The management of the Museu Nacional d’Art de Catalunya (MNAC), aware of the importance of the prevention of pollution and the environmental management of its installations, has implemented this system of environmental management in accordance with the ISO 14001 standards and the EMAS Regulation so as to carry out a greater control of this management, so as to improve and to advance in everything that is possible.

The scope of this system comprises all the activities developed in the installations that form part of this organisation and the related environmental impact.

The new system of environmental management is based, at least, on three basic principles: environmental diffusion, prevention of pollution and on-going improvement.

The Museu Nacional d’Art de Catalunya is a consortium with its own legal personality and independent of that if its members. The aim of the consortium is the management of the Museu Nacional. The consortium is constituted by the Generalitat de Catalunya, the City Council of Barcelona and, since 2005, the General State Administration, in accordance with the new Statutes approved by Agreement of the Government of the Generalitat de Catalunya on 22nd February 2005 and published by means of the Resolution of the Regional Ministry of Culture of 9th March (DOGC Nº. 4362, of 13.4.2005).

The Board of Trustees is the maximum government organ of the Museum. This comprises, as well as representatives from the consortium members and the management of the museum, representatives of private people and entities who contribute to achieving the goals of the Museu Nacional. The Board of Trustees is formed by:

Furthermore, the Board of Trustees is represented by the Delegate Commission, the collegiate organ that examines the general questions.

The Museu Nacional d’Art de Catalunya includes all the arts (sculpture, painting, object arts, drawings, prints, posters, photographic collection and numismatic collection) and has the mission of explaining a global discourse of Catalan art, from the Romanesque until the middle of the 20th century. In the case of the Romanesque and gothic collections, this course is marked by the Catalan origin of a large part of the pieces, despite the fact the, specifically in the Gothic, comparison is made with art from other backgrounds. In terms of the Renaissance and Baroque collections, the works included

lead towards a more international discourse, by the master painters, such as El Greco, Zurbarán, Velázquez, Cranach, Rubens, etc.

The collections make a museum, but apart from conserving and taking care of them, it should also spread them, as well as having to make known everything related to the research, both from the point of view of the history of art as well as the museology (conservation, restoration, documentation, and diffusion). The heritage collection of the Museu Nacional, understood in the widest sense, is constituted both by the collections and by the collection of the Library of history of Art and the General Archive.

With regard to the System of Environmental Management, the person in charge of the environmental issues of the centre is Mr. Xavier Abelló, and the coordinator of environmental issues is Mr. Ferran Pérez. Direct contact: [email protected]

With the aim of involving all the areas of the Museu Nacional d’Art de Catalunya in the project, an environmental committee has been set up as well as three working groups: the waste commission, the communication commission and the energy commission. The commissions are made up of technical staff that develop the agreements taken by the Committee, while at the same time carry out proposals for the committee to analyse.

The main activity of the Museu Nacional d’Art de Catalunya is as a museum, but it carries a whole series of complementary activities and support such as:

On 13th May 2010, the Senior Management of the Museu Nacional d’Art de Catalunya, represented by the Delegate Committee, agreed unanimously the document that includes the Environmental Policy.

Environmental policy of the Museu Nacionald’Art de Catalunya

The Museu Nacional d’Art de Catalunya (MNAC) accepted the commitment to spread Catalan art and preserve its heritage as a contribution to the development of our society. A service that it has been decided to extend to a need that has become crucial: the protection of the environment.

In this sense, the MNAC has implemented a System of Environmental Management aimed at carrying out its activities with the maximum respect for the environment and applying the following principles:

_ To establish a process of continual improvement of the environmental management, by providing the necessary resources for achieving the objectives.

_ To know and comply with the present and future legal regulations and requirements, as well as other requirements that the organisations subscribes to.

_ To inform, train and build the awareness of its own staff so as to incorporate the criteria of sustainability in all the activities.

_ To spread and foster our environmental policies among the suppliers and providers, collaborators and public.

_ To use in an efficient way the natural resources, raw material and energy, fostering the reduction, reuse and recycling of waste, as a prevention of pollution.

With this declaration, the MNAC publicly manifests its respect and commitment towards the conservation of the environment.

The System of Environmental Management (SEM) of the museum is based on the international standard ISO 14001 and on the European Regulation EMAS. This is a system of continual improvement that affects the global management of the museum. The conceptual basis is the Environmental Policy defined by the company and presented in the previous section. Based on this policy, an analysis is carried out of the environmental aspects of the activity and a programme of action is defined with the necessary goals for achieving a reduction of the impact of the activity. The application of the periodical mechanisms of self-control, internal and external, guarantees the good functioning of the system and the continual improvement.

The scope of the system of environmental management implemented in the Museu Nacional, includes the following activities:

The Museu Nacional carried out an evaluation of the environmental aspects to be applied, identifying the significant aspects and activities that can have an important impact on the environment, and being obliged to revise them on a regular basis. The evaluation of the aspects, in normal and abnormal situations, takes into account three parameters:

_ Magnitude (M): Quantitative increase or decrease of the effect with respect to the previous revision.

_ Frequency (F): Frequency with which this aspect takes place.

_ Severity (S): Measurement of the repercussion or danger.

To obtain the degree of impact of each of the activities about the aspects identified, the following formula is applied:

I = M x F x S

The environmental aspects in situations of emergency are assessed in the following formula:

V = P x C x S

_ Probability (P): Probability of the occurrence of the situation.

_ Capacity (C): Capacity for control (sufficiency of the existing measures of control, for controlling the consequences of the situation if it is produced).

_ Severity (S): Severity of the consequences, when the situation is produced and with a loss of control.

In each environmental aspect, values of 1, 3 or 5 points are given for each criteria according to the environmental impact. The aspects which are marked with more or the same as the value of significance (45) are considered to be significant.

The Museu Nacional identified, during the evaluation of the environmental aspects carried out in 2012, the following environmental aspects which were potentially significant in normal, abnormal and emergency situations, and found a greater importance in the concepts related to the management of waste, mobility, emergencies and the control of wastewaters, even though the environmental impact is divided up between the various activities of the museum:

As we will explain throughout this document, the aspects that signify the fulfilment of the legal requirements, such as the disposal and the infectious emissions are controlled and follow the regulations. In the case of an outbreak of legionnaire’s disease, it should be mentioned that it is not a pathogenic variant, and therefore, without risk for the health and that it was treated and corrected in an immediate way.

The waste management was added to the Environmental programmes of objectives, along with the reduction of the energy consumption, that moreover were considered strategic.

With the environmental programme specific actions were defined, aimed at the continual improvement of the system, minimising the impacts derived from most significant aspects and those considered strategic.

The Environmental Programme includes the environmental objectives and goals, along with the responsibilities, the resources and the foreseen deadlines.

The objectives approved for 2012 were as follows:

7.1. Objective 1: reduce the active consumption of electricity by 5% compared with 2011So as to achieve the fixed objective of a 5% reduction compared with 2011, we proposed the following actions, which are added to those already introduced in 2010:

_ Adapting the programmed timing of the lighting and air conditioning to the work and activities.

_ Control of the orders regarding the air conditioning.

_ Joint study with the Area of Restoration and Preventive Conservation about the conservation of the works and the time reduction of the functioning of the installations.

_ Study of the performance of the installations and the identification of the decisive parameters, by means of the signing of an energy audit.

_ Training of the staff in best practices for environmental issues.

These points supposed significant working lines. In the case of the energy audit, the application of the conclusions will be included in the ESE contract (Energy Service Enterprise) for the maintenance of the installations which is foreseen to be signed in 2013. In reference to the works of art, some tests have already been carried out in less critical areas, which should be transferred to areas of greater impact. Furthermore, we have started contacts for the introduction of alternative energy.

7.2. Objective 2: reduction of the gas consumption by 5% compared with 2011With the application of corrective measures in the programmed timing and the control of the orders in terms of temperature, we have achieved an 8% reduction in consumption, clearly passing the foreseen target.

With all of this, the actions already implemented have served to reduce the consumption by 9.75%, surpassing the initial target.

7.3. Objective 3: to reduce the consumption of water by 5% compared with 2011The consumption of water has increased by 7.05%. The figure mainly corresponds to a leak detected in October in the underground installation that led to the bar of the podium, even though it is also influenced by the starting up of the humidification of the offices.

So as to minimise the effect of the leaks, an increase has been ordered of the frequency of the readings of the counters, to do so on a weekly basis.

Thus, at the end of 2012, new Presto ECO taps were installed in all the toilets of the building that incorporate aerators that have meant a drastic reduction in the water flow.

So as to continue obtaining reductions in the consumption of gas, the installations will also be the object of a study by means of the ESE contract and jointly with the Area of Restoration and Preventive Conservation in the spaces which contain the works of art. Therefore, the introduction of alternative energy will signify an environmental improvement.

15Interannual evolution of the segregationTarget: 50%Result: 43.37%

This positive evolution has been possible thanks to two main goals: the starting up of paper and cardboard collection during March 2011, and the installation of a Green Point in the area of the entrance and exit of goods at the end of August 2011, by bringing forward the proposed calendar for the Waste Management Plan.

In terms of the production, we have observed a reduction of 22.33% of total waste, that confirms a trend that originated in the reduction of activity and the reduced complexity of the setting up associated with the rental of the spaces.

7.4. Objective 4: to increase the fraction of valuable waste with respect to the total, by 50% compared with 2010We have closed the year 2012 with 43.37% of the waste segregated. Despite this success, we have not achieved the initial target, and therefore in 2013 we will continue to work on this.

The indicators established in the Regulation 1221/2009 (EMAS III) have not been used, which for a company of “services” establishes that the environmental data is related with the number of workers. It was considered that other indicators, such as the number of visitors or the m2 of the building, could provide greater and more real information about the evolution of the environmental behaviour of the Museu Nacional, given that the number of workers is not significant for the main activity of the museum.

8.1. Water consumptionThe activity of the Museu Nacional d’Art de Catalunya inevitably involves an important consumption of water that is used basically for the sanitary use, machinery, cleaning, gardening and the fire control system. The water consumption is periodically observed so as to detect possible leaks and to control the expense. Due to the above-mentioned leak in point 7, the control is currently carried out on a weekly basis.

8.2. Management of the electricityOne of the most significant environmental aspects of the Museu Nacional d’Art de Catalunya is the consumption of electrical energy, given the large size of the building and the complexity of the installations. 8.4. Consumption of raw materialsThe consumption of materials in the museum mainly comes from the rental of spaces, and to a lesser degree, the activity of the offices. In terms of chemical products, used mostly for the areas of Maintenance and Restoration, their use is quantitatively very restricted.

The criteria for the acquisition of chemical products include the introduction, as far as it has been possible, of eco-labelled products, mostly related to cleaning, guaranteeing in this way the environmental impact.

The paper consumption of the offices is significant; a reason for which an action plan for its reduction is being produced, within the IT project and the training in best practices for environmental issues. Furthermore, with

With regard to the consumption of diesel oil, there exist tanks of 1,000 and 4,000 litres for the use of generators that guarantee the generation of electricity in the case of a power cut. Its consumption is not significant.

the exception of protocol use and certain publications, we use ecological and recycled paper. In terms of publications, we are reducing the print runs, we choose paper of less weight and we are starting to produce electronic formats.

Other improvement actions have been the use of recycled toner and boosting the reuse of materials for exhibitions, didactic workshops and ornamental elements.

8.5. EMISSIONS TO THE ATMOSPHEREThe direct emissions to the atmosphere come from the heating and cooling installation, given that there are only three fuel boilers of natural gas for the heating and cooling of the building.

However, the gas and electric consumptions have an equivalent in tonnes of carbon dioxide emitted to the atmosphere, according to the Practical guide for the calculations of emissions of gases with a greenhouse effect (GHE) of the Generalitat de Catalunya:

These figures are a reliable reflection of the evolution of the consumption, and show the way in which the increase and reduction of the gas and electricity, respectively, influence the the gases that are freed to the atmosphere.

The usual activity of the Museu Nacional doesn’t generate significant levels of noise. Even though the heating and cooling installations can cause noise in their functioning, the exits of air have silencing screens.

The result of the sonometer carried out on 25th March 2011 was 52.9 dBA with the machinery turned off and 51.5 dBA with the machinery functioning, while the ambient noise of the public and of the distant traffic was 53.4 dBA.

Furthermore, it is worth mentioning the fact that no complaints have been received from external people due to problems of noise.

The activity generates an important quantity of waste. Currently, an effort is being made to reduce as much as possible this generation by means of the reuse and minimisation of the generation of waste.

Furthermore, a selective collection is carried out of the special waste for its correct management.

The current segregation of ordinary waste is based on the Waste Management Plan of the museum mentioned above.

provided us with large capacity containers that require a long period of storage. At the beginning of 2013 a removal was carried out which will be reflected in the next report.

The figure for ordinary waste for 2009 is estimated, given that the exhaustive control of waste began in 2010, the result of the implementation of the environmental management system.

The main part of waste corresponds to ordinary waste, mostly produced from the rentals of the common spaces of the building.

The analysis has been carried out of the wastewater discharged into the municipal sewers so as to fulfil the requirements of the discharging permit. The results that contain some parameters outside the limits, according to the Metropolitan Regulations for Wastewater, are as follows:

27On 1st March 2012 the Sustainable Mobility Plan of the Museu Nacional d’Art de Catalunya was presented – a study of supply and demand of personal transport and of the visitors to the museum with the aim of improving accessibility and promoting rational mobility.

Based on the conclusions, we have begun discussions with the company BSM - Barcelona Serveis Municipals (Barcelona Municipal Services) to promote an improvement and the security and the signposting of the accesses, as well as ensuring and increasing the public transport services. Internally, we have installed a parking area for bicycles.

Other proposals being studied are the installation of a recharging station for electric vehicles and to facilitate a system of car sharing for the workers.

The area of the building of the Palau Nacional, the venue for the museum, covers 45,103 m2, 178.98 m2/worker.

After opening the corresponding Non-Conformity, we have carried out corrective actions and new analyses, on 11th February and 10th April 2013, which indicate the normalisation of the results, with 4 mg/l of solids in suspension in the transformer chamber and 13 mg/l of ammonium in the faecal chambers. In the analysis of this last chamber confusion was produced in the laboratory, given that 130 mg/l of total sulphurs were found when it was necessary to control the total sulphurs. Given that the sulphurs, in our case, only come from the ordinary metabolism of the organic material and the analyses were communicated to the Metropolitan Entity of the Environment on 2nd May 2013 without provoking any observation, we will carry out a new complete analysis before the end of the year.

The training and awareness-building of the staff is a key point for the development of the environmental management system. For this reason, the Museu Nacional has established an Annual Training Plan in which special mention is given to the environmental training of its workers.

As such, during 2012, training in best practices was carried out aimed at internal staff. Furthermore, through the Area of Marketing periodical communications have been sent about the goals and environmental advice. The internet and blog of the museum are also used for the diffusion of related documentation and news.

The museum has a Department of Security responsible for preventing any incident. The Museu Nacional d’Art de Catalunya has an updated Plan of Self-Protection and fulfils all the requirements of the latest regulations, including its communication of the project HERMES, according to which simulations are periodically carried out so as to check its effectiveness.

The workers with responsibilities within the Plan of Self-Protection have received the necessary training.

In 2011 no emergency drill was carried out, given that it was foreseen to do an emergency fire drill and that it had to be postponed. A fire drill was carried out in May 2012 which served to identify and resolve small incident. It is still pending approval for a drill foreseen for 2013.

It should be mentioned that in 2012 there was a hydraulic oil spill, which was resolved following the plan, allowing us to verify the correct training of the team of intervention.

The Department of Security carries out the regulatory checks of all the fire equipment, including extinguishers, equipped fire hydrants, detectors, breathing equipment, etc. which is charged to the authorised company.
