California voters passed Proposition 10 in1998, adding a 50-cent tax on tobaccoproducts, forming First 5 to support health

and education programs for expectant parents and chil-dren, ages 0 to 5.

FIRST 5 pays health insurance premiums foryoung children, provides preschool education for chil-dren, and makes sure children visit the pediatrician anddentist. First 5 funding is based on local planning anddecision-making specific to families’ needs in thecounty and not on state mandates.

Over 60% of the children First 5 serves are His-panic.

WHAT IS PROP 1D?To address the state budget deficit, the state has

placed a number of measures on the special election

ballot on May 19, 2009. Prop 1D reduces First 5’s revenue stream taking

money away from hundreds of critical local health andeducation programs for young children in everycounty of California.

WHAT WILL HAPPEN IF PROP 1DPASSES?

If Prop 1D passes, 2.7 million children’s healthand education services throughout California will be atrisk.

Prop 1D will cut funds for hundreds of commu-nity-based programs for children and families in everycounty of California, which may increase the need foradditional tax dollars to be spent on needy families.

The keynote speaker for the Latino Busi-ness Professionals, Silicon Valley andSan Francisco, 2009 Scholarship

Awards Banquet held at the Biltmore Hotel, SantaClara, was Ms. Marcela Perez de Alonso, Execu-tive Vice President, Human Resources Division,Hewlett-Packard Corporation. Her theme was “Di-versity in the Workplace.” This phrase struck achord with LBP since many Fortune 500 see theneed for a diverse corporate culture.

Perez de Alonso, born and raised in a village,Puntavera, Chile, began her professional develop-ment with her own education. She moved soon toa bigger town to become an employee for 15 yearsof Citi Bank. One personal message was that toadvance in a career, one’s personal journey mustinclude leaving one’s personal comfort zone inorder to accept new professional challenges. Shemoved to Mexico, then to Miami, New York, back toMiami where she was responsible for the HumanResources department of a retail bank operation.

Perez de Alonso attended Columbia Univer-sity in New York City to learn from a special in-structional program to become fiscally literate infinance and accounting. She acquired the skills ofreading a profit/loss statement, a balance sheet,and the other financial summaries essential to ex-ecutive vice presidents when preparing to monitorprogress or plan for the future of their firm.

She moved from a local bank to an interna-tional bank which is a move that required Marcelato have to learn English, the language of science,technology, business and our American govern-ment. Marcela had the drive to become the best,so imagine her feelings when she made her firstpresentation using the English language.

“Becoming the best is not done alone,” shestated because during her journey, she had excel-lent mentors and other associates who were inter-ested in helping her. Today, Marcela works forHewlett-Packard, an international corporation withpresence in 170 nations, each with its own culture

and language. HP has many business models andhas exceeded $100 billion in revenues. Its 200,000employees are its most important asset (humancapital).

Perez de Alonso has developed the ‘HP First”human resources instructional program which sup-ports one having a career ladder within this firm.This program trains and internally engages thoseHP employees who desire more knowledge, needspecific mentors, and are involved and committedto achievement win excellence. Her responsibili-ties include screening the 400,000 new applicantsper year who want a job within the HP organiza-tion. HP is committed to internal training, motiva-tion, and engagement of its employees. So itattracts the very best candidates for its positions.

Today, Perez de Alonso is one of three womenat the executive level at HP. Inclusive diversity per-mits different points of view to be expressed. Forexample, Marcela pointed out that women pur-chase more computers than men.

Summarizing her salient points, she told thosepresent that one needs to be very selective whenapplying for a position; one must have excellentmentors who provide different perspectives, opin-ions, and know-how from their experiences; Onemust continue to learn so as to expand the knowl-edge base being used such as fiscal literacy; andone needs to leave one’s comfort zone (friends,family, pleasant surroundings, etc) in order to ex-pand the opportunities one faces. Good mentorsoffer good advice and are interested in your de-velopment and preparation for your future. It is notenough these days to work hard; one must acquireskills and knowledge in order to work smart.

As Interim Executive Director ofServices, Immigrant Rights and Ed-ucation Network (SIREN), a lead-

ing immigrant rights organization in Santa ClaraCounty, I express profound dismay and concernwith respect to the disproportionate arrest andconviction of Latinos for so-called conductcrimes, as well as the San Jose Police Depart-ment DUI checkpoint policy of citing a highnumber of undocumented immigrants and tak-ing their cars, when they have no other recoursebut to drive.

I am deeply concerned that the over-utiliza-tion of arrest and conviction of Latino immi-grants for such discretionary conduct crimes asresisting arrest, public intoxication, and disturb-ing the peace, as well as citations leading to con-victions for lack of a license are leading to adisturbing breakdown in families and dire im-migration consequences that are not experi-enced at such levels in other areas of California.

Specifically, the extraordinarily high num-ber of misdemeanor convictions handed out toLatino immigrants has consequences both forlegal and undocumented immigrants. For legalimmigrants, receiving misdemeanor convictionscan prevent eligibility for United States citizen-ship at a disproportionate rate in San Jose. Forundocumented immigrants, the high convictionrate for conduct crimes and driving without a li-cense can and undoubtedly will lead to a higherpercentage of immigrants being denied legal-ization if an earned legalization is approved laterthis year.

Congressional leaders and the Obama ad-ministration are in favor of a just and humaneimmigration reform in 2009. However, the poli-cies of the San Jose City Council and the SanJose Police Department will lead to more Latinoimmigrants losing the opportunity for citizen-ship or lawful permanent residence than in otherparts of the state and country due to its overzeal-ous rate of arrest, citation, and conviction. Thepolicies therefore undermine the possibility offamily reunification, work authorization, asafety net, the right to legally drive, and votingfor a disproportionate number of Latino immi-grants.

In addition to known disproportionate arrestof Latino immigrants for conduct crimes, in arecent sampling of five months of DUI stopsfour times more arrests were made for thosedriving without a license than those made fordriving under the influence, the purported pur-pose of the “DUI” checkpoints. In the past yearalone hundreds of immigrants had their cars im-pounded, causing not only the loss of hundredsof thousands of dollars to immigrants in SanJose, but also the loss of their mobility to get towork and for family chores. But the biggest lossmay be yet to come-the inability to legalize theirimmigrant status. Δ

On April 30, Delphi Academy, ElanEspirit Preschool, Challenger andRucker schools were forced to

close down due to probable suspected cases ofSwine Flu.

“The illness is in the community,” said Dr.Fenstersheib, Health Officer for Santa ClaraCounty. “We are working hard to find ways tocontain it.”

The schools were scheduled to reopen onMay 11, but reopened on Wednesday becausethe Center for Disease Control announced that itis no longer recommending that schools closebecause of H1N1 (Swine Flu).

The Public Health Department is asking theschools to take the following steps: Each morn-ing, all parents and caregivers should assess allfamily members and especially school age chil-dren for flu symptoms. The school’s facultyshould assess themselves for symptoms of flu.Students or faculty with flu-like illness shouldstay home.

“The message is still the same,” Fenster-sheib said. “If you are sick, stay at home andcover your mouth when you sneeze.”

Healthy people with no flu like symptoms

and not in need of medical care should stayaway from medical offices, clinics and hospi-tals. Masks are recommended to those that haveflu like symptoms such as coughing and sneez-ing. It is important that everyone takes commonsense precautions like covering your cough,washing your hands and keeping common areasclean.

As of May 5th, Santa Clara County hadseven confirmed cases of H1N1 influenza virus(swine flu). An additional ten cases have beenidentified as “probable” in Santa Clara County.Yesterday, the Center for Disease Control re-

ported that nationwide, 99 percent of probablecases are ending up confirmed.

“We do not feel that this issue is beingblown out of proportion,” Fenstersheib said. “Irather say we did more than enough than nothaving done enough.”

On April 20th Luis Suruy (22) wassleeping in his apartment. Around10 am a total of seven police offi-

cers violently entered his apartment located atSenter Road and Sebastian Way in San Jose .No search warrant was provided.

This young man from Guatemala wasabruptly awakened by the officers who usedtheir taser weapons several times on him. Suruyreceived electric shocks and was trying to de-fend himself when an officer hit him in the faceresulting in unconsciousness.

Why was he taken to Gilroy?Suruy was taken to Saint Louise Regional

Hospital in Gilroy where he stayed no more thanan hour. He was released from that medical cen-ter with a report indicating that he was tazed. EOphotographed the marks that are still visible onhis chest.

“I felt strong shocks four times,” said theday worker from San Jose. He explained that hewas handcuffed again and taken to the SantaClara County Correctional Center on HeddingSt. in San Jose.

“An officer who spoke Spanish apologizedand told me they made a mistake. I had two op-tions: 1) Talk to the officer or 2) speak to an at-torney. I decided I would speak with anattorney.” EO received a copy of the citationwhich states he is charged with resisting arrest(148 rc) and assault on a peace officer (241pc).

He is scheduled to appear in court on June 4th.Suruy revealed that officers were looking

for a man who had a tattoo on his right arm,something that he did not have.

Since that day Suruy has been having trou-ble sleeping, he feels pain in his chest, and henow gets tired quickly. Unfortunately he cannotfind legal help to represent him and his case.

“What happened here? We demand an ex-planation. They violated his rights as a resi-dent!” said Aaron Resendez during the protest

against the police, organized by the coalitionEnough is Enough! (BASTA) on May 5th.

“Change begins on the street and not insideCity Hall, that is the way things work in SanJose,” stated Raj Jayadev from Silicon ValleyDe Bug.

El pasado 20 de abril Luis Suruy (22)dormía en su departamento cuandocerca de las 10 de la mañana un total

de siete efectivos policiales ingresaron violenta-mente a su domicilio ubicado entre la Sender Rd.y la calle Sebastian Way en la ciudad de San José.

El joven natural de Guatemala fue levantadobruscamente por los oficiales quienes hicieron usode sus armas taser. El joven recibió descargas eléc-tricas y trató de defenderse, a los pocos minutosun oficial le pegó en el rostro dejándolo incon-sciente.

Suruy recuerda que fue trasladado al HospitalRegional Saint Louise de Gilroy. Según él,no per-maneció más de una hora, minutos después ledieron de alta.

El informe del hospital que EO obtuvo indicaque el joven recibió descargas eléctricas de armastaser. EO ha fotografiado las marcas que aún sonvisibles a la altura de su pecho.

“Sentí cuatro veces fuertes descargas eléctri-cas que me inmovilizaron”, dijo el joven de SanJosé. Él explica que fue esposado e ingresado nue-vamente a la patrulla y fue llevado al Centro Cor-reccional del Condado de Santa Clara.

“Un oficial que hablaba español se disculpó yme dijo que cometieron un error y que tenía dos

salidas. Hablar con el oficial o hablar con un li-cenciado, yo opté por hablar con un licenciado yrecibí este documento”, explica el joven que tra-baja como jornalero.

El documento es una citación a la corte para elpróximo 4 de junio y Suruy tendrá que enfrentar enla corte dos cargos: Resistencia al arresto (148 rc)y Asalto a un oficial de la policía (241pc).

Suruy presume que lo confundieron, los ofi-ciales buscaban a un hombre que tenía un tatuajeen el brazo derecho. Algo que el joven no tenía.

Desde aquel día Suruy tiene problemas paradormir, siente dolores en el pecho y se cansa rápi-damente al caminar. Desgraciadamente no ha en-contrado ayuda legal para su caso.

“¿Qué es esto?, exigimos una explicación! Seestán violando las leyes de un ser humano!”, dijoAarón Resendez durante la protesta organizada encontra de la policía por la coalición ¡Basta! elpasado 5 de mayo.

“El cambio comienza en la calle y no adentroen el conclilio. Ésta es la manera de cambiar lascosas en San José”, dijo Raj Jayadev de SiliconValley De Bug.

San Jose Mayor Chuck Reed’s Green Vi-sion promises to bring San Jose acleaner environment and 25,000 new

“Clean Tech” jobs.“We are hoping to create these jobs by attract-

ing “Clean Tech” companies to San Jose,” saidBen Yurman-Glaser, policy analyst for MayorReed. “We hope to reach our goal of 25,000 jobsby 2022. We all ready have between two to threethousand “Clean Tech” jobs in San Jose.”

These jobs include solar and building parts forelectric vehicles.

“These jobs are for electricians and engi-neers,” Yurman-Glaser said. “We are also focus-ing on creating jobs at all skill levels.”

“Clean Tech” jobs will require potential em-ployees to learn new skills.

“Training for these jobs will be provided bythe companies that are involved with this project,”Yurman-Glaser said. “There will also be trainingprovided at local community colleges.”

Yurman-Glaser added that anyone interestedshould become more informed by contacting theirlocal community colleges or by visiting the “CleanTech” companies Web site. These companies in-clude: SunPower, Nanosolar and Bloom Energy.

Some local organizations will even help byproviding funds for those who are interested inthese jobs.

“One of these organizations is Work2Future,which works with disadvantage youth and trainsthem to do these jobs,” Yurman-Glaser said.

The people who receive and complete thistraining will receive certificates.

Aside from creating 25,000 Clean Tech jobs,the Green Vision’s 15-year goals are to reduce percapita energy use by 50 percent, receive 100 per-cent of our electrical power from clean renewablesources, build or retrofit 50 million square feet ofgreen buildings, divert 100 percent of waste fromour landfill and convert waste to energy, and to re-cycle or beneficially reuse 100 percent of ourwastewater.

“The goals of the Green Vision are realistic butwe need everyone’s participation,” Yurman-Glasersaid.

Yurman-Glaser added that there are manyways and programs for San Jose’s residents to saveenergy, money and the environment.

“One of the things they can do is install solarpanels,” Yurman-Glaser said. “Solar energy is anew technology that will save money and wasteless energy.”

However, not everyone can afford solar pan-els. That is why the Mayor Reed created the SolarChallenge.

“Any resident or business who installs solarpanels will be able to sign up for a leasing programwith the solar companies, which will make it mucheasier for them to afford the solar panels,” Yurman-Glaser said. For more information visit www.san-joseca.gov, or www.work2future.biz.

Un plan maestro con un proceso de tres años se ha puesto en marcha para asegurar que usted pueda contar con sus instalaciones de desechos de agua por los próximos años.El Plan Maestro de San Jose/Santa Clara Water Pollution Control Plant ha emprendido la tarea de cómo mejor reconstruir las instalaciones de 53 años de tratamiento de desechos de agua y el uso de 2,600 acres de propiedad. mismo que el 1ero de Mayo de 2006. Esa semanallovió, los noticia de la semana fue la expansión dela influenza H1N1 a nivel mundial y en los EstadosUnidos. El Departamento de Salud del Condadode Santa Clara anunció cierres de escuelas, sufi-ciente para alarmar a una comunidad.

Lo que no se ha perdido en estos tres últimosaños es la batalla por alcanzar una lega lización.Así lo manifestaron diferentes personas que fueronentrevistadas durante el recorrido de la marcha.

“A pesar de la lucha, a pesar de las amenazasde una epidemia estoy aquí luchando por los tra-bajadores inmigrantes. Desafíamos a todo esto”,dijo Santos Pérez quien dirigió la marcha desde

gobierno. Obama prometió una reforma y ahora laqueremos”, dijo Luis Corral de San José.

Este tipo de pandemias han sido motivo depresagio desde los libros del Apocalipsis de SanJuan, hasta en los archivos de las predicciones deEdgar Cayce. Según las profecías, estas epidemiashan de aparecer antes del gran cambio de era, o seaantes del 2012. Algunas personas opinan que esafecha marca el fin del mundo pero no es así, si lle-gara a existir un fin, solamente el Creador sabe sufecha.

Entre 1917 y 1918 una terrible epidemia acabócon la vida de millares de personas en España. Loque se conoció como la “fiebre española”. Y quéhablar de la terrible “peste negra” que arrasó en

Europa en el siglo XIV. En aquella época la gentecreyó que vivía el Armagedón, porque la terceraparte de la población pereció. Aunque todos debe-mos ser precavidos y estar atentos, no debemos defanatizarnos ni alarmaros en demasía. Este tipo depandemias tienden a durar entre 9 y 13 meses.

También es probable quesea hasta el décimo o duodécimo mes cuando logrecontrolar perennemente la enfermedad.

Thisdocument serves as a legal & bindingagreement between Richard Thompson &Terrance Thompson (known as the newtenants) & Olga Enciso-Smith (known asthe current tenant) for the complete re-moval of current tenant from the businesslocation at 87 E. San Fernando St., SanJose, California (known as businesspremises). Current Tenant Swift Evacu-ation Responsibility The current tenant’sofficial place of operation of the Inca Gar-dens Restaurant owned by Ms. Olga En-ciso-Smith will officially cease fromoperating at the said location beginningSeptember 2, 2005. Under this governingagreement the premises will transfer toRichard Thompson & Terrance Thompsonfor the purpose of conducting stated busi-ness determined by the new tenantslease. Under this agreement the currenttenant will cease from all operation of IncaGardens Restaurant & transfer all rights,privileges, entitlements of the premise tothe new tenants. Ms. Enciso-Smith willallow complete & total access to the busi-ness premises to the new tenants. At thistime all keys & all security devices will beturned into the landlord or the new ten-ants. Upon transfer to the current tenantsMs. Enciso-Smith will have no claim to orrights upon any property in businesspremises, except those items deemed asher personal belongings. The current ten-ant will be given until 10:00pm on Sunday,September 4, 2005 to remove all propertyreferred to as personal property. No prop-erty will be removed until agreed upon byTerrance Thompson, who will oversee allremoval of items. Compensation by NewTenants. The new tenants will compen-sate the current tenant accordingly forswift evacuation of the premises a pay-ment of $10,000.00. This will be given tothe current tenant in the form of a Bankcashiers check on September 2, 2005.The new tenants will also pay current ten-ant an additional $20,000.00 in four in-stallments with each installment made inthe sum of $5,000.00. The first installment

will commence 30 days after the officialstart of business & grand opening day ofthe new tenants restaurant. The sched-uled grand opening day will be November1, 2005 & no later than November 15,2005. The first date of the installment willbe no later than December 15, 2005. Thenew tenants agree to move current tenantto an agreed upon storage location. Andthe new tenants will pay the current tenantstorage for up to 6 months. It is the re-sponsibility of the current tenant to pay forall initial deposits and start up fees forstorage that is not considered a monthlyrental payment. Maximum rental paymentfor the new tenants to pay per month willnot exceed a month. All rental paymentsover will be responsibility of the currenttenant. Also, the new tenants are not aprofessional moving service & will not beheld liable or responsible for any propertyowned by the current tenant.
