§  Enhancing Redding’s Future (ERF) is a community group organized to focus on issues of importance to Redding. Since a quality school

system is an important attribute of the town and a recognized driver for prospective residents, ERF organized a small team of participants to create a statistical database useful for understanding key elements of the Redding education system.

§  The statistical database compares the cost and performance of Redding and Region 9 schools to other districts in District Reference Group (DRG) A, namely: Darien, Easton, New Canaan, Redding, Region 9, Ridgefield, Weston, Westport, and Wilton.

§  Data for the study were sourced primarily from the Connecticut Department of Education and, to a lesser extent, from Town Boards of Education and other sources.

§  The Education Data Analysis is intended to serve as a resource to the school system and town leaders as they engage in the process of

budgeting and strategic planning for the coming years. §  The study is organized in three parts:

§  Part 1: Summary, comprises Key Observations cross referenced to supporting graphs in the Exhibits section.

§  Part 2: Analysis, elaborates on the observations in Section 1, and includes an Appendix containing details on data sources, notes on achievement measures, examples of standardized state computations, and other explanatory materials.

§  Part 3: EdSight Data Guide, was developed by the data team to provide a roadmap to the state’s education database. It details the study’s data collection process, location of data, and methodology. The Guide is intended for use by persons interested in accessing any of the data cited in the study.

§  The study covers primarily the 2012 – 2018 period for which comparable data are available across all school districts from CT Department of Education. Data for later years (2018-2020) are reflected in the report when available.

Data Team Backgrounds


Chris Hesketh-Tutton is a Program Manager with a 30 year IBM career focused on the development and deployment of global management and employee productivity IT Service Offerings. Chris and wife Rebecca have lived in Redding since 2003 and their 4 children attended the Redding Schools. http://www.linkedin.com/in/chrisht

Dan Souza has forty years of experience in investment banking and finance with global financial institutions. Dan began his career at Merrill Lynch and later served as President of a SEC registered securities firm in NewYork, as Director of Asia Corporate Finance at First Boston and, earlier in his career, as Chief Operating Officer of a Citibank subsidiary. Prior to retirement, Dan co-founded and managed a private equity fund for 15 years. Dan received his MBA from Harvard Business School and BA with Honors from the University of Hong Kong. Dan and his wife Tania moved to Redding four years ago after over 20 years in Westport.

Karen Gifford has more than 40 years experience as an investment banker in the areas of corporate finance, mergers and acquisitions, health care and public finance. She retired as a Managing Director of Merrill Lynch. Karen has served on the boards of Kaiser-Permanente, the Kingswood-Oxford School (emerita), the Community Service Society of NewYork and the Hunter College School of Social Work. A Redding resident since 1983, she has served on the board of the Mark Twain Library and remains a member of its Finance Committee; Karen is currently a member of the Board of Assessment Appeals.

Claudio Rodrigo has over 40 years of Operations Management experience working for Ford Motor Co., Revlon Cosmetics, Coca Cola Bottling Co of NY and 32 years with PepsiCo. Claudio has held various leadership positions within Engineering, Packaging and Equipment Development, Food Service and Beverage Operations Management. Claudio’s last position at PepsiCo was leading an organization of over 3,000, managing the Pepsi Equipment Services across the US and Canada. He is currently retired and has lived with his wife Joyce in Redding for the last 13 years.

individually versus District Reference Group (DRG) A, and b)  Redding’s share of Region 9 plus Redding (Redding Adjusted) versus DRG A. Notes: §  DRG A numbers in all districts except Redding and Easton include K – 12 while Redding and Easton individual numbers include only K – 8. §  CT Department of Education data account for Region 9 and Redding as separate districts; Redding Adjusted data are computed using the

percentage of students in Region 9 originating from Easton and Redding respectively. (See Explanatory Notes to Charts on page 13 for percentage allocations).

Enrollment: Exhibit 1 §  Enrollment in CT schools statewide declined by 3.6% from 2012 - 2018. §  DRG A schools averaged a decline of 8.03%; Redding declined 16.48% and Region 9 declined 19.72%. §  Redding Adjusted: Declined 15.76%. Cost per student: Exhibit 2 §  Redding: Redding has the highest cost per student versus DRG A during the period, increasing 14% from $20,322 to

$23,210. §  Region 9: Experienced a 24% increase in cost, becoming the highest cost per student in DRG A in 2017-2018 at $24,176. §  Redding Adjusted: Consistently had the highest cost per student in DRG A. In 2017-2018 at $24,023 Redding Adjusted was

20.84% above the DRG A average of $19,879. Enrollment versus Cost Per Student: Exhibit 3 §  The data indicated a pattern of increasing cost per student as enrollment declined for Region 9, Redding and Redding

Adjusted, the pattern being more pronounced with Redding compared to Region 9.

General Education Student Teacher Ratio: Exhibit 4 Redding: §  Student-teacher ratio was consistently the lowest among all schools, averaging 8.67 students per teacher for the period

compared to 11.15 for DRG A districts. Region 9: §  Student-teacher ratio averaged 12.47 for the period compared to 11.15 for DRG A districts. Redding Adjusted: §  Student-teacher ratio averaged 9.76 for the period compared to 11.15 for DRG A districts. Special Education Student Teacher Ratio: Exhibit 5 Redding: §  Special Ed student-teacher average ratio during the period was consistently among the lowest at 2.94 compared to 4.11

for DRG A districts, ending the period in 2018 at 2.62. Region 9: §  Special Ed student-teacher average ratio during the period was 6.6 compared to 4.11 for DRG A districts, declining from

7.99 in 2012, the highest in DRG A, to 4.61 in 2018. Redding Adjusted: §  Special Ed Student-teacher average ratio during the period was 3.51 compared to 4.11 for DRG A districts, ending the

period in 2018 at 3.01.

Para-Professionals as Percent of Total Teaching Staff: Exhibit 6 Redding: §  Redding reported the highest percentage of Para-Professionals to Teaching Staff at 38.27%, or 57.36% above the DRG A

average of 24.32% for the latest reporting date (2018). Region 9: §  In the same period, Region 9 reported the lowest percentage of Para-Professionals to Teaching Staff at 21.20%, or 12.83%

below the DRG A average of 24.32% for the latest reporting date (2018). Redding Adjusted: §  Para-professionals were 33.92% of teaching staff, or 39.47% above the DRG A average of 24.32% for the latest reporting

date (2018). Special Education Cost Increase: Exhibit 7 §  Special Education cost increases for the period 2012 - 2018: §  Redding: 20.36% compared to DRG A 18.33%. §  Region 9: 101.02% compared to DRG A 18.33%. student rose 29.89% ($20,392 to $26,396). Region 9 §  During 2012-2020 special education costs rose 62.86% ($30,666 to $49,942), while total cost per

student rose 44.58% ($19,522 to $28,226). Redding Adjusted §  During the period 2012-2020 special education costs rose 31.93% ($32,559 to $42,955), while total

cost per student rose 36.30% ($19,863 to $27,075).

Academic Achievement Academic achievement of Region 9 and Redding schools was mixed depending on the measurement used. Region 9 Achievement: §  Next Generation Accountability Results (NGAR): NGAR ranked number one in 2018, the latest reporting year.

§  Redding residents spend 2.3% of their median home value in yearly taxes. The highest in DRG A Exhibit 16

For comparison:

§  The tax paid on the median house price in Redding at $13,310 is twice that for the same house price in Darien at $6,618.

§  Darien, with the lowest taxes rate at 1.14% of median home value, has one of the highest achieving school systems in DRG A.

declines in enrollment across the board in the last five years averaging -8.03%.

§  Region 9 and Redding School District, saw reductions of -19.72% and -16.48% respectively.

§  These declines the in DRG A were 67% above the decline of the next closest school districts, Ridgefield and Wilton, each losing -9% of its students in the same period.

Redding §  For the data period special ed. cost per student

rose by 20.36% compared to the DRG A average increase of 18.33%.

§  Special ed. cost per student of $40,317 was fourth highest among DRG A in 2018.

Region 9 §  For the data period special ed. cost per student

rose by 101.02% compared to DRG A average increase of 18.33%.

§  Cost rose from $30,666 to $61,643. Redding Adjusted §  Redding Adjusted saw a 54.79% rise in the

special education cost per student over the time period from $32,559 to $50,396.

§  DRG A average cost $43,824 with an average cost increase for the period of 18.33%.

Special Ed Students As Percentage Of Total Enrollment - Exhibit 8 Redding §  Redding has seen a 51.36% increase in the

number of special ed. students from 11.86% to 17.95%. DRG A average increase 10.95%.

Region 9 §  Percentage of special ed. students has been

consistent through the data period averaging 11.8. There was a minimal increase of 1.8% over the period.
