SELECTED DATA Using this option, user can collect data from Electronic Trivector-Meter and store it in the DCD. Data integrity will be checked by calculating and verifying checksum as specified by the protocol IEC 1107. If data checksum is matching with the calculated checksum, data will be stored in DCD, otherwise data will be discarded with the following message.

All the data blocks collected from different meters will be collected into a common data file in DCD. 2. (U) PC COMMUNICATION Using this option, user can transfer the collected data, from DCD to PC. Upon pressing (U) Key, the following screen will be displayed. Now the DCD will wait for data request from PC. If the DCD is connected with PC, user can request the DCD for data collection by sending a Data dump request command. 3. (P) PROGRAMMING MODE Using this option, user can enter into a programming mode, where user can program the meter settings. User will be prompted to enter an authorization password, as follows, failing which access to the option will be denied. After successful entry of password by user, following screen will appear.

If user selects the option (S) for Real Time Clock, S/W will read the present RTC time from TVM and display it as follows:

If user presses Enter key, user will be prompted to enter a new value of RTC as follows: If the user presses (N) the user is allowed to set a valid Time. Next user will be prompted to enter the day name as follows: If the user specified value of RTC time is valid, S/W will program the Meter with the new value and display following message, otherwise an error message will be displayed.

When (S) is pressed, it will set the time of MRI in the meter and following message will be displayed.

On selection of METER SETTINGS option from the above menu, user will be prompted to confirm the selection with following screen: If the user confirms by pressing Enter DCD will command the meter to change METER ID and if meter accepts the request successfully, following message will be displayed. Once a valid Meter ID is given, DCD requests to enter a valid Baud Rate. Once a valid Baud Rate is given, DCD requests to enter a valid Parity.

If all the entered Parameters are found valid the meter accepts the data, and displays this below given screen. On selection of Advance RTC option from the above menu, user will be prompted to confirm the selection with following screen:

If the user confirms with ‘Y’, DCD will command the meter to advance the RTC and if meter accepts the request successfully, following message will be displayed. Similar messages will be displayed for the option “RETARD RTC”, if selected by user. If the RTC is already advanced by user within the lockout period range, starting backward from the moment user tries to advance RTC, following message will be displayed.

On selection of option (C), CT Ratio, present values of CT Ratio programmed in TVM will be read and displayed as follows: If user presses Enter key to program new value of CT Ratio, following screen will be displayed. The range of the CT Primary is 1 to 999999 as displayed above. After this user will be prompted to enter the value of CT Secondary as follows: The range of CT Secondary is 1 to XXXXXX as displayed above where XXXXXX is the value of CT Primary selected by user. Next the S/W will program the TVM for new value of CT Ratio and display following message: For the option (P) PT Ratio, follow the same screen sequence as shown above for CT Ratio. On selecting the option (X), To Main Menu, S/W will come out of “Programming Mode” and main menu screen will be displayed. 4. (O) MEMORY STATUS CHECK Using this option, user can check for memory availability in DCD. This comprises of display of free memory available in terms of number of meters that can be stored (approximately), and

5. (R) ACCURACY TEST Using this option, user can enter into an “ACCURACY MODE” with meter, where between the start instant and stop instant keyed in by user, the active and reactive energy values consumed by meter will be displayed in high precision mode. The first screen as soon as you select this option will be as follows: If the user presses Enter to start the test, DCD will command the meter to start recording the energies and prompt the user with the following message. The TIME string will display the elapsed time since the start of the test. The time is displayed in the format HH:MM:SS where HH=Hours, MM=Minutes and SS=Seconds.

If the user presses Enter key to stop the test, DCD will read the energies recorded by the meter during the specified time period and display as follows: Now the user can press either Esc or Enter key to return back to first menu of this option as displayed above. If user presses Esc key in the first menu of this option, DCD will return back to main menu of the S/W. NOTE: For exiting the software press “ESC” Key.

TO BE HELD ON 9th MARCH 2009 C.3 PAYMENT OF INTEREST ON DELAYED PAYMENT OF UI RECEIVABLES

OF HVPNL/HPPC BY NRLDC(Agenda by HPPC):

An amount of Rs. 59,04,809/- was deducted, out of the payment of UI charges released on 12.08.2004 in the UI pool account of NREB, by NRLDC, as interest charges for delay in the payment of UI charges by HVPNL, for the period from 01.12.2002 to 31.03.2004, which is wrong as there was no delay of payment of UI charges by HVPNL.

The matter for the refund of Rs. 59,04,809/- was taken up by HVPNL/HPGCL

at various meetings of NREB/NRPC. After due deliberations, an amount of Rs. 58,75,342/- was refunded by NRLDC to HVPNL/HPGCL out of payment of UI charges for the week from 04.06.2007 to 10.06.2007 and an amount of Rs. 29,467/- was refunded by NRLDC to HVPNL/HPGCL out of payment of UI charges for the week from 30.07.2007 to 05.08.2007; thus totalling Rs. 59,04,809/-. Due to delay in taking the decision for refund, this amount of Rs. 59,04,809/- deducted by NRLDC office in August 2004 from the UI amount Receivables of HVPNL, was retained by NRLDC for a period of approximately three years.

It is pointed out that, had the amount of Rs. 59,04,809/- not retained from the

Receivables of HVPN during the period from August 2004 till July/August 2007, HVPNL would have received full amount of Receivables. Hence, interest is payable on the amount retained by NRLDC during the period August 2004 till July/August 2007, which might have been disbursed amongst the other constituents, where the amount was Receivables and thus got delayed.

NRLDC may release the payment of interest for delayed Receivables of

HVPNL/HPPC out of the interest Receivables from J&K, UPPCL or any other constituent by calculating the interest accrued to HVPNL for delayed release of Receivables of HVPNL/HPPC, as NREB/NRLDC is yet to receive the interest charges for delayed from these constituents.
