APEC EEMRA

• The APEC Electrical and Electronic Equipment Mutual Recognition Agreement (APEC EEMRA) is an APEC Pathfinder initiative.

• Pathfinder Initiatives enable Member Economies to pilot the implementation of cooperative initiatives prior to their being adopted by all APEC Member Economies.

• This means APEC Members Economies who want to move faster in specific areas can do so, stimulating progress towards the free trade and investment goals.

• The objective of this Arrangement is to facilitate trade in regulated electrical and electronic equipment

APEC EEMRA

• Member Economies that use a mandatory third party conformity assessment system as part of their regulatory framework are encouraged to use this arrangement for the mutual recognition of conformity assessment in order to reduce costs and delays of duplicative reviews by the importing Participating Member Economies.

• Participating Member Economies will recognise test reports and certificates of conformity issued by designated test facilities and conformity assessment bodies in the other Participating member Economies' in the same manner in which they recognise test reports and product certification issued by test facilities and conformity assessment bodies in their own economy.

APEC EEMRA

• The EEMRA consists of three main parts:– Part I: Information Exchange - deals with the scope,

general principles and administration of the Arrangement as a whole

– Part II: Mutual Recognition of Test Reports - sets out the general principles relating to the acceptance of test reports and mechanisms for participating in the Part

– Part III: Mutual Recognition of Certification - sets out the general principles for the mutual recognition of certificates of conformation and the mechanisms for participating in this Part.

IECEE

• Membership in the IECEE CB scheme is an Alternative under the APEC EEMRA (Clause 14.5)

• IEC system for Conformity Testing and Certification of Electrical Equipment (IECEE)

• International system for mutual acceptance of test reports and certificates dealing with the safety of electrical and electronic components, equipment and products

• It is a multilateral agreement among participating countries and certification organizations

• The scheme is essentially based on the use of international (IEC) standards.

IECEE• Currently there are 47 countries represented by member bodies and

National Certification Bodies participating in the scheme for one or more standards.

• 13 of the 21 member economies of APEC participate in the scheme, which is equivalent to Part II of the EEMRA

• 20 of the 27 member countries of the European Union participate in the scheme

• Operation of the CB scheme is fully in compliance with all of the ISO/IEC guides pertaining to Accreditation Bodies, Certification Bodies and Testing Laboratories

• Talks are taking place to ensure similar arrangement for product certification, between PAC and the Accreditation/Certification Body aspects of the IEC schemes

IECEE – FULL CERTIFICATION SCHEME

• A product certification scheme• Scheme is based on mutual recognition of the Conformity

Assessment Certificates issued by members as the basis for the certification of electrical products

• Members recognise the Manufacturer’s Quality System including the surveillance methods at the factories producing the Certified Products

• The CB-FCS scheme operates within the scope of the standards for electrical equipment accepted for use in the CB scheme.

• 5 of the 21 member economies of APEC participate in the scheme, which is equivalent to Part III of the EEMRA

• 8 of the 27 member countries of the European Union participate in the scheme

ROLE OF METROLOGY

• In the APEC region, there are two SRBs that deal with metrology, APLMF and APMP.

• The Asia Pacific Legal Metrology Forum (APLMF) is a grouping of legal metrology authorities in APEC economies and other economies on the Pacific Rim. Legal Metrology covers measuring apparatus used for measurements for legal purposes and originated from the need to ensure fair trade. Its main objectives are to ensure the correctness of measurement results used in official and commercial transactions and in workplace health and safety.

ROLE OF METROLOGY

• The Asia Pacific Metrology Program (APMP) is primarily responsible for developing international recognition of the measurement capabilities of the region’s national and territorial measurement laboratories. Two of its main objectives are to provide a forum for the exchange of information on measurement standards and capabilities, and to provide traceability of measurement through the calibration and comparison of national and territorial metrology standards.

ROLE OF ACCREDITATION

• One of the roles of PASC is to strengthen international standardization programmes of ISO and IEC.

• The role of standards for PAC is as follows:– ISO/IEC 17011: Conformity assessment -- General

requirements for accreditation bodies accrediting conformity assessment bodies for PAC to undertake the recognition of the equivalence of certificates issued by the certification bodies that are accredited by MLA Signatories.

– ISO/IEC 17021 Conformity assessment -- Requirements for bodies providing audit and certification of management systems

– ISO/IEC Guide 65 General requirements for bodies operating product certification systems

ROLE OF ACCREDITATION

The role of standards for APLAC is as follows:• Accreditation to ISO/IEC 17025 General requirements

for the competence of testing and calibration laboratories

when

• Accreditation process done in compliance with ISO/IEC 17011: Conformity assessment -- General requirements for accreditation bodies accrediting conformity assessment bodies

CONCLUSIONS

Practical inputs from the PASC in the area of electrical safety and the EEMRA are facilitation of trade in electrical and electronic equipment through –– strengthening international standardization programmes of ISO and IEC– improving the quality and capacity of standardization in economies of the

region– standards underpinning conformity assessment in relation to accreditation

bodies, bodies providing audit and certification of management systems, bodies operating product certification systems

– standards underpinning testing and calibration laboratories

– standards for safety of electrical and electronic components, equipment and products
