Enhancement Stages
• There are three layers or tiers of Indonesian HEIs (higher education institutions) : fully-developed ; developing ; and less-developed.
• Progress during 2003 – 2010 : they are introduced into the competition and competitive schemes / mechanisms to improve their competitiveness

• During 2003 – 2010 : they improved the organizational health of the institutions, and they started to implement the autonomy.
• Competitiveness can only be achieved through healthy organization & autonomy (with accountability).
• Incentives for competitiveness have been implemented through among others : law on education legal entity (final draft); competitive funding mechanism; university autonomy
