2. WHEN ALL THE MECHANICAL SERVICES HAVE BEEN INSTALLED, COMPLETE
AND COMMISSIONED:
2.1. COMPLETE ALL REMAINING REMEDIAL WORK, INCLUDING PATCHING WORK,
FIRE STOPPING, CEILING INSTALLATIONS, PAINTING, ETC. UPON
COMPLETION OF MECHANICAL SERVICES.
2.2. COMPLETE AS-BUILTS, OPERATIONS & MAINTENANCE MANUALS AND TURN

Dear Ms. Aldcroft,
As requested, Fisher Environmental Ltd. (Fisher) has performed an assessment of the Toronto Fire
Station 345 building located at 1285 Dufferin Street, Toronto, Ontario (the “Site”). Fisher understands that
request to have the assessment performed is in anticipation of planned construction activities (backup
generator installation) at the Site. The purpose of the current survey was to identify Designated
Substances including sampling of materials suspected to contain asbestos and lead. The assessment
scope did not include the entirety of the subject building. Rather, the assessment was limited to locations
where construction activities are proposed (Electrical Room/ Utility Room and Building Exterior). The
fieldwork was conducted on June 10, 2016.
Asbestos-Containing Materials
A total of three (3) bulk samples of homogenous materials suspected to contain asbestos were collected
and submitted to Fisher Environmental Laboratories for Polarised Light Microscopy (PLM) analysis, as
outlined in NIOSH Method 9002. The results of PLM sample analysis are summarized in Table 1, below.

Ontario Regulation 278/05 (“O. Reg. 278/05”) defines an “asbestos-containing” material as that with an

A review of the most recent annual reassessment survey report for the Site indicated that vinyl floor tile 3,
9’’x9’’ Grey with White Streaks, was observed in Location 1-04, Storage Room and found to contain 0.5-
5% Chrysotile asbestos. Vinyl Floor tile, 12’x12’’ Olive with White Streaks was observed in the telephone
Room and also found to contain 0.5-5% Chrysotile asbestos.
Mechanical system insulation in the form of parging cement on pipe fittings was observed in the former
EMS Apparatus Bay, Storage Room, Boiler Room, and Hose Tower at the Site. This material was
sampled as part of the assessment conducted by ECOH in August, 2007. Parging cement was found to
contain 80%Chrysotile.
Mechanical system insulation in the form of cellulose on straight pipe was observed in the boiler room
and in the storage room at the Site. This material was sampled as part of the assessment conducted by
ECOH in August, 2007. Cellulose on straight pipe was found to contain 80%Chrysotile.
Mechanical system insulation in the form of Aircell on straight pipe was observed in the former EMS
Apparatus Bay, Storage Room, Electrical Room, and Hose Tower on the main floor of the Site. This
material was sampled as part of the assessment conducted by ECOH IN August, 2007. Aircell was found
to contain 80%Chrysotile.
All confirmed ACM at the Site were observed to be in Good condition and may be managed in place, as
outlined in O. Reg. 278/05. However, if work activities affecting these materials are planned, Fisher
recommends that all asbestos-containing materials must be removed from the Site in accordance with
Ministry of Labour (MOL) regulation 278/05 - Asbestos on Construction Projects and in Buildings and
Repair Operations, and be disposed of at a Ministry of Environment (MOE) licensed landfill in accordance
with Ontario Regulation 558/00 (amending O. Reg. 347, General – Waste Management).
Specifically, Fisher recommends the following:
Remove the asbestos-containing vinyl floor tiles at the Site using Type 1 procedures, as outlined
in O. Reg. 278/05. Please note that if the vinyl floor tiles would be disturbed by the use of power
tools during removal, abatement must be performed using Type 3 procedures;
Remove the asbestos-containing mechanical insulation in the form parging cement on pipe
fittings using Type 2 or Type 2 Glove Bag procedures, as outlined in O. Reg. 278/05; and
Remove the asbestos-containing mechanical insulation on the straight pipes using Type 2 or
Type 2 Glove Bag Operation, as outlined in O. Reg. 278/05.
The presence of ACM should be presumed in locations not accessed during the assessment. It is
possible that ACM is present at the Site that is not identified in this report. Should additional suspected
ACM not outlined in this report be discovered, it should be presumed as ACM until sample analysis
determines asbestos content. Due to the limited scope of work and the presence of solid building finishes
(i.e. plaster or drywall walls and ceilings etc.) in many locations throughout the Site, the full extent of
potential ACM may not be confirmed. Precautions should be taken when dismantling solid wall or ceiling
finishes, or any other building surfaces which may conceal potential ACM. Such precautions include, but
are not limited to, isolation measures and appropriate personal protective equipment.

Lead-Containing Paint
Materials expected to be impacted by planned construction activities and suspected to contain lead
included two visually distinct paint finish at the Site. Two (2) bulk samples were collected and submitted
to Fisher Environmental Laboratories for inductively coupled plasma (ICP) analysis, as outlined in NIOSH
7300. The laboratory analysis report for lead paint sample results is included as Attachment A. The
results of sample analysis by ICP method are summarized in Table 2, below.

The Ontario Ministry of Labour (MOL) has not prescribed criteria defining an analyzed sample of bulk
material as “lead-containing”. Further, the MOL has not established a lower limit for concentrations of
lead in paint, below which precautions do not need to be considered during construction projects.
However, except for aggressive disturbance of painted finishes, (e.g., abrasive blasting, torch cutting, or
grinding), Fisher believes that a lead content below 0.1% by weight (1,000 ug/g or 1000 ppm) represents
a concentration in which the lead content is not the limiting hazard for construction hygiene purposes.
Based on the laboratory findings, the lead concentration of the cream paint was determined to be below
the action limit of 0.1% by weight (1,000 ug/g or 1000 ppm). However, off-white paint collected from the
Apparatus Bay (Loc: 1-08) was found to contain a concentration of 1,865 ppm which is above the 0.1% by
weight (1,000 ug/g or 1000 ppm).
Where any lead-containing materials may be disturbed or removed, Fisher recommends that appropriate
lead abatement procedures be used. The lead abatement procedures to be used are determined by the
method(s) of disturbance employed. Regular construction dust suppression techniques and worker
hygiene practices are sufficient for disturbance of paint finishes determined to contain less than 0.1% lead
by weight, provided that work is limited to non-aggressive operations. Refer to MOL Guideline: Lead on
Construction Projects, 2011, for details of the Ministry’s health and safety guidelines regarding lead.
Other Designated Substances
During the current survey, no sampling for mercury was conducted. However, fluorescent light tubes
(known to contain mercury) were observed throughout the Site. Thermostatic controls, where observed,
were noted to be electric or “dry type”. No other building materials or components suspected to contain
mercury were noted during the building survey.
No immediate recommendations are warranted with regard to mercury. However, if disturbance of the
identified fluorescent light tubes presumed to contain mercury is planned as part of the anticipated
construction activities, Fisher recommends that these items be removed and disposed of in accordance
with all regulations. The disposal of mercury-containing items is regulated under Ministry of Environment
(MOE) O. Reg. 347 – General Waste Management. Specifically, the fluorescent light tubes should be
disposed of at an MOE licensed receiver.

Crystalline silica is a constituent of all concrete and masonry products present at the Site. While the
cutting, grinding, or demolition of materials containing silica is not anticipated at the Site, these activities
should be completed in accordance with Ontario Ministry of Labour Guidelines for Silica on Construction
projects. Specifically, the Guideline prescribes respiratory protection, site isolation, and the use of wetting
to control dust emissions during the cutting, grinding, drilling, or demolition of silica-containing materials.
Please refer to the Guideline for details concerning Silica on Construction Projects.
No other Designated Substances or other potentially hazardous building materials were identified in the
proposed project scope areas. If additional suspected Designated Substances or other potentially
hazardous building materials not identified in this or previous reports pertaining to the Site are discovered,
work should be stopped and the material(s) in question should be sampled for determination of content.

FIRE STOPPING, CEILING INSTALLATIONS, PAINTING, ETC. UPON
COMPLETION OF MECHANICAL SERVICES.

Dear Ms. Aldcroft,
As requested, Fisher Environmental Ltd. (Fisher) has performed an assessment of the Toronto Fire
Station 331 building located at 33 Claremont Street, Toronto, Ontario (the “Site”). Fisher understands that
the request to have the assessment performed is in anticipation of planned construction activities (backup
generator installation). The purpose of the current survey was to identify Designated Substances
including sampling of materials suspected to contain asbestos and lead. The assessment scope did not
include the entirety of the subject building. Rather, the assessment was limited to locations where
construction activities are proposed (Electrical Room/ Utility Room, Mechanical Room and Building
Exterior). The fieldwork was conducted on April 8, 2016.
Asbestos-Containing Materials
A total of six (6) bulk samples suspected to contain asbestos were collected and submitted to Fisher
Environmental Laboratories for Polarised Light Microscopy (PLM) analysis, as outlined in NIOSH Method
9002. The results of PLM sample analysis are summarized in Table 1, below.

Ontario Regulation 278/05 (“O. Reg. 278/05”) defines an “asbestos-containing” material as that with an
asbestos content equal to or greater than 0.5% by weight. Laboratory analysis by PLM method
determined each material sampled to not contain asbestos.
Please refer to Attachment A of this report for the laboratory analysis report for bulk asbestos samples.
A review of most recent reassessment survey for the Site indicated that mechanical system insulation in
the form of parging cement on pipe fittings and pipe insulation were found to contain Chrysotile asbestos.
Parging cement on pipe fittings was observed in the Mechanical Room (1-01), Apparatus Bay (1-02),
Stairwell (1-03), (Hose Tower) 1-04, Fitness Room (1-05), Equipment Room (1-06), and in the
Housekeeping Room (1-07). Asbestos-containing pipe insulation was observed in the mechanical room
(1-01).
Vinyl floor tiles (VFT) 1, 12’’x12’’ Beige with brown streaks, were found to be asbestos-containing. VFT 1
was observed in the Stairwell (1-03), Dormitory (2-01), Corridor (2-02), Closet (2-03), Telephone Room
(2-04), Women’s Washroom (2-06), Dormitory (2-07)/Locker, Office (2-10), Mechanical Room (2-11),
Dormitory (2-11), Office (2-13), and in the Corridor Pole Hole (2-14).
Based on the observations and findings outlined above, Fisher recommends that if the identified
asbestos-containing materials are to be disturbed as part of the planned construction activities then it
should be removed using removal operation procedures as outlined in Ontario Regulation 278/05.
Removal of asbestos-containing parging cement on pipe fittings will require Removal Operational
Procedures as detailed in Ontario Regulation 278/05 (Type 2 Glove Bag);
Removal of asbestos-containing pipe insulation will require Removal Operational Procedures as
detailed in Ontario Regulation 278/05 (Type 2 Operation); and
Removal of asbestos-containing vinyl floor tiles will require Removal Operational Procedures as
detailed in Ontario Regulation 278/05 (Type 1 Operation).
The presence of ACM should be presumed in locations not accessed during the assessment. It is
possible that ACM is present at the Site that is not identified in this report. Should additional suspected
ACM not outlined in this report be discovered, it should be presumed as ACM until sample analysis
determines asbestos content. Due to the limited scope of work and the presence of solid building finishes
(i.e. plaster or drywall walls and ceilings etc.) in many locations throughout the Site, the full extent of
potential ACM may not be confirmed. Precautions should be taken when dismantling solid wall or ceiling
finishes, or any other building surfaces which may conceal potential ACM. Such precautions include, but
are not limited to, isolation measures and appropriate personal protective equipment.
Lead-Containing Paint
Materials expected to be impacted by planned construction activities and suspected to contain lead
included one visually distinct paint finish at the Site. One (1) bulk sample was collected and submitted to
Fisher Environmental Laboratories for inductively coupled plasma (ICP) analysis, as outlined in NIOSH
Fisher Environmental Ltd.

7300. The laboratory analysis report for lead paint sample results is included as Attachment A. The
results of sample analysis by ICP method are summarized in Table 2, below.

The Ontario Ministry of Labour (MOL) has not prescribed criteria defining an analyzed sample of bulk
material as “lead-containing”. Further, the MOL has not established a lower limit for concentrations of
lead in paint, below which precautions do not need to be considered during construction projects.
However, except for aggressive disturbance of painted finishes, (e.g., abrasive blasting, torch cutting, or
grinding), Fisher believes that a lead content below 0.1% by weight (1,000 ug/g or 1000 ppm) represents
a concentration in which the lead content is not the limiting hazard for construction hygiene purposes.
Based on the laboratory findings, the lead concentration of the green paint was found to be 208 ppm
which is below 0.1% by weight (1,000 ug/g or 1000 ppm).
A review of most recent annual reassessment survey for the Site indicated that light blue paint in the
mechanical room (1-01) found to contain 10,110 ppm (1% by weight). Based on the review, elevated
concentrations of lead (greater than 0.1% lead) were detected in light blue paint observed in the
Mechanical Room (1-01).
If the work activities affecting the lead containing light blue paint observed in the mechanical room (1-01)
then it should be removed using appropriate lead abatement procedures following MOL Guideline: Lead
on Construction Projects, 2011.
Also, bell & spigot pipe joint connections associated with drainage piping were noted to be present in the
project scope area. This type of piping connection is historically known to have commonly been packed
with a gasket consisting of lead. While no sampling of this material was performed, Fisher noted the
presence of a metallic bluish-grey gasket within the collar of the bell & spigot pipe joints (good condition
throughout). This material is presumed to be lead-containing.
Where any lead-containing materials may be disturbed or removed, Fisher recommends that appropriate
lead abatement procedures be used. The lead abatement procedures to be used are determined by the
method(s) of disturbance employed. Regular construction dust suppression techniques and worker
hygiene practices are sufficient for disturbance of paint finishes determined to contain less than 0.1% lead
by weight, provided that work is limited to non-aggressive operations. Refer to MOL Guideline: Lead on
Construction Projects, 2011, for details of the Ministry’s health and safety guidelines regarding lead.
Table 3, below, identifies these potential methods and the associated respirator required, as outlined in
Ontario Ministry of Labour guidelines.

Type 2a Operations (where concentrations of airborne lead would be expected to be > 0.05 to 0.50 mg/m3)
Activities that include;
Removal of lead containing coatings / materials by scraping or sanding using non-powered hand tools
Manual demolition of lead painted plaster walls / building components by striking with a sledgehammer or similar tool
NIOSH APF = 10 Half-mask particulate respirator with N- , R- or P- series filter, and 95, 99 or 100% efficiency.
Type 2b Operations (where concentrations of airborne lead would be expected to be > 0.50 to 1.25 mg/m3)
Not applicable to potential renovation activities.
Type 3a Operations (where concentrations of airborne lead would be expected to be > 1.25 to 2.50 mg/m3)
Activities that include;
• Welding or high temperature cutting of lead-containing coatings or
materials indoors or in a confined space.
Dry removal of lead-containing mortar using an electronic or pneumatic cutting device.
Burning of a surface containing lead
Removal of lead containing coatings / materials using power tools without an effective dust collection system equipped with HEPA filter

Where any lead-containing materials may be disturbed or removed, Fisher recommends that appropriate
lead abatement procedures be used. The lead abatement procedures to be used are determined by the
method(s) of disturbance employed. Regular construction dust suppression techniques and worker
hygiene practices are sufficient for disturbance of paint finishes determined to contain less than 0.1% lead
by weight, provided that work is limited to non-aggressive operations. Refer to MOL Guideline: Lead on
Construction Projects, 2011, for details of the Ministry’s health and safety guidelines regarding lead.
Other Designated Substances
During the current survey, no sampling for mercury was conducted. However, fluorescent light tubes
(known to contain mercury) were observed throughout the Site. Thermostatic controls, where observed,
were noted to be electric or “dry type”. No other building materials or components suspected to contain
mercury were noted during the building survey.

No immediate recommendations are warranted with regard to mercury. However, if disturbance of the
identified fluorescent light tubes presumed to contain mercury is planned as part of the anticipated
construction activities, Fisher recommends that these items be removed and disposed of in accordance
with all regulations. The disposal of mercury-containing items is regulated under Ministry of Environment
(MOE) O. Reg. 347 – General Waste Management. Specifically, the fluorescent light tubes should be
disposed of at an MOE licensed receiver.
Crystalline silica is a constituent of all concrete and masonry products present at the Site. While the
cutting, grinding, or demolition of materials containing silica is not anticipated at the Site, these activities
should be completed in accordance with Ontario Ministry of Labour Guidelines for Silica on Construction
projects. Specifically, the Guideline prescribes respiratory protection, site isolation, and the use of wetting
to control dust emissions during the cutting, grinding, drilling, or demolition of silica-containing materials.
Please refer to the Guideline for details concerning Silica on Construction Projects.
No other Designated Substances or other potentially hazardous building materials were identified in the
proposed project scope areas. If additional suspected Designated Substances or other potentially
hazardous building materials not identified in this or previous reports pertaining to the Site are discovered,
work should be stopped and the material(s) in question should be sampled for determination of content.

AND COMMISSIONED:
2.1. COMPLETE ALL REMAINING REMEDIAL WORK, INCLUDING PATCHING WORK,
FIRE STOPPING, CEILING INSTALLATIONS, PAINTING, ETC. UPON
COMPLETION OF MECHANICAL SERVICES.
2.2. COMPLETE AS-BUILTS, OPERATIONS & MAINTENANCE MANUALS AND TURN

Dear Ms. Aldcroft,
As requested, Fisher Environmental Ltd. (Fisher) has performed an assessment of Toronto Fire Station
426 building located at 140 Lansdowne Avenue, Toronto, Ontario (the “Site”). Fisher understands that
the request to have the assessment performed is in anticipation of planned construction activities (backup
generator installation). The purpose of the current survey was to identify Designated Substances
including sampling of materials suspected to contain asbestos and lead. The assessment scope did not
include the entirety of the subject building. Rather, the assessment was limited to locations where
construction activities are proposed (Electrical Room and Building Exterior).
Location names and numbers are referenced from the most recent annual Designated Substance report
of the Site (under separate cover). The fieldwork was conducted on May 17, 2016.
Asbestos-Containing Materials
A total of three bulk samples of homogenous materials suspected to contain asbestos were collected and
submitted to Fisher Environmental Laboratories for Polarised Light Microscopy (PLM) analysis, as
outlined in NIOSH Method 9002. The results of PLM sample analysis are summarized in Table 1, below.

Ontario Regulation 278/05 (“O. Reg. 278/05”) defines an “asbestos-containing” material as that with an
asbestos content equal to or greater than 0.5% by weight. Laboratory analysis by PLM method
determined each material sampled to not contain asbestos.

The existing ACM inventory for the Site indicates the parging cement insulation on mechanical pipe
fittings at the Site to contain Chrysotile asbestos. Approximately 3 insulated fittings were reported in the
Electrical Room in the existing ACM inventory and observed to be in Good condition during the current
survey. Further, remnant of an asbestos cement (“transite”) rain water leader piping was observed in the
Electrical Room at the Site. This material was not sampled but is strongly suspected to contain asbestos
(presumed ACM) based on known historical preparation and usage. An estimated total of approximately
1 linear foot of this material was observed in Good condition in the Electrical Room. However, it is
suspected that these materials will not likely be impacted by proposed construction activities. No other
materials suspected to contain asbestos were observed in the project scope area(s). Provided the
parging cement and traniste pipe will not be disturbed, Fisher recommends that the planned construction
activities do not require asbestos abatement procedures.
Based on the observations and findings outlined above, Fisher recommends that if the ACM mechanical
pipe insulations are to be disturbed as part of the planned construction activities, they should be removed
using Type 2 Glove Bag Asbestos Abatement procedures (depending on the quantity to be disturbed and
methods employed), as outlined in O. Reg. 278/05. If ACM transite piping is to be disturbed as part of the
planned construction activities, it should be removed using Type 1 Asbestos Abatement procedures
(Type 3 if power tools are used), as outlined in O. Reg. 278/05.
Please refer to Attachment A of this report for the laboratory analysis report for bulk asbestos samples.
The presence of ACM should be presumed in locations not accessed during the assessment. It is
possible that ACM is present at the Site that is not identified in this report. Should additional suspected
ACM not outlined in this report be discovered, it should be presumed as ACM until sample analysis
determines asbestos content. Due to the limited scope of work and the presence of solid building finishes
(i.e. plaster or drywall walls and ceilings etc.) in many locations throughout the Site, the full extent of
potential ACM may not be confirmed. Precautions should be taken when dismantling solid wall or ceiling
finishes, or any other building surfaces which may conceal potential ACM. Such precautions include, but
are not limited to, isolation measures and appropriate personal protective equipment.
Lead-Containing Paint
Materials expected to be impacted by planned construction activities and suspected to contain lead
included one visually distinct paint finish at the Site. A total of one bulk sample was collected and
submitted to Fisher Environmental Laboratories for inductively coupled plasma (ICP) analysis, as outlined
in NIOSH 7300. The laboratory analysis report for lead paint sample results is included as Attachment A.
The results of sample analysis by ICP method are summarized in Table 2, below.

The Ontario Ministry of Labour (MOL) has not prescribed criteria defining an analyzed sample of bulk
material as “lead-containing”. Further, the MOL has not established a lower limit for concentrations of

lead in paint, below which precautions do not need to be considered during construction projects.
However, except for aggressive disturbance of painted finishes, (e.g., abrasive blasting, torch cutting, or
grinding), Fisher believes that a lead content below 0.1% by weight (1,000 ug/g or 1000 ppm) represents
a concentration in which the lead content is not the limiting hazard for construction hygiene purposes.
The lead concentration of the Beige paint was determined to be below the limit of detection for the
analytic method used.
Where any lead-containing materials may be disturbed or removed, Fisher recommends that appropriate
lead abatement procedures be used. The lead abatement procedures to be used are determined by the
method(s) of disturbance employed. Regular construction dust suppression techniques and worker
hygiene practices are sufficient for disturbance of paint finishes determined to contain less than 0.1% lead
by weight, provided that work is limited to non-aggressive operations. Refer to MOL Guideline: Lead on
Construction Projects, 2011, for details of the Ministry’s health and safety guidelines regarding lead.
Other Designated Substances
During the current survey, no sampling for mercury was conducted. However, fluorescent light tubes
(known to contain mercury) were observed throughout the Site. Thermostatic controls, where observed,
were noted to be electric or “dry type”. No other building materials or components suspected to contain
mercury were noted during the building survey.
No immediate recommendations are warranted with regard to mercury. However, if disturbance of the
identified fluorescent light tubes presumed to contain mercury is planned as part of the anticipated
construction activities, Fisher recommends that these items be removed and disposed of in accordance
with all regulations. The disposal of mercury-containing items is regulated under Ministry of Environment
(MOE) O. Reg. 337 – General Waste Management. Specifically, the fluorescent light tubes should be
disposed of at an MOE licensed receiver.
Crystalline silica is a constituent of all concrete and masonry products present at the Site. While the
cutting, grinding, or demolition of materials containing silica is not anticipated at the Site, these activities
should be completed in accordance with Ontario Ministry of Labour Guidelines for Silica on Construction
projects. Specifically, the Guideline prescribes respiratory protection, site isolation, and the use of wetting
to control dust emissions during the cutting, grinding, drilling, or demolition of silica-containing materials.
Please refer to the Guideline for details concerning Silica on Construction Projects.
No other Designated Substances or other potentially hazardous building materials were identified in the
proposed project scope areas. If additional suspected Designated Substances or other potentially
hazardous building materials not identified in this or previous reports pertaining to the Site are discovered,
work should be stopped and the material(s) in question should be sampled for determination of content.
