Emergency Lowering Guidance

IntroductionAt Nationwide Platforms, safety is our primary concern in all of our areas of operation.

To help protect your welfare at every height, we’ve created this guide to help familiarise you and your employees with the procedures which could be critical in an emergency.

Please share this guidance with your colleagues and those involved with working at height using powered access platforms.

Remember, we’ll also be updating this document with our latest models over the coming months. If you want to receive updates on when we’ve made updates, simply fill out the contact form on the Emergency Lowering Guidance web page, and we’ll send you an email update with the latest version.

Accessing this emergency descent guidance through “Quick Response” (QR) codes

Throughout 2012 and 2013 we’ll be making our emergency descent guidance available for download directly from the base of most of our platforms. This will be in addition to providing printed and online copies as standard.

Our graphic below explains how you can use any internet enabled phone or tablet fitted with a camera to view and download emergency descent guidance from any of our platforms which have been fitted with a QR code sticker.

Check beneath platform for obstructions

Locate the Emergency Lowering Valve at the side of the machine base. Depress and turn knob counter clockwise 90 degrees and release.

The knob should stop and then click out slightly. The machine should then begin to lower itself. Stand clear of the machine until it is fully lowered.

Warning: do not hold onto or place any part of the body beneath the unsupported platform for risk of injury.

Before attempting to lower platform:

• It is imperative that an inspection be carried out to ensure the lowering of the platform is not hindered by obstructions such as steel work, pipes, cables, etc. It may be necessary to retract the extension deck prior to lowering.

• If the operator has been incapacitated ensure they will not be put in additional danger by lowering of the platform. Remember that completing a rescue in 4-6 minutes may be critical.

• If unsure seek help (it may be necessary to carry out a mid air rescue).

• Carefully plan each action before starting to lower the platform.

(Note: the machine will not lift following the emergency lowering procedure until the Emergency Lowering Valve has been reset)

Check beneath platform and extension deck (if fitted) for obstructions.

Pull the Emergency Lowering Valve at the side of the machine base and hold.

Continue to hold until the platform is fully lowered then release.

Lowering the platform using emergency lowering handle: If the platform emergency stop is in it will be necessary to lower the platform using the Emergency Lowering Handle.

Check for any obstructions.

Pull the red Emergency Lowering Handle located at the machine base depending on the model (the descent alarm will not sound but you will hear a hissing sound as the oil flows back through the system).

Lower the platform until it is approximately 7 ft (2.1m) from

the ground and release the Emergency Lowering Handle to stop the descent.

Check for obstructions in scissor pack and that no one is standing under the extension deck if extended.

Pull Emergency Lowering Handle to lower platform fully.

Warning: do not hold onto or place any part of the body through the scissor pack due to crushing risk.

Operate and the Hold Function Switch in downwards position. (The descent alarm should sound while the platform is lowering.)

The platform should lower until it is 7 ft (2.1m) from the ground and then stop.

Release Function Switch and check for obstructions in scissor pack and that no one is standing under the extension deck if extended.

Operate and hold Function Switch in downwards position until platform is fully lowered.

Pull and hold the red Emergency Lowering Handle located at the right hand side of the machine base. (The descent alarm will not sound but you should hear a hissing sound as the oil flows back through the system).

Lower the platform until it is approximately 7 ft (2.1m) from the ground and release Emergency Lowering Handle to stop the descent.

Check for obstructions in scissor pack and that no one is standing under the extension deck if extended.

Pull and hold Emergency Lowering Handle to lower platform fully.

Warning: do not hold onto or place any part of the body through the scissor pack due to crushing risk. If the access to the emergency lowering handle is obstructed it will not be possible to lower the platform.

Operate and hold Function Switch in downwards position. (The descent alarm should sound while the platform is lowering.)

Release Function Switch and check for obstructions in scissor pack and that no one is standing under the extension deck if extended.

Operate and hold Function Switch in downwards position until platform fully lowered.

Pull and hold the Emergency Lowering Handle to lower platform fully.

Locate the Holding Valve Override Knob at the base of the lift cylinder. Depress and turn knob counter clockwise. The knob should stop and then click out slightly.

Pull and hold the Emergency Lowering Valve located at the left hand side of the machine base (you should hear a hissing sound as the oil flows back through the system).

Lower the platform until it is approximately 7 ft (2.1m) from the ground and release lowering valve to stop the descent.

Check for obstructions in scissor pack and that no one is standing under the extension deck if extended.

Pull and hold Emergency Lowering Valve to lower platform fully (note: the scissor will not lift following the emergency lowering procedure until the override knob has been reset).

Turn Key Switch fully clockwise to “Base” position and hold.

Pull out or twist Emergency Stop.

Operate and hold Function Switch in downwards position.

The platform should lower until it is 7 ft (2.1m) from the ground and then stop (an alarm should sound during lowering).

Release Function Switch and check for obstructions in scissor pack and that no one is standing under the extension deck if extended.

Turn Key Switch fully clockwise to “Base” position and hold.

Operate and hold Function Switch in downwards position until platform fully lowered.

Check for any obstructions

Locate the Holding Valve Override Knobs at the base of each lift cylinder.

The machine will have 2 lift cylinders and an access rod should be located on the base to access the upper cylinder.

Using the access rod, depress and turn the knob on the upper cylinder counter clockwise. The knob should stop and then click out slightly.

Depress and turn the knob on the lower cylinder counter clockwise. The knob should stop and then click out slightly.

Pull and hold the Lowering Valve located at the side of the machine base (you should hear a hissing sound as the oil flows back through the system).

Lower the platform until it is approximately 7 ft (2.1m) from the ground and release Lowering Valve to stop the descent.

Check for obstructions in scissor pack and that no one is standing under the extension deck if extended.

Pull and hold the Lowering Valve to lower platform fully (note: the scissor will not lift following the emergency lowering pro-cedure until the override knobs have been reset).

D If there are obstructions or if the operator is trapped:

In the case where the boom cannot be directly lowered due to obstructions, or if the operator is trapped it is necessary to use the Auxiliary Power function until the boom is clear. This will give the rescuer more precise control of each function. Once all obstructions have been cleared normal operation of the boom using the engine should be resumed.

Check for any obstructions.

Switch the key switch fully clockwise to “Base” position. Pull out or twist the Emergency Stop. Operate and hold the Auxiliary Power Switch while simultaneously operating and holding the required Boom Function Switch(an alarm should sound to indicate boom is being lowered).

Once the boom is clear of obstructions release the Auxiliary Power Switch and Boom Function Switch. Operate and hold the Function Enable Switch to fast speed (denoted by Hare symbol).

Operate and hold the desired Boom Function Switch (an alarm should sound to indicate boom is being lowered).

If there are no obstructions and the electrics are functional: In order of preference, always attempt C before attempting DC

If the electrics fail:

Check for any obstructions.

Open the side panel at the base of the machine near the base controls.

Insert the jack handle into the hand pump (this should be clipped to the base of the machine, just near the hand pump).

Turn the knob on the valve body to select the desired boom section (clockwise selects the Primary Boom and anti-clockwise selects the Secondary Boom).

Pump the handle in an up and down motion until the boom is fully lowered.

(If there is a need to manually operate the slew function this may be done by attaching a spanner to the nut on slew box and turning it in the desired direction).

In the case of an electrical breakdown it may be necessary to lower the boom using the manual lowering system.

Pull out or twist Emergency Stop.

If the electrics are functional:In order of preference, always attempt C before attempting DC

If the electrics fail:

Check for any obstructions.

Open the side panel at the base of the machine near the base controls.

Insert the jack handle into the hand pump. (This should be clipped to the base of the machine, just near the hand pump.)

Turn the knob on the valve body to select the desired boom section. (Clockwise selects the Primary Boom and anti-clockwise selects the Secondary Boom.)

Pump the handle in an up and down motion until the boom is fully lowered.

(If there is a need to manually operate the slew function this may be done by attaching a spanner to the nut on slew box and turning it in the desired direction.)

In the case of an electrical breakdown it may be necessary to lower the boom using the manual lowering system.

Check for any obstructions.

Switch the Key Switch fully clockwise to “Base” position and hold.

Pull out or twist Emergency Stop.

Operate and hold desired Boom Function Switch (an alarm should sound to indicate boom is being lowered).

Once the machine is lowered isolate and tag the machine and report the fault immediately.

Before attempting to operate any boom functions:

• Itisimperativethataninspectionbecarriedouttoensurethe lowering of the boom is not hindered by obstructions such as steel work, pipes, cables, etc.

• Iftheoperatorinthecagehasbeenincapacitatedensurethey will not be put in additional danger by operation of the platform. Remember that completing a rescue in 4-6 minutes may be critical.

• Ifunsureseekhelp(itmaybenecessarytocarryoutamidair rescue).

• Carefullyplaneachactionbeforestartingtolowertheplatform.

You should not operate this Mobile Elevating Work Platform (MEWP) unless you are suitably trained and fully familiarised with its operation and the emergency procedures set out in the manufacturer’s manual. Operating plant necessarily involves risk of injury to the person.

If there is a machine breakdown or if the operator becomes incapacitated it may be necessary to perform an emergency rescue from the ground. Emergency rescues must be rehearsed routinely.

If there are no obstructions and the engine is functional: In order of preference, always attempt C before attempting D

Checkforanyobstructions.

Switch the Key Switch fully clockwise to “Base” position.

Pull Emergency Stop button out.

Iftheenginehasbeenidleforsometimeitmaybe necessary to use the “heater plug” function button, to do this hold the button down for 10 seconds

Start engine using Start button.

Operate and hold Function button to high engine speed(denotedbyharesymbol).Operate and hold desiredBoomFunctionbutton(analarmshouldsound to indicate boom is being lowered).

Intheeventofthecageoverloadbeingactivated,the engine will not continue to run, use the auxiliary function to lower the boom as described in the next section of the plan.

D In the case of engine failure, obstructions or trapped operator:

In the case where the boom cannot be directly lowered or if the operator is trapped, it is necessary to use the Auxiliary Power Function until the boom is clear. This will give the rescuer more precise control of each function. Once all obstructions have been cleared normal operation of the boom using the engine should be resumed.

Checkforanyobstructions.

IftheengineisstillrunningpushtheEmergencyStop button in to switch the machine off. Switch the key switch to “base” position. Pull out or twist Emergency Stop. Operate and hold the Auxiliary Power button while simultaneously operating and holding the required Boom Function button. (analarmshouldsoundtoindicateboomisbeinglowered). Once the boom is clear of obstructions start the engine using the Start button. Operate and hold the fast speed Function Enable button(denotedbyharesymbol). Operate and hold desired Boom Function button (analarmshouldsoundtoindicateboomisbeinglowered).

Turntheengineoff.

Select the ground position with the ground control switch.

Remove the key and locate the bypass/recovery switch on the ground control panel, once located insert the key into the bypass/recovery key switch.

TurnthekeyswitchtotheP22position.

Using the emergency power button and the platform level function on the ground control level the platform.

Turnthebypass/recoverykeyswitchtotherunpositionandreturnthekey to the ground control key switch.

Push in and then pull out the emergency stop button.

IftheP22codeisstilldisplayedontheLCDscreenlowertheboomsections using the Auxiliary power button whilst simultaneously pressing the desired function button to operate the boom sections.

Once the machine is lowered isolate and tag the machine and report the fault immediately.
