WELCOME

welcometo New Mexico and to our second annual e-Lab Summit — the most expansiveconvening hosted by Rocky Mountain Institute as part of our Electricity InnovationLab (e-Lab). Over the next 48 hours, you’ll be joining 150 fellow decision makers andpractitioners from across the U.S. and around the world to advance the most criticalquestions we face in transitioning to a cleaner, more distributed, and more resilientelectricity system.

As the name suggests, e-Lab is a laboratory, a forum for working together in the spiritof experimentation and co-creation. We will be addressing eight timely topics fortransforming the electricity system through discussion “pods.” You have beeninvited to participate because you and your organization bring a unique perspective, critical expertise, and important resources to advance the concepts we will beworking to develop.

This year’s e-Lab Summit is designed to:

• Frame and advance actionable strategies to address the most pressing industryneeds

• Support key individuals and teams to address and affect change• Create and strengthen relationships amongst industry leaders and innovators to

support meaningful action

e-Lab Summit is a unique event, but even more so a unique process. We invite you tobe curious, to question your assumptions (and others’), to seek the uniqueperspectives of your fellow participants, and to critically and honestly assess thestrengths and weaknesses of our collaborative work.

We wish you a productive three days and great success, both for work here at e-LabSummit and beyond.

The e-Lab team

pod objectivesFoster collaboration and learning to…

1. Review key features of the utility business model and identify options for reform

2. Explore recent experience with utility business model reforms to understand their approaches, progress made, and lessons to learn

3. Identify where there are needs and opportunities to advance the adoption of business model reforms in our work

where have we been?eLab previously explored options for the future of the utility business and laid out three models

Questions: • Where have these models been applied since publication in 2013?• What have we learned about their viability or limitations?

1. The Integrated Distributed Resource Manager (DER Dispatcher)

2. The Distributed Resource Finance Aggregator

3. The Independent Distribution Network Operator

what is needed?

Kristov and De Martini lay out a new set of functions needed for the distribution system and suggest a staged evolution to serve those by “distribution owners” (DO) and possibly new “distribution system operators (DSO).”

Electric Utility Regulations, Report No. 2 (2015)

Distribution Functions Total DSO

Questions: • Which functions are appropriate for the future utility?• How should utilities and market participants be compensated for the

provision of these and other services?

monopoly or competition?Recent RMI work lays out a spectrum for the future utility business ranging from consolidated monopoly functions to deliver expanded energy needs, to a transformed utility that is a platform for integration of competitive distribution services.

Hybrid options include:• Utility procurement of third-party services• Split roles by product scope or activity• Utility competition with third-parties• Utility-hosted micro platforms

• Multi-year rate plans

• Performance incentive mechanisms

• Benchmarking

• Earnings sharing mechanisms

performance-based regulation offers a set of tools to guide utility reform

The most prominent PBR tools include the following

Questions: • Can PBR tools achieve the electricity system reform that we

need?• What other tools or approaches are essential to guide reforms?
