Caribbean Energy: What’s the Problem?

• Nearly 100% of the electricity and transportation in the Caribbean is fueled by imported petroleum products (T&T is the exception)

• High levels of indebtedness • Some of the highest electricity

prices in the world

• Environmental impacts associated with diesel generators and transportation fleets have negative effects on the environment and tourism economy

• Limited competition among

electric utilities

Duration: 54 months (October 2008 – April 2013; designed for 36 months, extended to 54)

Buildings in Tropical Climates

• Guidance on opportunities and challenges linked to the use and

deployment of EE measures and RE conversion technologies in office

and public buildings in the Caribbean Region.

• show examples of implemented measures that are suitable for the

given climate, and their effects on the building’s energy balance.

Goal: Deliver direction to technical experts (e.g. Bureau of standards officers,

architects, engineers) on how to overcome common challenges linked to implementing

EE measures and using RET in buildings.

Lending in the Caribbean

• Serve as a primer for Caribbean financial institutions (FIs) that may be

interested in providing capital for sustainable energy projects.

• Assist financiers in the development of sustainable energy lending

products, and prepare them to explain the benefits of sustainable energy

technologies (SETs) investments to their customers.

• Provide insights on the barriers to investing in SETs and showcases how

other FIs structure their lending.

Access to Financing

Goal: Provide understanding of sustainable energy technology (SET) and guidance to

overcome the current hurdles that limit investments in RE/EE projects

What remaining challenges limit sustainable energy uptake?

• Organizational structure of electric utilities

• Weak capacity for developer/technology selection

• Weak capacity for contract negotiation (PPA, construction contract, exploration rights)

• Limited access to cost effective financing (high levels of indebtedness)

• Public opinion/knowledge regarding alternatives remains limited
