activation of ESFs. ESFs may be selectively activated
for:
Stafford Act Emergency and
Major Disaster Declarations.
Non-Stafford Act incidents asspecified in Homeland SecurityPresidential Directive 5 (HSPD-5).
ESF deployment must be coordinated, even if under the agencys
own authority!
