This letter serves as the Miami River Commission's (MRC) "officialstatement'. to all City Commissioners, requested in City Resolution 00-320, regarding June 14,2007 City Commission agenda item PH. 1. which

impacts the Miami River.

The MRC recommends approval of agenda item PH. I, renewing the

Scavenger water decontamination vessel services contract. According todata submitted by Water Management Technologies, Inc. since the City

originally contracted the services 6 years ago, although only working 25hours per week, the Scavenger vessel has treated 4.68 billion gallons ofwater through the decontamination system, injected 1.17 billion litters ofoxygen into the water, and removed 6,000 cubic yards of debris, includinghazards to navigation. These combined efforts resulted in significantimprovements to water quality citywide. The MRC is proud to have

provided a $25,000 cost-share for the Scavenger's original pilot program,applauds the City for renewing these valuable services citywide, andMiami-Dade County for appropriating an additional $100,000 for

additional Scavenger services on the Miami River.

In addition, renewal of the Scavenger's services will result in the cleaningof 262 outfalls citywide, consistent with the educational requirements ofthe National Pollutant Discharge Environmental System (NPDES) Pennit.

ScavaJF 2000 vessel. The United States Coast Guard is partially re8ponS1ole for msuring theMiami River's designated Federal Navigable Channel is clear of any h8Z8rdI to navigation. It ismy understanding dlat in one year of service, the Scavenger 2000 removed ova- 750 hazards to

navigation ftom the river, including but DOt limited to logs, welding cylind«S, etc. The ~valof these hazards to navigation, which appear on a regular basis, have bceo ai1ical to maintainingthe Miami River's safe T!ederal Navigable Ch8Imel for vessels to transit.

IFurth~ore, the U. $II COast Guard has a leadership role in providing Homeland Security in the

Port of the MiamOOver, free ftom ten'Orism and illegal contraband. The Sc&VeJ18a" 2000Captain uses a cellular cam~ to take pidures of any suspicious activity, and the pictures arc 0-

mailed real time to the u.s. Coat Guard. This service POvides additional ~ !!..ry

surveillance of the Miami Ri~ area, which has benefited the U.S. Coast Guard's efforts in that

regard.
