ANNUAL STATE OF LOCAL GOVERNANCE REPORT 2011 ENVIRONMENTAL MANAGEMENT PROGRAM Calendar Year 2011 is still a year of challenges. Faced with the same dilemma confronting the country and nations throughout the world, climate change and the ever increasing population bear much strain on our fragile ecosystem which is being pushed to its limit with well-recognized cases of continued deforestation and depleted fisheries resources triggering natural calamities never before experienced. The ever alarming indiscriminate cutting of trees for human and commercial purposes tantamount to the destruction of our carbon ‘sinks’ - forests, coastal habitats and vegetation that absorbs infrared radiation of the sun and greenhouse gases gravely contributes to global warming. In coastal regions, the evidence of environmental change attributable to the growth of human populations and their consumption and production patterns is demonstrated in terms of reduced water quality; destruction and degradation of such critical habitats such as estuaries, mangroves, coral reefs; the collapse of stocks of important fish and shellfish; deforestation; land subsidence; seawater intrusion into groundwater aquifers; erosion of topsoil; and ocean acidification. These threats will grow in the future due to population growth and migration to coastal areas, rapid urbanization, and uncontrolled development and resource use. The continuing implementation of sustainable management practices and coming up with innovative ideas to address and alleviate these ever-emerging and serious situations we are facing are the priorities of the provincial government headed by the Gov. Imee R. Marcos through its implementing arm- the Ilocos Norte and Environmental and Resources Office. We have set our vision and goals in order to achieve a sustainably managed forest and coastal resources that continuously generates various ecosystems services to society, mitigating climate change and enabling various sectors to adapt to climate change impacts, providing economic benefits and helping local communities in reducing poverty; through action cooperation and collaboration among stakeholders thereby enhancing the contribution of our natural resources to the achievement of the Millennium Development Goals with respect to poverty eradication and environmental sustainability.

ENVIRONMENTAL MANAGEMENT PROGRAM

Calendar Year 2011 is still a year of challenges. Faced

with the same dilemma confronting the country and nations

throughout the world, climate change and the ever increasing

population bear much strain on our fragile ecosystem which is

In coastal regions, the evidence of environmental change attributable to the growth

of human populations and their consumption and production patterns is demonstrated in

terms of reduced water quality; destruction and degradation of such critical habitats such as

estuaries, mangroves, coral reefs; the collapse of stocks of important fish and shellfish;

deforestation; land subsidence; seawater intrusion into groundwater aquifers; erosion of

topsoil; and ocean acidification.

These threats will grow in the future due to population growth and migration to

coastal areas, rapid urbanization, and uncontrolled development and resource use.

The continuing implementation of sustainable management practices and coming up

with innovative ideas to address and alleviate these ever-emerging and serious situations we

are facing are the priorities of the provincial government headed by the Gov. Imee R. Marcos

through its implementing arm- the Ilocos Norte and Environmental and Resources Office.

We have set our vision and goals in order to achieve a sustainably managed forest

and coastal resources that continuously generates various ecosystems services to society,

mitigating climate change and enabling various sectors to adapt to climate change impacts,

providing economic benefits and helping local communities in reducing poverty; through

action cooperation and collaboration among stakeholders thereby enhancing the

contribution of our natural resources to the achievement of the Millennium Development

Goals with respect to poverty eradication and environmental sustainability.

With these bright ideas shared by our Governor Honorable Imee R. Marcos, we move

towards economic development while we uphold the social responsibility to protect our

resources and minimize our ecological footprint.

PROGRAMS/PROJECTS AND ACTIVITIES:

INTEGRATED SOCIAL FORESTRY (ISF) PROJECTS AND ACTIVITIES

a. Evaluation and Monitoring of Certificate of Stewardship Contracts (CSC).

A total of 4,730 CSC lots have been awarded in the entire Province of Ilocos Norte

with an approximate area of 7,358.4 hectares. For this year, a total of 846 stewardship

holders were evaluated/re-evaluated and assessed subject for the renewal of their CSC’s a

composite team of the Provincial ISF technical staff and CENRO 1 and 2 Social Forestry Desk

Officers (SFDO) covering the Municipalities of Dingras, Piddig, Carasi, Solsona, Nueva Era,

Banna, Badoc, Marcos, Pinili, Sarrat, Batac, Vintar, Pasuquin, Burgos, Bangui, Pagudpud,

Adams, Dumalneg and Laoag City. These farm lots attained satisfactory rating when their

performance were monitored and evaluated.

REFORESTATION/SEEDLING PRODUCTION/AGRO-FOREST DEVELOPMENT

Under the supervision of the Provincial ISF technical staff, the program participants

produced a total of 9,000 forest/fruit tree seedlings as their counterpart and also, this Office

purchased and distributed 41,000 assorted forest/fruit-bearing tree seedlings which was

funded by the General Fund of the Office, which were distributed to the Government

Agencies, People’s Organization in support to the National Greening Program.

Consequently, a total of 30.75 hectares were developed or planted of assorted forest

tree and fruit tree seedlings.

As counterpart in promoting a green environment, 41.85 hectares of Agroforestry

areas within the province was reforested through the help of the ISF beneficiaries. Also,

protection and maintenance of the Small Watershed areas in Brgy. Tanap, Burgos, Ilocos

Norte is being maintained.

INFORMATION DISSEMINATION AND TECHNOLOGY TRANSFER

This activity aims to provide additional information and strengthen understanding

among project participants. A total of 1,582 pieces of posters and leaflets were distributed

informative on the salient features of Climate Change and Global Warming. Such materials

contain essential information on global warming and pertaining solutions to this inevitable

phenomena.

Also, brochures and paraphernalia were given to beneficiaries of Integrated Social

Forestry containing information like the establishment of Soil and Water Conservation

(includes rip-rapping and establishment of gabions/protection of watershed areas to prevent

drought, tree planting within watershed areas), Kasano a Lapdan ken Atipaen ti Uram iti

Bantay (slash and burn (kaingin), frequent foot patrol of ISF areas to check existing possible

source of fire).

TRAININGS/SEMINARS OF UPLAND FARMERS/ENRO PERSONNEL

The farmers' training conducted is aimed to equip the participants with the necessary

knowledge and skills in the adoption of appropriate farming technologies that are productive

and ecologically sound to the beneficiaries. The Office conducted eight (8) trainings,

conferences, seminars related to Soil and Water Conservation Measures which includes

setting up of check dams made up of stones and big rocks, Agro forestry Systems which

includes the agricultural and forest crops, production technologies and income generating

projects.

ORGANIZATIONAL DEVELOPMENT

This involves the extension of technical services to the participants of the project

which aimed to introduce new methods and technologies of upland farming during meetings

and seminars conducted by technical personnel of ENRO. The Provincial ISF Staff conducted

202 meetings in the different ISF project areas.

INSPECTION/VERIFICATION OF TREES REQUESTED TO BE CUT/PRUNED

This entails the process of conducting inspection/verification and inventory on the

subject trees to validate reason on the application for cutting or pruning. Approval or denial

on the issuance to cut or prune subject tree/s is based pursuant to Section 2 of the Provincial

Ordinance No. 013-95 “An Ordinance prohibiting the cutting/pruning of trees along

public roads, plazas, parks and other public places without written approval or

authority of the Provincial Governor.”

As per Provincial Ordinance No. 45-93 and 013-95, the Office granted and issued

fifteen (15) tree cutting permits after inspection.

The enforcement of Pollution Control and Environmental Laws, Rules and Regulations

province-wide were implemented as well as the monitoring of solid waste disposal and other

environmental management system related to hygiene and sanitation.

MONITORING OF DUMPSITES

MINES AND GEO-SCIENCES DEVELOPMENT

In line with closely monitoring the mining operation of the province, the ENRO

personnel and OPG-Quarry team attended monitoring and verification to quarry sites of

Forty three (43) permit holders for Commercial Sand and Gravel (CSAG), Three (3) Small

Scale Mining Permit (SSMP), Two (2) Industrial Sand and Gravel (ISAG) which was issued in

the province, Nineteen (19) Special Permit and One (1) Special Pebble Picking Permit. Our

ANNUAL STATE OF LOCAL GOVERNANCE REPORT 2011 Office/Department being one of the able partners in the industry, our province has the

biggest gross collection in the Region 1 amounting to P 15,232,606.35 derived from mining

and quarrying activities.

The re-greening of mining sites by planting seedlings of forest or fruit trees was being

encouraged to the permit holders. In our province, “Adopt-A-Tree, Adopt-A-Mining Forest

Movement” that was launched has been being implemented through DENR Administrative

Order No. 22, Series of 1989. This is in support to the implementation of Executive Order

No. 26 (National Greening Program issued on February 24, 2011) which aims the massive

greening program to bring back the lost cover of the earth including the inactive,

rehabilitated and abandoned mine sites.

As stakeholder of the mining program we conducted General Assembly, Mining

Summit and National Mine Safety & Environment Conference of Small/Large-Scale Mining

Permit were conducted annually to update permit holders on new guidelines, policies and

status of mining activities in the province. The ENRO and the Mines Geosciences Bureau –

Regional Office No. 1 had organized the Mine Rehabilitation Fund Committee (MRFC), the

Multi-Partite Monitoring Team (MMT) and the Provincial Mining Regulatory Board (PMRB),

to undertake monitoring of mining activities in our province.

OTHER ACTIVITIES

a. Mine Rehabilitation Fund Committee (MRFC) – Skymark International Mining

and Mineral Corporation (SKIMMC) conducted its 4th Quarter Regular Meeting at Brgy. Pias

Sur, Currimao, Ilocos Norte and was presided by the OIC-Regional Director Carlos Tayag of

Mines Geosciences Bureau (MGB)-1. The company’s Abandonment/Rehabilitation Report

was presented in connection with the closure of their magnetite mining area situated at

Brgys. Bacsil and Mumulaan in Paoay, Ilocos Norte. However, the presiding officer

suggested that a monitoring and inventory be conducted first at the mine site before the

closure.

b. The Province of Ilocos Norte

commemorates its 193rd Foundation Day Anniversary

dubbed as “Pasantaken ti Ilocos Norte” on February 2,

2011. A ceremonial roadside tree planting activity was

joined by all municipal and barangay folks as well as

personnel from the Office. Forest trees like mahogany,

gmelina, golden shower and fire tree were planted

simultaneously along the province’s national highway

from Badoc to Pagudpud.

c. Mines Geosciences Bureau (MGB)-1 in

coordination with the Province of Pangasinan held the 10th

Regional Mining Summit at the Urdaneta Garden Resort,

Urdaneta City, Pangasinan. The annual event serves as an

avenue for all stakeholders to formulate and come up with

responsive and comprehensive strategic plans to properly

address issues confronting the minerals industry. Being one

of the able partners in the industry, major accomplishments

for Calendar Year 2010 covering the mineral were presented

finding that our province has the biggest collection

amounting to P15,232,606.35, the Province of Pangasinan

P11,324,326.68 and P 6,240,550.50 for Ilocos Sur.

worldwide celebration of the Earth Day. This annual

celebration which fatefully falls on “Good Friday” was

declared to be commemorated on the 24th under

Presidential Proclamation No. 1481 which underscored

the water cleanliness and conservation with this year’s

theme: “Earth Day, Everyday”. A streamer was hanged

in front of the PENR Office for public awareness as well

as information, education and communication (IEC)

campaign to heighten the level of consciousness on

environmental problems and encourage the people to

be part of the solution through extensive action and

participation.

To intensify the campaign, the Provincial

Government of Ilocos Norte with the leadership of our

Honorable Governor Imee R. Marcos showed its support

together with all the concerned agencies/offices by

signing the Covenant on Environment Protection dubbed

as “A Gift to Mother Earth” at the Bangui Windmill

Farm, Brgy. Baruyen, Bangui on April 19. The covenant associated with the theme

connotes a daily and a year round commitment to serve Mother Earth in our outmost

ability through a participative approach exercised by all sectors of the society

towards the attainment of optimum protection, conservation and sustainable

development of the environment.

e. The month of June proclaimed as the

Environment Month with this year’s theme: Forests:

Nature at your service” lined-up several activities together

with selected national government agencies, NGOs,

Academe, Religious Sector, Philippine National Police and

the business sector. The Office participated in the Bantay-

Usok Program, and river protection advocacy headed by

Green Ilocos Norte Network and Advocacy, Inc. dubbed as

“Clean the Padsan River Basin Challenge: Towards a

Healthy Ilocos Norte on June 25, 2011. The river clean –up

was conducted along river basin of Padsan particularly in

Laoag City wherein loads of solid wastes like plastics were

June 29 awarding those private and government sector who actively participated in the

month long celebration of our environment.

f. On June 29, first class State of the Province Address was delivered by the

Honorable Governor citing all the numerous achievements on tourism, job-employment

and economic sector of the province. Her honor also humbly announced all the on-going

projects of her administration as well as her dedication and commitment in serving the

Ilocano’s. The SOPA was attended by elected Government Officials, government

employees, private and business sector.

g. Conduct isolated and special survey in compliance with the Executive Order

No. 50-11 which is the “Task Force Titulo A Natalged”. With the concerted effort of the

officers and members the task force accomplished the following Free Patents.

h. On July 21, 2011, a representative from the Municipality of Paoay, Technical

Personnel from DENR CENRO 2- Barit, Protected Area, Wildlife and Coastal Zone

Management (PAWCZM) and from the Office conducted a survey at the Paoay Lake as per

agreement during the consultation meeting presided by our beloved Governor Hon. Imee

R. Marcos on July 18, 2011. Our beloved Governor aimed to come up with a

comprehensive development plan of Paoay Lake as one of the major tourist attractions as

embodied in the Memorandum of Agreement (MOA) signed on June 9, 2011. The survey

served as the trial assessment activity to map out the present condition of the area as

Term of Reference (TOR) for its better development.

i. On August 12, Mine Rehabilitation Fund Committee (MRFC) – OMNICO

Natural Resources, Inc. conducted its Regular Meeting at the Palacio De Laoag Hotel.

Updates on the company’s quarry and hauling operation were discussed. As part of the

social development program of the company, coconut trees were planted as efficient noise

and dust barrier. Moreover, additional speed limit warning signs were installed at

appropriate areas along the haulage as dust control measure and operation of the new

crushing and sand classifier plants needs internal monitoring on its noise level intensity. On

the other hand, the company regularly provides organic fertilizer to the tree plantations at

the Plant and Port areas so as to achieve vigorous growth of the planted trees.

j. On September 20, the Office participated in the tree planting activity with the

Department of Tourism (Provincial Office) and the CENRO II, DENR Ilocos Norte at the

Paoay Lake National Park.

k. The 22nd National Statistics Month Celebration with the theme “Quality Social

Protection Statistics for Focused Targeting: Improving Outcomes, Changing Lives” was

highlighted with several activities such as Mangrove Planting at Brgy. Davila, Pasuquin,

Ilocos Norte on October 18, 2011 participated by personnel from DENR, Provincial

Statistics Office and from this Office.

l. On December 15, the Office participated in the tree planting activity with the

Philippine National Red Cross Ilocos Norte-Laoag City Chapter, spearheading of the Red

Cross Youth of Banban National High School Council at Dungon-dungon, Baruyen, Bangui,

Ilocos Norte.
