Emergency Preparedness: First Steps Visually check to see if buddy or class next door exits the building. Teachers assigned to the Emergency Assembly Area will assume responsibility for their buddy classes. All teachers make sure their classes have been removed to the Emergency Assembly Area before reporting to their team assignment areas.

1. When leaving classroom, visually check to see if buddy or neighboring class exits the building. Take your backpack and lead your class to the Emergency Assembly Area.

2. Assemble in Fire Drill Formation. Take roll. Have the student at the front of the line hold up the green card if all students are accounted for, and the flipside of the red clipboard if there is a child missing or down. Affix labels to students. Affix labels of the injured, missing or absent students in the proper box on the Student Report Form. If a child is missing or down, affix that child’s label on the red card; Give the form(s) immediately to a sixth grade runner or support staff to deliver to the Incident Manager.

3. Report to your assigned area. Those assigned to Assembly Area assume responsibility for all students. Cover grade levels that need more adult supervision.

If you have an injured student, give your backpack to a student in your class. Tell the nearest teacher: “I have a student down in Room ______. Take my students to the Emergency Area and tell the Incident Manager.” Go to the injured student, check Lifesavers (airway, bleeding, shock); perform CPR if necessary; stabilize if possible. Affix the child’s label. Leave the student and go directly to your class in the Emergency Assembly Area. Call out for all to hear, “Child down in Room____”

OPERATIONS I. Command Center Incident Commander (has radio)

1. Initiates school site emergency plans. 2. Inspects pupils/site to determine immediate needs. 3. Communicates with team supervisors and office manager. 4. Reports condition of pupils/site(s) to the Asst Supt, Instr. Services 5. Advises Supt. if removal of pupils to alternate site is necessary.

Incident Manager (has office and district radio)

1. Mans the phones and/or emergency communications equipment. 2. Readies pupil records for removal. 3. Initiates emergency calls. 5. Keeps logs of activities and written reports. 6. Secures all pupil records.

II. Search & Rescue/Damage & Safety Assessment Team

Supervisor: 1. Reports to Incident Commander regarding safety hazards and safe areas 2. Relays/receives messages to/from Team 3. Determines if additional help is needed. 4. Communicates with outside emergency assistance. 5. Assigns staff to new areas as needed. 6. Keeps log-times, volunteers, equipment usage Team Members: 1. Report to Preparedness Container; get hard hats and Search and Rescue bags. 2. Search for trapped or injured persons as directed. Conduct site sweep. 3. Assist in rescue and helps transport victims. 4. Notify First Aid of need for pickup of injured students. 5. Check for fire, gas and water leaks, electrical hazards and structural damage. 6. Put out fires, if necessary, with classroom extinguishers 7. Mark areas as safe or unsafe with duct tape; mark doors with duct tape. 8. Survey and report all damage to the S & R Supervisor. Report safety hazards

and safe areas to S&R Supervisor 9. Determine safest routes through campus. 10. Assist as needed with injured students/staff.

III. Emergency Assembly Area Team

Supervisor: 1. Receives/relays messages. 2. Designates runners between assembly area and parent unification area Emergency Area Team Members: 1. Affix labels, complete Student Report Form, and get form to Incident

Manager. 2. Comfort students; tend to small cuts and bruises; supervise games or

activities.

IV. First Aid/Triage Team Supervisor: 1. Reports physical condition of pupils/personnel to Incident Commander. 2. Determines need for additional medical help, including hospitalization 3. Keeps a written record of injury/time of treatment and names of those

treated 4. Has whole school listing.

First Aid Team Members: 1. Set up a triage and first aid station for the care of injured pupils/personnel. 2. Takes direction from the school nurse if she is on-site. 3. Reports physical condition of pupils/personnel to Supervisor. 4. Has whole school listing. 5. Arranges for pickup of injured students.

V. Parent Communication/Reunification Team (has radio)

Supervisor: 1. Relays/receives messages; sends runners to Emergency Assembly Area 2. Designates student escort to pick up students to be released to parents or

other designee on Emergency Card. 3. Reports to the Incident Commander. 4. Records times of releases and parent contacts in log.

All Staff: 1. Direct pupils to carry out emergency actions. 2. Render immediate first aid. 3. Assist buddy teacher/other teachers as needed. 4. Restore order. 5. Report condition of pupils/site to the team leaders/Incident Commander. 6. Keep track of children as they are released. 7. Supervise children at all times until instructed by Incident Commander.

General Procedures BP 2500

Fire ! At the sound of the alarm, students line up at the door and proceed in an

orderly, quiet fashion to a predetermined location, as indicated in the site plans. Students are to remain at this location under the supervision of their teachers until further instructions (911 should be called)

! Teachers ensure that all students evacuate the building safely. Earthquakes Students Inside Building;

! The teacher, or other person of authority, implements the action by saying, “DROP, COVER AND HOLD.” Students and others in the room immediately drop to their knees under furniture with backs to the windows, if possible. One hand should be used to hold the desk legs in order to keep the furniture from shifting. Students remain in one of these positions until the teacher gives the next instruction.

Students Outside Buildings: ! At the first sign of a tremor, students and personnel must move away

from the buildings, trees, and utility wires to the grade level designated areas.

! Teachers join their students as soon as possible to take roll and then to report to their designated areas to complete their tasks

! After the tremor stops and there is no danger from falling objects, the teacher moves children from any room hazards, e.g., windows, heavy, suspended light fixtures, and bookcases. As soon as possible, teacher assesses the state of the students.

Students on School Buses: When children are on the school bus and an earthquake occurs, the following actions will be taken:

! The bus driver: ! Pulls to side of road away from any buildings, if possible, and issues

command, “DROP, COVER AND HOLD.” Students take protective position described under “Students Inside Buildings.”

! Sets brakes and turns off ignition. ! Waits until the earthquake is over. ! Contacts the Director of Maintenance, Operations and Transportation.

Bomb Threats 1. Evacuates buildings according to fire drill plans 2. The principal contacts the Assistant Superintendent for Instructional

Services and the Sheriff’s Department. 3. Selected school personnel and law enforcement officers inspect the school

site.

Explosion: Follow procedures for earthquakes. Nuclear Attack: Follow procedures outlined under “Earthquakes” with the exception of leaving the building. If buildings remain intact, remain inside until further directions are given. It is important to remain in a protective position through both the explosion, heat wave (5-15 seconds after the explosion) and blast wave (15-60 seconds after the !explosion). Chemical Accidents: Warning of a chemical accident is usually received from the fire or police department or from civil defense authorities when such accidents occur sufficiently near a school to be a threat to student and personal safety. Faced with a chemical release or spill which may issue from any one of several potential sources,—i.e. a train, a tanker truck, an airplane, a pipeline break, an industrial enterprise, or from any other source not named here,—the principal, principal designee, or disaster team leader, will make the decision for confinement of the students and adults by closing windows and doors and closing off air intake to heater system. All students and staff should stay inside until the situation or conditions warrant other action. This procedure especially pertains to a possible hydrogen sulfide gas or other emergency at the Venoco plant! In order to make the decision for confinement or evacuation, the principal, principal designee or disaster team leader will carefully assess the situation taking into account any available information regarding the nature of the spill or release, the type of chemical involved, its toxicity, volatility, flammability, explosive potential, proximity of the release or spill to the school site, the volume of the chemical release or spill, weather conditions, (particularly wind conditions and direction), temperature, or any other related factor(s) which may affect the level of danger to the school children or personnel. Information provided by any relevant Federal, State, County or City Office or agency, or District school officials, when available, will be utilized in making the above-mentioned decisions. Lockdown/Violence Response Procedures and Drill: Intercom system begins the drill. Principal or designee announces "This is an emergency lock-down drill, lock all doors, staff and students duck and cover". All windows and internal doors must be closed. Turn off all lights. After several minutes, students and staff are secure in a "duck and cover" position, the principal will verbally clear the drill and everyone will resume normal activities. Principal will release everyone from the drill after clearance from police officers. Violence Response Procedure : In the event of a threatening situation (i.e., gun fire, threatening an individual, notification to staff or student of the presence of danger, hostage attempts, etc.), the following steps will be taken: 2. School employee will notify the site principal or designee immediately 3. The principal/designee will use "lock-down" alarm system if deemed

appropriate. 4. The principal/designee will immediately notify Sheriff Dept./Fire………………………….911 Superintendent of District………………..200X201 (Bill Banning) Emergency Services Coordinator………200X220 (Margaret Saleh)

5. The principal/designee will keep all staff and students in "lock-down" position until sheriff's department personnel arrive. Lock-down position includes; a. All doors to classrooms, administrative buildings, labs, etc., are locked.

b. All personnel and students will maintain a "duck/cover" position under or beside a desk or table away from windows and doors.

5. Maintain this position until law enforcement arrives to take command. Law enforcement will make all decisions including but not limited to: a. Evacuation. b. Maintenance of duck/cover position. c. Communication with possible hostiles. d. Communication with media, district office, etc. Severe Windstorm: Warning of a windstorm is usually received via radio, television or civil defense officials. If time permits, parents may be contacted and children sent home or picked up at school. However, if high winds develop without sufficient warning: 1. Assemble students in buildings, against an inside wall. 2. Close doors and blinds. 3. Teachers must account for all pupils by taking roll. Fallen Aircraft : The principal determines the emergency action to be taken. Students and staff keep a safe distance from the aircraft. Teachers account for all students by taking roll. Flooding: Warning of flooding is usually received via radio, T.V. or other public agency. If flash flooding or creek overflow occur, stay indoors until released by an official agency (i.e. fire or police department personnel). Emergencies on the way TO and FROM School: Instruct students to follow protective procedures outlined under specific emergencies with regard to protective position and safety precautions. If students are on their way to school, they should continue to school; if going home, continue home. All Emergencies 1. Use common sense. Remain Calm. Remember that the safety and well being of pupils is the first priority. 2. Use extreme caution when entering or leaving buildings. 3. Do not light candles, matches, cigarettes, etc., since there may be leaking gas lines or flammable material present. 4. If the odor of gas is present, report this immediately to the person of authority. 5. Keep pupils away from fallen or damaged electrical wires. 6. Turn on the radio to get official emergency information. 7. Use the telephone only to report emergencies. Leave lines clear for emergency operations. School Process for Release of Student Custody 1. Adults collecting students go directly to the office to be directed to the location of their child(ren). 2. The teacher records the name of the adult to whom the child(ren) are released, using the School Emergency List.

EVACUATION From Class: The teacher moves children from any room hazards, e.g., windows, heavy, suspended light fixtures, and bookcases. As soon as possible, teacher assesses the state of the students. If there are no injuries, teacher collects emergency backpack with student labels and emergency cards and supervises the orderly removal of students from the building to the designated evacuation area: edge of the first basketball court at the west end of the playground. If there are injuries, teacher gives backpack to student and calls out to buddy teacher to escort uninjured students to assembly area, then performs triage on those injured, using LIFE SAVERS (see appendix ___) to determine condition before leaving the room. Teacher affixes label to the student, then reports injuries to a Search and Rescue team member or to the Incident Manager. ! Teachers account for all students by handing out labels and taking roll. ! After roll calls have been taken, any missing or injured student’s label must be affixed to the proper box on the Student Report Form; teachers turn in Student Report Form to Incident Manager; teachers then report to assigned areas to carry out respective tasks. Search and Rescue Sweeps: Team goes first to locations identified as having injured or missing children or adults, then conducts interior search. When search is complete and all non-victims removed, mark doors with duct tape to make a cross. Write information on the door according to what is inside.

TASKS - BUDDY TEACHERS

1. Take roll. Indicate injured or missing students on Student Form. The teacher or the buddy teacher takes the form directly to the Incident Manager.

2. When leaving classroom, visually check to see if buddy or class

next door exit the building. 3. Teachers assigned to the Emergency Assembly Area should

assume responsibility for their buddy classes. 4. All teachers should make sure their classes have been removed

to the Emergency Assembly Area before reporting to their team assignment areas.

5. Forms are sent directly to the Command Center by a 5th or 6th

grade runner or support staff.

Tsunami Plan for Ellwood Elementary School As Ellwood school is situated on the bluff side of the 101 freeway, in the event of a Tsunami warning and evacuation, we will evacuated students, faculty and staff to higher ground. The higher ground evacuation zone will be Brandon Elementary School on the western side of the 101 Freeway. We will evacuate students to the front parking lot and walk across the Winchester Canyon Bridge, over the 101 Freeway and then proceed south to Brandon School. In order to facilitate the orderly movement of students, we will have a buddy/partnering system. For example, Kinder students will hold hands with a 4th grade buddy, with the 4th grade teacher at the head of the line, and Kinder teacher at the end. Partnering will be as follows, K-4, 1st, 5th, 2nd-6th, and 3rd will partner with other 3rd. Once all students arrive at the evacuation site, we will release students to parents, as from any other emergency situation.
