EGNOS SoL Service Definition Document (I/II)
• The EC published the current EGNOS SoL SDD last 28/06/2013 based
on ESR v2.3.1
• Main SoL objective is to support civil aviation operations down to
LPV (Localizer Performance with Vertical guidance) minima.
• Potential support to SoL applications in any application domain.
Establishes the European Framework for EGNOS SoL Service
implementation in Civil Aviation
• Regulated framework under Supervisory Authority oversight
required for a Safety of Life application.
Ref: EU Civil Aviation application Single European Sky (SES):
– ESSP SAS certified as ANSP (Service Provision common requirements)
– EGNOS System verified (Interoperability regulation)

In this case the ICAO annex 10 prescribes that: it is still

The need for the EWA’s
EUROPEAN SES regulatory framework analysis
RE (CE) 550/2004, Article 10: “Air navigation service providers shall
formalise their working relationships by means of written agreements or
equivalent legal arrangements, setting out the specific duties and functions
assumed by each provider and allowing for the exchange of operational
data between all service providers in so far as general air traffic is
concerned. Those arrangements shall be notified to the national
supervisory authority or authorities concerned.”
RE (CE) 2096/2005 Annex I, 7. “An air navigation service provider
which avails itself of services of another air navigation service provider
shall ensure that the agreements cover the allocation of liability between
them.”

EWA Principles
The EWA is a facilitator for EGNOS implementation within the
established European Framework:
- Comply with applicable regulation
- Provide support to ANSPs implementing EGNOS-based
operations
- Formalize the working interfaces between ESSP and ANSPs as
an evidence for the NSA
- Ensure a fair and equitable treatment for all European ANSP
proposing a harmonized approach.

The EWA contents (I/III)
• EWA document: The contractual document containing
contractual liability.
• Annex 1: Including the “ESSP SAS SoL Service Commitment”
as stated in the referenced document EGNOS SoL Service
Definition Document (EGN-SDD SoL v1.0) published on the 2nd
of March 2011.
– A reference to contingency coordination is included as well.
• Annex 2: Including the “Service Arrangements” defined between
the ESSP and the ANSP with the purpose to enable the ANSP to
implement Performance Based Navigation (PBN) procedures
based on EGNOS, namely:
– NOTAM Proposal Origination
– EGNOS Data Recording
– Collaborative Decision Making (CDM)

The EWA contents (II/III)
• EWA main document:
– Roles and responsibilities of the parties: ANSP and ESSP as
established by the applicable regulations and in Annex 1 and 2.
– Respective obligations are free of charge.
– Both parties may terminate the agreement for convenience.
– Only contractual liability: between the signing parties.
– No assignment of the EWA is authorized without the prior written
consent of the other party.

The EWA contents (III/III)
• EWA Annex 2 “Service Arrangements”:
– GNSS Data Recording: to cover the ANSPs requirement in GNSS data
recording and occurrence, incident and accident reporting and
investigations.
– EGNOS NOTAM proposals origination: Service Level 2.0, NOTAM
proposals resulting from:
» GNSS predicted outages generated min. 72 hours in advance
» GNSS unplanned outage handled:
• 2h during working hours.
• 16h00 at maximum, during non-working days (3 checks a day on
GNSS inputs)
– Collaborative Decision Making (CDM) describing ANSP involvement in the
ESSP decision making process (mainly providing recommendations)
decisions that could lead to a relevant impact on the service provided
(contingencies, maintenance activities, new releases deployment, etc.)

• ICAO GNSS MANUAL (AN-Conf/11-IP/14):
3.3.3.12 “A State may obtain SBAS service by either: cooperating with
another State (called the SBAS service provider) that has developed and
deployed an SBAS; or, by developing its own SBAS. A State might choose
the former if its airspace is within the service provider’s coverage area. It
would then have to negotiate an agreement with the SBAS service provider
covering such aspects as the type of service and compensation
arrangements.”

Successful Experiences with Non-EU
Countries
• Bailiwick of GUERNSEY (Channel Islands): Process followed
1. Negotiation with the EU framework for LPV implementation
agreed
2. Guernsey justified the applicability of SES provisions or equivalent
3. Guernsey airport signed the EWA with ESSP in 2011
4. 2 LPVs already implemented
• SWITZERLAND: Process followed
1. Full set of sectoral agreements concluded with the EU including
transport
2. Switzerland adopted the SES regulation
3. Skyguide (main Swiss ANSP) signed the EWA with ESSP in 2011
4. 4 LPVs already implemented.

Other Interested Non-EU Countries
• NORWAY: Process followed
– EFTA (European Free Trade Agreement) with the EU
– SES regulation full applicability in Norway
– EWA between Avinor (main ANSP) and ESSP about to be
signed
– First LPVs planned in 2014
• UKRAINE: Process followed
– Discussions between Ukraine and the EU on going...
– Civil aviation regulatory equivalence between Ukraine-EU -
PENDING
– No EWA negotiation with ESSP until the appropriate framework
is defined. The EWA will reflect the agreed framework
– EGNOS based operations implementation only once the
previous steps are covered

PROPOSED APPROACH / LESSONS LEARNED
FOR NON EU COUNTRIES
• Agreement at state level (between the non-EU country
and the European Union) required: clarifying the framework
for the use of EGNOS SoL Service (SES applicability, liability
scheme, etc.)
• EWA between ESSP and the ATS provider:
– No EWA discussions/negotiations until the previous
agreement is concluded and ESSP is authorized by EC
– The corresponding EWA will reflect the agreed framework
existing EWA template not necessarily applicable
• EGNOS based ops implementation: Only once the previous
steps are completed
