Arasmeta Captive Power Co. Pvt. Ltd, promoted by KSK Energy Ventures Limited, operates coal based Captive Power Plant of 43 MW capacity and the power generated is supplied to Cement Plant of Lafarge. The plant was commissioned in the year 2005. The Captive Power Plant is located adjacent to existing Cement Plant of Lafarge India Limited in Gopalnagar, Akaltara Tehsil of Janjgir - Champao District of Chhattisgarh.

1.3 Process Description

The 43 MW Power Plant has been constructed as a single unit configuration of 1 x 43 MW unit, with two boiler. The project involves two AFBC boiler, generating

n steam at 89 bars at 515°C with one Condensing Turbo Generator Set having generating capacity of 43 MW of power. The salient features of the power plantn are given in Table-1.2.

Scope of the study The study covers core area of 5 km radius circle with the Plant site as the center. The scope of study broadly includes: • To conduct literature review and to collect data relevant to the study area; • To undertake environmental monitoring so as to establish the baseline

environmental status of the study area; • To identify various eXisting pollution loads due to various activities in the

ambient levels; and • To identify critical environmental attributes required to be monitored.

Methodology of the Study

The consultants conducted reconnaissance survey and sampling locations were identified on the basis of:

• Predominant wind directions in the study area as recorded by Indian IVJeteorological Department (IMD) station at Ambikapur;

• Existing topography; location of surface water bodies like ponds, canals and rivers;

• Location of villages/towns/sensitive areas; • Accessibility, power availability and security of monitoring equipment; pollution

pockets in the area; • Areas which represent baseline conditions; and • Collection, collation and analysis of baseline data for various environmental

attributes. The field observations are used to:

• Identify extent of negative impacts on community/natural resources; and • Identify mitigation measures and monitoring requirements.

1.6 Organization of the Report

The Environmental statement report is based on data generated for the year April 2010 - March 2011. The report consists of the following chapters;

Chapter 1.0 - Introduction

This chapter provides background information, location of the plant, process being adopted and scope of the study. It also provides the information about climatic conditions in general in the project area.

() Ministry of Environment and Forest has made it mandatory for all industries which require authorization under Environmental (Protection) act to submit an o Environment Statement, for each financial year to the concerned State Pollution

() Control Board. This chapter presents filled in Form-V along with the supporting documents.

This chapter presents detailed studies on Air quality, Water quality, Noise Quality in the 10 km radius taking the plant as the center, 3 sampling locations have been identified in 10 km radius in different direction and ambient air quality has

been studied extensively for four seasons of the year 2010 (Pre Monsoon, Monsoon, Post Monsoon, Winter Season) subsequently five ground water and five surface water samples have been collected and analyzed for various parameters in 10 km radius. The noise levels have been measured both in the plant for various equipments and at various human settlements within the 10-km radius. This chapter provides an insight of the existing pollution levels and provides the overall description of the existing environmental status during the operation of

n the plant.

This chapter provides information about various safety measures under taken by Mis. Arasmeta Captive Power Co. Pvt. Ltd, In view to safe guard manpower from the occupational health problems. This chapter also depicts the energy consumption for the captive power plant during 2010 - 11.

measures taken for abatement of pollution and recurring investment on operational maintenance of pollution control equipment.

Additional measures investment orooosal for environmental protection including abatement of pollution, prevention of pollution.

1. All internal black topped roads are replaced by RCC roads to reduce the fugitive dust emission inside the plant premises.

. \ 2. A massive tree plantation is in progress inside as well as outside of the

plant premises. Total 26100 no. of saplings were planted to develop Greenbelt surrounding the plant boundary on all four sides & the survival rate is 75%. Also small gardens are developed inside of the plant premises wherever the open space is available to improve the plant beautification.

3. A guard pond is constructed in the plant for storage of generated waste water and the same is fed to RO plant to recycle it for the process. Hence there is no discharge of waste water from the plant area and the unit is zero discharge unit.

4. Dust Extraction system for Primary & Secondary Crusher & water sprinkling i arrangement to the coal conveyor belt of Coal Handling area to reduce the fugitiveI f

I emission in the plant. , .. 5. Oil separator tank is constructed to remove any oil traces in effluent to avoid any

pollution of effluent by concentration of oil & grease in it. 6. Housekeeping is taking on top priority and engaged 20 no. of manpower for

maintaining neat and clean environment in the plant premises. \'\,

As already adequate measures have been taken for pollution control, no further capital investment is planned for the next financial year 2011 - 2012.

The ambient air quality monitoring was carried out in three seasons (pre( ) monsoon, post monsoon, winter) of 2010 -11 at three locations around the plant

() area. And four locations inside the plant were monitored continuously for one year from April 2010 to March 2011. The details of ambient air quality monitoring

() locations are given in Table-3.1. The location of the selected station with reference to the project site is shown in the Figure-3.1.()

3.1.3 Presentation of Primary Data

The various statistical parameters like 98 th percentile, average, maximum and minimum concentrations for the study period have been computed from the observed raw data for all the AAQ monitoring stations. The summary of these results is presented in Table-3.4 and the results of ambient air quality monitored in side the plant area for one year during April 2010 to March 2011 are presented in Table - 3.5.

3.1.3.1 Observations on Primary Data

Around the Plant Area

PM2.5: The maximum and minimum concentrations in three seasons for PM2.5 were recorded as 27.4 I-lgjm3 at Nariyara Village and 18.3 fJ.gjm 3 at Amora Village respectively.

PM1.0: The maximum and minimum concentrations in three seasons for PM10 were recorded as 58.6 IJgjm3 at Amora Village and 41.2 fJ.gjm 3 at Amora Village respectively.

502 : The maximum and minimum 502 concentrations in three seasons were recorded as 9.6 IJg/m3 at 50nsari Village and 5.8 IJgjm3 at 50nsari Village respectively.

NOx: The maximum and minimum concentrations of I\lOx in three seasons were observed to be 12.9 fJ.gjm 3 at 50nsari Village and 7.2 I-lgjm3 at Amora Village respectively.

Inside the Plant Area

PM2.5: The maximum and minimum concentrations in three seasons for PM2.5 were recorded as 29.8 IJgjm3 and 19.5 fJ.gjm 3 respectively.

PM1.0: The maximum and minimum concentrations in three seasons for PM10 were recorded as 60.3 IJgjm3 and 40.1 fJ.gjm 3 respectively.

502 : The maximum and minimum 502 concentrations in three seasons were recorded as 13.8 1J9jm3 and 9.3 IJgjm3 respectively.

NOx: The maximum and minimum concentrations of NOx in three seasons were observed to be 16.3 fJ.gjm 3 and 10.6 IJgjm3 respectively.

3.2 Noise Level Monitoring

The noise levels were monitored in eight locations in and around the plant area during the year 2010 -2011 on monthly basis.

3.2.1 Identification of Sampling Locations

A preliminary reconnaissance survey has been undertaken to identify the major noise generating sources in the area. Noise at different noise generating sources has been identified based on the activities in the Village area, ambient noise due to industries and traffic and the noise at sensitive areas like hospitals and schools. The noise monitoring has been conducted for determination of noise levels at 4 locations in the study area (out side of plant area), 4 locations inside of the plant area. The environment setting of each noise monitoring location is given in Table-3.6 and depicted in Figure-3.2.

Sound Pressure Level (SPL) measurements were measured at all locations; one reading for every hour was taken for 24 hours. The day noise levels have been monitored during 6 am to 10 pm and night levels during 10 pm to 6 am at all the locations covered in 10-km radius of the study area.

3.2.3 Parameters Measured During Monitoring

For noise levels measured over a given period of time interval, it is possible to describe important features of noise using statistical quantities. This is calculated using the percent of the time certain noise levels are exceeding the time interval. The notation for

4.0 Safety Aspects

The following are the identified fire /accident-prone areas in Captive Power Plant. Some important areas are coal handling plant, LDO storage area, chlorine storage area & boiler house etc.

( ) 4.1 Fire fighting equipment

, , J Arasmeta Captive power plant has taken up adequate measure to safeguard the

I. Approx 64 nos. different types of portable fire extinguishers are available

/ ) in the plant premises

, ) II Fire hydrant system consisting 40 nos. hydrant posts are installed in the plant premises.

III. Fire detection cum alarm system & manual call points are installed in the TG bUilding & electrical control points.

4.2 Safety function

In order to look after the plant safety activities (as per the Factories Act 1948), a . ) full time safety executive is appointed in the Factory. Some of the important

safety related activities viz plant safety audits, safety training, conducting safety (', ) meetings, testing of lifting equipments / tackles, procurement & inventory control

of various personal protective equipments & maintaining of safety statistics etc are looked after by the SED.

o During the year 2010-11, approx 2.43 lacs amount was spent on the safety & fire () related procurement / jobs.

() Arasmeta Captive Power Co. Pvt. Ltd has provided a continuous energy

() monitoring system. Daily report of energy consumption is recorded for each of the equipments /department.

) I. The present air quality shows that the maximum SPM concentration , )

among the air quality monitoring locations around the plant premises within the 10-km radius as 27.4 I-Ig/m3 and 58.6 I-Ig/m3.This concentration was observed at Amora village. And the maximum concentration of PM2.5 & PM10 inside the plant area is observed to be 29.8 I-Ig/m3 and 60.3 I-Ig/m3'The concentration of SPM in the region is found to be well within

f) the permissible limits prescribed by CPCB.

() II. Similarly the concentrations of S02 and NOx in air are also within the limits

C) with maximum values of 9.6 and 12.9 I-Ig/m3 respectively, around the plant area.

(J III. Good house keeping is in practice to reduce the fugitive emissions from the operations.o

IV. The total amount of generated fly ash in the process is being sent to Lafarge India Pvt. Ltd. for use in manufacturing of cement.

( '. V. The water quality is observed to be without any significant change that can

\ / not cause damage to the existing biotic systems. VI. ACPCPL has established an RO plant of 49 m 3/hr capacity to treat the

waste water generated in the process to recycle/reuse back in the process o to reduce the water consumption.

VII. The waste oil generated from the plant machinery is being sent to CECBo authorized rec c1ers.

o IX. The Captive power plant has taken up the plantation program to develop 31 stthe Greenbelt around the periphery of the plant area. As on marcho 2011, the total of 26100 plants was planted and about 5,000 samplings
