Living Labs
Living Labs are a user-driven open innovation eco-system where the user (citizen, resident, worker, student, visitor, customer) lives, works, studies, plays and entertains. In this real living environment, the user co-creates, experiments and tests new ideas, products and services. User centric solutions and social innovation processes lead to new forms of productivity and competitiveness as well as sustainable
behaviour transformation.

Living Labs Methodologies
Increased collabora0on between public authori0es, research centers, businesses and user communi0es. Sharing good prac0ces
Flexible and adap0ve design process rooted in real-‐life experience with increased chances of succeeding with new products. Shorter lead 0me from concept to market (promote viral adop0on)
BeVer and more intensive use of internal ideas. BeVer access to ideas outside the organiza0on.
Accelera0on of innova0on. Increased produc0vity of the RDI ac0vi0es. Includes wider socio-‐economic and socio-‐ins0tu0onal factors, enablers of sustainable development. Co-‐crea0on methodologies and tools.
Not only the “immediate” or direct factors, rela0onships, func0onali0es or impacts of the “object” under LL-‐experimental RDI, but indirect impacts, externali0es and poten0al side effects.
Improved coopera0on in Interna0onal Networks. Facilitate the interna0onal posi0oning and privileged access to the markets.
Facilitate the development of human capital and culture sustainability 10

Innovation Role for Universities
Universi0es need to harmonize very disparate ac0vi0es and interest groups: educa0on, networked research and core disciplinary research. • Fluent and constant dialogue between the university ins0tu0ons
and society. • Joint plaRorms with enterprises and ins0tu0ons (beyond short
reach strategies). • Greater mobility between the personnel of the ins0tu0ons,
enterprises and the universi0es. • Fostering enterpreneurship in society and among young people.

36

Regional Cohesion Policy (1/2)
• Regions have the greatest share of resources for promo0ng territorial innova0on and are where the benefits are most visible.
• They cannot afford the “policy delay” from innova0ve thinking at the EU level to policy implementa0on in regional programmes.
• Regions can instead take a leading, demand-‐driven role in introducing transversal innova0on policies, mixing technical and non-‐technical par0cipa0on and linking Crea0ve Region strategies to territorial innova0on (Living Labs).
37
Source: Jesse Marsh, Living Labs and Territorial Innova0on
Innovating 4 Development, Rome, 25-26 January 2011
Regional Cohesion Policy (2/2)
• Regions through its territorial coopera0on programmes as well as through its mul0-‐layer governance system under shared management, can foster cross-‐border and trans-‐na0onal integra0on and exchange of good prac0ces.
• Regional cohesion policy should con0nue to foster compe00veness, innova0on employment and economic, social and territorial cohesion in the European Union.
38 Source: Council conclusions on the Strategic Report of 2010 by the Commission
on the implementation of the Cohesion Policy Programmes
Living Labs can provide the cross-border, trans-national and global integration
Innovating 4 Development, Rome, 25-26 January 2011
Conclusions (1/2) • The big global challenges of our 0me demand mass par0cipa0on of
users/consumers/ci0zens. Finding solu0ons to climate change, managing demographic shiIs, presen0ng and managing chronic diseases, providing safe water supplies and maintaining food security will require the pooling of diverse types of knowledge and resources, and harnessing the mo0va0on of millions of individuals and their communi0es.
• Technologies are not sufficient to resolve the challenges in a sustainable way, user behaviour transforma0on is required and this can be enabled by the use of ICT and the Living Lab methodologies.
• Brazil has embraced with enthusiasm the Living Lab culture and partnerships being forged with the European movement aims to contribute to a stable and sustainable mutual development. ENoLL vision is to support this approach on a global scale.
39
Innovating 4 Development, Rome, 25-26 January 2011
Conclusions (2/2)
• Europe needs to address its poli0cal integra0on leading to more Europe. The current crisis has uncovered hidden fragili0es but also fostered new solu0ons. Regions such as Danube and cross-‐border collabora0on using Living Lab methodologies can accelerate a faster and more effec0ve integra0on.
• The European RDI policies encourage the use of Living Lab eco-‐systems and methodologies to achieve faster and more efficient results.
• Universi0es need to be more involved with the other stakeholders of the innova0on system. Technology is important but needs to be complemented with other knowledge and exper0se such as entrepreneurship culture and innova0on and business prac0ces.

FIREBALL Objectives
46
FIREBALL aims to create new synergies between these cons0tuencies which will ensure that: The segments of the value chains, currently exis0ng, but which are isolated
without any real connec0ons, can be more clearly idenFfied;
This iden0fica0on can be used to build on connec0ons which are beginning to be made but which are s0ll not very interac0ve or dynamic yet;
This process can then be built into a developing innova0on ecosystem which will add value to exisFng networking and generate new connecFons which will then be made sustainable through the involvement of FIREBALL

Rationale for EU ICT driven Energy Efficiency
Ci0es Consume 75% of the World Energy and produce 80% of green house gas emissions. About 40% of energy consump0on in Europe is building related (Residen0al, public, commercial and industrial).
By 2012, 25% increase of final energy consump0on. Substan0al rise in green house gas emissions. Climate changes implica0ons. Risks for energy security.
Climate and Energy Policies are at the heart of EU Poli0cal Programme. European Council set precise and legally binding targets. (European Strategic Energy Technology Plan).
ICT is clearly iden0fied as an enabler of Energy Efficiency. Energy consumer behaviour is iden0fied as a main target for change. RDI and Pilot project should research, develop, test and pilot the best solu0ons to solve the Energy challenge.
