CLTS overview • Background: – Subsidies approach not providing enough impetus
for replication
• Process/Stages: 1. Pre-Triggering: • Introduction & rapport building • Briefing, Social mapping, Discovering local Title (CLTS),
etc.
2. Triggering:• Participatory Analysis & Ignition moment • Defecation mapping, Walk of shame, Glass of water,
Flow diagram, focus group discussions etc
![Page 8: Ehsd unicef-coniwas engagement on sanitation](https://reader034.vdocuments.site/reader034/viewer/2022051710/5a6cf9057f8b9af2418b4829/html5/thumbnails/8.jpg)
Cont... 3. Post triggering • Action plan development • Training of local artisans• Follow-up visits
• Output: – Entry - - - 18 – Triggered - - 6 – ODF - - - 0 (not assessed yet)
• Partnering with Pacific Institute on testing and promoting of Community Choices Tool (CCT)

Experience • Community members often refer to the
subsidies offered by some development partners.
• Innovativeness, affordability, adaptability and appropriateness are critical in sanitation options.
• Water and micro-credit are mostly the priorities of rural community members.
• Difficult to practice CLTS in large urban communities
![Page 12: Ehsd unicef-coniwas engagement on sanitation](https://reader034.vdocuments.site/reader034/viewer/2022051710/5a6cf9057f8b9af2418b4829/html5/thumbnails/12.jpg)
Challenges • Most places are always bushy and therefore
convenient for open defecation to be practiced • Non-harmonisation of approaches and non-
commitment to CLTS – Subsidy still goes on by some DCEs, MPs, NGOs,
• Limited knowledge/skills in the construction of appropriate cheaper technology options
• EIG???
![Page 13: Ehsd unicef-coniwas engagement on sanitation](https://reader034.vdocuments.site/reader034/viewer/2022051710/5a6cf9057f8b9af2418b4829/html5/thumbnails/13.jpg)
Recommendations
• CLTS as a national strategy should be vigorously supported and promoted by the District Assemblies and all other stakeholders in sanitation
• District Sanitation promotion forum should be organized to harmonize CLTS process in the districts
• Integrate EcoSan into sanitation promotion and delivery, especially for institutional latrines
![Page 14: Ehsd unicef-coniwas engagement on sanitation](https://reader034.vdocuments.site/reader034/viewer/2022051710/5a6cf9057f8b9af2418b4829/html5/thumbnails/14.jpg)
Recommendations ...
• Intensify follow-up • And for sustainable sanitation for all,
communities empowered through CLTS process should be connected with commercially viable producers and suppliers of sanitation solutions
