Attendance(seebelow)1.IntroductionsThemembersintroducedthemselvesandtheirinterestinthiscommittee.2.Anindustryandregulatoryperspectiveontheprocess(ChuckCatlin)Co-ChairChuckCatlinpresentedanoverviewofperspectivesfortheCommitteetoconsiderasitframesitswork.Itwasnotedthatthetypicalfoodemployeeseestheiractivityas“lowrisk,”adangerousperspective.Catlinalsoremindedthemembersthatconsensusisimportant,andaskedthemtoleavepersonalandbusinessbiasesaside,anddeliberatewithopen-mindedness.3.Framingbehavior-basedtraining(BenChapman)Co-ChairBenChapmansuggestedthattheCommitteecouldworkon“knowledgebased”guidance,butmisstheopportunitytofocusonchangingbehavior.Lookingatthefoodsafetyrequirementsandriskfactorsviewedthroughthe“why”ofbestpractices,ina“behaviorbased”framemightyieldgreaterimpact.Identifyingdesirablebehaviorsandadvancingtheiradoptionandimplementationistheopportunity.Chapmanwentontopresentsomeacademicbackgroundinformationforthemembers’consideration,including:
- Agoodanalogyforourworkistoconsideremployeesthatcleanhospitalrooms:itsknownthattheycare,andunderstandthattheirinterventions(sanitizingtocontrolinfection)matters.
- Forourpurposes,howdoweensurethatfoodemployeescare?Teachingandshowingthemthatpeoplegetsickwhentheyfailtoadheretostandards,andthatislargelypreventablebyfoodemployees.Trainingmustshowthemhowtodothis,andgettingthemtalkingtoeachotheraboutthisisessentialtoitssuccessfuladoption.

Charge2ReportCommitteerecommendationstothe2016CFPBiennialMeeting.ChapmanaskedCouncilIImemberBrainTurnertoperspectiveonthisCommittee’sgenesis,andaboutwhataudienceweshouldfocuson.TurnerexplainedthatdiscussionaboutformingthisCommitteecenteredontheneedforconsistentcriteriafor“frontline”training,andhowtoprovidevalue(impact)tothattraining.Discussionensuedregardingthejobs/peoplethisCommitteeshouldfocusonimpacting,anditwassuggestedthatwhileposition-specificinformationmightbeuseful,startingwiththeFoodCodedefinitionof“foodemployee”isabetter,moregeneral,andbroaderreachingstart.ConsensusoftheCommitteeistousetheFoodCodedefinitionof“foodemployee.”DiscussionensuedregardingthestudyandcreationofJTAs,andconsensusreachedthatthiswouldnotbeundertakenbytheCommittee.ChapmanthenaskedtheCommitteetoconsiderclarifyingitsunderstandingoftheterm“prioritized”inthecharge,andconsensuswasreachedthatthismeansstartingwiththeknownriskfactorsandprioritizingtheirimportanceintrainingcontent.Chapmanwillcommunicatethis“reading”oftheprioritizationchargetotheCFPExecutiveBoard.AdditionalconsensuswasreachedbytheCommitteethat:

ChapmanovervieweddocumentsthatCommitteememberswereprovided,andaskedforotherstobesubmitted.Differentiationwasestablishedbetween“certificate”(thatuseslearningobjectives),and“certification”(thatusesaJTA)work.Committeeconsensusistoproceedbasedonlearningobjectives,ratherthanJTAs.DiscussionensuedregardingCAandILprograms,andtheirbasisinASTM2659,whichdoesrequireaJTA,andconsensusreachedthatwhattheCommitteeproducesmustbe“measurableandreportable,”andprovideatemplatefornationalconsistency.OppositionwasvoicedtomovinginanywaytowardASTM2659and/oremployeetesting.ItwaspointedoutthatdemonstrationofknowledgeviaemployeequestionscurrentlyexistsintheFoodCode.StevenHughes,FDAconsultanttotheCommittee,pointedoutthatthreemainareasexistinourreview:Content,Mechanics(implementation),andFoodCoderelativity,andsuggestedtheCommitteefocusontheContentmission.6.EstablishsubcommitteesforeachgroupChapmanreviewedthreeproposedsubcommitteesscopesofwork: 1.ReviewcurrentIndustrynon-regulatorydelivery

ThesubcommitteeswillbemeetingbyconferencecallmonthlytocompletetheirmatrixesandwillattempttoscheduleacallofthefullcommitteearoundtheThanksgivingtimeframe.ChairmanChapmanthankedeveryoneinattendanceandthoseonthephone.
