The act of consolidating allows your agency an opportunity to review all assigned roles and responsibilities and ensure they are

correct, current, and consistent!

Let’s talk about WHO will do WHAT and HOW?

Emergency management ensures that agencies are aware of WHAT their roles and responsibilities are in the jurisdiction’s Emergency Operations Plan.

What about the WHO and the HOW?

Do your agency plans identify WHO (program, division, etc.) will conduct those roles and responsibilities and HOW they will be carried-out?

FEMA definitions are applicable to Federal agencies but we look to them for guidance, as needed

• Review the FEMA definition(s)

• Determine if it is appropriate for your agency o Does it fit? Make sense? In your lane?

• Revise accordingly o Ensure the correct coordinating

agency is included in the definition

o Ensure the definition is within the authority of your agency

FEMA In coordination with ESF #11, may task HHS components and request assistance from other ESF #8 partner organizations to ensure the safety, security, and defense of federally regulated foods.

TEXAS DSHS In coordination with Texas Commission on Environmental Quality (TCEQ), Texas Animal Health Commission (TAHC), and Texas Department of Agriculture (TDA) ensure the safety and security for: o Meat o Dairy o Retail foods o Food served in shelters

Core Functional Area definition example: Food Safety, Security, and Defense

CFA Verb usage

DSHS has a primary or supporting role in the 17 Core Functional Areas from ESF 8. With regards to the usage of the verbs “Support”, “Conduct” or “Ensure” the DSHS definition of the 17 CFA’s have been adjusted to reflect the following roles:

• Support: This CFA is addressed by a local governmental entity or is addressed by a different ESF for which another state agency is the lead; DSHS provides technical assistance, subject matter expertise, equipment, supplies, and/or personnel to assist in performing actions.

• Conduct: DSHS is the lead agency responsible for the execution of the CFA operation and organizes actions; DSHS performs the response actions by committing DSHS resources.

• Ensure: DSHS is the lead agency responsible for the execution of the CFA operation; DSHS relies on a different state agency or external partner(s) to organize and perform the actions and provide required resources.
