Concept: It is known as the Electric Vehicle the system of human transport powered, in part or totally, by electricity coming from rechargeable bateries.

Spanish regulation does not include in the definition those Hybrid Vehicles (Plug-in Hybrid) which are not able to connect for recharging bateries.

The Spanish Government's regulation about the electric vehicle are the RD 647/2011, which creates the figure of the “Charging Service Provider” and, creates as well, the high reduced period for charging the vehicles; and the RD 648/2011, which regulates the state aids to promote the demand of the electric vehicle.

III.- Charging Service ProviderIII.- Charging Service Provider

Concept: Is an Electricity Supplier, whose statutory tasks and charter

is to buy electricity and sell it to the final consumer in public spaces, or private spaces with free access (parking lots, commercial centers, etc), who will use it for charging an electric vehicle, using fast and semi-fast delivering points.

The administrative procedure for being a Charging Service Provider is a written communication towards the Administration, which will control afterwards that technical and security requirements are being fulfilled. This administrative procedure shortens time and costs for entrepreneurs.

Main economic implication: Obligation to make a fund provision for the access tariffs

that have to be paid to the energy distributor.

Supplier Applying Regulated Tariffs:

Under Administrative regime of Authorization. Up to 10 KW.

Supplier at Negotiated Price:

Under Administrative regime of Communication. Applying to all consumers.

Both supplying in slow delivering.

Independent Meter and independent Supplying contract. The tariffs will rely on the type of Contract:

Contract based in market price: Contract with access tariffs but with negotiated electricity price, that will

result from the market price. Specially created time-period for charging.

High reduced period: From 01.01h to 07.00h.Common time periods applying, but the market price is lower by applying the high reduced period access tariffs.

Regulated Access Contract: Contract subject with regulated tariffs. Common access tariffs applying.

Increase the efficiency of the Electric System: A new time-period has been created specially for charging

the EV. Most vehicles will be charged within that period, and that will result in flattening the demand curve of energy, making the system more efficient.

Reduction of Environmental Pollution: The use of the EV emits 0% of CO2. However, it must taken

into account which type of source is providing the energy.

Electricity Distributors Requirements: Investments on Smart Grids to manage the System

efficiently.

Cars: Up to 25% of the price before tax, with the limit of:

2,000 Euros for EV with a maximum range of 40km. 4,000 Euros for EV with a maximum range of 90km. 6,000 Euros for EV with a range over 90km.

Commercial vehicles: Up to 25% of the price before tax, to a maximum of 15,000 Euros if

its range is higher than 60km.

Buses: Up to 25% of the price before tax, to a maximum of 30,000

Euros if its range is higher than 60km.

VIII.- Catalan Goverment SubsidisingVIII.- Catalan Goverment Subsidising

Cars: Up to 7,000 Euros with a maximum of 15% of the price before tax.

Commercial vehicles: Up to 50,000 Euros with a maximum of 15% of the price before tax.

Motorcycles: Only for those with power over 4KW. Up to 750 Euros with a maximum of 15% of

the price before tax.

Park&Ride points: Investments on Park&Ride points to promote the use of electric vehicles and public

transport.

Charging installations: For quick and normal installations:

Up to 30% of the investment with a maximum of 60,000 Euros if it is a private company which will provide the public service.

Up to 40% of the investment with a maximum of 200,00 Euros if the project is part of a public program of mobility.
