INTRODUCTION  An emergency exists when there is unexpected situation resulting in fire, explosion, oil spillage, rescue requirements, floods, structural damage, serious injury death or any other act of God. All works at the affected site is to cease and the continuation of operations can only be carried out upon receiving the permission from the respective Senior Project Managers of  project Manager of the respective Packages. OBJECTIVES The objective of the Emergency Respond Plan is to ensure that all emergency situations which could arise in the Project Manager are properly reported and handle in a safe, efficient and effective manner. TYPES OF EMERGENCY MINOR EMERGENCY A situation where there is no danger to life and where risk of danger to the environment and / or property is minimal. SERIOUS EMERGENCY A situation where there is a danger to life and the risk of damaged to environment and / or  property which is within the control capability and resou rces of Emergency Response Team. MAJOR OF EMERGENCY Where a situation exists or may develop, which is beyond the capability of existing resources, and where special equipments are required to control and expert action from the government agencies and / or other resources are required. ACTIVATION OF EMERGENCY Project Manager is the Emergency Commander and will determine whether the assistance of external service, Fire and Rescue Department, Ambulance, Police or others is required.

TYPES OF EMERGENCY

MINOR EMERGENCY

A situation where there is no danger to life and where risk of danger to the environment and /

or property is minimal.

SERIOUS EMERGENCY 

A situation where there is a danger to life and the risk of damaged to environment and / or

 property which is within the control capability and resources of Emergency Response Team.

MAJOR OF EMERGENCY

Where a situation exists or may develop, which is beyond the capability of existing resources,

and where special equipments are required to control and expert action from the government

agencies and / or other resources are required.

ACTIVATION OF EMERGENCY

Project Manager is the Emergency Commander and will determine whether the assistance of

external service, Fire and Rescue Department, Ambulance, Police or others is required.

EMERGENCY RESPOND TEAM (ERT)

Emergency Commander (EC)

The Emergency Commander has the overall responsibility during an emergency to direct his

staff and taking all the necessary precautions to prevent recurrence of the incident.

His duties and responsibilities are to:

1.  Direct the staff of the Emergency Control Center.

2.  To initiate the Emergency Respond Plan procedure.

3.  Liaise closely with client.

4.  Report the emergency in a timely manner to the management and to client.

5.  Make an “all clear” announcement after confirming that the area is safe. 

6.  Coordinate with the Safety and Health Committee by providing informational, direct

and control on emergency situation.

EMERGENCY CONTROL CENTER (ECC)

It is manned by the Duty Manager appointed from the Construction Manager, Planning

Manager and Project Manager and assisted by the supporting staff.

The Emergency Control Center is responsible for:

1.  Managing all administrative affairs during an emergency.

2.  Providing the necessary transportation and communication facilities.

3.  Recording emergency events and the actions taken in a sequential manner.

4.  Assist the Emergency Commander in directing the emergency teams.

5.  Assist the Safety and Health Committee by providing communication and safety

facilities.

6.  To collect attendance list of workers and report any missing person to the

Emergency Commander.

FIRE FIGHTING / RESCUE TEAM

The Fire Fighting / Rescue Team is headed by Safety and Health Officer and responsible for:

1.  Preparing necessary medical equipment at the office.

2.  Ensuring the First Aid is administered on the injured person.

3.  Contacting the hospital to give information on the pending arrival of injured person.

4.  Investigating and make accident report.

5.  Ensuring that sufficient manpower and equipment are available during rescue

operation.

6.  Coordinating with the Fire and Rescued Brigade in extinguishing the fire.

7.  Marketing necessary arrangement for additional manpower and firefighting

equipment when necessary.

SECTION HEAD / SUPERVISOR

When informed of the emergency situation, the Section Head / Supervisor should take the

following actions:

1.  Direct his personnel to cease (Stop) work.

2. 

Ensure all engines, electrical equipments and apparatus are switch off.3.  Remove or isolate all compressed gas and oxygen cylinders in affected area.

4.  Direct his personnel to report at the designated Assembly Area and make head count.

5.  Report to the Project Manager or person in charge of the situation for further

instructions.

WORKER  

Upon activation of the emergency situation, all personnel shall immediately:

1.  Cease (Stop) work.

2.  Switch off all engines, electrical equipments and apparatus.

3.  Stop all hot / cold works.

4.  Remove or isolate all compressed gas and oxygen cylinders in affected area.

5.  Clear all vehicles and equipment on all access roads.

6.  Personnel working at height and inside vessels, tanks, excavations, building, etc.,

shall get down or out ground level.7.  Report to the Assembly Area for further instructions.

IDENTIFICATION OF THE PROBABLE EMERGENCY SCENARIO

In the ERP framework, all probable emergency scenarios at the proposed project have need to

list. A specified form could be designed in order to record each hazard level together with its

consequences.

MITIGATING STRATERGY 

Once the probable emergency scenarios have been identified, the next step is to develop the

mitigating strategies for each probable scenario. Examples of the general mitigating strategies

for the probable emergency FIRE, WASTE SPILLAGE, FLOODS AND LEAKAGE PIPE

are as below:

FIRE

1.  For a small fire, attempt to extinguish the fire using firefighting equipment.

2.  Report the fire incident to the emergency supervisor or Safety Officer.

3.  For a big fire, activate the alarm systems and contact local fire bridge.

4.  All personnel must assemble at designated assembly point.

SPILLAGE OF WASTE

1.  Locate / install warning sign where appropriate.

2.  Rope and barricade if necessary, to isolate spillage area.

3.  Collect waste and apply absorbent to any trace fluid.

4.  Clean spill area and leave for several minutes.

FLOODS 

If possible, employ an excavator on the site to remove any blockages or choked points in the

drainage system.

LEAKAGE OF LEACHATE PIPE

1.  Identify the incident and the location.

2.  Barricade / caution the area.

3.  Inform EMERGENCY CONTROL CENTER (ECC) immediately.

4.  Search the causalities (if any).

5.  Call for competent first-aider to assist.

6.  Arranging plant and machinery.

7.  After that, the safety officer will be responsible for accident report and estimation of

the total loss has occurred.

EMERGENCY RESPONSE PLAN IMPLEMENTATION

Emergency Response Plan implementation is to integrate the ERP into company operations,

training employees and evaluating the plan.
