Health care fraud continues to be a top priority for the Department of Justice. Nationwide there are nine MedicareFraud Strike Forces using data analysis techniques to uncover fraud. This program will discuss the types of activitiesby home health and hospice providers that the DOJ is focusing upon and will provide steps a provider can take to re-duce the risk that it will become a target. Finally, it will discuss steps that a provider can take in the event it finds thatit is the target of a DOJ investigation. Better Today Than Yesterday? Will You Survive Tomorrow?

Medical review of documentation is getting much more sophisticated! Documentation is the government’s favorite wayto stop payments. More than five audit entities work diligently to get results, leaving providers exhausted, worried, andfinancially drained. Just as agencies felt they had made progress on documentation and appeal processes, CMS and Con-gress are raving over stories of billions of dollars recovered by CERTs, MACs, ZPICs, SMRCs, and RACs. The “more is bet-ter” philosophy continues to drive the audit process. The evidence also shows that CMS and contractors will fightoverturning of denials all the way to ALJ hearings when these begin again. “Position Papers,” successfully introduced byone of the ZPICs at the ALJ, are now part of the arsenal that other Contractors may use at future hearings. CMS is nowtraining auditors how to defend at the ALJ process!

This presentation is aimed at forward thinking home health administrators, directors, therapists, and clinicianswho will handle home health documentation reviews in the future. The CMS improper payment philosophy will be cov-ered as well as how CMS is using contractors to design new ways to meet the objectives. CERT, RAC, and MAC findingswill be reviewed. Attendees will learn of the auditors’ changes in focus over the past two years, specific areas of denial,and tips and tools to educate and track performance in high risk areas. Finally, attendees will receive a step-by-step ap-peal process that starts the battle before a denial can be assessed. Lack of in-formation can lead to errors or omissions in treatment, resulting in readmissions to the hospital or long-term care facil-ity as well as additional costs to the current and future payment models.This program will give you insights on past and current federal legislation developed to foster the communication amongproviders regardless of their individual preference for an EMR system, how most state Health Information Exchanges areorganized and funded, as well as resources available to effective take advantage of this technology today. Healthcare’s Future - Not Just Closer to Home – But Care at Home

“To deliver transformational healthcare, we need to move beyond the current model of traditional settings, and acknowl-edge that for many sick, mainly older people, the home is where they need to be treated and where they feel safe.” AKPMG executive expressed the organization’s view of care at home at a recent international event.

Legacy health systems recognize that the traditional acute care model is fading, they must make the leap to care at homeand in the community.

Maureen Spivack, Managing Director and co-Head of the Healthcare Group at KPMG Corporate Finance LLC, draws onover 20 years of healthcare investment banking experience with providers and payers to discuss the current transforma-tion of our nation’s healthcare system. The industry is experiencing an unprecedented level of convergence. Healthcaresystems have been forced to seek out new approaches to better define their value and deliver care in the most cost effec-tive manner. Ms. Spivack will focus her remarks on how convergence along the care continuum is impacting and creatingopportunities for care at home and in the community. As President of Brainforest, he manages a diverse team of strategists and researchers ina rigorous process, delivering actionable intelligence that helps clients make informed business deci-sions.

Mary Ann Christopher, MSN, RN

Mary Ann has served as President and CEO of two large home care provider organizations, the VNA ofCentral Jersey and the VNS of New York City, which generates over a billion dollars a year. Ms. Christo-pher is Chair of the National Advisory Committee for the Robert Wood Johnson Foundation and a Regenton the board of Seton Hall University.

Don Cummins

In 1983, Don Cummins, a Registered Pharmacist, founded Cummins & Associates, a general businessbrokerage and M&A firm in Florida. Don’s organization has guided and overseen the sales of hundreds ofbusinesses. Don sold this business and joined a national merger and acquisition firm that specialized inthe sale of mid-market home care companies. In 2001, Don became the founder of Stoneridge Partners,which has provided advisory services for more than 140 transactions of mid-market home care agencies

and hospices. Don is a member of Merger & Acquisition Source, a professional association of mid-market intermedi-aries, an author and frequent speaker at national conferences.

Mike Deck

Leveraging over 15 years of experience in the implementation of point of care software for several homehealth agencies nationwide, Mike Deck is a project manager for Healthcare Synergy’s main EMR applica-tion. Understanding the differences between EMR and EHR and the need for data analysis in a post ACAarena, Mike’s Irish knack for storytelling along with a deep understanding of these issues facing homehealth and hospice providers allows him to explain the technical requirements and methodology in an informative and entertaining way.

Brian Ellsworth

Brian has more than 30 years of experience in health care financing, delivery, and policy from bothpayor and provider perspectives. He has worked at Optum (UnitedHealth Group) and as a policymakerin New York’s Medicaid program. His extensive provider experience includes positions at the AmericanHospital Association (AHA) and senior leadership roles at statewide associations of home health, hos-pice, and long-term care providers. At HDG, Mr. Ellsworth leads efforts to develop value-based payment

approaches for skilled nursing facilities and home- and community-based providers, including the development ofcontinuing care networks and analysis of bundled payment opportunities.

Brad Howard, JD

Brad is an attorney with Brown & Fortunato Law Firm. He specializes in employment and health carelaw with an emphasis on government investigations and litigation. He advises DME companies, pharma-cies, drug wholesalers, long-term care facilities, home health agencies, hospitals, physicians, and otherhealth care providers on employment and compliance matters and frequently represents them beforefederal and state agencies around the country. Brad earned his B.A. from Texas Tech University and re-ceived his law degree from The University of Texas School of Law.

Denise Leard, JD

Denise is a member of the Brown & Fortunato Law firm’s Health Care Group, and advises DME compa-nies, pharmacies, drug wholesalers, long-term care facilities, home health agencies, hospitals, physi-cians, and other health care providers throughout the United States. She has authored numerousarticles and is a frequent lecturer throughout the country. Denise earned her B.A. from the University ofWashington and received her law degree from the University of Oklahoma College of Law.

Joe Lynch

Joe has 25 years operational experience in health care. Stoneridge Partners looks to Joe’s expertise in fi-nance, regulatory compliance, human resources and business development. Joe began his career work-ing closely with corporate management to successfully grow OrNda Healthcorp’s (now Tenet’s) homehealth care presence. In 1997, he founded Reachout Home Care, a Medicare and private duty agency,where he served as co-owner and CEO. Joe steadily grew Reachout through acquisition and organic

growth into three companies in Dallas and Houston, with over 170 health care workers. In 2014, he sold his companyto Humana. Joe brings vast experience and a high degree of professionalism to Stoneridge Partners’ health care trans-actions.

Cheryl Meyer, MS, RN, PHCNS-BC

Cheryl is the President of the Illinois Homecare & Hospice Council and Director of Clinical Excellence forChicago based Advocate at Home where she is responsible for quality, risk management, patient safety,and compliance for the largest privately held home care company in Illinois. Cheryl has over 20 years ofexperience in the home care industry and enjoys strategic planning, research and advocacy in healthcare.

Tracey Moorhead

Tracey is President and Chief Executive Officer of the Visiting Nurse Associations of America (VNAA). Inthis role, she spearheads VNAA's strategic vision and growth in collaboration with the VNAA Board of Di-rectors. She effectively directs quality improvement programs, policy formulation and strategic advocacyactivities and represents the non-profit home health, hospice and health promotion community beforethe media, allied organizations and constituents, and Federal policy makers. Ms. Moorhead is recognized

as a leading health care advocate with considerable experience in public policy and coalition development and out-reach. She previously served as President and CEO of the Care Continuum Alliance, an industry organization advancingpopulation health management interventions through health and wellness promotion, disease management and carecoordination. Prior roles also include Executive Director of the Alliance to Improve Medicare (AIM), a bipartisan coali-tion advocating comprehensive Medicare improvements through the Medicare Modernization Act of 2003 and VicePresident, Government Relations for the Healthcare Leadership Council (HLC).

Bob Roth

Bob brings nearly 30 years experience in trade marketing, consumer products goods and the home careindustry to his role as Co-founder and Managing Director of OneOnOne. His marketing expertise has af-forded Bob the opportunity to speak at industry-wide conferences throughout the country, covering top-ics that include marketing, brand development and key influencer optimization. In addition, Bob is theManaging Partner and Co-Founder of Cypress HomeCare Solutions, one of the leading home care agen-cies in the Phoenix market.

Mark Sharp, CPA

Mark is a Partner with BKD’s National Health Care Group and serves as the firm-wide leader of BKD’sCenter of Excellence for Home Care and Hospice Services. He has more than 20 years of experience as-sisting home care & hospice providers with strategic planning, financial management, audits, account-ing, cost reports, operating budgets, agency start-up and mergers and acquisitions. As a nationallyrecognized consultant, Mark serves on the Home Care and Hospice Financial Managers Association’s Ad-

visory Board, and chairs its Payment and Reimbursement Committee. He frequently presents workshops on homecare & hospice topics at national and state home care conferences. He has authored many industry articles and is reg-ularly quoted in industry periodicals such as Eli’s Home Care Week, Hospital Home Health, and Home Health Line.

Jan Spears

Jan has more than 30 years of experience in home health administration including ownership of a multi-million dollar home care operation in Texas during the mid-1990‘s that was the first agency to integratethe OASIS assessment tool into home care practice as a demonstration site for CMS. She has authoredseveral publications including Home Health Agency — Policies and Procedures, “Care Guides for HomeHealth Practice under PPS”, and “Crosswalk for Compliance — An Effective Guide for Integrating OASIS

Elements to Clinical Documentation”. As a full time consultant for the past ten years, Mrs. Spears has successfullymerged clinical and financial strategies into successful operational plans for more than 300 providers in 25 states

Maureen Spivack

Maureen is a Managing Director and Co-Head of the Healthcare Group at KPMG Corporate Finance LLC.Ms. Spivack has over 20 years of experience executing strategic and financial transactions for publiclytraded, privately held, and not-for-profit healthcare companies. Prior to joining KPMG Corporate Fi-nance, Ms. Spivack held senior investment banking positions with Merrill Lynch, UBS, and Morgan Kee-gan, and was a Partner at Ernst & Young. Ms. Spivack has an MBA from The Wharton School at the

University of Pennsylvania, a MS in Healthcare Planning from the University of Pennsylvania, and started her health-care career as a Registered Nurse.

Karen Vance, OTR

Karen is a Senior Consultant with Baird Kurtz and Dobson of Springfield, MO. Karen has been an Occupa-tional Therapist for 25 years and has been in home care for 16 years. She brings clinical, operational, re-imbursement and compliance expertise to BKD’s home care clients. Prior to her stint at BKD, she saw afive provider Medicare-certified home care organization through OASIS & PPS implementation. Karenhas presented at NAHC, the American Occupational Therapy Association (AOTA), and many state and re-

gional associations. She has contributed to several publications on home care for AOTA. She is currently pursuing aninterdisciplinary doctorate in therapeutic science through the University of Kansas Medical Center, Kansas City,Kansas.

Jennifer Warfield RN, BSN, HCS-D, COS-C

As a homecare coding specialist, OASIS specialist and registered nurse with 30 years of clinical and man-agement experience, Jennifer is an informational ally for hundreds of home health agencies across thecountry. Well known as an ICD-9 and ICD-10 coding and OASIS expert, she frequently conducts onlineand on-site educational workshops and is a regular guest speaker at numerous home care conferencesthroughout the country.

Shuttle: Ground transportation is available from the Louis Armstrong International Airport located approximately

Parking: Valet parking is available at the Hyatt at the rate of $40+tax/per night. In addition to valet, there are also
