This standard covers the inspection of in-service self-propelled boom-supported elevating work platforms that have a platform capable of being positioned completely beyond the base and that are used to position personnel, along with their necessary tools and materials, at work locations. This standard does not cover the general maintenance inspections (pre-shift, monthly, etc.) which is covered in the maintenance specifications. 2.0 INSPECTION REQUIREMENTS General inspections performed by operator or HDET is covered in MSPEC-81002. VALE ESTABLISHED NDE PRACTICES Vale established practice for NDE examination is as follows: 2.1.1 NDE Type 1 (MAJOR - STRUCTURAL) All items evaluated while partially or completely disassembled. 2.1.2 NDE Type 2 (Pins only) All items evaluated in place without disassembly GENERAL REQUIREMENTS As per B354.4-02 the following inspections must be carried out on all self-propelled boom-supported elevating work platforms regardless of manufacturer. 1.0 PURPOSE

This specification describes the minimum required technical information to conduct theNondestructive Evaluation in accordance with established Vale practices and industry standards.

This standard covers the inspection of in-service self-propelled boom-supported elevating workplatforms that have a platform capable of being positioned completely beyond the base and that areused to position personnel, along with their necessary tools and materials, at work locations.

This standard does not cover the general maintenance inspections (pre-shift, monthly, etc.) which iscovered in the maintenance specifications.

2.0 INSPECTION REQUIREMENTS

General inspections performed by operator or HDET is covered in MSPEC-81002.

VALE ESTABLISHED NDE PRACTICESVale established practice for NDE examination is as follows:

2.1.1 NDE Type 1 (MAJOR - STRUCTURAL)

All items evaluated while partially or completely disassembled.

2.1.2 NDE Type 2 (Pins only)

All items evaluated in place without disassembly

GENERAL REQUIREMENTSAs per B354.4-02 the following inspections must be carried out on all self-propelled boom-supportedelevating work platforms regardless of manufacturer.

A complete and concise record of any information concerning regular inspections (daily inspectionexempted), tests, maintenance and structural inspections, and electronic and machine repair thathave a direct bearing on the safety of the aerial platform shall be kept permanently by the owner.(B354.4-02)

2.1.3 Structural Inspection (NDE – Type 1 Major)

Structural inspection shall be performed:- As per frequencies listed in MSPEC-81002.- After any actual, suspected, or potential damage is sustained during an incident that could

potentially affect the structural integrity or stability of the aerial platform. Such incidents mayinclude electrical contact, shock loads, fall arrest, collision, or cases of overstressing orstability failure

- After a change of ownership, unless a complete services history is provided, includingmaintenance and inspection records.

2.1.4 PINS (NDE – Type 2 Major)

Certification will include- Nondestructive testing of pins as listed in table- Visual inspection & photo of pressure vessel(s) relief valve to verify, at minimum:

§ Valve number§ Vale make / model§ Date of test or repair§ CRN§ Set Pressure

Note: the relief valves are not installed directly on tank but on a manifold station on the truck.The required information is either on a tag that is held to the relief valve with write (see Figure1 for typical valve layout, Figure 2A for typical tag).

- Visual inspection & photo of pressure vessel(s) nameplate to verify condition. Note:Nameplate is typically on vessel head and covered by metal shield (See Figure 3 for typicalnameplate.)

3.0 PRE-NDE REQUIREMENTS (CLEANING AND PREPARATION)

MAGNETIC PARTICLE & VISUAL INSPECTIONSAll items to be free of grease, rust scale and loose paint.

Method of cleaning – sandblasting, steam cleaning, wire brushing and chemical cleaner canbe used.

Note: Any method or combination can be used. If paint is properly adhered, then it does nothave to be removed, as it does not interfere with magnetic particle evaluation.

ULTRASONIC INSPECTION –Clean all pins removed during disassembly. Ensure ends of pins are flat & true. If required,grind ends.

Areas of cleaning and inspection. See sketches for typical vehicle mounted aerial deviceassembly and identification of areas to be cleaned and inspected.

4.0 RESPONSIBILITY

All performing evaluations are to ensure compliance to this specification.

Any deviation from this specification must be noted and is subject to VALE approval.

Preliminary inspection by mechanical or structural engineer should be carried out, whenrequired, to determine the feasibility of a repair.

5.0 PERSONNEL QUALIFICATION

Visual weld inspection shall be performed and documented by a person qualified to therequirements of CSA standard W178.2

Nondestructive Evaluation (NDE) personnel performing the evaluation shall be certified bythe Canadian General Standards Board to standard CAN CGSB-48.9712, Level II, or III orEquivalent to International Certification to ISO 9712 Level II or III in the appropriatemethod(s).

CGSB Level I personnel performing the inspection are to have been certified by the ValeNDE supervisor to be able to perform these inspection or are to work in strict accordance

with a written instruction prepared by a CGSB Level II or III. Any suspect indications are tobe reported to a CGSB Level II or III.

6.0 MAGNETIC PARTICLES INSPECTION (MT)

Magnetic particle inspection is to be carried out in accordance with ASTM E709 using the following:

.1 AC yoke with lifting force of 10 lbs.

.2 Dry or wet magnetic particles.

.3 Continuous magnetization.

Area of inspection

.1 In place inspection: All accessible welds, edges and change of sections as per figuresin section 12

Magnetization

.1 Each part must be magnetized in at least two directions approximately at right anglesto each other.

7.0 ULTRASONIC INSPECTION (UT)

Longitudinal ultrasonic inspection is to be carried out in accordance with ASTM E114 using 5.0 or2.25 Mhz transducers with a maximum 15mm diameter.

Inspection to be performed in the axial direction from both ends covering 100% of cross-section andfull length.

Sweep calibration shall be established externally from the part utilizing a suitable calibration standardfor the entire range at a minimum of five points through the range.

Sensitivity shall be established at 6db over 100% of back echo or 100% second back echo whicheveris the lesser.

Each area with grease grooves shall be inspected using a maximum of 5" sweep. This shall beachieved by using the zoom function. Sensitivity shall be established at 80% screen height from thegrease hole in the area inspected.

8.0 VISUAL INSPECTION (VT)

Direct visual inspection is to be carried out using white light.

9.0 NDE ACCEPTANCE CRITERIA

All methods: No linear discontinuities are acceptable. Inherent discontinuities may be acceptable ifapproved by design engineer.

Ultrasonic inspections

All indications greater than 20 % reference shall be fully investigated. Discontinuity rejection is basedon an indication of greater than 20 % reference screen height.

Inspection of welds as per CSA W59 dynamically loaded structures.

10.0 REPAIR PROCEDURE

Repair is to be approved by a Professional Engineer or OEM. Methodology shall include the followingdetails, at minimum:

· Welding in accordance with CSA W47.1 and W59.

· Cleaning / degreasing method

· Defects are to be removed by grinding or gouging.

· Defect removal shall be verified using magnetic particle method (MT) prior to welding

· All repair welding shall be verified using MT

11.0 NDE REPORT

The report shall include following, at minimum:

1. Background information.

2. Detailed description of evaluated items.

3. Name & signature of the inspector.

4. Method used for evaluation of each item.

5. Date of inspection.

6. Reference drawing when applicable.

7. Qualification of the inspector to the method used.
