Stormwater Pollution Prevention PlanA Guide for Construction Sites

SWPPP, What is it?

A SWPPP identifies and describes all potential

sources of pollution, and all the On-Site

Contractor Representative practices to

prevent stormwater contamination, control

sedimentation and erosion, and comply with

the requirements of the Clean Water Act.

This is a PREVENTION Plan not a Reaction

SWPPP Continued

• Who – On-Site Contractor Representative as listed on the NOC.

• Where – All sites with land disturbance equal to or greater than 1 acre.

• Why - Stormwater runoff from construction sites can cause significant harm to our rivers, lakes, and coastal waters. A SWPPP is required (by your construction general permit) and will help you prevent stormwater pollution.

SWPPP Components

• Erosion and Sediment Controls- Identifying the BMP’s that will be installed and maintained on your site.

• Pollution Prevention Standards- Identifying all potential sources of pollution, the policies and procedures that prevent or minimize discharges to surface water from: • Construction debris and litter

• Concrete washout, fuels or other petroleum products

• Spill Prevention Plan

• Vehicle fueling/ maintenance,

• Sanitary facilities

• Hazardous waste management

• Identifies Inspection Personnel and Subcontractors onsite.

Debris and Litter Management

• Responsibility of all workers, including subs

• Segregate potentially hazardous waste from non-hazardous construction site debris

• Keep debris and trash under cover in designated storage areas

• Store waste materials away from drainage ditches, swales, and catch basins.

Good Housekeeping Practices

Concrete Waste Management

• Designate areas away from storm drains or waterways for concrete washout / debris onsite.

• Signage may be needed.

• Simple methods designed to keep concrete waste from entering water bodies.

Spill Prevention and Control

• Store materials away from waterways and storm drain inlets, and indoors, if possible

• Place a stockpile of spill cleanup materials where it can be easily accessed

• Train employees on spill prevention and proper response

• Fix leaks and clean

up spills immediately

Vehicle and Equipment Maintenance

• Procedures and practices that specify how and where vehicles and equipment will be cleaned, fueled, and maintained in a manner that minimizes risks for spills and runoff of pollutants.

• If maintenance or fueling must occur on-site, designate an area away from waterways and storm drain inlets.

• Protect on-site cleaning, fueling, and maintenance areas with

berms or dikes (secondary containment).

• Use dry methods to clean up spills - never hose down or bury spill materials.

• For significant spills call KY Division of Waste Management (800.928.2380) or www.waste.ky.gov for disposal requirements

• Train employees and subcontractors.

• Fueling operations

Good- Secondary containment, away

from waterways.

Bad- No secondary containment,

adjacent to drainage.

Sanitary Waste

• Provided on site in close proximity to areas where people are working.

• Locate portable toilets minimum of 20’ away from drainage features or provide secondary containment.

• Portable toilets should be regularly serviced by licensed hauler.

Hazardous Waste Management

• Minimize the discharge of pollutants from paint wash-up. Do not dispose of wash water in ditches or stormwater inlets.

• Allow paint rollers, drop cloths, cans, and other wastes to dry thoroughly, then discard in solid waste containers.

Hazardous Waste Management

• Minimize use of hazardous materials

• Keep chemicals in sealed, labeled container

• Keep in secondary containment and preferably under cover

• Store materials away from drainage features

• Have MSDS sheets available

Material Storage Management

• Designate specific areas of the construction site for material delivery and storage.

• Place material storage areas near the construction entrance and away from waterways and storm drain inlets.

• Place materials designated for outside storage in locations that will be paved.

• Keep materials in original containers and labeled.

• Keep containers tightly sealed after use.

• Policies that guide how these products should be handled, stored, used, and disposed of.
