Enrollment in the past year con­tinued its rapid rise. In 1957-1958, theyear prior to my assumption of thepresidency, fall semester registrationtotalled 7,346 credit students. By 1961­1962, this figure had risen to 10,373, with8,231 students on the Manoa campus,285 at Hilo, and 1,857 enrolled in thecredit courses of the College of GeneralStudies, which offered classes through­out the Hawaiian Islands and, thisyear, for the first time, on Kwajalein.

The size and stature of the facultyincreased. More than a thousand per­sons taught courses or engaged inadvanced research projects on the Uni­versity campus last year; 741 of thesewere full-time faculty members, with ahigh percentage of them in the upperprofessorial ranks. Among their num­ber were three Carnegie visitingprofessors in the fields of botany, an­thropology, and nursing.

Students and teachers alike pursuedtheir scholarly activities in a bustlingatmosphere. To keep pace with the ex­pansion of its student body, the Uni­versity in the past four years has built37 new buildings on the Manoa cam­pus alone. At least a dozen other proj­ects have been approved and are onthe drawing boards.

Groundbreakings during the pastyear included those for the Hawaii In­stitute of Geophysics, the Hawaii Insti­tute of Health Research, InternationalGateway House Dormitory, and a newmulti-purpose College of Educationfacility on Oahu; a new dormitory inHilo; a solar observatory on Maui; andan agricultural experiment station onKauaL

There were other, less obvious signsof growth. The Gregg M. Sinclair Li­brary in 1961-1962 circulated 344,159books and other publications; this rep-

resents a rise of more than 100,000in the pas,t four years. Volumes cata­logued totalled 8,068 in 1957-1958; by1961-1962, this figure stood at 17,995.Inquiries leapt in one year from 4,800to 11,784.

In 1957-1958, there were 1,524 grad­uate studE~nts and 253 degree candi­dates in the Graduate School; in1961-1962, there were 2,494 graduatestudents, including 734 candidates foradvanced degrees. During the year,doctoral programs were added in thefields of omthropology, geological sci­ences, horticulture, meteorology, micro­biology, philosophy, and politicalscience. This raised to 16 the number ofdoctoral programs offered by the Uni­versity. Campus

The greatly increased emphasis ongraduate level programs is only one ofthe changes of the past years affectingthe University's scholarly image.

As a member of the American land­grant college system, the Universityhas continued its important role intraining the future agriculturalists andengineers of the state. Since my as­sumption of the presidency, the Col­lege of Tropical Agriculture has in­creased its enrollments from 91 to 106in the undergraduate field of agricul­ture; from 104 to 192 in home econom­ics, and from 6 to 121 in graduate study.

The College of Engineering hasadded electrical, mechanical, andchemical engineering training to itsbasic undergraduate offering in civilengineering. Graduate level work isnow available, and dwing the pastyear the University proceeded with theorganization necessary to the func­tioning of an Engineering ExperimentStation, as authorized by the Board ofRegents. A director for the station wasselected, and its activities should com­mence on a full scale in the comingacademic year.

The old "Teachers College," whichduring the past four years became afull-fledged College of Education, hasgained recognition for its leadership inthe broader aspects of education. In­dicative of its widened scope is ex­perimental work in television and incross-media teaching, which will bethe special interest of the college's newCommunications Center.

Demands for other specialized train­ing were reflected in the creation of theCollege of Nursing, once a branch ofthe old College of Applied Science.Now organized into three branches oftraining in nursing, medical technol-

ogY,and dental hygiene, the college inthe past year saw a tripled enrollmentin a new two-year dental training pro­gram, and predicted a doubling ofenrollment in 1962-1963 in nursing.

The College of Business Administra­tion operates under a reorganizationprogram established before the un­timely death of Dean Michael T. Wer­mel. Among its accomplishments ofthe past academic year was the estab­lishment of the world's first trainingprogram in tourism and hotel manage­ment, a subject closely related to theeconomy of Hawaii and the Pacificworld.

Perhaps the greatest evidence ofchange on the campus, however, wasreflected in the continued growth ofthe College of Arts and Sciences andthe College of General Studies.

New interest in the humanities andfine arts, coupled with a recognition oftheir importance in the development ofthe whole man, brought an almoststartling rise in the University's basicliberal arts offerings; the college in­creased its undergraduate offerings by61, its graduate courses by 59 during1961-1962.

Similarly, the College of GeneralStudies continued to grow, expandingits enrollment and its courses for extra­curricular and unclassified studentswho wish to continue their educationon a part-time basis. In addition tocredit and noncredit work both on andoff the main campus, the college thisyear presented a series of educationaltelevision courses in cooperation withHawaii's commercial TV stations. TheCollege's Conference Center, in its firstfull year of operation, offered the Uni­versity and the community services inprogram planning and administration

of professional training in a variety offields.

The Summer Session in 1962 enrolledsome 10,194 students, with 2,000 arriv­ing from the mainland United States.The course offerings number 475, withincreased emphasis on depth of study.

The number of research and studyinstitutes grows with each passingyear. In the past four years, the insti­tutes of American and Asian Studies,the Hawaii Institute of Geophysics, andthe Hawaii Institute of Health Researchhave come into being. Presently understudy is the feasibility of establishinga Pacific Biomedical Research Center.

Other campus additions, designedto serve the community and the state,include the Bureau of Business Re­search, the Economic Research Center,the Bureau of Psychological Research,the Bureau of Educational Research,the Social Science Research Institute,and the Statistical and ComputingCenter.

Dramatic changes are taking placeon the Hilo campus. During the pastyear, the director of the campus wasadded to the University's administra­tive council in a move designed to givethat campus greater voice in the activ­ities of its parent institution. On thecampus, the Hilo branch has addedwork in engineering and agriculture,with nursing programs scheduled forthe same treatment in the coming year.The campus added a new library dur­ing the year and broke ground for anew dormitory.

In October, 1961, the Center for Cul­tural and Technical Interchange Be­tween East and West, popularly calledthe East-West Center, celebrated itsfirst birthday. In early 1962, Dr. Alex­ander Spoehr assumed full-time re­sponsibilities as Chancellor of the Cen­ter, and he has moved rapidly since toorganize the Center in accordance withthe recommendations of Congress, toestablish its permanent staff, and to ap­point an international panel of advisorsto guide its future progress.

The buildings of the Center rose atthe east end of the campus, and by thefall of 1962 were nearing completion.Preparations were being made for anexpanded student body and for theaddition of facilities in the second in­crement of the Center's building pro­gram. The emergence of this uniqueinstitution on the campus is a tributeto the long interest of the University andthe state in international affairs.

Another aspect of this interest andconcern was the SEATO skilled laborprojects undertaken by the Universityin Thailand and Pakistan. The Thaiproject, which entered its fourth year ofoperation in 1961-1962, was the first inwhich University personnel, under con­tractual arrangements with the ThaiGovernment and the U. S. State Depart­ment, operated an extensive technicaltraining program in Thailand. The suc­cess of this venture last year led to thesigning of a second contract for a simi­lar program in Pakistan. Another con­tract with Thailand, signed late lastyear, calls for technical advice andassistance from the College of TropicalAgriculture for the development andimprovement of Kasetsart Univer­sity, Thailand's leading agriculturalinstitution.

for members of the U. S. Peace Corpsheaded for Borneo and Sarawak. Thiscontract led to two more, calling forUniversity personnel to train corpsmenheaded for the Philippines. The con­tracts are administered by the Univer­sity's Overseas Operations Program,which also during the past year es­tablished an international exchangeseminar with students at HitotsubashiUniversity in Japan.

The University continued to presentorientation programs for Fulbright stu­dents and other Asian grantees headedfor mainland graduate schools. Re­versing the procedure, we have ex­panded academic offerings in Asiansubject matter, including the additionof seven Asian languages and astrengthened curriculum in AsianStudies.

In the summer of 1961, the Universitywas host to the Tenth Pacific ScienceCongress, one of a series of interna­tional meetings that have found Ha­waii's physical and cultural climateideal for the mutual exchange of ideas.In 1962, the campus was the site for thefirst Trans-Pacific Conference on Schol­arly Publishing and for an interna­tional conference on labor arbitration,both staged in cooperation with theEast-West Center.
