• The FRCC footprint is electrically unique in that it is tied to the interconnection on only one side.

• The area of the State of Florida that is within the FRCC Region is peninsular Florida east of the Apalachicola River.

• The FRCC is a not-for-profit company incorporated in the State of Florida.

• Its mission is to ensure that the bulk power system in Peninsular Florida is reliable, adequate and secure.

• It serves as a regional entity with delegated authority from the North American Electric Reliability Corporation (NERC) for the purpose of proposing and enforcing reliability standards within the FRCC Region.

• FRCC members include – investor-owned utilities, – cooperative utilities, – municipal utilities, – one federal power agency, – power marketers – and independent power producers.

Bilateral Market

• A bilateral contract in an electricity market is an agreement between a willing buyer and a willing seller to exchange electricity, rights to generating capacity, or a related product under mutually agreeable terms for a specified period of time

FRCC Standards Overview

• FRCC Regional Reliability Standards apply to the reliable operation and planning of the Bulk Power System in the FRCC Region.

• The FRCC Regional Reliability Standard Development Process has the following characteristics:

– Due Process – Any entity that is directly and materially affected by the reliability of the FRCC Bulk Power System has a right to participate in the process (indicated in their manual)

– Openness – Participation is open to any entity that is directly and materially affected by the reliability of the FRCC Bulk Power System. Participation shall not be conditional upon membership in the FRCC.

– Balance – The FRCC Regional Reliability Standard Development Process shall have a balance of interests and shall not be dominated by any single interest category.

Reliability Procedures and Guidelines

• The FRCC Handbook contains FRCC Guidelines and Procedures for both normal and emergency operations under which member systems are currently operating. This Handbook is intended as a reference source for use by operating and planning personnel and Committee members.

Reliability Process for the FRCC Bulk Electric System

• created to ensure the reliability of the FRCC Region, for which FRCC is the Reliability Coordinator (RC)

• describes the responsibilities and authorities of the Reliability Coordinator.

• describes the responsibilities of all participants including, but not limited to, Transmission Operators, Balancing Authorities, Generator Operators, Transmission Service Providers, Load-Serving Entities, and Purchasing-Selling Entities and other users of the FRCC Bulk Electric system, including entities acting as agents to perform functions on their behalf, for maintaining reliability of the BES. These participants are OPERATING ENTITIES.

Procedures

Real-Time Operating Procedure:- monitor the BES in the FRCC Region. - should be aware of the regional voltage profile, real

and reactive flow patterns, generation dispatches and hourly interchange activities.

- should have overall understanding of the BES at all times

Operations Planning Procedure:

- performs the Operations Planning function by conducting off-line contingency analysis studies for the FRCC Region for the time frame beyond real time analysis

- performs the function on weekly, monthly and seasonal basis by the Operations Planning Coordinator (OPC)• Seven Day Study• Twenty-Eight Day Study• Operational Seasonal Studies• Emergency Plan Reviews
