VITO - Flemish Institute for Technological Research, Belgium 750 employees, 26 nationalities, 140 mio€ turnover in 2014 Remote Sensing unit: 80+ employees
Remote Sensing Products and Solutions
Expertise and activities relevant for future EO Ground Segments and Services (1)
PROBA-V User Segment (incl. SPOT-VGT) Exploitation Platform
Expertise and activities relevant for future EO Ground Segments and Services (2)
Supported by several R&D – operational - capacity building projects
Food security – Agriculture – Re-insurance – Biodiversity – Coastal zone management - …
VITO supports the EO Ground Segment Evolution Strategy
… some reflections
• Important R&D work is needed on ‘interoperable processing services/data analytics – API for invoking processing’ and ‘porting applications to another Exploitation Platform’
Focus on services to used by ‘application developers’, combining services from different MEPs/TEPs/Sentinel Coll. GS/…
Respect heterogeneous approaches (Hadoop – HPC)
Focus at two levels: ‘Research’ & ‘Develop-Operate’
Coordination & support by ESA can drive collaboration

VITO supports the EO Ground Segment Evolution Strategy
… some reflections
• Significant R&D work is needed on ‘interoperable processing services/data analytics – API for invoking processing’ and ‘porting applications to another Exploitation Platform’ …
• Focus on ease-of-use regarding interoperability/federation within the ‘enabling element’.
E.g. data discovery/access/processing/analysis, federated UM these should be adopted as well by application developers & end-users, not only by ESA/EC/Space Agencies
• Some initiatives do exist today & we can today start the job of building a federation of ‘processing platforms’ (TEPs – MEPs)
Further R&D actions can be defined/supported by existing platforms with a clear understanding of the challenges
• More intensive international collaboration is key! TEPs are one example. • How to bring innovation from ESA R&D projects into MEPs/TEPs in an optimal
way? international collaboration, focus on open-source (?), pro-active steering of collaboration, …
• How to maximise re-use • Stimulate the use of MEPs/TEPs into ESA/EC projects – clear model on service costs
needed

(possible) Contributions VITO
PROBA-V operations – Data preservation of SPOT-VEGETATION
• Reprocess PROBA-V archive: improve cloud detection, CF compliancy, …
• Reprocess SPOT-VEGETATION archive: Improvements on continuity with PROBA-V & others
PROBA-V Mission Exploitation Platform (MEP)
• Extent PROBA-V User Segment with an operational Exploitation Platform
Web-based & cloud consoles / Data analytics & Application development/operations
stimulating innovation & added-value generation by all types of users.
• Key requirement: FAST access to data for different use cases
Prepare continuity after PROBA-V by daily global land coverage at 100 m, in convoy with Sentinel-2
Valuable for thematic services (e.g. TEP) in global change, food security, ... . E.g. Sentinel-2
processing services are prepared by VITO, strong network in Africa – South America - China
From MEP PROBA-V and R&D projects, contribute to
• (1) improvements on federated processing services
• (2) easy-to-use Web services for data discovery/access
• (3) federated user management
Close collaboration with Sentinel Coll. GS (only limited data @VITO)
act as a node within federated platform
Expectations and Recommendations
• A European network of EO/community platform – modular architecture
requires intense collaboration: clear steering of this process for all
aspects is a challenge:
• Technical aspects of interoperability
• Economic aspects of interoperability
• Remote sensing expertise
• Thematic expertise
! Communication between different stakeholders (ICT – EO – Thematic) requires on-
the-job experience with prototypes.
• Exploitation of synergies requires coordination & visibility on contributions
from different ESA/EC/national programmes: R&D + operational
infrastructures
• How can we (as non-GSCB member) optimally contribute to ESA in its role as
‘technological and technical system architect of an EU EO ground-segment’?
