1. ElectoralLiteracyClubs-Introduction
Electoral Literacy Clubs are being set up in thecountrytopromoteelectoralliteracyinallagegroupsoftheIndiancitizensthroughengagingandinterestingactivitiesandhands-onexperiencebut inanapolitical,neutralandnon-partisanmanner.
ElectoralLiteracyClubsareespeciallybeingsetupincollegesallacrossIndiatargetingthenewvoters,(intheage-groupof18-21yearsold)pursuingtheirgraduation.
Theclubwillhaveallthestudentsfromallsemestersasitsmembers.Thefollowingsectionswilltalkindetailonhow the ELCwill be set up,whowill be its participants,convener, where and how it will be conducted andwhatactivitiesitwillinclude.
2. Objectives
I. To educate the targeted populations about voter registration, electoral process and related matters throughhandsonexperience;
II. To facilitate EVM and VVPAT familiarization and educationabouttherobustnessofEVMaswellasthe integrityoftheelectoralprocessusingEVMs;
III. Tohelp the target audienceunderstand thevalueof their vote and exercise their right to franchise in a confident,comfortableandethicalmanner;
IV. ToharnessthepotentialofELCmembersforcarrying theelectoralliteracyincommunities;
V. Tofacilitatevoterregistrationforitseligiblemembers whoarenotyetregistered;

VI. To develop a culture of electoral participation and maximizetheinformedandethicalvotingandfollowtheprinciple 'Every vote counts' and 'No Voter to be LeftBehind'.
3. Members
The club will have students as its members. One canbecome a member by registering herself/himself at thebeginning of the academic year. After registration, one isrecognized as a member till the completion of her/hisgraduationcourse.
4. Structure
ELC may be named as per the name of the College/Institute andwill be set up and coordinated by the NodalOfficer. It is proposed that 1 ELC be set up per college.However,ifneedbe,chaptersofthesamecanbeintroducedfordifferentdepartments/schoolswithintheuniversity.Theinstitutionmaydecidehowtoproceedasperitsconvenience.
5. NodalOfficer/Mentor
One or two teachers from the Political ScienceDepartmentofthecollegewillactastheNodalOfficersfortheELC.TheywillalsoactasMentorsfortherespectiveELC.Theteachers with election duty experience should be givenpreferenceforthiswork.Theirjobcontentwillfocuson:
I. PromotingandsupervisingClubenrollment.
II. Supervising the election and formation of the ExecutiveCommitteeofELC.
III. Coordinating between the District Election Officer andtheELCforexchangeofresources, information etc.
IV. Attemptgeneratingnewresourcesandforwardthe sametotheDistrictElectionOfficer.
V. Guiding and supervising the development of the calendarofactivitiesfortheyearbytheExecutive Council.
Note-NodalOfficerwillbefreetoengagetheExecutive CommitteeMembersintheoperationsoftheELC
6. ExecutiveCommittee
I. The clubwould be run by an elected body from amongst the ELCmember students with elected representativesfromeachoftheclasses.
II. Thecommitteememberscanonlybestudentswho arealreadyenrolledasvoters.
III. The committee must not include any politically active student. However, students with political affiliations may enroll themselves as common membersoftheELCitself.R

IV. The elected representatives shall constitute the ExecutiveCommitteeoftheELC.
V. The elected representatives will elect one of the representativesasitsChairmanandanotherasVice Chairman.
VI. The Executive Committee, under the guidance, consultationandsupervisionoftheNodalOfficerwill beresponsiblefororganizingtheactivitiesoftheELC.
VII. The elected body shall endeavour to generate the culture of electoral participation amongst the ELC membersandwillhavethefollowingrole:
i. OrganizingtheClubenrolment
ii. PlanningactivitiesfortheELCanddevelopingthe calendarofactivitiesfortheyear
iii. Framingfurtherguidelinesforsmoothconductof ELCactivities
iv. Supervising the conduct of activities as per the calendar
v. GeneratingELCresources
vi. Facilitating the enrollment of students not registeredasvoters
7. Convener
Campus Ambassador(s), wherever they are appointed,willactastheConvener(s)oftheELCandwillassisttheNodalOfficer in discharge of their functions. Where CampusAmbassadors are not appointed, Nodal Officers and theExecutiveCommitteemaynominateinterestedstudent(s)asConvener(s).TheConvenershallberesponsiblefor:
I. Identifying and involving student members in organizingvariousELCactivities
II. ConductingactivitiesundertheoverallguidanceoftheExecutiveCommitteeandMentor/NodalOfficer
III. Any other task assigned by the Executive CommitteeandMentor/NodalOfficer.
8. TermofOffice
I. The Executive Committee and Convener(s) of theElectoralLiteracyClubwouldhaveatenureof1yearextending to 2 years, from the day of assuming charge.ThefinaldecisiononthetermofofficewillliewiththeNodalOfficer.
II. Therepresentativewillhave tobe registeredasa memberoftheELC.
9. Venue
The venue for ELC meeting can be one of theclassroomswhichcanbeutilizedafterclassesoranyvenuedecidedbytheExecutiveCommittee.Venueisalsosubjecttochangedependingonthevariousactivities.
10.ELCSessions
There shall be activities based sessions. Hours/sessionsearmarkedforthemshallrangebetweenatotalof8-10 hours in the academic year. ELC is common for allstudentsofthecollege.
11.Activities
This Electoral Literacy Guide Book for Collegescomprises a detailed description of activities. ExecutiveCommitteeareatlibertytopickandmodifytheactivitiesorevencreatenewonesaslongastheystayonthelinesofvotereducation.Oftheseactivities,theWallMagazineActivitywill

III. As far as participation is concerned, students,regardless of their political affiliations are free totakepartinELCactivities.
IV. It'sthedutyoftheExecutiveCommitteetoprepareanAnnualReportafter thecompletionof its term.TheAnnualReport shoulddetail out the activities(online and offline) conducted, duties dischargedandresultsrecordedbytheELCovertheyear.Itcanbe submitted to the concerned DEO through theNodalOfficer.
14.InclusionofStudentswithDisabilities
TheELCswillbean inclusiveclub thatmustmakeeveryattempttoensuretheparticipationofstudentswithdisabilities.
· The Convener shall make efforts to promoteinclusion and sensitize other clubmembers aboutthesame.
· The venue for all ELC activities should be on thegroundfloorof thecollegebuildingtoensureeasyaccess.
· Ifastudentwithhearingimpairmentisattendingthemeeting,signlanguageinterpretershouldbemadeavailablefortheirconvenience(theinterpretermaybeacompanionthatthestudentalreadyhas)
· Anyactivityconductedintheclubshouldnotleavebehindstudentswithdisabilities.
· Studentswithdisabilitieswillbefairlyrepresentedintheclub.

12.SocialMediaPresenceandOutreach
I. The ELC Executive Committee are expected to post relevant content (event announcements, updates, results, initiatives, current affairs, online/offline contests, registration drives, et al.) regularly on a dedicatedFacebookpageandgroup,YoutubeChannel (livestreamingofevents,recordedcontentandrelated content) anchored by the Nodal Officer/Mentor (permanent)andthecurrentcommittee(1yearterm).
II. Additionally, theExecutiveCommittee isexpected tomaintain and post relevant interactive material regularly on a dedicated Pinterest board and Instagramprofile.Bestjudgement,absoluteneutralityand discretion should be observed by theadministrators while posting any content on onlinefora.
II. IntegratetheCollege/UniversityELC'sFacebookand YouTubeprofileswithElectionCommisionof India’s FacebookpageandofficialYouTubeChannel.
Note: College and University ELCs are free to leverage otheronlineandsocialmediaplatformstobroaden theirreachNodalOfficershallensurenon-partisan natureofcontentsharedonline.

15.ACTIVITIESWITH
INSTRUCTIONS
TheELCWallMagazineActivity:
The idea behind a wall magazine is to create and shareelectoralliteracyinformationinaninteresting,creativeandengaging manner and encourage participation from allstudents.
Forthispurposethewallinaprominentpartofthecollegewouldbeused.Thisshallbecalledthe'ELCWall'.Thewallwill display various contents related to electoral literacywhichcanbepastedorpinnedorevenpainted,ifallowed.
College Administration shall allot awall space or displayboardintheidentifiedcollegecorridor.Themeofthewallmagazinewillkeepchangingeverymonth.
Method
1. The ELC guided by the Executive Committee, willmanage thewallmagazine. A group ofmembersmayworkasthecoreteamtomanagethewallmagazine.
2. Themeof thewallmagazinewillkeepchangingeverymonth.
3. The wall magazine shall invite contribution fromstudentsofallsemestersintheformofarticles,essays,poems,sketches,paintings, letters,wordgamesetconthecurrenttheme.
4. Thecontentswithinthethemeshallbechangedweeklyor fortnightly depending upon the quantity ofcontributionfromthestudents.
5. The wall magazines shall also display importantannouncements regarding major ELC activities beingconductedinthemonth.
6. Thewallwillbedividedinto4majorsections.

Section1Itwillfeatureaglossaryofelectionrelatedtermsandfundamentaldictarelatedtothetheme.Dictamustcomprise2-3shortbutimportantstatement/pircesofinformation/factsrelatedtothetheme.
Section3Itwillinviteresponsesfromtheaudienceonthemerelatedquestionssuchas'areyoueligibletovote?','areyoupreparedtovote?','howtobecomeavoter?'etc.Spaceshallbeprovidedforstudentstorespondinthesamesection.
Section2Itwillfeaturecontributionbythestudentsonthecurrenttheme,whichshallbebasedonvariousaspectsoftheelectionprocess.Thesestoriesshallbedevelopedbythestudentsthemselvesanddepictedintheformofillustration.Alternatively,thissectioncanshowcasethemerelatedelectionstorieswhichcanbepickedfromtheBeliefintheBallot.
Section4ThisSectionwillconsistofannouncementsanddescriptionsofmajoractivitiestobecarriedoutbytheELC.Apartofthissectionwillbeleftblanktogivetheviewersomespacetoposequestions.DistrictContactCentreNo.(Election)shallbeprominentlydisplayed.

Participants:BallotBistroisacompulsoryactivityforallELCmembers.Non-ELCmemberstooarefreeto jointheBistrosessions.

PhotographyContests,FilmScreeningsandShortFilmMaking Contest: Conducted in collaboration withPhotography Society and Film Society of the college/university,movies,documentariesandstill imagesconveyvivid messages and help generate awareness and buildsalienceforviewersaboutthesubjectunderconsideration-i.e. electoral processes, elections, democracies, citizens'rightsandduties.Theyactaspersuasiveinstruments,which,ifemployedeffectivelycouldaidinbehaviorchange.
Subjects/ThemesoftheShortFilmMakingContestandthePhotographyContestwouldbedeclaredinadvancebytheELCBoardinconfermentwiththegeneralstudentsofthecollege/university.Similarly,thelistoffilmstobeshowcased

Dance/Music competitions: Conducted in collaborationwiththedanceandmusicsocietyofthecollegerespectively,theeventscaninviteparticipationforthematicstorytellingthroughdancingandbandscanbattleoutsongsmotivatingtheyouthtovote.
Alternatively, ELC members can pick the above activitiesindividually, and organize contests for the same separatelyanytimeduringtheacademicyear.
RapandPoetrySlams:Conducted inassociationwith theLiterary Society or,Music Society of the college/university,Inter/Intra-CollegeRapBattlesandPoetrySlamcontestshavebeenconsideredasenvoguedevicestoengagewiththeyouth.As an extension to that, subject matters pertaining torepresentation,youthaschangeagents,democracy,elections,politics,franchise,suffrageetal.canbestbehighlightedviasuch media. ELCs can hold such contests periodically toengageandbuildadialoguewiththestudentpopulace.Opento being covered online, a special jury can be invited or, apopularvotingsystemcanbedevisedtodecidethewinner.
ElectionQuiz:AquizonelectionandelectoralprocesscanbeconductedamongthestudentsbytheELCinassociationwiththecollegeQuizsociety.
VotersPledge: AmandatoryactivitywillbetheassemblyofallyoungeventattendeesandtakingoftheVotersPledgebythesame.ThepledgecanalsobepublicizedonSocialMediaPlatformsbytheELCmembers.
Activity:SpecialDrive
All college students above the age of 18 who areIndiancitizensareeligibletovote.Itisthusimportantthatallof themregisteraselectors.TheELCmemberswillbeentrustedwiththeresponsibilityofmotivatingtheirpeersto register themselves and they will hold a specialregistrationdriveforthesame.
Procedure
· The ELC members will carryoutpromotionsinthe collegespeakingaboutthe purpose of the special drive.
· Theywillconductasession on how to get registered (byfillingform6)andtalk aboutthevariousdocumentsrequired.
· TheELCmemberswillcontacttheirconstituency'sBLO andinvitehim/herforaspecialsessionwiththecollege students.
· On a select day, theywill set up a booth distributing form6andgivingstudentstheopportunitytofilltheir formsoutandsubmitittotheBLO.
· Forstudentsbelongingtoothercitiesandstates, theycan be made aware about National Voters' ServicePortal: and asked to register themselveswww.nvsp.inonline.

Debate/SpeechElocutionCompetitionActivity:
Debates and discussions are a great way forconversationtogetgoingamongsttheyouth.ELCmembers,throughBallotBistroswouldhavealreadygarneredenoughknowledgeon theelectoralprocessandsubjects related tovoterawareness.Theywillthustaketheconversationfurtherbyorganizinganinter-collegecompetition.
Procedure
· TheELCmembersalongwiththeexecutivecommittee willdecideontheformatofthecompetition.Itcanbea parliamentary debate, a normal debate, a panel discussionoraspeechelocutioncompetition.
· Theme for the same shall be decided by the ELC members with the approval of the executive committee. You may refer to the list of themes mentionedintheBallotBistroactivityforideas.
· Allcitycollegeswillbeinvitedforparticipation.The eventshallbeproperlypublicized.
· Atwohoureventshallbeconducted,completewith judges,rewardsandcertificates.
Timeline:Anytimeintheevensemester.
NationalVoters’DayCelebrationActivity:th
TheNationalVoters'Day,celebratedon25 Januaryofeveryyear,issignificantinitspurposetoencourageyoungvoterstotakepartintheelectoralprocess.
AsmembersoftheELC,itisimportantforthisdaytoberecognized, and its importance highlighted. Thus, ELCmemberswillholdaspecialassembly/functionwithinthecollege where all students and faculty members will beinvited.
· Studentswilldecorate thevenuewithpostersandotherartworkemphasizingthevalueofvoting.
· TheDistrictElectionOfficerorrepresentativesfromhis/herofficemaybeinvitedtothisevent.
· ELCmemberswillactasanchorstothisevent.Theywillplanoutaculturalprogrammearoundtheeventwhich will include stage play, group singing/bandperformance, dance performance and speechelocutionetcbystudents.
· This special function should also observe thedistribution of merchandise like badges, t-shirts,bookmarksetc.tothestudents.
· Works of ELC members and other students forelectoral literacy shall be recognized in the NVDfunction.
· Participants from Matdata Mahotsav too maybeinvitedandawardedtheirprizesinthefunction.

Primarily regarded as instruments of initiating aconversationanddialogueonsubjectsandissuesmarkedbyyouthapathy,aMotivators Inviteeventcanbedivided intotwo segments- first, the guest speaker's address on a pre-decidedsubjectandsecond,aninteractiveQ&Asessionwiththeattendees.ELCmembersarefreetorecordor,livestreamtheeventviasocialmediahandles.

The Influencers InviteEventcanbeeitherconductedasanexclusiveeventorincludedintheNVDcelebrationsorattheMatdataMahotsav.

The best stories from colleges in each zone can becompiledtocreatea'BeliefintheBallot'seriesforYoungandFutureVoters.
