1.0 INTRODUCTION h

The Road; \

The proposed ioad to be improved, Maradankadawala - Jayanthipura road, is a section of the A 01 1 highway that links Maradankadawala to Trikkandu via Polonnaruwa. Under this package 59.9 Kms are designated to be improved.

The Environment;

The proposed road which is to be improved stretches along several biological sensitive areas such as forest, streams, water tanks, paddy fields.. . ..etc. and there are many people who directly benefit from the project.

Aim of the environmental management attion plan (EMAP) is to d i sc~~ss how to implement the project while minimizing the negative impact on both the biological and social environment. Since the major component of work is asphalt surfacing, environmental impact generated on the surrounding by the work will be comparatively low.

2.0 Staff Job Responsibilities

2.1 Project Manager

Overall management with regard to progress, quality of work and cost of the project. Will coordinate the implementation of the EMAP Conduct regular meetings with the staff Responsible for taking approvaIs/licenses from relevant authorities such as Forest Department, Divisional Secretariat, Defense Ministry.. .etc.

2.2 Senior Highway Engineer / Representative CMLE Control the progress and quality of works. Setting monthly and weekly targets to the subordinates. Overall safety management of the site. Monitoring progress against the master program. Ensuring conduct of work according to project specification and drawings. Over looking implementation of Quality Assurance System related to works.

2.3 Environmental Officer Identification of key activities and relevant EMAP areas. Preparation of EMAP. Routing checks to conform weather the issues are mitigated in the prescribed manner. Arranging training programs to develop skills of the staff Preparation of list of obstructions such as trees / archeological monuments which are to be disturbed by the construction Reporting of construction activities which are adversely affecting to the environment to the Project Manager & senior highway engineer for advising site staff

.a Take day to day actions to answer the short term environmental issues and guide the relevant persons accordingly.

a Implement the quality control documentation procedures for all activities and maintain a filling system Maintenance of environmental related documentations and formats.

2.4 Supervisors Caring out allocated work complying with Drawings and Specifications. Delegate resources to answer the environmental issues at the work place to minimize the negative - affects. Effective communication with EO / PM to improve the System Report any complains to the management daily.

2.5 Store Keeper Handling and record keeping of stocks Make sure the stores and the surrounding are safe place to work.

3.0 Document Control

Quality of each activity will be checked by a Quality Assurance team and prepare check lists for every activity to verify the,compatibility of the work with the procedures and methods stated in the management plan. These documents will be a part of the Quality Assurance System also.

The corrective action plan will be inspected by the QAE 1 QC inspector to the satisfactory of the Engineer representative and will be documented separately.

e Preventive action procedures will be taken accordingly and each action will be documented as well. A set of formats have been attached in Annexure I

3.1 Internal Communications

Progress, environmental management or any other matters related to the project will be discussed at weekly meetings. Any environmental concern important matters will be communicated to the Project Manager by environmental ofiicer. Then PM will brief site staff these issues and guide all the officers to follow the necessary instruction. Environmental Officer is authorized to discuss and communicate day to day issues arise at sire related to environinental issues directly with the site officers. A complains monitoring register will be kept at site office under the custody of the community liaison officer and he is responsible for maintain any complain made by affected parties and reporting to project manager for deciding mitigating measures.

4.0 Key Impact Areas

Prior to establishment bf the quarry for the project, following permissions were taken from the relevant authorities

There is no earth work at the quarry but in order to prevent any soil erosion we have construct a rubble packing along the rock lace

To minimize the air pollution at quarry water is spreaded to the quarry area and to access roads in regular interval.

4.3 Asphalt Plant

Environmental Management Action Plan

Asphalt plant is located next to the crusher and it is belongs to ICC limited. Following details are related to the Asphalt plant.

4.3.1 Environmental Issues at Asphalt Plant

4.3.1 .I Air Pollution

To minimize the air pollution at Asphalt plant, dust will be recycled. By maintaining the plant in good condition, reduce the impact on the environment.

Appling water to the access roads at Asphalt plant area dust generation is minimized.

4.3.1.2 Noise pollution and Vibration

To minimize noise and Vibrations following steps are taken at asphalt plant - Generator rooms are sound proof by special ways - Proper maintenance of vehicles and machineries

4.3.1.3 Accident and Risks

All the workers at the Asphalt plant wear safety gears such as helmets, eargaurdes, dust masks ... etc and a first Aids box is maintained at the asphalt plant.

Generation of dust shall be minimized by applying water in the period of high wind by two water bowsers. One bowser shall be operated from Ch 0+000 to Ch 30+000 and the other to the rest of the section. Water will be preaded to the barrow pits No 01 & 02 and to the road which is used by the tippers that transport gravel to the site, inorder to minimize dust gen~ration and to minimize inconvenious toL the public living arround the barrow area.

4.6 Disposal Yards

Road excavated materials and debries & Spoils are disposed to pre - approved folowing lands. At the. moment we use six locations as disposal yards. Details of these locations are listed bellow.

4.6.1 Environmental Issues at Disposal Yards

4.6.1.1 Soil Conservation

Materials disposed to the yards are spreaded to avoid stagnation of water and prevent blocking existing leadaways.

To minimize the air pollution at disposal yards water is spreaded to area and to access roads in reguler interval.
