TRANSPORTATION & WORKS DEPARTMENT TRANSPORTATION & INFRASTRUCTURE PLANNING DIVISION ENVIRONMENTAL SERVICES SECTION 201 CITY CENTRE DRIVE requires (1)

ENVIRONMENTAL COORDINATOR, SITE ASSESSMENT

PRIMARY RESPONSIBILITIES:

Reporting to the Environmental Engineer, and under the functional guidance of the Project Manager, Environmental, the successful candidate will administer the environmental management program for City properties, including parks, works yards, rights-of-way and other properties. The position will conduct environmental assessment projects in a project management or technical role. The position will provide technical expertise and input into the identification and prioritization of City properties which require investigation and coordinate the procurement and management of environmental consulting firms to conduct Phase One and Phase Two Environmental Site Assessments, Risk Assessments and other environmental investigations. Specifically, the position will be required to:

• Provide recommendations to the Project Manager, Environmental, regarding the identification and prioritization of City properties which require environmental investigation.

• Procure and manage environmental consultants, including preparing bid documents and evaluating proposals to make recommendations for award of contracts.

• Review and make recommendations to the Project Manager, Environmental on environmental assessments, monitoring and contaminant management plans, engineering plans and reports.

• Compile and maintain reference files, track all relevant information, reports and correspondence for City properties, and prepare a summary report on an annual basis or as required, for review by the Project Manager, Environmental.

• Track and coordinate, as required, all required environmental monitoring activities on City properties, as part of existing Risk Management Plans and Contaminant Management Plans; including but not limited to, groundwater, soils, surface water and sediment

monitoring, as well as monitoring for depth of cover and the integrity of any other risk management measures.

• Track and respond to environmental inquiries and notices of intent to apply non-potable groundwater site condition standards.

• Track, review and approve applications for Road Occupancy Permits for environmental investigations within City rights-of-way, coordinate the receipt of reports upon completion of the work, and review and make recommendations to the Project Manager, Environmental on the need for additional information or management.

• Track and update information required by Financial Services to satisfy the requirements of PSAB 3260 (Liability for Contaminated Sites).

• Provide specialized input as required to all City Departments with respect to the City's responsibilities and duty of care for the management of City property.

• Participate and represent Environmental Services/City on internal and external working groups, committees and teams as required or directed.

• Prepare written correspondence, reports and presentations to internal and external clients, including residents, regulatory agencies, senior staff and Council, as required.

• Keep current on new technologies, legislation, policies and best practices related to soil and groundwater contamination, remediation and risk assessment.

• Perform other duties as assigned.

JOB SPECIFICATIONS:

• A degree in engineering or geoscience from a recognized university and a registered Professional Engineer (P.Eng.) (or eligibility) with Professional Engineers Ontario or a registered Professional Geoscientist (P.Geo.) (or eligibility) with the Association of Professional Geoscientists of Ontario, or a graduate from a recognized environmental engineering or related applied science technology program with a C.E.T. or A.Sc.T. designation (or eligibility)

• Registration with the Ministry of the Environment and Climate Change (MOECC) as a Qualified Person (ESA) is considered an asset

• A minimum of 5 (five) years of progressive work experience in the field of soil and groundwater contamination including planning for, assisting with and/or conducting Phase One and Phase Two Environmental Site

Assessments (ESAs), site remediation, risk assessment, Certificates of Property Use and Record of Site Condition approvals

• Demonstrated experience in coordinating multi-discipline consultant projects

• A thorough knowledge of environmental legislation including the Environmental Protection Act, Ontario Regulation 153/04, as amended, and the Occupational Health and Safety Act

• A detailed understanding of the requirements for Phase One and Phase Two ESA reports, the data requirements for Risk Assessment reports, and the MOECC's administrative requirements to file an RSC

• Excellent written and verbal communication skills • Demonstrated ability to work effectively both independently and as a

member of a team, and strong analytical, organizational and problem solving skills

• Proven ability to exercise sound judgement in the field of technology and applied science

• Experience in spreadsheet and database applications for data management analysis and reporting

• Must have the ability to travel between various sites and facilities located across the City of Mississauga. A valid Ontario Class G driver’s license is required to operate a City vehicle
