About the initiative:The Department of Education, Culture and Employment (ECE) through the Right from the Start Early Childhood Development Framework and Action Plan, has committed to providing iPad Minis to eligible new parents and primary caregivers in the Northwest Territories (NWT) for the purposes of providing them with a wealth of pre-loaded Early Childhood Development resources and information to support their parenting, as well as online access to existing Early Childhood Development programs and services.

B. Eligibility Information

To be eligible to receive an iPad Mini, you must meet all of the eligibility criteria including:

1. Provide proof that your child was born in the NWT and is under the age of 12 months old by the time your application is received by the department of Education, Culture, and Employment. (If you were medevaced outside the NWT for your child’s birth, please provide documentation from a health care professional)

One of the following acceptable forms of evidence must be included when you submit your application, please include only one item:

• A copy of your child’s birth certificate, OR• A copy of your child’s baptismal certificate, OR• A complete statement below, signed by a Commissioner for Oath, Notary Public 1 or health

care professional 2

If your application is successful and you receive an iPad Mini through the initiative, The Department of Education, Culture and Employment (ECE) may contact you for your feedback. Your feedback, along with information you provided in your application, may be used to inform the project and early childhood development activities. In the event you are not accepted into the project, ECE may still use your information provided in the application form for the same purposes if you have signed this consent form. This form details the aims and objectives of collecting your feedback and information, and provides a description of your involvement and rights.

It is important that you understand:• Any personal information collected, including information that could be used to identify you, will only be seen

by the Evaluation Unit and Early Childhood Development and Learning staff at ECE.• ECE will never release or share any information that could be used to infer your identity;• All information collected will only be used for the purposes of informing the iPad Mini Initiative and early

Terms and Conditions - iPad mini The Government of the Northwest Territories (GNWT) is pleased to provide you with an iPad mini containing content intended to assist you with the healthy development of your child. The iPad mini is provided to you in consideration for your agreement to the following terms and conditions (“Terms and Conditions”):

1. The iPad mini is provided to you free of charge, subject to these Terms and Conditions and Apple’s terms and conditions (referred to below). The GNWT will no longer have access to the iPad mini or its content and you assume full ownership and responsibility for the iPad mini.

2. The GNWT has pre-loaded certain content onto your iPad mini as a resource to provide you with useful information to help with the healthy development of your child.

3. You are responsible for the cost of any additional content purchased or loaded onto the iPad mini.4. The GNWT is not responsible if you delete or alter the pre-loaded content or other content and will not assist with maintenance or additional user costs. You are

responsible for all internet charges incurred as a result of using your iPad mini. Be aware that increased internet usage could impact your internet bill. If you have any questions, you should contact your internet provider.

5. The iPad mini and preloaded content that is intended for your use and not for the use of your child. As with any computer screen, overuse of the iPad mini by children is not recommended.

6. In order to pre-load content onto your iPad mini, it was necessary that the GNWT set up an Apple ID, password and corresponding email account on your behalf.Please change the password supplied to you for that Apple ID and email account as soon as possible. In addition, certain of Apple’s terms and conditions needed to be signed off by the GNWT on your behalf during the set-up procedure of your iPad mini. You hereby agree to be subject to the following Apple terms and conditions and any amendments to those terms and conditions: (i) iPad mini Hardware Warranty https://www.apple.com/legal/warranty/products/ios-warranty-canada-english.html; (ii) Software License Agreement http://images.apple.com/legal/sla/docs/iOS81.pdf; (iii) iTunes Terms and Conditions, Mac App Store, App Store and iBook Store Terms and Conditions https://www.apple.com/legal/internet-services/itunes/ca/terms.html; (iv) iCloud Terms and Conditions https://www.apple.com/legal/internet-services/icloud/en/terms.html; and (v) Privacy Policy https://www.apple.com/legal/privacy/en-ww/. Please ensure that you review the Apple terms and conditions. A paper copy can be provided to you by the GNWT upon request.

7. The GNWT is not responsible if you break, damage or lose your iPad mini or if your iPad mini is stolen. Please contact Apple for any repair questions.8. The GNWT has carefully selected the content which appears on your iPad mini; however, the GNWT does not have any control over this content and any

updates which are made to the content and therefore is not responsible for the content.9. You will still be able to use some of the preloaded content without internet access; however, if you do not have internet access you will be unable to update the

preloaded content or receive recommendations for additional content or receive correspondence from the GNWT. It is recommended that you update the content (whenever updates are available) to ensure you have the most up to date information.

10. Information about updates to pre-loaded content, recommendations for additional content and correspondence from the GNWT will be sent primarily to the email account created for you by ECE. If you change your email account or stop using it, you may not be able to update the pre-loaded content and may not receive important information from the GNWT.

11. The pre-loaded content and any additional recommended content is an informational resource only and is not meant as a substitute to obtaining health-related information for your child from a health care professional or to replace any advice you have received from a health care professional. In the event of any health-related questions, please consult a health care professional.

12. LIMITATION OF LIABILITY: THE GNWT, IT SERVANTS AND AGENTS, SHALL NOT BE LIABLE TO YOU FOR ANY LOSS, DAMAGE OR INJURY TO YOU OR YOUR CHILD OR FOR ANY LOSS OR DAMAGE TO YOUR PROPERTY, OR THE PROPERTY OF OTHERS FOR WHICH YOU ARE RESPONSIBLE, HOWSOEVER ARISING OR IN ANY MANNER BASED UPON, ARISING FROM OR ATTRIBUTABLE TO YOUR USE OF THE IPAD MINI OR ITS CONTENTS; AND YOU WAIVE ALL RIGHTS AND RECOURSE AGAINST THE GNWT FOR ANY SUCH LOSS, DAMAGE, OR INJURY OR LOSS OR DAMAGE TO YOUR PROPERTY OR THE PROPERTY OF OTHERS FOR WHICH YOU ARE RESPONSIBLE.

REMINDERS: • Change the password provided to you for your Apple ID and corresponding Apple email account as soon as possible.• Back up your iPad mini regularly to ensure nothing will be lost should you delete any content. • If you break, damage or lose your iPad mini or if your iPad mini is stolen, we will be unable to repair or replace it.• You are responsible for your internet bill (including any increased internet usage) and for any purchases made with your iPad mini.• The iPad mini is pre-loaded with content for your use. The GNWT does not control and therefore is not responsible for that content or any additional

recommended content. • It is recommended that you update the content (whenever updates are available) to ensure you have the most up to date information.• The pre-loaded content and any additional content is an informational resource only and is not intended to replace the advice or recommendations of

We may contact you to provide you with information about the iPad mini program, with notification of updates available to the pre-loaded content on your iPad mini or to provide you with access to additional content. While parents and caregivers know that the iPad Mini is a tool for parents only, we would like to remind you that screen time for children can be harmful to your child’s healthy development. Screen time is any time in front of a screen. This includes: televisions, movies, computer games, sur�ng the internet, phones, tablets, and more.

The Canadian Paediatric Society recommends:

Under 2 years old No screen time

2-3 years old No more than 1 hour per day

3-5 years old No more than 2 hours per day

Screen Time & Families

To build healthy relationships, children need parents to interact with them constantly. Eye contact, conversations and playing together are the most important things we can do for our children.

Babies and toddlers learn best from interacting with people and things. Babies learn by smelling, seeing, touching and hearing.

Young children need to be active for healthy development. Children need to run, jump and play every day.

Children learn and grow best through unstructured play. Children think creatively, develop their language skills, solve problems and so much more during playtime.

Parents and caregivers must be role models for screen use. Our children learn from everything we do!

Media use has been associated with development delays and issues: language delays, social issues, obesity, sleep issues, aggressive behaviour and attention issues.

Develop limits and routines around screen use. Set a timer so you know when the time is up.

Always supervise the content of what children are watching.Young children are still learning the di�erence between imaginary and reality.

Screens should not be used to calm cranky children. When we do this, children are not learning to regulate their emotions. They need us to help them.
