November 2016 Dear Colleague: On March 29-31, 2017 at The Hotel Hershey in Hershey, Pennsylvania PADONA will be conducting their 29th Annual Convention. Information regarding the convention, along with the schedule and registration form, is included. A pre-convention session is available on Tuesday evening at no additional charge. The official convention begins at 8:15 AM on Wednesday, March 29th and ends on Friday, March 31st at 12:30 PM. Speakers will be presenting a variety of management and clinical topics. Registration is in the Overlook Room on Tuesday, March 28th between 1:00 PM and 7:00 PM and on Wednesday, Thursday and Friday, March 39th through 31st between 7:30 AM and 10:00 AM. Registration confirmation for the 2017 PADONA Annual Convention will be sent via e-mail, so it is essential that you provide us with your most recent e-mail address on your registration form and that you check to be sure any facility e-mail addresses can accept e-mail/attachments from [email protected]. You will not be receiving a confirmation via regular mail. Please print your e-mail confirmation and bring it with you when you register to verify your registration. Attendance is limited to 450 attendees. In order to attend at the member rate, nonmembers may join and register sending their membership dues and registration fee together. The convention fee includes all educational programs; continuing education contact hours and handout reference material (to be downloaded by each attendee); a Vendor Appreciation Reception on Wednesday evening; a gala reception on Thursday evening; breakfast, lunch and breaks on Wednesday and Thursday and breakfast and a break on Friday (no lunch will be provided on Friday). All registrations must be received prior to March 10, 2017. PADONA, as an approved provider, is offering 16.5 contact hours for nurses who attend all offered programs and complete an evaluation form. Remember, you are able to obtain all of your RN required hours of continuing

education simply by attending the convention each year! This educational offering has been reviewed by the National Continuing

Education Review Service (NCERS) of the National Association of Long Term Care Administrator Boards (NAB) and approved

for 16.50 clock hours and 16.50 participant hours. (NAB/NCERS NHA Program Approval No. 20180327-16.50-DOFI-IN). PROGRAMS

Mary Ann Shuman will present “IV Standards Update” to include Infusion Nursing Society Standards, Center for Disease

Control and Association for Vascular Access Guidelines. Hopefully your staff is following the PA Standards for IV Therapy,

however are they following the National IV Standards? When a new nurse starts in your facility, do you go over your IV Therapy

policies or are they doing it “like I’ve always done before”? Do you realize that even RNs need “a structured IV Therapy session

due to the lack of instruction/teaching in schools/hospitals/facilities”? In this presentation we will be reviewing National

Standards for IV Therapy which will help your staff understand ways to: decrease Central Line infections/Phlebitis; provide the

care/maintenance that a nurse/facility is legally required to do; the type of IV Therapy that your residents truly deserve.

Edward Leigh will present “Engaging Your Employees”. Unhappy employees = unhappy residents! In this program you will

learn how to create an environment that produces exceptional employee experiences. You will discover strategies for

energizing and empowering your staff, delivering low and no-cost rewards that really work to motivate people, being clear and

concise in communication and involving staff in decisions. A physically and psychologically healthy workforce is your best asset.

Sophie Campbell will present “CMS Update on QAPI Program”. Providers have been hearing about the Quality Assurance

and Performance Improvement process, fondly known as QAPI. CMS has made the QAPI more of a reality for providers with

the release of the Requirements of Participation Final Rule for Nursing Homes in September 2016. The QAPI Plan and process

is separated into three phases in the Final Rule but providers must initiate plans and implement processes in preparation for the

requirement of QAPI. This session will review the CMS elements and action steps for implementation of a QAPI process, while

also outlining the correlation of these with the Requirements of Participation to ensure compliance.

Mary Norman and Andrea Lowrey will present “Hospice Collaboration in Long Term Care - It’s More than Just

Morphine!”. Primary presenters, Team Leaders Mary Norman, RN and Andrea Lowrey LSW, will give a brief overview of the

hospice interdisciplinary team and the Hospice Medicare Benefit. Then they will touch on key points of interest related to

regulatory requirements and how hospice collaborates with LTC staff to meet these requirements. Finally, there will be four

different case studies that will be presented in the format of a hospice IDT meeting in order to highlight scenarios in which

hospice is caring for patients in nursing facilities and on CCRCs. This will give attendees the opportunity to ‘see inside’ the

processes of the IDT while gaining insight as to the steps hospice takes to serve LTC residents in a manner that prioritizes

exceptional communication/ collaboration; attention to (LTC) regulations and ways to meet them while simultaneously ensuring

patient comfort; and supplementing the care already available through the patient’s home/staff-family via the use of the entire

interdisciplinary team.

Greg Nelson will present “When Extraordinary Meets the Future: The Power of One Voice - One Rhythm”. This general

session is to motivate and inspire nurse leaders who work in nursing home settings, and those nurses who aspire to lead. Their

commitment and energy fuel extraordinary work in the midst of demanding conditions. From time to time, we all need to feed

the spark that inspired us, to rekindle our passion and enthusiasm for what we do. During this session audience involvement,

fun, and dose of tough-love are combined to engage the group, offering a “safe-place” to re-engage the heart.

Lorelei Schmidt will present “Diagnostics: Step Outside the Box, Instead of Just Checking it Off!”. With post-acute

healthcare initiatives focused on reducing avoidable acute transfers, reducing avoidable hospital admissions/readmissions, and

implementing Antibiotic Stewardship Programs, there is an increasing need for all healthcare providers and suppliers to work

more collaboratively for all to meet such expectations. Open and accurate communication is vital and an area always needing

improvement. Improved collaboration and communication between diagnostic service suppliers and post-acute providers can

lead to a deeper understanding of diagnostics, including their capabilities, limitations, and factors affecting results. This

information is vital, as diagnostic results often play a role in resident treatment and transfer decisions. Join the discussion and

learn how a better understanding of diagnostics may lead to improved clinical, financial, and customer satisfaction results.

Terry Raser and Kay Hashagen will present “Nursing and Therapy Interaction to Improve QM and CMI”. With added

pressures to keep the CMS Five-Star Quality Rating as high as possible, it is imperative that nursing and therapy have good

interaction. The relationship is symbiotic: both benefit when there is collaborative communication and support of each other.

This is especially true when it comes to improving quality measures and the CMI. A robust therapy program can have a positive

effect on many of the quality measures that are included in the Five-Star Rating, and can improve the CMI if therapy minutes are

captured appropriately. Nursing documentation, systems and communication are the foundation and impetus for therapy getting

involved with a patient. This 90 minute session will focus on resources and systems to support optimal outcomes for nursing

and discuss opportunities for therapy to collaborate with nursing.

Steven Handler will present “Using Telemedicine to Reduce Potentially Avoidable Hospitalizations of Nursing Home

Residents”. Potentially avoidable hospitalizations (PAHs) of nursing home (NH) residents are common, costly, and can have

significant economic consequences. Telemedicine has been shown to reduce emergency department and hospitalization of NH residents. The goal of this presentation is to summarize the preliminary evidence base for using telemedicine to reduce PAHs in NHs.

Paula Sanders will present “CMS New Requirements of Participation - What You Need to Know”. The Centers for

Medicare and Medicaid Services (CMS) issued the final long term care facility Requirements of Participation (ROPs) at the end

of September 2016. The ROPs represent the first comprehensive overhaul of the federal nursing home regulations since 1991

and mark significant changes from the current regulations. Understanding how to implement the new ROPs will be an intricate

task for Pennsylvania Directors of Nursing because the Department of Health has indicated that it will also be releasing

proposed regulations later this fall. Contributing to this perfect storm is the potentially crippling financial impact of non-

compliance. Facilities across the Commonwealth have already started to experience more intensive regulatory enforcement and

sanctions. They will now also be subject to much heftier federal civil money penalties. In addition, the Pennsylvania Auditor

General has called upon the Department of Health to increase its use of state sanctions. Attendees will be provided with the

latest developments concerning the sweeping regulatory changes to the federal long term care ROPs and state regulations and

the changes that will have a significant impact on day to day operations. We will explore the regulations in detail, with an

emphasis on steps that can be taken to improve quality of care and survey outcomes. We will also discuss the ROPs in the

context of the increasingly strict regulatory enforcement environment in which we practice and identify strategies for enhanced

compliance.

Susan Williamson will present “Department of Health Update”. This session will include a review and discussion of

Statewide Facility and Survey statistics, including frequently cited deficiencies and frequently filed complaints. Following this

session, the attendee will have an understanding of all the recent updates from The Department of Health.

Sharon Bradley will present “How to Prioritize and Implement Antibiotic Stewardship Strategies”. Unnecessary or

inappropriate antibiotic use is a serious risk factor for resident harm. Long term care facilities are struggling with implementation

of the Centers for Disease Control and Prevention Core elements for Antibiotic Stewardship. Regulatory requirements for

implementation of antibiotic stewardship programs are imminent. Discover practical strategies to influence the prescribing

process and overcome common barriers to reduce unnecessary antibiotic use, and to decrease antibiotic side effects and

MDRO.

PRESENTERS

Mary Ann Shuman, RN, VA-BC has had Charge Nurse experience in various hospitals for 12 years; Homecare/Hospice

experience for 8 years; served as a DON for a Beverly Enterprise Long Term Care Facility in Hagerstown, MD for 1 ½ years;

Clinical Director/Infusion specialist for ConPharma Healthcare, a provider for Respiratory, IV and DME for Homecare and Long

Term Care for 4 years; Infusion Specialist for Brockie Healthcare starting at Smith’s Drug in Waynesboro, PA; Clinical/Infusion

Specialist & Safety Director for Brockie/Potomac Pharmatech for over 20 years. She received her Chemo training at Foxx

Chase in Philadelphia and has her Vascular Access Board Certification from Vascular Access Credentialing Company since

2011. She is a member of: Infusion Nursing Society (INS) for 20 years, Association for Vascular Access (AVA), previously

National Association for Vascular Access Network (NAVAN) before it became the global network AVA for 22 years and

PADONA for over 13 years.

Edward Leigh, MA is the Founder & Director of The Center for Healthcare Communication. He is a national expert on resident/

patient-centered care and resident/patient satisfaction. He focuses on creating productive healthcare environments through

dramatically improving communication between residents/patients and professionals. He presents high-energy and informative

programs for long-term care facilities, hospitals, medical practices and healthcare associations. His expertise makes him an in-

demand media guest with appearances on many national television shows, including The Oprah Winfrey Network, The Today

Show, MSNBC News, The Learning Channel and the Discovery Channel. Katie Couric and Montel Williams have interviewed

him. He is the author of the upcoming book, Engaging Your Patients.

Sophie Campbell, MSN, RN, CRRN, RAC-CT, CNDLTC is the Director, Clinical Advisory Services at Baker Tilly Virchow

Krause, LLP formerly ParenteBeard, LLC an accounting and consulting firm and brings 35 years of operational and consulting

experience in the healthcare industry, with a focus on long-term care, and experience in acute care and acute rehabilitation. Her

expertise includes clinical operations for long term care providers, including staff development, Minimum Data Set (MDS)

accuracy and training, documentation compliance, management training and monitoring, Omnibus Budget Reconciliation Act

(OBRA) survey preparation and response, development of performance improvement and clinical compliance programs,

preparation of responses to Recovery Audit Contractor (RAC) audit requests and findings and development of Quality

Assurance Performance Improvement (QAPI) programs. Sophie also has experience in admissions management, care planning

and management, restorative nursing program development and management, infection control program management, short-

term rehabilitation unit conversions and hospital based Transitional Care Units (TCUs). She has also assisted with Electronic

Health Record (EHR) implementations. Sophie has her Master of Science in Nursing Administration degree from the University

of Pittsburgh and is certified as a rehabilitation nurse, registered nurse assessment coordinator and nursing director of long term

care.

Mary Norman, RN has been an RN for over 35 years. She spent the first 18 years of her career in Pediatric Nursing. In 1999

she began her career in Long Term Care, working in different capacities including ADON and DON. In 2007 she began working

as a Home Hospice RN with Hospice and Community Care. Her current role as interdisciplinary Team Leader at HCC includes

the supervision and oversight of one of two Senior Living Teams, which specifically focuses on serving those who live in

Continuous Care Retirement Communities.

Andrea Lowrey, LSW is a Master’s level, licensed social worker with 25 years of experience in the realm of ‘Death and Dying’.

She began her work in the field of HIV/AIDS in the early 1990s and later transitioned to the position of social worker with

Hospice and Community Care, where she has served for 17 years. She is certified in Gerontology and as an End of Life Care

Practitioner through Metta Institute in San Francisco, California. Her current role as interdisciplinary Team Leader for HCC

includes the supervision and oversight for one of two Senior Living Teams, which specifically focuses on serving those who live

in Continuous Care Retirement Communities.

Greg Nelson has a Bachelors Degree with Double Major in Psychology and Communications, from the University of Dayton.

He is a Certified Master Trainer. Development Dimensions International is a nationally recognized leadership expert and coach

in health care with experience in service and operational excellence. For more than 35 years, Greg’s passion has been working

with leaders to achieve - and sustain - excellence. In the last five years, he’s been honored to speak to and work with over

70,000 health care professionals and leaders.

Lorelei Schmidt MT(ASCP) is the Director of Training for TridentUSA Health Services. Lorelei has a Bachelor of Science

degree in Medical Technology and is a Certified Medical Technologist by the American Society for Clinical Pathology. With her

previous experience working in acute-care medical laboratories, including Microbiology, Hematology, Chemistry, Transfusion

Medicine, and Immunology departments, she has provided Infection Control and Laboratory education to Skilled Nursing

Facilities and Home Health Companies for over 15 years. In her current position, she provides on-going clinical training to her

company’s Account Management and Sales Associate teams including MobilexUSA, US Laboratories, and Diagnostic

Laboratories and Radiology. In addition, she engages with various post-acute health care associations and organizations

throughout the country, with a focus on driving collaborative efforts between post-acute health care providers and diagnostic

service providers, as a means of reducing avoidable acute transfers and hospital readmissions, leading to improved clinical,

financial and patient satisfaction outcomes.

Terry Raser, RN, RAC-CT, DNS-CT, C-NE is a graduate of the Nursing School of Wilmington in Delaware. She is a certified

RNAC (RAC-CT), certified in DON Services and Nurse Executive (C-NE), by the American Association of Nurse Assessment

Coordinators (AANAC). She is on the board of the Pennsylvania Association of Nurse Assessment Coordinators (PANAC)

Organization and has been a presenter and trainer for MDS 3.0 Updates. Terry participated in the MDS 3.0 pilot project

representing Pennsylvania as one of two Gold Standard Nurses. As Senior Consultant for LW Consulting, Inc., Terry provides

multiple RNAC support functions and education. She performs audits to assist facilities with regulatory compliance and financial

maximization.

Kay Hashagen, PT, MBA, RAC-CT graduated from Temple University as a physical therapist and received her MBA from

University of Central Florida. She has been practicing for over 35 years, with a focus on geriatrics for the past 20 years. Kay

has operations management experience working for large contract therapy companies managing therapy in both SNF and

outpatient for CCRC, PL and IL sites. At LW Consulting, Inc. Kay performs the Therapy Systems Assessments for several IRO

engagements, uses her RAC-CT to perform MDS assessments, and other therapy and nursing related audits, and enjoys

speaking and teaching. She supports in-house therapy teams through a program called Therapy Resource Information Partner

(TRIP).

Steven Handler, MD, PhD, CMD is an Associate Professor with a primary appointment in the Division of Geriatric Medicine

where is the Director for Geriatric Telemedicine Programs. He has secondary appointments in the Department of Biomedical

Informatics, and Clinical and Translational Research. He also serves as the Chief Medical Informatics Officer for Community

Provider Services at UPMC Community and Provider Services Division and as the Medical Director for Telemedicine and Health

Information for the RAVEN (Reduce AVoidable hospitalization using Evidence-based interventions for Nursing facilities in

Western Pennsylvania) CMS Innovation Award. Dr. Handler completed his medical school training at Rutgers New Jersey

Medical School, residency at Tufts University and Fellowship in Geriatric Medicine at the University of Pittsburgh. He is a

practicing geriatrician with direct patient care responsibilities in the nursing home and hospital settings. His primary research

area focuses on medication and patient safety primarily in the nursing home setting. For the past decade, Dr. Handler’s

research has been at the intersection of biomedical informatics and geriatrics utilizing an active medication monitoring system to

detect and manage adverse drug events among older nursing home residents. More recently, he has focused on the application

of telemedicine in the long-term and post-acute care setting.

Paula Sanders, Esquire is a Principal and Co-Chair of Post & Schell’s national healthcare practice. She focuses her practice

exclusively on healthcare law. Ms. Sanders represents clients on both substantive and procedural aspects of health facility

regulation, such as licensure; Medicare/Medicaid; compliance; RAC, MIC, PERM, CERT and ZPIC audits; accreditation; fraud

and abuse, and voluntary disclosures. She is skilled in dealing with multiple regulatory and law enforcement agencies and

coordinating an integrated response to their issues. Ms. Sanders’ clients include post-acute and long term care providers,

hospitals, hospices, home health agencies, rehabilitation providers, and adult day care centers, as well as intellectual and

developmental disability providers. Ms. Sanders serves as counsel to the Pennsylvania Health Care Association and is Chair of

the American Health Care Association’s Legal Committee’s Program Integrity Subcommittee.

Susan Williamson, RN currently holds the position of Director of the Division of Nursing Care Facilities for the Pennsylvania

Department of Health. She is a registered nurse with many years’ experience in the long term care arena. Prior to becoming

the Director, she held the assistant director position as well as supervisor of the licensure and certification unit within the

division. Susan has over 12 years’ experience with the Department of Health and has spent nearly 20 years in the long term

care setting functioning as nurse aide, staff nurse, and Director of Nursing before coming to the Department of Health.

Sharon Bradley, RN, CIC is a Registered Nurse and has been a board-certified infection preventionist since 2000 with more

than 20 years’ experience in infection prevention and control in both acute and long-term care settings. Ms. Bradley has

practiced for over 45 years in acute care clinical, risk management, and patient safety roles and in long term care as a clinician,

educator and director of nursing. She is currently employed by ECRI Institute as a Senior Infection Prevention Analyst for the

Pennsylvania Patient Safety Authority. She has served on the APIC Delaware Valley Chapter’s board of directors for 10 years,

and is currently the chapter’s Legislative Representative. Sharon has participated in the development of the CDC Road Map to

Eliminate HAI Action Plan, and the Joint Commission learning module for applying high Reliability Principles to Infection

Prevention and Control in Long Term Care. She has provided educational programs on infection control topics for national risk

management and patient safety organizations, hospitals, long term care and ambulatory surgery systems.
