1. General Background

1.1 Project overall

The GMS Rehabilitation of the Railway in Cambodia (RRC) involves two lines, Southern

Line and Northern Line. Southern Line connected from Phnom Penh to Sihanoukville with

total length of 265 km, and Northern Line connected from Phnom Penh to Poipet (Thai

border) with total length of 386 km.

The project is under management of MPWT. The design and construction supervision

consultants is NIPPON KOEI CO.,LTD in association with JARTS. The construction

contractor for RRL1 (Southern Line) and RRL2 (Northern Line) is TSO-AS & NAWARAT

Joint Venture (France and Thailand), but for RRL1, JV partners were changed to TSO-

SPCC Consortium since October 21, 2011).

1.2 Project progress

The project activities include design, platform improvement, bottom ballast relay, sleeper

and track relay, sleeper tamping, top ballast relay, welding (for Southern Line), and

rehabilitation/reconstruction some culverts in both lines, rehabilitation of bridge in SL, and

reconstruction of drainage system in Sihanoukville station.

Based on the monthly progress report No. 61, February 2013, the both project lines

(Southern and Northern Line) rehabilitation work as actual overall progress on site including

sleepers and track installation had been completed same as last month:

- RRL-1: Southern Line is 97.1% for whole line and 99.9% for section 2 (Touk Meas to

Sihanoukville)

- RRL-2: Northern Line still same progress value as last month due to no activities in

project site since the end of July 2012.

o Section 1: Phnom Penh to Sisophon is 4.1%

o Section 2: Sisophon to Poipet is 70.7%

1.3 Purpose of the report

As full implementation of the IEE procedure of the project, the environmental specialists of

Construction Supervision Consultant (CSC) have two main roles as following:

- supervise the monitoring of implementing mitigation measure of the contractor

during the construction stage, and submit the environmental monitoring report to

MPWT-PIU and ADB;

- provide environmental management training (class room and field) to MPWT-PIU

staffs and key persons of contractor who responsible on field of environmental

safeguard.

The environmental monitoring report is to follow up the contractor’s implementation on

environmental mitigation measure in construction stage as stated in EMP and other

environmental safeguards in construction contract documents. Guidance and instruction will

be prepared to enforce the contractor to follow the environmental mitigation measure as

stated in IEE report and construction contract documents.

2. Environmental Monitoring Program

2.1 Scope of works

The major tasks for the environmental monitoring in construction stage include:

Reviewing the environmental report in previous month that prepared by

contractor (TSO/SPCC);

Field monitoring on contractor’s environmental mitigation measure performance

in both project lines (Northern and Southern lines);

Guidance to MPWT’s staff/PIU and TSO’s environmental engineers on

environmental monitoring aspect, in the field practice;

Recommend to TSO to implement all EMP as stated in IEE report and other

environmental safeguards in construction contract documents; and

Instruct TSO/SPCC to take an action to mitigate or rectify on other issues that

find out in the construction stage.

2.2 Methodology

Two simple ways have been applied in this monitoring stage, reviewing the previous

environmental reports that prepared by TSO/SPCC and site investigation in both project

lines.

Reviewing environmental report of contractor:

- Screen the result of environmental mitigation measure performed by

contractor, and the issues that happened in the field;

- Review the result of rectifying or improvement activities on the environmental

issues; and

- Find out the compliance with EMP in IEE report and Cambodia’s regulation

and law.

Site monitoring: Use environmental monitoring matrix, borrow pit matrix, hearing

(directly ask the question to the project workers and people living nearby the

project sites), and visual: During the field observation on environmental

mitigation measure that implemented or rectified by contractor (TSO/SPCC), the

CSC/Environmental Specialist used the environmental monitoring matrix for

construction phase (Annex 1). Visual and hearing methodology also has been

applied for other environmental monitoring items, and degree of impact have be

recorded and photograph to proof the impacts (good or bad) are used.

3. Results of Environmental Monitoring

3.1 Reviewing on Environmental Report of TSO

To date 30 March 2013, TSO/SPCC does not submit yet the Monthly Progress Report for

December 2012 and January-February 2013 for Southern Line (RRL1: Phnom Penh-

Sihanaoukville).

There is no TSO’s Monthly Progress Report for the Northern Line (RRL2: Phnom Penh-

Poipet) since July 2012, due to contractor has stopped all site activities at the end of July

2012.

3.1.1 Environmental Issues and Corrective Works

As mentioning above TSO/SPCC not submitted yet the Monthly Progress Report for

December 2012 and January-February 2013 for project Southern Line.

3.2 Field monitoring by CSC/Local Environmental Specialist

The task work includes follow up on the environmental issues and corrective action by the

contractor TSO in both project lines (SL and NL), and investigation on other environmental

items that had been occurred by the project construction activities.

The field observation had been done on 28-29 February, 2013 for Southern Line. There is

not activity in the Northern Line, TSO stopped all the activities and moved all project’s

equipment from the site since 21 July 2012.

The environmental issues and environmental mitigation measure were described in

following paragraph, and the field recorded is included environmental monitoring matrix

(Annex 1) and borrow pits matrix (Annex 2).

3.2.1 Southern Line

The field monitoring in Southern Line was carried out from Touk Meas station to

Sihanoukville station (as phase 2 of the RRL1). The result of environmental condition can

be described in following:

1. Leaks and spills of hazardous material: The fuel storage facilities at Kampot and

Sihanoukville station are very good installation (concrete platform and wall, and

security equipment and fence), see figure 3.2.1-1a. Both stations had an incharged

person for daily operation and maintain including security and safety.

The monitoring work in this month found that the fuel storage places in Sihanoukville

and Kampot stations are well managed of leakage fuel, no sign of spillage on the

ground and on the concrete floor.

To date (29 March 2013), TSO not provide yet the spilling kit to both fuel storage

places. At the workshop and fuel storage areas the incharged person used absorbent

cloth/second-hand clothes to maintain spilling oil and grease in place.

2. Soil erosion: In generally no sign of soil erosion during the site monitoring in this

month, most of the embankment are covered by vegetation that naturally grew and

grass planted by contractor since July and August 2012. On the other hand there had

not earth work along the embankment at all, and this month is fully dry season and

very small rain.

3. Borrow pits/quarries:

To date 29 March 2013, the borrow pits PK140+600, PK140+650, PK140+780, and

PK141+000 are not yet improved or re-fenced. As well as the two borrow pits (right

hand site from Touk Meas to Kampot) at PK119+750 to PK119+800 (behind Touk

Meas high school) are not yet re-filled, see borrow pit matrix Annex 2. The two

borrow pits (left hand site from Kampot to Sihanoukville) at PK168+960 are not yet

re-filled too, see borrow pit matrix Annex 2.

It meant that TSO not yet implemented on environmental mitigation measure to the

borrow pits used for project RRL1 that list in the borrow pit matrix and instruct by

CSC/NK two months continuously. In figure 3.2.1-3a showed the present condition of

those borrow pits.

4. Water quality

During field observation there was not signed of water laden into the rice field or

water body nearby the embankment of the railway, due to very small track work and

drainage system construction in the Sihanoukville station, no earth work activities at

all.

5. Air pollution

Based on the field observation can be noted that dust and emission air from

construction machineries and relaying ballast are main polluted sources. There were

very small activities of relay top ballast by train. So polluted air and dust come from

construction machineries and relay ballast are very small or minor.

The ballast pile at PK184 was closed, and TSO is cleaning the remaining ballast to

make place become as previous condition, figure 3.2.1-5a.

6. Noise disturbance

Noise disturbance is happened from the construction machinery such as excavator,

bulldozer, ballast regulator, sleeper tamping machine, and transportation trucks of the

project. In this month, there are small amount of construction machineries on the

platform such as ballast transporting train, ballast regulator, and tamping machine in

side of Sihanoukville port. Moreover noise and vibration come from tamping machine

and ballast regulator were happened short time only in one place.

7. Waste management

The workshops and storage areas in Kampot and Sihanoukville station have been

improved and equipped with garbage bin, figure 3.2.1-7a. The platform space in

Sihanoukville is well cleaned after removing of the workers camps.

Most of the construction sites are well managed of solid waste as well as spoil soil,

during site observation in March 2013, figure 3.2.1-7b.

However the solid waste at some workers is still poor managed and strewed on the

space around the camps, e.g workers camp at railway pile in Sihanoukville station and

at PK263+780 near level crossing have not garbage bin and camp representative. In

figure 3.2.1-7c shows the condition of poor solid waste management in workers

camps.

8. Liquid waste generation/Drainage

The liquid waste generation from the project is wastewater from the bathing and

flushing toilet. Generally, the workers camps shall be equipped with bathing room and

toilet. The bathing water shall be drained into the small channel nearby the camps or

connected to the public sewer or open ditch along the road ways, figure 3.2.1-8a. The

toilet is built with storage flushing water concrete ring (two concrete rings with

diameter 1meter).

Same as last month CSC found that the worker camps at rail storage/pile in

Sinaoukville station have not drainage system, figure 3.2.1-8b. All bathing waters are

flushed on the open space surround the water tank, so some muddy during bathing

was happened.

Most of the drainage system in Sihanoukville station is nearly completed construction

and it will have enough capacity to drain all waste water and runoff from the

Sihanoukville station.

9. Traffic problem

On date of the field observation, the monitoring team did not see any traffic

congestion as well as accident that caused by the project activities. Most of the

construction activities are on the platform of railway from PK185 to PK195, in front of

Warehouse, and at level crossing in front of Sihanoukville port.

Anyway, in March 2nd, 2013, NK-Resident Engineer in Southern Line received a letter

from TSO enclosed with accident reports of the train accident on 23 Feb. and 26 Feb.

2013 (Annex 4). No body get an injuries in both accidents vents, but in second

accident on 26 Feb.2013 one fuel truck of Sokimex Gasoline company was small

damaged. Both accident have been solved by concerning party, see detail report in

Annex 4.

However, the level crossing sign and barrier are not yet put in implementation for the

phase 2 of RRL1 project (Touk Meas to Sihanoukville port). The contractor TSO&SPCC

just provide facilitator and traffic sign at advance and behind the construction site

where across the level crossing.

10. Damage road and bridge

Damaged culvert or bridge was not found on date of field environmental monitoring.

11. Adequacy of facilities/equipment for workers

During environmental monitoring this month, found that most of the workers of TSO

whom are working on track-worked and at level crossing construction were equipped

with boots and light jacket, but the workers of SPCC whom are working on culvert and

drainage canal construction are not wearing PPE at all. In figure 3.2.1-11a showed the

TSO’s workers equipped with PPE.

However the workers team of TSO (three persons) whom work for breaking rock for

building drainage channel at PK 0+250 (in front of Sihaoukville warehouse) had not

dust musk, goggles, and ear plug, and they complained that TSO did not provide

these kind of PPE to them, figure 3.2.1-11b.

For the workers whom are working on the track works they said that TSO had provide

very thick gloves to them and they complained that it was difficulty to carry out

construction tools when they wear very thick gloves, that why they decide not wear it.

However some workers they spent their own money and bought suitable gloves.

12. Safety

All the workshops and storage places have been equipped with extinguisher capacity

of 8kg (at least 2 bottles).

As normal provision, the workers camps shall be provided with wooden shelf/bed,

good plastic roof and wall, water tank, garbage bin, lighting (battery + lamp), and

toilet. However during the field monitoring in March 28-29, 2013, found that the

workers camps at rail pile in Sihanoukville station and workers camp at Trapeang

Rpov station (PK198+500) not yet provided latrine, garbage bin, and lighting facilities

(figure 3.2.1-12a). The workers camp at PK263+780 had one latrine but not function,

had not garbage bin, and light facilities is broken. The plastic roof of workers camp at

Trapeang Rpov station (PK198+500) were tear, but contractor TSO not provide a new

once to change (Note that this camp just installed 4 days, but TSO not follows the

safety discipline as they wrote in the paper), figure 3.2.1-12b.

As previous month all the workers camp have not first aid kits, according site

observation and question to the leader of group worker.

All SPCC’s workers have not sufficient safety equipment or safety tools such as boots,

helmet for team work in culvert construction sites, e.g 6 of 8 SPCC’s workers are

working for culvert construction at level crossing at PK0+244 and 6 workers are

making wrap rock at culvert in Sihanoukville station had not equipped with PPE at all,

figure 3.2.1-12c.

13. Construction-related complaint

CSC had coordinate with TSO’s HSE manager (Mr. Gerardo Paderanga) and the

villagers living close to the borrow pits at PK168+960 and PK119+800 to prepare

complained letter (in Khmer language) to contractor (TSO) in delaying re-fill borrow

14. Other issues

During site monitoring, CSC got complained from workers in oral that TSO delay in

delivery of workers salary, they worked 4 weeks but TSO not yet deliver salary 2

weeks to them. It meant that similar to last month condition, TSO delay up to 5 weeks

worked and deliver only 2 weeks worked salary to workers.

From now on CSC know Mr. Gerardo Paderanga is HSE manager of TSO closely work

with him to deal with environmental issue that occurred by project construction

activities.

3.2.2 Northern Line

There is not activity in the Northern Line, TSO stopped all the activities and moved all

project’s equipment from the site since 21 July 2012. The environmental condition is

same as September 2012.

4. Summary and recommendations

4.1 Summary

The result on environmental monitoring in February 2013 can be concluded as following:

(1) Good fuel storage facilities had been provided/installed (concrete platform and wall,

and security equipment and fence) with security fencing, and not sign of

leakage/spillage. But TSO did not provide cleanup equipment/spilling kit to both fuel

storage places.

(2) The borrow pits PK140+600, PK140+650, PK140+780, and PK141+000 are not yet

improved or re-fencing. The borrow pits (right hand site from Touk Meas to

Kampot) at PK119+800 (behind Touk Meas high school) are not yet re-filled,

anyway the borrow pit at PK119+750 got more requesting letter from people to

keep it as fish feeding pond. Similarly the two borrow pits (left hand site from

Kampot to Sihanoukville) at PK168+960 are not yet re-filled and the borrow pit at

PK168+950 got more requesting letter for keeping as water supply pond, as

enclosed in Annex 3.

(3) No sign of soil erosion during the site monitoring during this month and on the

other hand there had not earth work along the embankment at all.

(4) No sign of water laden into the rice field or water body nearby the embankment of

the railway.

(5) During field observation CSC not meet the workers work in tamping amchine and

ballast regulator, but expected that dust and noise from ballast regulator and

tamping machine cause polluted and affected to workers team in this machine,

according to the team worked in this machine have not mask, eye glass, and ear

plug, because TSO still not provide those tools to them yet.

(6) Solid waste were clean after camp removing, but in some new workers camps are

poor managed of solid waste, because no garbage bin had been provided and no

representative had been appointed.

(7) The drainage system in Sihanoukville station is ongoing improved, but some

workers camp have not provide drainage trench at all.

(8) It can be said that during February and March some workers camps have not

latrine, garbage bin, and lighting facilities. e.g workers camp at rail pile in

Sihanoukville station, workers camp at PK263+780, and workers camp at

PK198+500 (next to Trapeang Rpov station). All three camps had not first aid kit.

(9) There is not traffic problem during site monitoring, however CSC received an

accident report from TSO and described the 2 accidental events in 23th and 26th

February 2013, as Annex 4.

(10) Some of the workers of TSO were not equipped with PPE, e.g 3 workers whom

worked for breaking rock for building drainage channel at PK 0+250 (in front of

Sihaoukville warehouse) had not dust musk, goggles, and ear plug. To date TSO

not provide properly PPE (ear plug, eye glass, and mask) to workers are working on

ballast regulator and tamping machine. All SPCC’s workers have not sufficient safety

equipment (PPE) for team work in culvert construction sites.

(11) CSC had coordinate with TSO’s HSE manager (Mr. Gerardo Paderanga) and the

villagers living close to the borrow pits at PK168+960 and PK119+800 to prepare

complained letter (in Khmer language) to Contractor (TSO/SPCC) in delaying re-fill

borrow pit, Annex 3.

(12) Similar like last month, TSO/SPCC delay payment the daily salary of the workers,

they are worked 4 weeks but to date they do not received the salary yet.

(13) CSC know Mr. Gerardo Paderanga is HSE manager of TSO closely work with him to

deal with environmental issue that occurred by project construction activities.

4.2 Recommendations

As requirement of the EMP in IEE report and missing environmental mitigation measure or environmental improvement of Contractor (TSO/SPCC) during construction stage as well as the comments from ADB on EMR January and February, the CSC’s environmental specialist recommends in following points:

1. Contractor must immediately submit the Monthly Progress Report (with environmental report) for December 2012 and January-February 2013 for Southern Line (RRL1: Phnom Penh-Sihanaoukville) to MPWT/NK project office. In case of Contractor missed submit the three progress reports within April 2013, CSC will recommend to MPWT to deduct cost value from Contractor’s interim payment certificate (IPC).

2. Contractor must immediately provide latrine, garbage bins, and lighting facilities to

all workers camps of the RRL1 project, and appoint a camp representative for keeping camp clean of solid waste and liquid waste. In case of Contractor fail to comply requirement measure as stated above within April 2013, then CSC will recommend to MPWT to engage third party to undertake requirement measure and the corresponding costs will be born from Contractor account.

3. Contractor must provide immediately eye glass, ear plug, and musk to

workers/teams are working with ballast regulator and tamping machine as well as the workers breaking rock.

4. Contractor must immediately provide adequate/sufficient PPEs/safety tools to all

project workers/staffs in appropriated working place/type, and ensure all the workers

are properly use PPEs during working time. The workers no wearing properly PPE are not allowed to work in construction site.

5. Contractor must immediately provide first aid kits to each workers camp. 6. Contractor must immediately re-fill the borrow pits PK119+800 (behind the Touk

Meas high school), PK140+780, and PK168+960, see detail information in borrow pits matrix (Annex 2). In case of Contractor not take in action or miss implement by 25 April 2013 then CSC will write a letter to MPWT to engage the third party to re-fill those borrow pits and the cost will be born from Contractor account.

7. Contractor must immediately re-fence and put warning sign to the borrow pits at PK

140+650, PK140+700, PK141+000, and PK168+950 (as indicated in Annex2). In case of Contractor not take in action or miss implement by 25 April 2013 then CSC will write a letter to MPWT to engage the third party to re-fill those borrow pits and the corresponding cost will be born from Contractor account.

8. Contractor must immediately improve the schedule of delivering salary to workers,

the shorter the better (e.g worked 2 weeks, deliver salary 1 week).

9. Contractor must properly implement all environmental mitigation measure in construction stage as setting IEE report and other environmental safeguards that stated in construction contract. In following paragraph are some mitigation measures have been described in EMP (construction phase) in Appendix A of IEE report, November 2006, page 58-73.
