The 2007 European Freight Action Plan

Two alternatives should be addressed:

1) A European standard liability clause for all transportoperations (uniform liability)

2) A European liablity rule to fill in gaps between existingliability regimes (network liability)

The 2011 White paper: ”Any comrehensive multimodal

proposal of the Commission will have to take the globalconvention [the Rotterdam Rules] into account.”
