STREET IMPROVEMENT PROJECT UPDATES

2019 14th Street Reconstruction Project Neighborhood Streets Improvement (NSI) Funding Source: Neighborhood Street Improvements (LOST) Rathje Construction - $856,839.40

Project Overview: This project includes the reconstruction of the existing pavement, driveways, storm sewer, subdrain, water main, and other associated work on 14th Street from 12th Avenue to Brockman Avenue. 14th Street is back open to traffic.

Project Progress: Project on June 17th Council Agenda to be accepted by City.

Central Corridor Project (19th Street to 26th Street) – Genesis Equities, TBD

This project is a joint public/private project with the City and Genesis Equities

Project Overview: This portion of the project includes include reconstruction of 6th Avenue from 19th Street to 27th Street Roundabout with soil mitigation and construction of a traffic signal at 6th Avenue and 22nd Street.

Project Progress: Contractor continued working on paving 22nd Street and worked on landscaping. The intersection of 6th Avenue and 19th Street remains closed while contractor works on paving.

Mini Roundabout – 10th Avenue/10th Street – Rathje Construction - $543,834.94 – Funding Source: TSIP - $293,000 - LOST - $207,000

Project Overview: On December 18, 2018, the City received notice of award of $293,000 from the Traffic Safety Improvement Program [TSIP] for the construction of a mini roundabout at the intersection of 10th Street and Central Avenue/10th Avenue. The remainder of the approved budget for the project construction and associated engineering services will be funded with the City of Marion Local Option Sales Tax Funds. Construction is expected to begin in the summer of 2021.

Monday June 21st - 10th Ave, 10th St, Central Ave Intersection Will Be CLOSED! Detour Map Project Progress: Work on the project will begin on June 21st. Work is expected to last 8 weeks, weather dependent.

2021 HMA Resurfacing Project –LL Pelling Co. 1,062,824.30

Project Overview: This annual program includes the asphalt overlay of public streets evaluated to be both in the most need and to provide the greatest benefit to the most drivers.

Staff has reviewed street conditions to confirm locations to be included in the 2019 program. As always occurs, not all streets in need will be addressed in this year’s program but will be considered for future years. For a list of streets for resurfacing go to 2021 Annual Engineering Work Program Project Progress: On Monday June 14, 2021 LL Pelling will begin Mobilization #1 of the 2021 HMA RESURFACING PROJECT. During Mobilization #1, Lincoln Dr will be closed to allow for road resurfacing. Lincoln Dr will be closed to thru traffic during this work. The work is expected to last 3-4 days, weather dependent.

On Wednesday June 16, 2021 LL Pelling will begin Mobilization #2 of the 2021 HMA RESURFACING PROJECT. During Mobilization #2, portions of 10th Avenue, between 14th St and 25th St, will be closed to allow for road resurfacing. One lane of 10th Avenue will be closed during the daytime hours and flaggers will be present to direct traffic. The work is expected to last two weeks, weather dependent.

7th Avenue and 35th Street – Rathje Construction Co. - $749,582.47

Project Overview: The project consists of turn lane & median improvements and the installation of new traffic signals at the intersection of 7th Avenue & 35th Street. The project also consists of extending Linden Dr to 7th Avenue and creating a right in / right out intersection. The City applied for and was awarded $140,000 in Traffic Safety Improvement Program funds from the IDOT in early 2020. The remainder of the approved budget for the project construction and associated engineering services will be funded by the City of Marion.

Project Progress: Contractor removed pavement in the northbound lane on 35th, poured intakes and worked on grading.

STORMWATER / DRAINAGE PROJECTS

2021 Storm Sewer / Draintile Project – B. G. Brecke, Inc. $108,505.00

Project Overview: The project, using Storm Water Utility funding, includes the construction and/or reconstruction of storm sewers within the existing system. Staff will evaluate and consider projects as they arise typically in conjunction with other projects.

Project Progress: Work is scheduled to begin no later than August 16, 2021.

SANITARY SEWER PROJECTS 2021 Sanitary Sewer Repairs (manhole) - B. G. Brecke, Inc. $111,095.00

Project Overview: This project, using Sanitary Sewer funding generally includes the removal and replacement of old sanitary sewer manholes and associated work. Locations have been identified for the 2021 project.

Project Progress: Work is scheduled to begin no later than July 12, 2021. 2021 Miscellaneous Sanitary Sewer Repairs (slip lining) –Hydro-Klean - $87,063.87

Project Overview: This project, using Sanitary Sewer funding, typically includes the annual Sanitary Sewer Slip Lining Project. The project will include the cured-in-place pipe (CIPP) sewer lining of 8-inch to up to 15-inch diameter pipe. Staff will coordinate with the Public Service Department for sewers within the existing system that are in need of repair but not full replacement. Project Progress: Work shall be completed no later than October 20, 2021.

MISCELLANEOUS PROJECT UPDATES

2020 Miscellaneous Sidewalk Inspection Program

Project Overview: Every two years the Engineering Interns walk the sidewalks, marking those that do not meet City of Marion standards with pink paint. This year they will inspect an area roughly north of Marion Boulevard/7th Avenue west of 10th Street, and north of McGowan Boulevard east of 10th Street. This is done to help ensure that our city sidewalks are user friendly and safe for citizens. Project Progress: If you received a notice and have questions, please call the office at 319-743-6340. Due to the Derecho storm the deadline for repairs has been extended to August 27, 2021.

2021 Sidewalk Ramp Project – Hunt Construction Co. Inc. $121,230.00

Project Overview: This annual program, using bonded funding, will include the reconstruction of sidewalks, sidewalk ramps, and associated work. Project Progress: When necessary, during construction, limited partial lane closures are anticipated with this project. During work on each street/intersection, direct access to properties may be impacted. (Except for emergencies). Hunt Construction will notify the property/business owners of the access restrictions.

7th Avenue Reconstruction & Streetscape Project – Rathje Construction $6,898,626.31

Project Overview: The first phase of construction will include the 7th Avenue streetscape between 10th Street, 12th Street between 6th Avenue and 7th Avenue, and a portion of the North Plaza. The tentative construction schedule is to complete these streetscape improvements in 2021 with the North Plaza improvements occurring in 2022. Project Progress: Notice to Proceed has been given and work on Phase One is to be completed by November 5, 2021. 10th Avenue Sidepaths Project Project Overview: Construct 10 foot wide side paths within the 10th Avenue (former Business 151) right-of-way, from an existing side path on west side of 35th Street to an existing sidewalk on the east side of Eagleview Drive (approximately 1.1 miles in length, 2.2 miles of trail). 10th Avenue is currently a four lane divided road with rural cross sections and open ditches. The intent of this project is to construct 10 foot wide side paths on the outside limits of the right-of-way to provide full separation from the vehicular travel lanes, with an exception at pinch points and intersections. No properties are anticipated to be acquired as this project is anticipated to be wholly in the public right-of-way. 10th Ave Sidepaths - Letting June 15, 2021

• Phase 1 - Demolition of Existing Rail Bridge over Marion Blvd - COMPLETED

• Phase 2 - Construction of Paved Trail from Grand Avenue Spur to Marion Blvd Bridge over Indian Creek. Council awarded contract to Midwest Concrete, Inc. for $721,887.62. There are 50 working days provided for this phase. Progress Updates: Punchlist completed.

• Phase 3 -

Reconfiguration and Preservation of Existing Rail Bridge over Indian Creek and Construction of Paved Trail Adjacent to Bridge. Council awarded contract to Peterson Contractors, Inc. Progress Updates: TRAIL WILL REMAIN CLOSED DURING THIS PROJECT. PCI Continued to grade and clean up around the trail.

• Phase 4 - Construction of Pedestrian Trail Bridge over Marion Blvd and Paved Trail from Bridge to 7th Street ($1,813,000). Council awarded contract to Peterson Contractors Inc. on March 4, 2021 in the amount of $1,619,306.20. • Phase 5 - Construction of Paved Trail from Grand Avenue Spur to City Limits near Mount

Cavalry Cemetery ($1,886,000). Letting date to be determine

UPCOMING PROJECT UPDATES

S. 31st Street HWY 100 - $505,000

Project Overview: The project consists of turn lane improvements and the installation of traffic signals at the intersection of S. 31st Street and Highway 100. The City applied for and was awarded $500,000 in Traffic Safety Improvement Program funds from the IDOT in early 2020. An agreement was developed between the City of Marion and IDOT. The remainder of the approved budget for the project construction and associated engineering services will be funded by the City of Marion.

Tower Terrace Road Project (C Avenue to Alburnett Road) - $9,300,000

Project Overview: This project, using Corridor Metropolitan Planning Organization (CMPO) Regional Surface Transportation Program funding, includes the extension of Tower Terrace Road east from C Avenue to Alburnett Road. The work will begin at the intersection of Alburnett Road and Tower Terrace heading westerly, broke into several stages.

Echo Hill and Alburnett Road Intersection Project - $1,000,000

Project Overview: A traffic study was completed at the intersection in 2019 and recommended the intersection to be converted to a roundabout. The City applied for and was awarded $500,000 in Traffic Safety Improvement Program funds from the IDOT in early 2020. The remainder of the approved budget for the project construction and associated engineering services will be funded by the City of Marion. In July, the City received 8 RFP’s for this project and the Selection Committee reviewed and the Marion City Council awarded the contract to Anderson Bogert for design engineering services. Construction is expected to begin in 2022.

Indian Creek Trunk Sewer Replacement Project - $6,361,229 – LOST and 28E

The Indian Creek and Dry Run Creek Trunk Sanitary Sewer consists of approximately 16 miles of sanitary sewer ranging in size from 18-inches to 48-inches in diameter. The trunk sewer is multi-jurisdictional serving Linn County and the cities of Cedar Rapids, Marion, Hiawatha and Robins. The new sanitary sewer will provide additional capacity to accommodate present needs and future growth. The sanitary sewer will be constructed in multiple phases over a period of 15 plus years. On June 9, 2016 Marion City Council approved the 28E Agreement with Cedar Rapids, Hiawatha, Robins, and Linn County. City Council approved a contract with Veenstra & Kimm, Inc. for engineering design services in an amount not to exceed $315,000.00. Segment 7 is currently being designed; this is expected to take several months. Construction of Segments 7 (1 - 2 phases). Letting will depend on having acquisitions completed.

SUBDIVISION DEVELOPMENT Staff provides inspection for the development of all subdivisions and commercial sites within the city limits. This work begins with construction plan review and includes field quality control for storm and sanitary sewers, drain tile, Portland cement concrete maturity, grade, air content, slump (water content) and pavement thickness. The City has adopted the latest version of SUDAS (Statewide Design Standards) and utilizes these standards for all subdivision construction. Subdivision Residential Bowman Meadows 8th Addition – Rathje, Central States

Location: Bowstring Drive and Quiver Court. Quiver Court was paved. Backfilling and seeding.

Echo Hill 4th Addition – Pirc Tobin Location: East of Alburnett Road, north side of Echo Hill Road. Plans have been approved. Echo Ridge 4th Addition – Pirc Tobin Location: west of Alburnett Rd, north side of Echo Hill Road. Paving this week. Edgebrooke Estates North 2nd Addition Location: Edgebrooke Drive and Burr Oak Court, SW of Tower Terrace Rd and Lennon Lane. Plans have been approved. Sanitary and storm sewer being installed. First United Methodist Church 1st Addition – 35th Avenue & REC Drive – Dave Schmitt, City Wide - REC Drive plans approved with REC 2nd Addition. 35th Ave plans have been approved but will not be constructed at this time. Glen Rock Farm 8th Addition – Rathje, Central States Location: Glen Rock Circle and Glen Rock Drive – north end of town off Winslow Road. Sanitary is being installed along Berry’s Run. Hunters Field 11th Addition – Hawkeye Excavating, E & F Location: Winslow Road and Foxborough Drive. Punch list items remain.

Nottingham Hills 9th Addition – Rathje, Central States Location: Extension of Hampshire Circle, south side of East Robins Road Punch list items remain. Sidewalks along East Robins Rd will be done this year.

Prairie Ridge Estates 8th Addition – Rathje, Metro Location: Glenwood Dr and Cope Dr extensions east of HWY 13. Punch list items remain.

Ridge at Indian Creek 2nd Addition – Abode Construction Location: Extensions of Gemstone Rd and Platinum Way. Punchlist items remain. Rookwood 2nd Addition – Rathje Location: Prairie Ridge Ave. extension east of HWY 13. Proof roll was completed, tile has been installed. Paving will be worked on next. Rookwood Estates 3rd Addition Location: Between Fernow Road and Prairie Ridge Ave, east of HWY 13 Plans have been approved for Rookwood with Fernow Road.

Commercial Sites

Linn County Business Park (5606 Business Lane): Next phase is under construction.

Culvers 7th Avenue Properties

Site work and Building construction is underway.

Culver’s Contractor Condos (370 44th St): Building construction on-going. First Federal Site (2605 7th Ave): Grading and sanitary sewer installation started.

GLD Site Plan (east of 7th Ave and 27th St RAB): Building construction underway Marion Fire Station #1 (Southwest Corner of Tower Terrace Road and Irish Drive

Satellite Fire Station with three (3) double-apparatus deep bays (with drive through configuration), facilities to house up to 10 firefighter/paramedics at full staffing (20 years into future), and the apparatus necessary to more effectively cover the City of Marion.

Project Progress: Work continues, many of the windows and doors are being installed as well as the siding. Completion date has been moved to mid June.

TRAFFIC ADVISORY COMMITTEE (TAC)

As the chairman of the Traffic Advisory Committee (TAC) it is the City Engineer’s responsibility to coordinate citizen requests regarding traffic concerns and possible changes in signage or traffic regulations. The TAC is comprised of the City Engineer, City Manager, Police Chief, Fire Chief, Planning Director, and the Public Services Director. The committee meets when necessary and able to evaluate the requests and make a recommendation to City Council whether the request warrants mitigation. Requests are only accepted in written form (letter or email) and directed to the Mayor and City Council. The City Council then decides if the request is only for information or requires evaluation and referral to the TAC. If review is necessary Council will, by motion, receive and file the item and refer it to TAC. The TAC evaluates the requests based on several criteria including the following:

• Traffic counts, speed, vehicle type, and overall volumes provided by staff and traffic data collectors,

• Vehicle and pedestrian accident rates provided by the Iowa DOT Saver website, • Police investigations of actual traffic patterns, • Site visibility and stopping distances based on engineering standards, • Emergency vehicle, snow removal, and garbage pickup accessibility, • General public use verses individual owner needs, • Input by the requestor and the public.

TAC then uses the criteria to discuss, evaluate, and provide a recommendation to City Council at a regular Council Meeting. The requestor is notified of the date that the report recommendation will be presented and provided a time to address City Council regarding the request. Once Council has acted on the request notice is sent to the requestor and appropriate action is taken by staff.
