2. RESPONSIBILITIES 2.1 Environmental Management Representative The EMR shall review the suitability and effectiveness of the emergency procedures after each accident or emergency situation.

2.2 Function / Department Manager The Function / Departmental Manager shall prepare an Emergency Response Plan to minimize the likelihood of accidents and emergency situations. The Function / Departmental Manager shall ensure that all staff and contractors who work on site are aware of and familiar with the requirements of the emergency procedures. The Function / Departmental Manager shall arrange appropriate drills at various department / area and ensure that the requirements of the emergency procedures are communicated to all staff and are implemented. In case of emergency situations in the facility, the Function / Departmental Manager shall be informed and review the accident reports and remediation works taken by responsible staff.

2.3 Emergency Team When emergency incidents occur, the Emergency Team is responsible for the execution of the appropriate emergency procedures as advised by the EMR and/or Function / Departmental Manager.

2.4 Employee / Contractor All staff shall be familiar with the emergency procedures and follow them in case of accidents or emergency situations.

3. RISK ASSESMENT AND PLANNING The Contractor will perform an annual risk assessment that reviews a comprehensive range of threats, including natural disasters, hazardous materials, violence, and pandemic diseases. The risk assessment will identify the top hazards faced by Site and those that could result in a significant loss of life.

The level of emergency response and management can occur with varying degrees of severity. The response classifications parallels the definitions used by the Emergency Management Agency. This facilitates a clear understanding of the severity of an emergency and necessary response by all potential respondents.

Level I response would have limited disruption of operations or services. There could be limited or no evacuation required. This small scale incident could be due to a small hazardous material spill that requires limited response from Safety and possibly Facilities Management (FM). It may or may not involve additional outside emergency response. Injury to faculty, students, staff and/or visitors would be possible.

Level II response would have intermediate disruption of operations or services. This could involve the evacuation of an entire floor or evacuation of an entire building due to a hazardous materials spill or fire. It would involve Safety and FM plus additional resources from local emergency response units. Injury to faculty, students, staff and/or visitors would be possible.

Level III response would involve a major, long term, or complete disruption of operations or services. This would require multiple buildings or the entire site to be evacuated. It would involve Safety, FM and multiple outside emergency response agencies. Injury to and/or death of faculty, students, staff and/or visitors would be likely.

4. HAZARDOUS MATERIALS If you work with hazardous materials you should be trained on the proper use and storage of hazardous materials. Your supervisor should review the proper procedures for preventing spills, and emergency procedures if a spill happens.

If the spill is not life threatening but you are not comfortable or properly trained to clean up the spill contact the Safety Officer. If you are properly trained and have the appropriate protective equipment to clean up the spill follow the proper clean up procedures. If you are not properly trained, and/or do not have the appropriate protective equipment, contact the Safety Officer. Contact the Safety Officer to manage the waste properly.

If the spill of hazardous material is possibly life threatening, evacuate the spill site, warn others to stay out of the area, and proceed to a safe location nearby. Contact the Safety Officer and the Facilities Manager. Post signs if necessary to stay out.

5. EMERGENCY PREPAREDNESS AND PREVENTING The Contractor is responsible for developing and providing all training required. Annual testing of the EPP will occur through the site. This will include either an annual Table Top Exercise or a full scale Simulation Exercise with agreed parties. Priority will be given to the top hazards faced including but not limited to fire, hazardous material, and bio-safety. These exercises help prepare HPL in the event of an actual emergency. Fire alarm drills/evacuation drills will occur annually for the sites. The ICS will be reviewed annually by the Contractor. Key personnel lists will be updated annually and their duties reviewed.

In the event of an emergency, the ANM will be notified. The Contractor will broadcast time-sensitive messages to staff, visitors, first responders, and others – wherever they are located.

Training on appropriate information sharing related to distressed or disturbed members of the site will be addressed the Contractor.

6. PROCEDURES The EMR, EMS Committee, and Function / Departmental Managers shall identify dangers, take proactive steps to prevent emergency incidents, and complete tasks in preparation for emergencies.

The EMR shall coordinate the preparation and maintenance of an Emergency Response Plan that contains all emergency procedures.

The EMR shall ensure the Function / Departmental Managers prepare an Emergency Response Plan relevant to their activities.

The Function / Departmental Managers shall familiarize and train their staff and Emergency Team members on the procedures described in the Emergency Response Plan.

The Function / Departmental Manager and involved staff shall identify the root causes and any preventive actions, report the accident by completing an Accident Report (Appendix 2) after each accident or emergency situation and submit the completed form to the EMR to review.

The Function / Departmental Manager shall ensure emergency drill and periodic testing of the procedures is conducted where practical and maintains the emergency drill summary report (Appendix 1) for the EMR to review.

The EMR together with Function / Departmental Managers shall review the suitability, adequacy and effectiveness of the emergency plan after each accident or emergency situation and revise the emergency plan as necessary.

The EMR shall maintain documentation on emergency response and preparedness, and emergency incidents for at least 3 years.
