I Compulsory questionWrite a note on Environmental Valuation Techniques. 10 marks

that sustainable development is important (Little, undated). The World Economic Forum, in

and gas, autos, chemicals, logging, banking and finance, cement, electricity generation, drugs
and bio-technology are members of the World Business Council for Sustainable
Development (WBCSD, 2001). The Real World Coalition argues that the the path of
globalisation. . . will not succeed in eliminating poverty; it will increase it (Jacobs, 1996, p.

Q3. In June 1998, in North America, the Enforcement Working Group delivered an
initial report to Council on Environmental Management Systems and Compliance. In
its preliminary findings, the report noted that while EMSs are a useful tool to assist an

Q4. The traditional methods to determine the current market value of CO 2 are Carbon-
trading Price and Tax Price. The former is based on the "Cap-and-Trade" law. Cap is the
maximum amount of CO2 that can be emitted without paying a fine; within this cap,
companies receive emission allowances that they can sell to or buy from one another if
needed (trade). The second method is a fee on the carbon content of fuels or on the
estimated CO2 emitted in the fuel combustion process. Theoretically speaking (i.e., in a
perfect-information system), the results obtained by the two techniques are the same.

Q5. A land designated under the Urban planning scheme, for a public park was leased by the
state government for a nursing home. The Government justifying its act, by stating that the
locality did not have a nursing home and it was in public interest that the said lease was
given. The developing countries like India are facing the twin problem of protecting the

government within the purview of the Environment Protection Act, 1986?

Q7. A study on price of pollution in India made by two World Bank officials for 1992 (M.
Balachandran 2002) shows the impact of the major problems in terms of cost. They have
calculated that damage to environment costs India about Rs. 34,000 cr per year, about 9.5

suggest a cost accounting method to incorporate such costs in the balance sheet.

Q8. A writ petition was filed under Art. 32 seeking directions to the Municipal Corporation
of Delhi and the New Delhi Municipal Corporation to perform their statutory duties, in thecollection, removal and disposal of garbage and other wastes from the city. The Court issued
a couple of interim order, wherein directions were issued to the Delhi administration to
perform their duties.
The Court held that the authorities entrusted with the work of pollution control have been
wholly remiss in discharge of their duties under the law and that they cannot absolve
themselves of their duties on the pretext of financial and other limitations like
inefficiency of staff etc.

Q10. A writ petition was filed in the Bombay High Court by a Society asking the Court to
compel the Railway Corporation to procure environmental clearance from the Ministry of
Environment and Forest under the EPA, 1986 for the part of alignment passing through Goa.
The petitioner claimed that the proposed alignment is wholly destructive of the environment
and the ecosystem and violates Art. 21 of the Constitution amongst other things. The
grievance of the petitioners was that the proposed alignment was planned and undertaken
without an adequate Environment Impact Assessment and Environment Management Plan.
The petitioner also claimed that the Corporation had violated the CRZ notification.
