Environmental Management Plan (EMP) Mohd Kamil Yusoff Jabatan Sains Alam Sekitar Fakulti Pengajian Alam Sekitar Universiti Putra Malaysia [email protected] EMP has to be prepared after EIA report has been approved. EMP will help the project proponent to monitor and implement the recommendation of control measures as stated in EIA report. Format for EMP is as follows :-

1. Introduction 2. Policy 3. Organization Chart and Responsibility 4. Environmental Needs 5. Monitoring Programme 6. Significant Impacts and Mitigation Measures 7. Environmental Contingency Plan 8. Conclusion I. Introduction

a. Project concept which has been approved by the Local Government b. Development plan

II. Policy a. Company’s goal in environmental conservation and preservation b. Management continuous commitment in order to comply the environmental needs

III. Organization Chart / Budget a. Names of officer in-charge pertaining to environment (to be updated with time) b. Name of consultant and laboratory conducting monitoring works c. Frequency and types of environmental training to the staff d. Estimated budget to implement EMP

IV. Environmental Needs a. EIA approval conditions and condition adjustment b. Related standards and regulations c. Monitoring report and frequency d. Copy of related letters or approval letter issued by DOE

V. Monitoring Programme a. Study on baseline data (water, air , noise) before start work for comparison with

the monitoring data b. Location of monitoring stations (Latitude and Longitude), maps c. Point of effluent discharge d. Frequency of monitoring e. Methodologies (sampling and analysis) VI. Significant Impacts and Mitigation Measures a. Show the significant impacts and followed with specific mitigation measures e.g.

location of sediment trap, etc. b. Treatment facilities for effluent and air pollution to be elaborated c. Abandonment plan VII. Environmental Contingency Plan a. Action to be taken in case of emergency such as landslide, oil spill, leaking of

hazardous chemical, failure of treatment facilities b. Organizations involved VIII. Conclusion
