Identify a standard set of operations and
tasks
5/25/2017 2017 Texas Emergency Management Conference 10
Identify Activities Assigned to Your Agency
• Emergency Management Agency • Executive leadership • Historical knowledge • State & Federal requirements
5/25/2017 2017 Texas Emergency Management Conference 12
DSHS Commissioner – Dr. John Hellerstedt Texas Governor - Greg Abbott
How do you know the emergency response roles
and responsibilities expected of your agency?
• Which ESF is assigned to your agency?
• Primary role vs support role
Where can you look for guidance?
Consolidate…be Correct & Current …be Consistent
5/25/2017 2017 Texas Emergency Management Conference 13
How many different types of
documents exist
that list emergency roles and
responsibilities
expected of your agency?
Consolidate…be Correct & Current …be Consistent
5/25/2017 2017 Texas Emergency Management Conference 14
Public Health and Medical roles and responsibilities
can be found in all of these documents…and more!
Other Guidance
5/25/2017 2017 Texas Emergency Management Conference 15
• FEMA updated all ESF Annexes in 2016
• Specific roles and responsibilities are outlined for each ESF
• ESF 8 roles and responsibilities are referred to as Core Functional Areas
Consolidate…be Correct & Current …be Consistent
5/25/2017 2017 Texas Emergency Management Conference 17
Public Health & Medical Roles and responsibilities
The act of consolidating allows your agency an opportunity to review all assigned roles and responsibilities and ensure they are
correct, current, and consistent!
Ex) Infectious vs. contagious and MOUs vs. MOAs
Let’s talk about WHO will do WHAT and HOW?
Emergency management ensures that agencies are aware of WHAT their roles and responsibilities are in the jurisdiction’s Emergency Operations Plan.
What about the WHO and the HOW?
Do your agency plans identify WHO (program, division, etc.) will conduct those roles and responsibilities and HOW they will be carried-out?

Texa-fy the FEMA CFAs
Texa-fy???
FEMA definitions are applicable to Federal agencies but we look to them for guidance, as needed
• Review the FEMA definition(s)
• Determine if it is appropriate for your agency o Does it fit? Make sense? In your lane?
• Revise accordingly o Ensure the correct coordinating
agency is included in the definition
o Ensure the definition is within the authority of your agency
5/25/2017 2017 Texas Emergency Management Conference 22
FEMA vs Texas
FEMA In coordination with ESF #11, may task HHS components and request assistance from other ESF #8 partner organizations to ensure the safety, security, and defense of federally regulated foods.
5/25/2017 2017 Texas Emergency Management Conference 23
TEXAS DSHS In coordination with Texas Commission on Environmental Quality (TCEQ), Texas Animal Health Commission (TAHC), and Texas Department of Agriculture (TDA) ensure the safety and security for: o Meat o Dairy o Retail foods o Food served in shelters
Core Functional Area definition example: Food Safety, Security, and Defense
CFA Verb usage
DSHS has a primary or supporting role in the 17 Core Functional Areas from ESF 8. With regards to the usage of the verbs “Support”, “Conduct” or “Ensure” the DSHS definition of the 17 CFA’s have been adjusted to reflect the following roles:
• Support: This CFA is addressed by a local governmental entity or is addressed by a different ESF for which another state agency is the lead; DSHS provides technical assistance, subject matter expertise, equipment, supplies, and/or personnel to assist in performing actions.
• Conduct: DSHS is the lead agency responsible for the execution of the CFA operation and organizes actions; DSHS performs the response actions by committing DSHS resources.
• Ensure: DSHS is the lead agency responsible for the execution of the CFA operation; DSHS relies on a different state agency or external partner(s) to organize and perform the actions and provide required resources.
