¿Cómo se establece el presupuesto de la Unión?

Desde 1988, el presupuesto anual de la Unión se establece respetando un marco financiero a medio plazo («perspectivas financieras») que define unos límites anuales de gastos. En diciembre de 2006, en el marco de una dura pugna interna entre Consejo y Parlamento, se adoptaron unas perspectivas financieras para siete años, que abarcan el período 2007- 2013.

EL PRESUPUESTO


Al establecer las grandes orientaciones presupuestarias a lo largo de varios años, este marco, adoptado conjuntamente con el Parlamento Europeo y el Consejo de la Unión, facilita la aprobación anual del presupuesto, que, por su parte, exige un acuerdo entre el Consejo y el Parlamento («la Autoridad Presupuestaria » de la Unión). Por otra parte, gracias a los límites plurianuales que fija, se puede controlar la evolución de los gastos de la Unión.

Las contribuciones de los Estados miembros al presupuesto europeo (en relación con el PNB) están, por su parte, estabilizadas a su nivel de
