Vote-by-mail begins steady growth in 2006


Vote-by-mail increases 39% in a four year period

•Vote-by-mail participation continues to grow in Orange County

•Vote-by-mail legislative proposals are on the rise

•There is no evidence of increased incidents of fraud

•Since 2009 we have expanded our ability to handle increased volume

Vote-by-Mail Update Summary


• More registrered voters than 21 states (1.6 million records)

• 155,696 forms submitted in 2010; removed 35,429 from list

• Validation with DMV; real time processing with state; death record changes

Voter Registration and Data Integrity


• June is off of the table

• September or November is a possiblity and may come in the form of a statewide initiative

• Bill to consolidate Presidential and Statewide primaries passed Assembly unanimously

Statewide Election Update


• Known as the “Top 2” Primary Act

• AB80 may offer possible solutions to voting system issues

• Candidates will only advance to the general if they are one of the top-two vote getters
