The Fourth of July is one the na-tions most important holidays. Itis a time to celebrate what this

country has achieved and what has made uswho we are. Parades will entertain us, grillswill feed us and fireworks will amaze us asthey light up the sky.

If you’re in San Jose, celebrate this Sun-day at The 3rd Annual Rose, White & Blue4th of July Parade and Festival. TheAlameda Business Association hosts thisevent with the parade beginning at West SanCarlos Street and Shasta Avenue and endingat the festival site on The Alameda betweenHester and Julian - near Race Street. TheAlameda will be closed to accommodate thecelebration.

This year's parade will include over 120units, floats, and some impressive musicaltalents will grace two stages set up on TheAlameda. A kid's inflatable gym and craftzone, tasty food to eat, as well as beer andwine will make this a very relaxing after-noon under the canopy of trees that line TheAlameda

The event has grown each year, withover 10,000 people attending last year towatch the parade and participate in the fes-

tival activities. This year the event hosts areexcited to announce that the parade GrandMarshal is Steve "The Woz" Wozniak. ASilicon Valley icon and philanthropist for thepast three decades, Steve Wozniak helpedshape the computing industry. Wozniak co-founded Apple Computer Inc. in 1976.

The Rose, White & Blue 4th of July Pa-rade and Festival provides a way for thecommunity to celebrate the nation's birthdayand our collective good fortune to live inSan Jose and its surrounding area. The his-tory of the rose-themed parade dates back tothe first "Rose Carnival", which took placein San Jose in 1896 with every city and townin the county participating with floral floatsas the centerpiece of the event. TheAlameda Business Association's newly pub-lished book, Roses on Parade: A Santa ClaraTradition, will be available for the first timeat the Festival. The author, Shannon E.Clark will be available for book signing.

New Legislation ForFinancial Industry

Last Friday, June 25th, Congress an-nounced that new 'almost' comprehen-sive legislation had been formulated and

will be enacted before July 4th when PresidentObama plans to sign it, which will make it the lawof the land. This legislation is the first time since theGreat Depression of the 1930s that Congress has ad-dressed the issues involved in monitoring, establish-ment of oversight and new regulations of thefinancial industry. Every resident of this nation willbe impacted by this legislation dealing with the fi-nancial industry. It is recommended that everyonebecome familiar with these new standards of doingbusiness because it will impact your credit cards,your mortgage, and many other financial transac-tions.

As usual, financial industry lobbyists did theirjob. For example, mortgage lenders will now be re-quired to validate the income of a home buyer be-fore approval of a mortgage loan. What is not in thenew legislation are the contract obligations whichapply should the mortgage payments not be madebecause of events that are no fault of the wageearner. During events such as the recent recessionfrom which full recovery has yet to happen, manywage earners simply get laid off.

This also happens when their job is out-sourcedoffshore. I recommend that a mortgage contract con-tain default conditions which when met, permit themortgage to stay in effect providing the mortgageholder continues to make alternative paymentsamounting to at least 30% of their new current in-come level. Current mortgage contracts favorlenders acting on 'foreclosure' which effectively de-prives a family of their home or results in the lossof the accumulated home equity.

At the minimum, a period of adjustment, let'ssay for 18 months (for 15 year mortgages) or 36months (for 30 year mortgages) be permitted duringwhich the mortgage holder is allowed to re-establishpersonal income though retraining or relocation toa new job. Simply stated, mortgage contracts todayoverwhelmingly favor the lender and do not protectthe purchaser having the mortgage contract obliga-tion.

There is much to applaud in this financial regu-latory reform legislation presented in more than2,000 pages. Everyone is advised to learn aboutthose specific items which impact them personally.Do take time to send your comments to your senatorand congressional representative. Excellent sum-maries and commentaries have already been pre-sented in the New York Times (nytimes.org) andWall Street Journal (wsj.com).

The summaries deal with new governmentalagency authority to enforce regulations; restrictionson banks, especially when dealing with derivatives;establishment of new bank cash reserve levels; andnew rules for investment advisors.

Of great interest to all will be the newly estab-lished consumer agency called The Consumer Fi-nancial Protection Bureau (CFPB). This agency willdeal with rulemaking and have some enforcementregulations on banks and other financial companies.This agency can authorize State Attorney Generalsto enforce certain CFPB rules to be established. Thisnew CFPB is granted authority to examine and en-force regulations for all mortgage-related busi-nesses; banks, and credit unions with assets of morethan $10 billion; pay-day lenders; check cashers;and certain other non-bank financial firms. One cau-tion is that the consumer lobbyists (such as AARP)need to be present when the new CFPB rules are for-mulated so as to mitigate the influence of lobbyistsrepresenting any and all financial institutions. An-other caution is that those financial firms with assetsbelow $10 billion may become the loophole thatkeeps things as they are today. So buyer beware.

It is essential that Congress provide this newConsumer Financial Protection Bureau with the au-thority to review, monitor, document best practicesand propose new legislation regarding the murkylife insurance industry which up to now has escapedany and all monitoring and oversight efforts. Toomany insurance firms seem to collect premiumswithout being obligated to make payments on validclaims.

The main thing is that this Obama Administra-tion has done more for the consumer with its leg-islative agenda (health care and consumer financialprotection) than has any Republican administrationsince the 1930s Great Depression.

Remember that come Election Day, November9, 2010. All Republicans have voted against thesenew legislative developments. If, as a constituent,you want to have this progress continue, it is essen-tial that the Democrats gain seats in the Senate (over2/3rds to be filibuster proof) and retain a 2/3rds ma-jority (291 votes) in the House of Representatives.

Do not fear 'big government' because it doestake care of the people's business and mitigate thepower of 'big special interests' (i.e., multi-nationalcorporations) to continue to exploit the consumer.Finally, a 2/3rds majority in both the Senate and theHouse will favor the passage of comprehensive im-migration legislation next year. Δ

President Obama made a com-pelling case for why Congressneeds to enact bipartisan com-

prehensive immigration reform, why theArizona immigration law is the wrong re-sponse to growing frustration with inac-tion in Washington, and why the only waycomprehensive reform can be enacted isif Republicans join with Democrats tosolve this problem once and for all.

According to Frank Sharry, ExecutiveDirector of America’s Voice, “The Presi-dent’s speech was terrific. He has en-gaged the country in a long overduedebate, and made the choice clear: We ei-ther enact a comprehensive solution thatis both practical and humane, or we endup with odious state-by-state laws such asthe ‘show me your papers’ Arizonalaw. Now it’s up to Republicans. Theycan either retreat behind empty soundbites and tortured defenses of the radicalArizona law, or they can step up and sup-port what many in the GOP used to sup-port – a comprehensive bill that endsillegal immigration.”

Given the hostile reaction by leadingRepublicans to the President’s speech, abipartisan breakthrough in the comingweeks on comprehensive reform seemsunlikely. This is unfortunate, for expertsand constituencies from across the politi-cal spectrum have rightly concluded thatsuch an approach is the only way to trulysolve the problem of illegal immigration.From big city mayors, like MichaelBloomberg of New York City and Michael

Nutter of Philadelphia, to major city po-lice chiefs, like Chief Chris Burbank ofSalt Lake City, UT and Chief Jack Harrisof Phoenix, AZ; from conservative evan-gelical leaders, like Richard Land of theSouthern Baptist Convention and LeithAnderson of the National Association ofEvangelicals, to civil rights leaders likeRev. Al Sharpton and Janet Murguia ofNCLR, the support for a sensible immi-gration solution crosses traditional divi-sions and constituencies and was on fulldisplay at today’s event.

Added Sharry, “Despite Republicanobstructionism on comprehensive reform,the Administration and Congress can takea number of steps in the coming weeksthat will move the nation in the right di-rection. First, the Department of Justiceshould sue the state of Arizona to stop thisun-American and unconstitutional law.Second, the Department of Homeland Se-curity should re-focus its enforcement ac-tivities on the ‘worst of the worst’ andleave college kids, ordinary workers, andclose knit families alone. Third, Congressshould pass targeted measures such as theDREAM Act and AgJOBS, measures thatenjoy bipartisan support and would serveas stepping stones toward broader reform.These three steps would build on the Pres-ident’s speech and turn his call to actioninto concrete initial steps.”

cuidado médico en la reforma al sistema de salud

que fue aprobado recientemente por la adminis-tración del presidente Obama. Sin embargo detodos los grupos raciales y étnicos del país, loslatinos, quienes actualmente representan aproxi-

madamente 15 por ciento de la población esta-dounidense, reciben el nivel más bajo de saludpreventiva.

La salud preventiva es costo-efectiva y tieneun gran potencial para controlar el crecimientodesmedido en el gasto en salud. Sin ella, muchascondiciones que podrían tratarse fácilmente alprincipio pueden requerir tratamientos médicosinvasivos y más caros si se ignoran. Consular en Estados Unidos, sehan perfeccionado técnicas ysistemas para ayudar a los con-nacionales. Hoy en día comoparte del mejoramiento de pro-cesos de trabajo de las represen-taciones consulares, se halogrado establecer una colabo-ración entre esta representaciónde México en San José y la Ofi-cina del Sheriff en el Condadode Santa Cruz para ayudar a labúsqueda de personas reporta-das como desaparecidas por susfamiliares en México.

Este programa que se dio aconocer recientemente en todoslos medios de comunicación, yconsiste en ayudar a identificara personas mediante pruebas deADN de sus familiares en Mé-xico, de esa forma, muchos con-nacionales que han enfrentadola muerte en territorio estadou-nidense y que permanecen en elanonimato, podrán ser identifi-cados gracias a este acuerdoentre autoridades mexicanas yestadounidenses.

Históricamente se reportanmuchas personas que fallecenen Estados Unidos sin ser iden-tificadas por lo que es impor-tante establecer canalesefectivos de cooperación comoel recientemente anunciado, quepermitirá encontrar la identidad

de posibles victimas o cuerposno identificados.

Mediante información sebusca a la persona en México,se toman muestras de ADN, sedan a la oficina del Sheriff, eneste caso del Condado de SantaCruz y ellos evalúan si corres-ponden a la persona que se estabuscando.

Recientemente se presentóel caso de una familia del estadode Colima, quienes reportaron aun familiar con quien no tienencontacto desde hace muchotiempo. Este año, en el mes demarzo se encontraron los restosde una persona que al parecerpodrían corresponder al jovenreportado por la familia en Co-lima. De resultar positiva lamuestra de ADN, podrá estable-cerse que los restos correspon-den a los de la personareportada.

Detectives contactaron aeste Consulado de México paraencontrar a los familiares de lavictima. Si se determina que esun nacional mexicano, se envíanlos restos a México para queestén a disposición de sus seresqueridos.

This past Friday, June 25, two menwere shot in San Jose on SanbornAvenue. Police arrived at the scene

at approximately 6:00 a.m. and rushed the twovictims to the hospital. At about 10:30 a.m., oneof the victims was pronounced dead. His namewas Chris Lopez.

That same afternoon, San Jose District 7Councilmember Madison Nguyen held a com-munity meeting to discuss the shooting that hadoccurred earlier that morning.

“The community was very glad to see that

Councilmember Nguyen had take the time toset up this meeting to discuss what had hap-pened earlier that morning,” said Noelle Ver-gara, policy analyst for CouncilmemberNguyen. “There was also talk about how thecommunity and the police can work moreclosely together and to prevent such tragic in-cidents.

The case is still under investigation andthere have been no arrest made. According to awitness, the suspect was in a vehicle describedas a black pick-up truck.

The second victim, whose name has notbeen released, is said to be in stable conditionas of Tuesday, June 29.

“This is a cruel way tobalance the budget,” saidCindy Chavez, executive of-ficer of the South Bay AFL-CIO Labor Council. “Bybalancing our budget on thefuture of families that live,work and play here.”

Chavez was referring tothe way San Jose is approach-ing their deficit. She said sug-gestions for change wereoffered but none were taken.

Now, 75 custodians areon the verge of losing theirjob in December, while thelucky ones will possibly behired by the private contrac-tor that takes over janitorialservices.

“Justice has a face andjustice has a name, and in thiscase, it has 75 faces andnames,” said Rev. DarylLavway, Grace BaptistChurch. “They are the facesand names of the janitors whowill be profoundly affectedby actions and votes today.”

The American Federationof State, County and Munici-pal Employees has offered 20percent wage cuts for the jan-itors, which turns out to bedouble of what the city hasasked, but the offer has beenrejected. Those who are hiredby the private contractor willlose about a third of theirhourly pay and will lose mostof their benefits.

“It’s stressing me out be-cause I’m thinking, what amI going to do when I do getlaid off,” said Dina Medrano-Miranda, custodian for 10years at San Jose Interna-tional Airport.

Medrano’s hourly wageof $23 will dramatically de-crease to about half of whatshe is making once she is laidoff and hopefully hired by thejanitorial company contractedby the city. She can’t see her-self supporting her three chil-dren and paying hermortgage with that type ofpay and is reconsideringworking for the city.

“I just hope that they willlisten to us and be able tosave or jobs,” said Medrano-Medina.

Losing one’s home to foreclosure has becomecommon in the United States over the pastcouple of years. About five million people

have lost their homes so far, and it is estimated that an-other eight million will lose their homes in the comingyears.

Jenny Do, a resident of San Jose who has beenhelping those who have lost their homes, has heardcountless sad stories from people who have lost theirhomes in the South Bay.

Do was one of several community members whogathered at the Most Holy Trinity Catholic Church inSan José to express her concern and outrage over therecent home foreclosure crisis.

She told the story of an elderly woman she met wholived by herself with her three dogs.

“One day the sheriff just showed up at her houseand told her she had 15 minutes to gather her mostprized possessions and leave. She gathered a few thingsand left with her dogs,” Do said. “She left her dogs atan animal shelter and was told she had ten days to pickthem up. She returned 13 days later but it was too late,the dogs had been put to sleep. She was devastated.”

The community members told similar storiesthroughout the night and along with community groups.

People Acting in Community Together (PACT) askedLaurie Maggiano, Policy Director for the Homeowner-ship Preservation Office at the U.S. Treasury Dept., tohear community reports on the economic and social im-pact of the foreclosure crisis on Silicon Valley and theBay Area, and the need for changes to the federal HomeAffordable Modification Program (HAMP) to stop pre-ventable foreclosures.

HAMP is supposed to help those facing foreclosureby adjusting incredibly high loan interest rates imposedby banks. Yet, many feel that the program has not beenimplemented the way it should be.

“We have learned many lessons in the first monthsof the program and are now working on really helpingthose in need,” Maggiano said.

“So far we have awarded money to several agen-cies that help those who have recently lost their jobsand need help paying their bills.”

Maggiano also added that she and the rest of herdepartment would continue to work hard and keep thebanks from taking people’s homes.

PACT is a multi-ethnic, interfaith organization thatempowers people to create a more justcommunity. PACT represents 22 congregations andover 50,000 people in Santa Clara County, and is partof the PICO National Network.

Para que una película tenga el éxitocuenta los actores, la producción, laescena, la fotografía y por supuesto

los efectos visuales ."The Last Airbender" cuenta con éste úl-

timo elemento importante para que una películade ficción cautive a la audiencia. Pero esto nose contruye de la noche a la mañana. Demandatrabajo, investigación y paciencia. Elementosprincipales para Pablo Helman quien ha com-binado su creatividad bastante bien a lado delcineasta George Lucas en la producción cine-matográfica “The Last Airbender”.

De la mano con la NASA"Trabajamos de la mano con la NASA, tu-

vimos que buscar imágenes reales para trabajaren una visión realista", explica el hombre crea-tivo en esta película.

"La escena de los mares y el fuego es unejemplo de cómo trabajamos con imágenes reales. Nos costó trabajar meses en una escena desegundos", explica el creativo de The Last Air-bender.

En GroelandiaHelman también destaca que el éxito de

esta producción se basa por la linda historia, losexcelente autores y los escenarios que se utili-zaron este espectacular proyecto que por ciertofue grabado en Groelandia. Ya en esta era de modernidad algunas cosastienen que ir cambiando. Si el Vaticano está en"facebook" y todo el mundo hace uso de la tec-nología por qué no la FIFA implementa su sis-tema de verificación de goles y jugadasdudosas.

"El fútbol se ha caracterizado por su con-troversia, el hombre se equivoca y no debemosjuzgar por eso", dijo José Reyes.

De otro lado se comenta que la FIFA quiereponer un dispositivo en la pelota que esté co-nectado a los audífonos de los árbitros para de-terminar si es gol o no.

"Eso será para los goles pero ¿qué hay conexpulsiones injustas, posiciones adelantadas?.Al igual que el fútbol americano, basquetbol yhockey entre otros deportes se revisan los vi-deos para observar la jugada. El fúbol debe con-siderarlo en su jugada", pregunta CerafinoSánchez.
