1. EXECUTIVE SUMMARY 1.1 The carbon footprint for NHS England has risen from 18 to 21 million tonnes per year. This is

due to the natural growth in NHS services and the recent inclusion of other green house gasses in carbon footprint calculations (now described as CO2e – carbon dioxide equivalent). The NHS carbon footprint is composed of energy (22%), travel (18%) and procurement (60%). In recognition of the urgency of climate change, the UK Government has introduced the Climate Change Act in 2008 with a target to cut carbon emissions by at least 80% by 2050. As the largest organisation in the UK, the NHS is committed to achieving this target. In order to meet the requirements of the Climate Change Act, the NHS needs to achieve a 34% reduction in carbon by 2020 and 80% by 2050 on a 1990 baseline. The interim target for the NHS is to reduce its 2007 footprint by 10% by 2015. These ambitions are supported by the Department of Health’s Sustainable Development Strategy published in October 2008.

1.2 The NHS Sustainable Development Unit (SDU) was established in April 2008 and is tasked

with developing organisations, people tools, policy and research to assist the NHS in England to become a leading low carbon, sustainable organisation, thus meeting the requirements of the Climate Change Act 2008. The ‘Saving Carbon, Improving Health: NHS Carbon Reduction Strategy’ was developed after extensive consultation with staff and organisations and launched in January 2009 and updated in January 2010. The Sustainable Development Unit’s strategy sets out key commitments and timeframes for carbon reduction for NHS organisations and expects all NHS bodies to have a Sustainable Development Management Plan, report annually on sustainable development and recycle 75% of waste by 2020.

1.3 Norfolk Community Health & Care NHS Trust (NCH&C) provides community healthcare

services to the majority of Norfolk, excluding Great Yarmouth, and serves a population of around 750,000 people. NCH&C progressed from being a provider healthcare organisation for NHS Norfolk to achieving independent Trust status in November 2010. As a result the 2007 carbon footprint baseline was divided between both organisations. 2,146 tonnes of CO2e for

NHS Norfolk and 12,028 tonnes of CO2e for NCH&C. NCH&C’s 2007 baseline can be sub divided into the following;

Energy 6,135 tCO2e (51%) We consumed 22,946,495 kWh of energy (Gas,

Electricity & Heating Oil) at an estimated £783,965 in 2007. To meet 2015’s target we must use 1,127,380 kWh less, or spend an estimated £78,397 less

Procurement 3,034 tCO2e (25.2%) We spent £6,072,000 on supplies, works and services through EROS in 2007. To meet 2015’s target we must reduce this spend by £607,200.

Travel 2,859 tCO2e (23.8%). Our fleet consisted of 2,742 vehicles (Lease Cars - 401, Business Use Only - 108 & Grey Fleet – 2,233) A 10% reduction in grey fleet mileage would save NCH&C in the region of £249,600 per year and 173 tonnes of CO2. The same reduction within the lease car fleet would equate to approximately £19,000 and 38 tonnes of CO2. The lack of comprehensive data for the BUO fleet makes this much harder to estimate, however, it would be in excess of £16,660 and 44 tonnes of CO2.

2. OBJECTIVES & TARGETS 2.1 This strategy and implementation plan will support NCH&C in delivering its carbon reduction

objectives of:

• by 2015: 10% reduction on 2007’s carbon footprint • by 2020: 15% reduction on 2007’s carbon footprint • by 2050: 57% reduction on 2007’s carbon footprint

3. SCOPE 3.1 This document outlines NCH&C’s commitment to reduce its environmental impact and carbon

footprint through its management of clinical services and support functions. These include;

• Energy & Carbon Management, • Procurement, • Food, • IT, • Travel & Transport, • Water, • Waste & Recycling,

• Workforce Development, • Governance, • Building Design & • Finance.

3.2 This document applies to all staff within NCH&C and any other staff occupying or visiting NCH&C locations.

4. POLICY STATEMENT 4.1 NCH&C is fully committed to the implementation of this strategy and management plan. Our

mission is to build, over the next five years and beyond, a sustainable, low carbon organisation which meets the needs of today without compromising the needs of the future. Our Sustainable Development framework accommodates national government targets, recognises the health benefits to staff and public, the importance of cost reductions, adaptation and energy resilience and aims to become a leading public sector exemplar.

4.2 NCH&C’s policy is to minimise the environmental impact of its operations by committing to the

following;

a) Strive to continually improve the Trust’s carbon footprint performance and publicise internally and externally

b) Continue to expand on carbon footprint methodology

c) Set and achieve individual reduction targets e.g. mileage, utilities consumption, waste

d) Initiate and improve energy conservation measures and where possible seek alternative forms of energy.

e) Develop sub strategies and policies to monitor usage against reduction targets e.g. mileage management policy

f) Continue to comply with all relevant legislation such as the Climate Change Act 2008 and meet all associated targets

g) Provide appropriate support and training to staff to promote awareness and embed sustainability and carbon management into all areas of the Trust

h) Incorporate sustainability and carbon responsibility in recruitment, induction and appraisal processes

i) Utilise local businesses and suppliers for the procurement of supplies and services

j) Include sustainability, carbon management and carbon footprint reporting into all tendering and contractual documentation

k) Maximise use of sustainable products and services and low carbon options available to the Trust

l) Continue to establish and communicate a Travel Plan for the Trust which includes Green Fleet Review recommendations

m) Minimise waste production by maintaining an efficient waste management procedure and looking to recycle where practicable.

n) Establish an effective space utilisation strategy

o) Commit financial resource to sustainability and carbon management initiatives and developments

p) Maintain an up to date risk register on sustainability and report key issues to the corporate risk register

q) Promote communication regarding sustainability and carbon issues both internally and externally.

r) Liaise with local agencies and authorities to participate in, encourage and deliver more sustainable communities and targets for the reduction of carbon emissions within Norfolk.

s) Promote health benefits to staff and public

5. ORGANISATIONAL ROLE AND RESPONSIBILITIES 5.1 NCH&C recognises its responsibility to integrate the ‘Equity and Excellence: Liberating the

NHS’ White paper section 5.17, the Climate Change Act 2008, and Quality Innovation Productivity and Prevention (QIPP) framework into its targets and initiatives on sustainability. NCH&C understands that they are expected to manage their own carbon reduction commitment and report to regulatory bodies such as CQC / Monitor, the Department of Health and in future the CRC. NCH&C will work with the SDU, commissioners, local authority, local NHS organisations and the community to drive this agenda forward and achieve objectives in line with governmental targets.

5.2 Success in this agenda will:

• meet the government framework and national targets; • improve service efficiency and health; • reduce environmental impact and create energy resilience; • enhance the Trust’s corporate image as a supporter of local economy, and • enable NCH&C to become a competitive role model and a leading low carbon and

sustainable healthcare provider. 5.3 The Trust established a Sustainable Development Committee (SDC) in May 2010 which

oversees the Trust’s sustainable development activities and monitors progress against Climate Change Act and NHS targets.

5.4 Membership of the SDC comprises leads for each project workstream (see Appendix 1). Other non-project leads have been seconded to represent patients and staff. Members will be further supplemented from time to time by experts in various fields.

5.5 Two lead roles have been identified within NCH&C who hold specific responsibilities relating to

Sustainable Development:

• A Non Executive Sustainability Champion will be identified to work with the Assistant Director of Estates, Facilities and Procurement to promote and support the work of the SDC.

• The Sustainability Officer is responsible for maintaining an evidence base in support of regulatory requirements and the coordination of individual project workstreams within the Sustainable Development Management Plan (See Appendix 1).

6. COMPLIANCE REQUIREMENTS 6.1 NCH&C is expected to comply with legislative policy and guidance and should incorporate

these into their governance mechanisms. The SDC is responsible for maintaining an evidence base in support of the following regulatory requirements;

• UK Government Strategy - White Paper 2010, UK Low Carbon Transition Plan 2009,

DoH strategy ‘taking the long term view’ 2008

• Sustainable Development Unit – Continue to report on Sustainable Development progress against NHS targets every 6 months which then becomes available on the Department of Health’s ERIC database.

• CRC (Carbon Reduction Commitment) – Maintain up to date registration to the CRC energy efficiency scheme and report on annual emissions. Regulated by the Environmental Agency. Non compliance could lead to financial penalties.

• Audit Commission - Audits all NHS organisations on their use of natural resources, environmental impact reductions and management of environmental risks

• DoH Climate Change Plan - All Trusts required to report Statement on Internal Control (SIC) in end of year accounts

• Monitor - All Foundation Trusts should include a section entitled ‘Sustainability / Climate’ in their annual report

• Environment Agency – Continue to report on waste compliance audits.

7. GOOD CORPORATE CITIZENSHIP 7.1 The Good Corporate Citizenship is an annual self assessment test divided into six sections:

• Travel, • Procurement, • Facilities Management, • Workforce, • Community Engagement, and • Buildings.

7.2 In each section you can score your organisation on a range of questions to see how it’s

progressing on sustainable development. Each Question has three levels; ‘Getting Started – Scores 0, 1, 2, 3’, ‘Getting There – Scores 4, 5, 6’ and ‘Excellent – Scores 7, 8, 9. Organisations must score themselves honestly, by selecting a score between 0-9 for each question. This assists the organisation in understanding current performance and gives ideas of how to progress. The final scores are calculated as a percentage and can be compared to previous tests taken or shared with other organisations. Organisations should aim to be achieving the following;

• 2012: minimum of 37% in each section • 2015: minimum of 70% in each section • 2020: minimum of 85% in each section

8. THE SUSTAINABLE DEVELOPMENT MANAGEMENT PLAN (SDMP)

The SDMP sets out how NCH&C will deliver the objectives set out in this strategy, allocating responsible officers to specific milestones. The SDMP will be the tool used to ensure that NCH&C are fulfilling their requirements under the sustainability agenda.

8.1 Energy & Carbon Management

This workstream focuses on the measuring, monitoring and reporting of energy and carbon data to the board. It also focuses on our ability to encourage responsible behaviours and utilise renewable energy resources and new technologies across the organisation. Objectives are in line with the requirements of the Climate Change Act 2008 and SDU recommendations.

8.2 Procurement

This workstream recognises that waste minimisation and whole life cycle costing should be considered at purchasing stage. It also looks at rationalising product lists, creating awareness on product carbon footprints, researching pharmaceutical spend and reviewing sustainable frameworks to adopt.

8.3 Food

This workstream works in partnership with suppliers to research and promote the use of sustainable foods and waste minimisation across the organisation via effective training, ordering management and monitoring. The workstream will ensure our food supply is accounted for in our overall carbon footprint assessment.

8.4 Information Technology This workstream recognises that their I.T. systems require sustainable development to assist in the reduction of energy consumption and provide more efficient management.

8.5 Travel & Transport

This workstream understands the population-wide shift to more active and low carbon travel such as public transport, cycling and walking. The Transport Coordinator maximises the organisations opportunity to reduce CO2e impact significantly by initiating recommendations made by the Energy Saving Trust’s Green Fleet Review and monitoring mileage and travel use.

8.6 Water Water usage and heating has a direct impact on carbon. This workstream realises it should ensure efficient use of water by measuring and monitoring its usage; by designing it into building developments; by quick operational responses to leaks; by using water efficient technology; and by avoiding the routine purchasing of bottled water.

8.7 Waste & Recycling

This workstream recognises that we need to monitor, report and set targets on our management of all waste categories, including minimising the creation of waste in medicines, food and IT and will review its approach to single use items versus decontamination options.

8.8 Building Design NCH&C’s built environments should be designed to encourage sustainable development and low carbon usage in every aspect of their operation. This includes resilience to the effects of climate change, energy management strategies, and a broader approach to sustainability including transport, service delivery and community engagement. This workstream develops this notion.

8.9 Workforce Development

Every member of NCH&C should be encouraged and enabled to take action in their workplace. The workstream recognises that we should support our staff by promoting increased awareness, conducting behavioural change programmes, encouraging home working, low

carbon travel, the use of IT, and by ensuring sustainable development is included in every job description.

8.10 Governance NCH&C has signed up to the Good Corporate Citizenship Assessment Model and developed a sustainable development management plan and Action Plan which sets interim targets and trajectories to meet the provisions of the Climate Change Act. In the first instance, this is a 10% reduction from the 2007 levels by 2015. Carbon reduction and sustainable development are corporate responsibilities and should be an inherent part of NCH&C’s performance and governance mechanisms. This workstream recognises the need for compliance against Monitor, DoH and CRC requirements.

8.11 Finance

This workstream understands they need to become carbon literate, carbon numerate and ensure appropriate investment to meet the commitments required to become part of a low carbon NHS, in preparation for a carbon tax regime. Partnership working with ASP and the commissioners will be required to deliver appropriate incentives, economies and training to support this shift in culture.

9. MONITORING 9.1 This Sustainable Development Action Plan will be monitored by the SDC on a bi-monthly

basis. Subject leads are encouraged to take ownership of their workstream and report to the SDC on progress and monitoring data. The project manager will review this plan and update the strategy action plan on an annual basis and report, via the SDC, to the finance committee.
