Our

240+ members provide coverage to more than

100,000 people

The Alliance® is a not-for-profit cooperative owned by self-funded employers and insurance trusts.

We move health care forward by controlling costs, improving quality and engaging individuals in their health.

We are:

› Member-owned and member-directed.

› Organized under cooperative principles so your share of costs—and your share of the benefits—is based on usage. (continued on back)

Staying TrueThe Alliance was founded by seven

Madison-area employers who

wanted more control over escalating

health benefit costs.

We continually strive to remain true

to their vision of a member-owned

cooperative committed to meeting

the needs of employers.

› Experienced in using self-funding to help employers manage both health benefits and employee health as workplace assets.

› An advocate for employers on state and federal legislation that impacts employer-based health benefits, an effort led by employers on our Health Policy Committee.

› Highly effective in negotiating discounts in our network.

› Committed to pursuing high-quality, fairly priced health care—often described as high-value health care—so the return reflects the investment.

Page 3: Employer Owned - The AllianceOur 240+ members provide coverage to more than 100,000 people The Alliance® is a not-for-profit cooperative owned by self-funded employers and insurance

› Broad network coverage gives you—and your employees—access to high-value providers in Wisconsin, northern Illinois and northeastern Iowa.

› Savings, inflation protection and pay-for-performance contracts help you gain the greatest value from health benefits.

› Data and reporting helps you understand how utilization impacts costs and then address cost drivers.

› Fees are based on usage, with a cap to protect you in high-cost years.

› Net revenue is typically returned to members as either a cash refund or equity in the cooperative.

› Solid network results mean reinsurance carriers offer discounts on stop-loss insurance to members.

The Alliance approach

delivers benefits at all levels

of health care.

Flexibilty and Results

Page 4: Employer Owned - The AllianceOur 240+ members provide coverage to more than 100,000 people The Alliance® is a not-for-profit cooperative owned by self-funded employers and insurance

Our Flexible Approach Gives You More Options › Eligible members get The Alliance savings at

participating providers even when a service is not covered by a member’s benefit plan.*

› We can work with any third-party administrator (TPA) chosen by our members.

› Alliance contracts can be applied to workers’ compensation claims for qualifying employers, if your workers’ compensation carrier participates in this program.

*Certain services may be excluded, such as cosmetic surgery or LASIK procedures.

Alliance members’ annual average increase in medical costs per employee per year from 2010–2014

2.3%

Beyond claims savings, advantages for employers include:

› Consultative meetings with Alliance Member Services representatives to help you strategically manage health benefits.

› Advice and support for exploring progressive strategies such as value-based benefit design and steerage to guide consumers to high-quality, fairly priced health care. The Alliance has measured quality and cost and then shared the results for more than a decade. Our Find a Doctor website and QualityPath® initiative use this data to help people become better health care consumers.

› Insights from data management and claims reporting, including reports that monitor claims trends and customized reports to meet specific needs.

› Summary of benefits and coverage (SBC) survey results to compare your health plan to your peers.

At The Alliance, our

members are our owners.

That makes all the

difference in how we serve

both employers

and their employees

and family members.

A Member-Driven Approach

Claims and Customer Support

The Alliance’s claims repricing turnaround

averages less than one day with an accuracy rate

of 99 percent. This allows for faster and more

accurate claims processing, which means greater

plan satisfaction for employees and their families.

A Spanish interpreter is available to answer

Spanish requests from our customer service line.

Customer advocates are available during normal

business hours to assist patients with Alliance

network coverage or claims questions.

Cooperative PrinciplesAs a cooperative, seven principles of

cooperation guide The Alliance.

1. Voluntary and open membership

2. Democratic member control

3. Member economic participation

4. Education, training and information

5. Autonomy and independence

6. Collaboration

7. Concern for community

Page 7: Employer Owned - The AllianceOur 240+ members provide coverage to more than 100,000 people The Alliance® is a not-for-profit cooperative owned by self-funded employers and insurance

Change happens:

› Within the existing health care system, where nearly 70 percent of charges incurred by Alliance members are covered under contracts that provide incentives for better care.

› By building on a proven record of innovation. The Alliance began including pay-for-performance provisions in contracts more than a decade before the Affordable Care Act drew attention to the concept.

› In collaboration between The Alliance and other organizations, including hospitals and clinics, physicians, business associations and other partners that aim for better patient care.

› In data that reports health care outcomes, measured by The Alliance, the Wisconsin Health Information Organization and other groups supported by The Alliance.

› With groundbreaking initiatives such as QualityPath®, which identifies doctors and hospitals that—when working together— meet or exceed national standards for delivering quality care for selected procedures.

› When employers join pilot projects that explore new concepts, such as The Alliance Value-Based Benefit Design project. The outcome of pilot projects is shared so all members can benefit.

› By bringing employer groups together to address common interests, such as health policy, wellness services or onsite clinics.

› Through participation in national initiatives and employer groups that show we’re not in this alone. The Alliance belongs to national and regional organizations that share our mission and amplify our impact, including the National Business Coalition on Health, the Midwest Business Group on Health and the American Benefits Council. Alliance members gain access to American Benefits Council conference calls that provide updates on regulations, legislation and current issues.

Moving health care forward happens on many levels, in many settings.

Learning Circles are typically held in Madison but are usually accessible via webinar from your desktop. Regional simulcasts are available for selected events.

Helping people make better

decisions about health care

is crucial to The Alliance

mission of moving health

care forward. The Alliance

strives to make health care:

› Transparent. When health care is transparent, people can understand what it costs. Equally important, they can learn whether they are obtaining high-quality health care.

› Easier to navigate. People need help learning how to pick providers that are within their network, avoiding hidden fees and finding out whether choosing another provider would reduce their out-of-pocket costs.

› A shared decision. Taking an active role in important decisions about health should be welcomed and coached. We encourage “shared decision-making,” which means the health care provider offers information, education and opportunities for the patient to participate fully in decision-making.

› Appropriate for this patient at this time. Experts say that as much as one-third of health care is unnecessary. The Alliance links patients to resources that help them learn to ask the right questions to identify unnecessary care.

Engaging Employees

Take the QualityPath®

All upside, no downside: That’s the promise of the groundbreaking QualityPath® initiative.

For employers, QualityPath delivers:

› Cost savings on the high stakes procedures of total hip replacement, knee replacement and coronary artery bypass graft (CABG). More procedures and tests will be added in the future.

› Clear guidance for employees facing high-stakes procedures so they can choose hospitals and doctors that meet national quality measures and adopt processes that are better for patients.

› An opportunity to help transform health care by showing health care providers that it’s important to adopt innovative QualityPath approaches such as bundled payments and 90-day warranties.

For employees, QualityPath delivers:

› A better patient experience, including personal assistance from The Alliance patient experience manager, who is a registered nurse and certified care manager.

› 100 percent coverage of medical procedure costs for standard plans (a modified approach is used for plans with a health savings account).

› Answers to the key questions that any patient facing a high-stakes procedure asks: “Which doctor should I use? And which hospital?”

The typical QualityPath implementation process takes 60 days or less. Resources for employers include plan design language and an employee communications toolkit. Learn more at www.the-alliance.org/about-qualitypath.

Know the Quality, Know the Cost, Skip the SurprisesOur user-friendly Find a Doctor website helps you search for doctors, hospitals and other health care providers from your smartphone, computer or tablet.

This transparency tool provides cost information for more than 70 procedures as well as Hospital Safety Scores and quality ratings for birthing centers and primary care sites.

Find a Doctor links consumers to in-network doctors, hospitals, clinics, home health providers, oral surgeons and other health care professionals.

Find a Doctor is powered by Doctor.com, a national expert on searching for care online.

Visit The Alliance website at the-alliance.org and click Find a Doctor to get started.

Educate Your WorkforceThe Alliance can help you educate employees and family members about quality, cost and other issues. Options include:

› ‘Lunch and learn’ talks to help employees become better health care consumers.

› Health Fair support. We can appear at your event or provide materials.

› Resources such as videos, brochures and materials from Consumer Reports.
