    training is not important, but every new employee regardless of his previous training, education

    and e3perienced needs to be introduced to work environment of his new employment and to be

    taught how to perform specific task In another case it is necessary to raise the skill levels and

    morale and attitude survey, personnel audit analysis etc.

     generation would have been by burning bagasse into e3isting boilers.$ $+7 was raised to

     clarify about the baseline emissions mentioned in the DD. The pro6ect proponent rephrased the

     DD and mentioned about the baseline emissions clearly. The proofs for the same were also

    submitted and they were desk reviewed by the assessor and found to be -P. 4ence,$+7 was

     closed out.The pro6ect is replacing eAuivalent amount of electricity from northern regional grid.

     The baseline was calculated based on regional grid and the baseline emissions were not

    calculated as per the approved methodology so $+# was raised. The pro6ect proponent replied

     by modifying the e3cel sheet and it was verified by the assessor. This was cross checked with the

    database of the values used and also values arrived by using the formulas. This was found to be

    -P hence $+# was closed out.The emission factor for the northern grid was mentioned as

    ".=7# in the DD which was thought to be on higher side by the validator so $+5 was raised.

    The pro6ect proponent replied by saying that the emission factor was calculated based on dataBs

    for years !""!2"7, !""72"#, !""#2"5 and since the data for !""52"8 is now available so this has

     been modified and proofs are also provided for the same.This was accepted and the proofs were

    verified by the hard copy of the data and found to be -P and the emission factor reduced to

    ".?=8. This has resulted in reduction of emissions from !!,??? t-! eA per annum to !1,9"#

    t-! eA per annum. This was accepted and hence $+5 was closed out.$+8 was raised to

     know about the non2consideration of pro6ect emissions in the pro6ect activity. The pro6ect

     proponent replied by providing the letter from supplier which states that the boiler is not suitable

    for firing any fossil fuel. The letter was verified with the original copy of the letter. The same

    was also verified during site visit by the local assessor. The local assessor also obtained the

    letter that the technology will not be changed during the entire crediting period of the pro6ect.

    of leakage. The pro6ect proponent replied by telling that the pro6ect activity will use the bagasse

    available from its own manufacturing facility. There will not be any transportation of bagasse

    from outside and above all it will also save 8."K of bagasse from its own generation even after 

     using it in the pro6ect activity. The supporting document was also provided which was reviewed

     by local assessor and found to be in order and this was accepted. 4ence $+9 was closed out.

    The emission reductions have been determined in accordance with the methodology described

    and there is no pro6ect emission related to usage of fossil fuel in power plant. The emission

    reductions are calculated as per methodology.

    The ro6ect Design Document DDH was designed as per version ! of guidelines laid for

     preparing DD of large scale D& pro6ect activity hence the format of the present DD was

    checked against it.The pro6ect was listed for comments on the )(; website from

    1=Q"?Q!""8 till 19Q"=Q!""8. (o comment was received during the subseAuent period of web

    hosting.$+! was raised to get the clarification on the pro6ect boundary which was not clearly

    described in the DD. The pro6ect proponent replied by clearly describing the pro6ect boundary

    and the same was also checked during the site visit. The pro6ect is under construction stage so

    this can also be verified during verification stage. This was accepted and hence $+! was

    closed out.The DD was not mentioning the pro6ect starting date, and $+78 was raised for the

    same. The pro6ect proponent provided the document for starting date of the pro6ect activity and

    four different types of I indices, and that makes it fairly unwieldy. The four areE I Industrial

    India is about the only ma6or country that uses a wholesale inde3. $lmost every other country

    uses the I as a measure of inflation, as this actually measures the increase in price that a

    consumer will ultimately have to pay for. The 'I doesnOt really measure the e3act price rise an

    end2consumer will e3perience because, as the same suggests, itOs at the wholesale level. The

    weights of items in the I and 'I baskets are calculated based on detailed surveys and other

    calculations. The 'I is published on a weekly basis and the I, on a monthly basis.

    4owever, two Auestions must necessarily be asked. The first is how good these indices are and

    how good is the 'I in India. To answer the first, inflation indices are only as good as how well

    inde3 because we do spend a good amount of money on services, such as rent, etc. If one

    actually looks at the I basket in the )S, rent has a fairly high weight. $lso the fact that nearly
